Role of capacity building

• To instill aggregate budget discipline– strengthening macroeconomic forecasting

• To achieve allocative efficiency: strategic prioritization and reallocation of expenditures– development of MTEF

• To improve operational efficiency: performance of the public sector– introduction of program budgeting
