1.0 INTRODUCTION
1.1. Purpose of Report
The purpose of this report is to identify potential for maintenance and conservation works to
properties in the business zone precinct of the Bellingen Heritage Conservation Area. A
broad visual survey of the main street buildings was carried out from public land during
December 2017 and March 2018. This report provides an inventory summary for each
property with recommendations for future maintenance and conservation actions where
appropriate.
Council provides a free Heritage Advisory service to property owners or prospective
purchasers with advice on conservation, restoration and reconstruction, materials and
heritage colour schemes. Conservation works are eligible for heritage grant assistance
though Councils annual Local Places Heritage Grants subject to approval by Council and
availability of funding. Other grant funding avenues such as NSW ‘Heritage Near Me’ and
community grant funding programmes, may also be available to property owners and
community organisations.
1.2 Study Area
The extent of the study area is limited to properties in Hyde and Church Streets within the B2
Zone and Heritage Conservation Area as shown marked blue on Map 1 below.

1.3 Heritage Listing Information
The Bellingen Shire heritage Study (1992) described the Bellingen Conservation Area as
follows:
An historic township which retains much of its early twentieth century character. There is
some early housing surviving from the late nineteenth century but the majority in the main
town dates from the early twentieth century. The main street contains the majority of public
and commercial buildings which are of one and two storeys. The commercial strip is closely
knit with many original shop fronts, awnings and verandahs surviving. The public buildings
are set back from the street alignment with green spaces in front. Mature avenues of trees
adds to the aesthetic appeal and character of the town.
The statement of significance for the Bellingen Conservation Area is as follows:
Historic interest as a representative example of a country town established in a dairying
district. The town still evokes a way of life which characterised the first decades of this
century. Special architectural interest for the extant collection of buildings by George Edward
Moore, a prominent designer/builder in the district. General architectural interest for its
intact characteristic examples of commercial, public and private buildings. Aesthetic interest
as a relatively intact collection of buildings set in an attractive landscape. The settlement
contributes to an understanding of the character of an early twentieth century country town.
State Heritage Inventory (SHI) information is available for individual properties listed as items
of Environmental Heritage in the Bellingen LEP 2010 shaded brown and marked on Map 1.

1.4 Previous Studies
Historical information and early photographs of selected buildings are included in the
Bellingen Main Street Study 1986 by Tim Shellshear, Heritage Architect. Historic
photographs are useful in providing information of original details to guide restoration and
reconstruction proposals.
An inventory of the Bellingen Conservation Area was last undertaken in June 2001 by Gary
Stanley, a former Heritage Advisor to Council.
1.5 Limitations
The scope of this report is limited to a broad visual inspection from the public footpath and
does not extend to structural advice or building issues which require detailed inspection.

2.0 GENERAL OVERVIEW
2.1 Main Street Precinct Values
The properties in the commercial precinct of Bellingen Heritage Conservation Area
demonstrate a range of heritage values, including landmark historic heritage items of high
integrity, other contributory historic non-listed items, and later infill buildings. As a
collective, Bellingen’s main street precinct is a unique place which is held in high esteem by
local residents and visitors alike for its historical, social, and aesthetic significance, character
and ambience.
The ongoing care and conservation of original fabric, the use of appropriate materials for
repair and maintenance, the use of sympathetic use of colour schemes and advertising is
critical to the conservation of the significance and heritage values of this precinct.
2.2 General Principles for Conservation Works
Best Practice for Heritage Conservation is set out in ‘The Burra Charter’ - Australia ICOMOS
Charter for the Conservation of Places of Cultural Significance 2013 which is a nationally
recognised and adopted set of articles by heritage practitioners.
Understanding the significance of a place is critical prior to considering alterations and
works. Further research is encouraged when preparing proposals. The Bellingen Valley
Historical Society, the digital archives of the State Library and other sources are
recommended as research sources.
As fundamental principle, keeping a building dry is the key to its long term preservation.
Early attention to any water ingress and to stormwater management is critical. Unchecked
water damage can cause accelerating deterioration and increased costs for repair. Bellingen
is known for its sub tropical climate with episodes of extremely heavy rainfall.
Getting the details right is important to heritage conservation works. The use of appropriate
materials including traditional guttering profiles, roofing materials and matching original
details will ensure that the integrity of a building is maintained or improved. New works and
additions need to be distinguished from original but must not adversely impact on the
significance and setting of the item.
The use of authentic and sympathetic colour schemes and finishes are important to the
historical significance of a building, and to infill development, and assist in maintaining an
appropriate context and settings for historical buildings within the heritage precinct.
Sympathetic advertising has a substantial impact on the aesthetic values and setting of
individual buildings and on the Heritage Conservation Area as a whole. This is currently well
managed at present with most business signage being of a sympathetic and understated
character. This is reinforced by the strong presence of individually owned businesses as
opposed to chain stores with strong corporate and often unsympathetic signage and colour
palettes.

