Part A :
Qualifying requirements for the OEM Authorized ERP Implementation Partners/ OEM Authorized System Integrators of COTS ERP Products, i.e., the Bidder (Lead Partner in case of a consortium)

solution selling & its implementation as on the
date of issue of NIT.
Certificate of Registration/ Certificate of
Incorporation for the mentioned criteria
must be provided by the bidder, self-
attested by the authorized signatory of
the bidder.
2. Should have valid PF Code, IT PAN, GST
Registration Certificate.
All the supporting documentary
evidences for the mentioned criteria
must be provided by the bidder, self-
attested by the authorized signatory of
the bidder.

3. The Bidder should be a certified/authorized
partner of the respective OEM of offered COTS
ERP Product and the Bolt On Module (if any).
The bidder should have valid
authorization/certification from and active
relationship with the respective OEM(s) as on

from the respective OEM(s) have to be
submitted in Form # 20.

4. The Bidder should have an Average Annual
Turnover of at least INR 1000 crores with
positive Net Worth for last 3 financial years (FY
2016-17, FY 2017-18, FY 2018-19). as per
Audited Annual Accounts.
The Turnover of the Bidder from ERP Product
selling and/or its Implementation shall be at
least INR 100 Crores per year in the last three
financial years (FY 2016-17, FY 2017-18, FY
2018-19).

Profit and Loss Account) for last 3 years
(FY 2016-17, FY 2017-18, FY 2018-19)
along with duly filled in Form # 14 and

turnover of the Bidder from ERP Product

5. The bidder must have a valid CMMI level 5
Certification.
Relevant CMMI certificate, self-attested
by the authorized signatory of the
bidder.
6. Any direct Contract Agreement of the bidder
with MPPGCL should not have been terminated
in last five (5) years as on the date of the issue
of the NIT.

7. The Bidder shall not be under declaration of
ineligibility for corrupt or fraudulent practices or
blacklisted or debarred in last five years by any
Department / Agency / PSU/ Organization of
the Government of India or any State
Government in India for non-satisfactory past
performance, corrupt, fraudulent or any other
unethical business practices.
Self-Declaration/Certification by the

B Human Capital Strength
1. The Bidder should have a well-established
presence in India with a support base to
provide implementation and support for the
proposed COTS ERP solution & services along
with the ability to provide timely response and
service to the owner.
Declaration letter signed by the
authorized signatory along with
adequate documentary evidences in
respect of submission of the bidder to be
enclosed.
2. The bidder must have at least 150 full time ERP
professionals of the proposed COTS ERP
system on its payroll in India.
Certificate from firm’s HR department to
be submitted (Form # 22).
C General
1. Compatibility - The offered COTS ERP product
should be compatible with both IPv4 and IPv6.

2. The offered COTS ERP product must support

3. Audit Trail:- Proposed ERP Product must have
in-built “Audit Trail” functionality.

4. The ERP product must be the country specific
version for India with statutory requirements

support in terms of Income Tax, GST etc.

5. The OEM of proposed COTS ERP should have
at least one training center of its own or an
authorized training center in India with a
training capacity of at least 50 trainees.

6. The Bidder should furnish certificates from
respective OEM of offered COTS ERP Product
and the Bolt On Module (if any) to provide
technical support for the offered COTS ERP and
the Bolt On module (if any) in terms of
updates, repairs, patches and upgrades for the
next minimum seven years from the date of
supply.
All the appropriate supporting

mentioned criteria must be provided by
the bidder. OEM’s Confirmatory letters to
be enclosed.
[Note:- Confirmatory letters should be
filled and submitted separately for each
of the OEMs]
D Presence of ERP solution OEM in India
1. The OEM of proposed COTS ERP shall have SLA
based 24/7 x 365 days local Technical
Assistance Centers (TAC)/Support Center
based in India with minimum 100 team
members for offering post-sales support. The
ERP OEM should have its own TAC in India
manned with its own engineers/professionals.

the bidder. Address and contact details
of TAC in India should also be submitted.
2. The ERP solution OEM should have at least five
independent System Integrators, registered
and operating in India, as certified partners to
implement and provide maintenance & support
services for the ERP solution. These system
integrators should be the active partners of the
OEM for at least last 5 years.

