Vision & Regional oVeRVieW Kempsey Shire Council’s vision for the Macleay Valley is to work alongside the community to preserve and enhance our natural environment and lifestyle. We aim to achieve this vision by providing high quality services and facilities through strong leadership, and by considering the needs of our community, the environment and future generations. As an organisation, we value trust, co-operation, service, innovation and pride. Kempsey covers an area of 3,338 km2 and is the major town and service centre for the Macleay Valley. It is conveniently located between Port Macquarie and Coffs Harbour on the Mid North Coast of NSW.

This region of 148,000 residents spans a large coastal geographic area from Great Lakes in the south to Coffs Harbour in the north, taking in the towns of Forster, Taree, Port Macquarie, Macksville, Nambucca Heads, Urunga and Bellingen. With its idyllic sub-tropical climate, abundance of natural assets and pockets of strong investment, the Mid North Coast is an extremely popular tourism and sea and tree-change destination.

location & links The Macleay Valley is strategically positioned mid-way between Sydney and Brisbane and, closer to home, between the coastal regional centres of Port Macquarie and Coffs Harbour. The Macleay Valley is accessible via the North Coast Rail Line and the Pacific Highway. The scheduled upgrade to the highway to dual carriageway in 2013 will further improve highway travel times to major centres along the East Coast. The upgrade also provides Kempsey with a unique strategic advantage, with the southern and northern interchanges having close proximity to the town centre and industrial areas. Kempsey Airport, located a 10-minute drive west of town, offers a superior facility for charter flights, while regular passenger services are available from Port Macquarie and Coffs Harbour. The impressive Macleay River is a major feature of the area, both as a historic transport corridor and a place for boating, fishing and other recreational pursuits.

“Akubra made the move from Sydney to Kempsey almost 40 years ago, as basically it had become completely uneconomical for us to operate there.

The government of the day was offering incentives

to businesses to move into rural areas and the company decided to take advantage of that.

We chose Kempsey over four other regional towns, largely because of region’s available workforce, high quality lifestyle, and ready access to air, road and rail services. Relocating to Kempsey has been a very positive move for Akubra.

Today, we still have access to a stable workforce and the real estate is affordable, which means it isn’t overly expensive for people to live and work here and enjoy a good lifestyle.

Our location half-way between Sydney and Brisbane also means there is good transport access to the south and north, which is important for us given we’re now producing an average of 160,000 hats per year, which are sold all over Australia and internationally to China, the US and Germany.

The lifestyle is also extremely attractive. You can go home and relax, or drive 20 minutes to the beaches… the Macleay offers a terrific life-work balance.

Our location is no hindrance to growing our business or to winning large government contracts, as our recent successful bid to supply slouch hats to the military department demonstrates.

Technology has really narrowed the communication gap, and we can achieve anything we want with a phone call or email. Sydney is now only a few hours’ drive away or half an hour by air, it’s easy.”

“Although I have owned Travelscene for the past 11 years, I have worked in the business for 30 years and the business itself has operated since the 1950s.

I am extremely fortunate that the industry I work in gives me the opportunity to travel the world. And do you know what? After all the countries I have visited, I can honestly say the Macleay Valley is one of the most beautiful places in the world.

What I also love about the Macleay Valley is its friendliness. Kempsey has a heart and a soul. We are a very close and caring community and there is nothing like being able to walk along the street and be welcomed so warmly by your friends, neighbours and colleagues. The atmosphere makes you feel so positive, and it’s that positive outlook that you project that comes back to you in your business every day.

There is no doubt the people of Kempsey have provided my staff and I with a pretty good income. We don’t

have significant highs and lows, our volumes are pretty constant. Sometimes we struggle, like everywhere does from time to time, but you’ve got to take the bad with the good, and most of the time it’s good.