2.3 Consent Requirements and Heritage Exemptions
Maintenance and works of a minor nature will generally be handled under the heritage
exemptions provisions set out in clause 5.10(3) of Bellingen LEP 2010, at no fee, and without
the need for formal development application.
Owners are required to put the proposal in writing and receive Council approval in writing
prior to commencement. For further details on this process, contact Council’s Land Use
Services section.
Extract; Bellingen Local Environmental Plan 2010 5.10 (3) When consent not required However, development consent under this clause is not required if: (a) the applicant has notified the consent authority of the proposed development and the consent authority has advised the applicant in writing before any work is carried out that it is satisfied that the proposed development: (i) is of a minor nature or is for the maintenance of the heritage item, Aboriginal object, Aboriginal place of heritage significance or archaeological site or a building, work, relic, tree or place within the heritage conservation area, and
(ii) would not adversely affect the heritage significance of the heritage item, Aboriginal object, Aboriginal place, archaeological site or heritage conservation area, or
(b) the development is in a cemetery or burial ground and the proposed development: (i) is the creation of a new grave or monument, or excavation or disturbance of land for the purpose of conserving or repairing monuments or grave markers, and
(ii) would not cause disturbance to human remains, relics, Aboriginal objects in the form of grave goods, or to an Aboriginal place of heritage significance, or
(c) the development is limited to the removal of a tree or other vegetation that the Council is satisfied is a risk to human life or property, or
(d) the development is exempt development.

The following potential works were identified by this survey. Reference should be made to
the inventory sheets plus other background and supplementary reports where available, for
further information.

This is a group of mainly interwar dwellings lining the town entry to the commercial district which contribute
strongly to the historical significance of the precinct. Adaptive re-use for professional and business uses
assists these buildings to be appropriately conserved. Recommended ongoing maintenance, repainting in
heritage colours schemes, the removal of any enclosed verandahs and unsympathetic elements, and
encourage the reinstatement of any missing details.

Other Comments
The buildings occupy the historically significant site of the McNally Coach station of 1890s. Buildings are set
back from streetscape with concrete forecourt. The Auto electrical building is a simple vernacular style
building which still contains much original detail. The two storey building is an imposing building with a
good deal of original joinery, and the fenestration, shopfront and verandahs contribute strongly to the
streetscape. Potential for repainting and renewed colour schemes. Highlight batten details on gable ends.

This is a group of interwar and possibly earlier dwellings, lining the town entry to the commercial district
which contribute strongly to the historical significance of the precinct. The small scale and historic form of
the buildings are important elements of the town historic development. The group value of the small scale
buildings and vernacular style is significant to the streetscape. Some of the buildings are adaptively re-use
for professional and business uses which assists these buildings to be appropriately conserved. Landscaping
and original front fences where still in place, contribute to the setting of these buildings. Recommended
ongoing maintenance, repainting in heritage colours schemes, the removal of enclosed verandahs and
unsympathetic elements, and reinstatement of missing details.

The Hammond and Wheatley Store is the most significant building in the main street precinct and is listed on
the State Heritage Register. It has an imposing façade and dominates the main street in its scale. The interior is
also noteworthy and requires careful conservation of all original elements including an imposing cedar
staircase and hand painted pressed metal linings, and sky light windows.
Moisture and some previous water ingress issues caused some damage to timber linings. There is evidence of
mould to pressed metal ceilings which needs to be checked for rust, repaired as necessary and repainted to
conserve the original fabric. Repainting in progress March 2018.

from street with landscaped garden which contributes to the leafy character of the Conservation Area.

This former church was originally located on the corner of Hyde and Church Streets prior to Westpac Bank
being constructed. It was relocated in 1908 and had had later additions to the rear. It retains an early inter-
war low wall to the streetscape and a WW2 War Memorial Plaque which should be carefully conserved.
Addition of free standing skillion verandahs approved with some alterations in 2016.