3. The OEM of the offered COTS ERP should have
an Average Annual Turnover of at least INR

E Implementations of COTS ERP Product
1. The customer base of proposed COTS ERP in
India should be of at least 10 customers where
the proposed COTS ERP has been successfully
implemented and are live (as on the last date
of online submission of Bid documents), out of
which at least three (3) customers should be
organizations of Govt. of India / State Govt. /
PSUs having user base of minimum 500
transactional users each with multiple modules
implemented and covering multiple locations.

with all appropriate supporting
documentary evidences (such as order
copies/completion certificates) for the
mentioned criteria must be provided by
the bidder.
Bidder shall have to provide access to
the Owner/ Consultant (within 7 days of

request from the Owner/ Consultant) for
validation from the customer's
authorized signatory (including valid
contact details) so as to enable the
Owner to verify such information as
required above.
2. The Bidder should have successfully executed
at least 10 implementations of COTS ERP out
of which 2 implementations should be in India
each having more than 500 users across
multiple modules.
All the appropriate supporting
documentary evidences for the
mentioned criteria must be provided by
the bidder such as:-
• Work Order + Completion Certificates
from the client;
OR
• Work Order + Self Certificate of
Completion (Certified by Authorized
Signatory of the bidder),
OR
• In case where, due to Non-Disclosure
Agreements with the client, providing
the work order copy is not possible then,
Completion Certificate from the client
OR
Self-Certificate of project completion by
the bidder’s Authorized signatory,
mentioning the scope of work and the
project value, should be submitted. In
this case the bidder should, however,
mention the reason for not being able to
submit copy of the Work Order in the

Self Certificate issued by the Statutory
Auditor/Company Secretary.
Bidder shall have to provide access to
the Owner/ Consultant (within 7 days of
request from the Owner/ Consultant) for
validation from the customer's

contact details) so as to enable the
Owner to verify such information as
required above.
Bidder shall also submit the Form # 3
alongwith aforesaid documents
3. The Bidder should have successfully
implemented proposed COTS ERP in at least
one large Govt. Power Utility in India /Private
Power Utility in India/Large Public Sector
Undertaking (PSU) in India/Power Generation
Utility in India or Global/Large Process Industry
in India or Global where at least 3 out of the
following 6 core modules (functional areas)
have been implemented and the so
implemented ERP solution should be live with
minimum 500 users (as on the last date of
online submission of Bid documents):-
Finance & Accounts Management, Material
Management, Project Management, Plant
Operations and Maintenance, Fuel
Management and HR & Payroll Management.
All the appropriate supporting
documentary evidences for the
mentioned criteria must be provided by
the bidder such as:-
• Work Order + Completion Certificates
from the client;
OR
• Work Order + Self Certificate of
Completion (Certified by Authorized
Signatory of the bidder),
OR
• In case where, due to Non-Disclosure
Agreements with the client, providing

F Team Composition (For Implementation Phase) – The bidder should have following
minimum personnel with requisite experience for deployment during the implementation
phase. As such, following details must be submitted :

Bidder should have minimum One (1)

Industry (other than Power Utility)/ Large
Public Sector Undertaking (PSU) (other
than Power Utility and Large Process
Industry) in India as Project Manager.
d. Desired Professional qualification:- MBA

ii. Power Generation Utility Industry Experts
Bidder should have minimum Two (2)
Personnel of following criteria:-
a. Minimum Qualification: B.E/ B.Tech. /
M.Tech
b. Minimum Required Experience: Minimum
10 years of power generation utility
industry experience along with process
improvement experience and ERP

Note :- For above required manpower
bidder may propose third party
personnels fulfilling the above
requirement. However, assignment
engagement documents including the
engagement contract for the entire
duration of implementation phase along-
with CV shall be submitted by the bidder
with the bidding documents. Further,
implementation responsibility
whatsoever and engagement of such
personnel shall lie with the bidder.
iii. Functional Lead
Bidder should have minimum Eighteen (18)
Personnel of following criteria:-
a. Minimum Qualification: B.E/ B.Tech. / M.
Tech./MBA/ CA/ ICWA/MCA
b. Mandatory Professional qualification: ERP
Certification in the relevant functional
module of the proposed COTS ERP for which
the resource has been proposed
c. Minimum Required Experience: Minimum 8
years of professional experience including
Functional Lead experience of minimum 2
ERP implementation projects (end to end
and of more than 8 months each) of the
proposed COTS ERP and implementation
experience of minimum 3 ERP
implementation lifecycles (end to end and of
more than 8 months each) of the proposed
COTS ERP. The experience should include at
least one (1) similar implementation of
CVs of the Personnel to Be
Deployed/Team Members to be
submitted in the attached Form # 5.

implementation experience of minimum
3 ERP implementation lifecycle (end to
end and more than 8 months each) of
the proposed COTS ERP. The
experience should include minimum 1

submitted in the attached Form # 5.

