In the course of my mandate as governor general, I have had the privilege of visiting every Canadian province and territory. From coast to coast to coast, I have seen first-hand the incredible diversity of Canadas flora. Communities in Bloom encourages the development of such beauty while promoting community involvement and recognizing individual efforts. Our collective quality of life has improved as a result.

I would like to congratulate all of the provincial participants, as well as the national and international finalists on their achievements and the magnificent radiance they bring to Canada and the rest of the world.

Former Mayor of Stratford (1978-88) affectionately known as Mr. Stratford, Edward Stanley Ted Blowes passed away May 11, 2013 at Londons University Hospital in his 76th year.

Ted was one of the founding members of the Communities in Bloom organization. Ted shared his expertise not only as a provincial, national and international judge for Communities in Bloom but also as a judge and mentor for America in Bloom and Sullivan Renaissance (New York). In all of these roles, Ted has judged over 175 communities across Canada, the United States, Europe, Japan and Singapore.

Ted was a secondary school educator for 34 years, retiring as the Head of the Geography Department at Northwestern Secondary School.