Note:
1. All self-certificates and documents must be signed, sealed & dated by the

2. Technical upgrades and rollouts of the COTS ERP or its modules shall not be
considered as implementation experience for COTS ERP.
3. Internal implementation including implementation in subsidiary companies of the
bidder will not be considered as required qualifying credentials.
4. The documentary evidences for Man power required and submitted under part F
of the qualification requirement as mentioned above i.e. Form 4, Form 4A, Form
5 and any other relevant document as submitted by bidders shall be considered
for evaluation for both PQR qualification and Techno Commercial Evaluation.

Part B:
Qualifying requirements of the Bidder/Partner (in case of a Consortium) for the ICT Infrastructure:-

of issue of NIT in the areas of supply,
implementation, operation and maintenance of
Data Centre related ICT Infrastructure solution for
large integrated solution such as ERP.
Certificate of Registration/ Certificate
of Incorporation for the mentioned
criteria must be provided by the
bidder, self-attested by the authorized
signatory of the bidder.
2. Should have valid PF Code, IT PAN, GST
Registration Certificate.
All the supporting documentary
evidences for the mentioned criteria
must be provided by the bidder, self-
attested by the authorized signatory
of the bidder.
3 The Bidder/Consortium Partner should be an OEM
certified/authorized System
Integrator/Implementation Partner for the
proposed Core ICT Infrastructure Hardware and
Software Products. The System
Integrator/Implementation Partner should have
valid authorization/certification from the respective
OEM(s) and have active relationship with the
respective OEM(s). OEMs Authorization for Servers,
Network equipment, SAN Storage, Backup Solution,
EMS, etc., are to be submitted.
Required

4. The Bidder/Consortium Partner should have an
Average Annual Turnover of Rs. 150 Crore or more
for last three (3) financial years (FY 2016-17, FY
2017-18, FY 2018-19) with positive Net Worth for
each of last three (3) financial years (FY 2016-17,
FY 2017-18, FY 2018-19).
Out of the total Annual Turnover, the Annual
Turnover from supply, installation, testing &
commissioning followed by operation &
maintenance of Data Centre related ICT
Infrastructure, other ICT Infrastructure and
associated packaged software, etc., should be at
least Rs. 50 Crore per year in the last three financial
years (FY 2016-17, FY 2017-18, FY 2018-19).

B Human Capital Strength

own payroll at least 100 technically qualified ICT
Infrastructure professionals for providing technical
services related to supply, installation, testing &
commissioning followed by operation &
maintenance of Data Center ICT Infrastructure,
other ICT Infrastructure and associated packaged
software, etc., out of which at least 30 employees
should have minimum three (3) years of experience
of working in data center environment and
experience of successful implementation, operation
and maintenance of data center ICT infrastructure
including servers, SAN Storage, Backup Solution,
Data Center Networking, EMS Solution, etc.
Certificate from firm’s HR department
to be submitted (Form # 26 ), duly
self-attested by the authorized
signatory of Partner and the
authorized signatory of Bidder.
2. The Bidder/Consortium Partner should have a well-

products have been offered in the bid should be a

3. The Bidder/Consortium Partner should submit valid
authorization letters from each of the OEMs of the
offered ICT Infrastructure related Hardware and
Software, confirming that the products meet the
technical & functional requirements asked for in the
RFP document and that the Products quoted are of
latest version / specification and are not at the end
of sale, end of life and end of support.
OEM’s confirmatory letters to be
enclosed by the ICT Infrastructure
Implementation Partner and the
bidder, along with duly filled up Form
# 20.

4. The Bidder/Consortium Partner should furnish
certificates from each of the OEMs of the offered
ICT Infrastructure related Hardware and Software
to provide technical support for the offered ICT
Infrastructure elements in terms of spares,
replacement, repairs, patches and upgrades for the

or large integrated software solutions in India
involving dispersed locations including supply,
installation, testing & commissioning followed by
operation & maintenance of Data Centre related ICT
Infrastructure, other ICT Infrastructure and
associated packaged software, etc., in State Govt.
Departments/ Central Govt. Departments/ PSUs/
Power Generating Companies/ Power Utilities/Large
Process Industries/Large Industrial Enterprises/
BFSI, during last 10 years and having project values
as specified below:-
i.One similar project having the ICT
Infrastructure component of total value of at

2. Internal implementation including implementation in subsidiary companies of the
bidder/consortium partner will not be considered as required qualifying
credentials.
3. The documentary evidences for Man power required and submitted under part E
of the qualification requirement as mentioned above i.e. Form 4, Form 4A, Form
5 and any other relevant document as submitted by bidders shall be considered
for evaluation for both PQR qualification and Techno Commercial Evaluation.
The Bidder should have the credentials to meet all of the above mandatory criteria to
become eligible. In case any of the conditions listed above is not met, the Bidder will be
disqualified. Only proposals which meet all of the above Pre-qualification requirement
would be considered further for techno commercial stage.