touRism & attRactions With golden beaches, lush rainforests, winding rivers, scenic hinterland and 100,000ha of State Forest and National Parks, the Macleay Valley is an extremely popular holiday destination for growing numbers of regional, national and international visitors. Tourism Research Australia estimates the average annual total visitor spend in the Macleay to be $173 million, with 247,000 overnight and day visitors holidaying in the region each year. Visitors to the Macleay Valley stay longer and spend more than the NSW average, with the average length of stay 4.5 nights and the average spend $570 per visit ($128 per night). The hinterland takes in the heritage towns of Bellbrook and Willawarrin and offers scenic lookouts, country markets, canoeing and world class Bass fishing. The coastal towns of Grassy Head, South West Rocks, Hat Head and Crescent Head provide some of the best uncrowded surfing beaches on the east coast of Australia. Crescent Head is home of the famous “Crescent Head Classic”, with surfers coming from every part of Australia and overseas to compete in an annual competition that celebrates surfing’s history. South West Rocks offers first-class fishing, sailing, surfing, scuba diving and snorkelling, with scuba divers from all over the world coming to explore the 110-metre tunnel at Fish Rock. Nearby, Trial Bay Gaol and Smokey Cape Lighthouse offer stunning modern-day monuments of a rich coastal history. “Our business has been in the Hitchins family for over thirty years. My brother Kevin and I took it over seven years ago.

We’ve just been named a finalist in the State Tourism Awards, so we feel proud of that achievement and hope we’ve got what it takes to be named as winners.

Our business is now internationally renowned and attracts divers from all over the world who are keen to experience Fish Rock off South West Rocks. In June this year, Australia Geographic named Fish Rock as one of the country’s top three dive sites.

Living and working here in the Macleay Valley definitely has its bonuses. Firstly, we have a small town environment and community, which is appealing to tourists.

Secondly, we are located an equal distance from

both Brisbane and Sydney, which allows us to market successfully and draw on both.

Thirdly, our coastline is very different from any other part of NSW. We have some great features, like interesting islands plus large, unspoiled areas of National Park.

We also have perfect beaches. Everyone else along the coast says their beaches are perfect, but you don’t have any idea of perfect until you see our beaches. They’re clean, they cater for everyone from toddlers to world-class surfers all within a close proximity, plus we have beaches facing a range of directions, which means they are available in all types of weather.

The dive experience we offer attracts divers from all over Australia and all over the world and it’s very rare that a diver won’t say that diving here was the best dive they’ve ever done.”

“We arrived in the Macleay in 2003, after working in the hotel business on Sydney’s Northern Beaches. We had been holidaying at Hat Head since 1980 and had always loved the area, so it was our view that if we ever left Sydney, this is where we would come.

It’s a very relaxed place to live. Between the beaches and the river, it offers a good outdoor lifestyle, especially for fishing. The climate’s also fantastic. The valley itself is extremely beautiful and yet it still has close proximity to Sydney and the Gold Coast, which is appealing.

What we enjoy most about doing business in the Macleay is the people. We treat people the way we wish to be treated and, as a result, our customers are extremely loyal to us.

While we cater mainly for locals, Kempsey is also the retail base for people holidaying at all the outlying beach areas, so we get a lot of business from the visitor market as well.

Since moving to the Macleay, our eldest son Brent and his family have relocated to the area and he is working with us in our business, managing our Compleat Angler store. So we now have a grand-daughter growing up in the Macleay too.

To be honest, we don’t miss anything at all about the city… the roads are horrendous, it’s not a comfortable environment and you just don’t get the same welcome you get in the country.”

macleay Valley histoRy The Macleay River Historical Society’s award-winning museum at the South Kempsey Visitor Information Centre is an excellent source of historical information, photographs and artefacts. Housed within a building designed by the renowned architect Glenn Murcutt, the museum traces the Macleay Valley’s history from the time of Aborigines to today. The Macleay Valley’s history is vested in the Dunghutti people, with remnants of their ancient culture remaining today. Earliest European settlement was recorded in 1827 when Captain AC Innes established a cedar party north of Euroka Creek on the Macleay River. Today, Kempsey is the commercial heart of the Macleay River valley and is a progressive town with a strong sense of community. Many locals have achieved success, including country music singers Slim Dusty and Shorty Ranger, author Thomas Kenneally, photographer Angus McNeil, Pharlap strapper Tommy Woodcock and Aboriginal artist, the late Robert Campbell Junior.

deVeloPing in kemPsey

Before making any changes to a building or occupying a premise within the Kempsey Shire, you may need to submit a Development Application (DA). A DA is required for all development in the Kempsey Shire except where it is considered either exempt or complying development.

The Environmental Planning and Assessment Act 1979 (EP&A Act) and the Environmental Planning and Assessment Act

DEVELOPING IN KEMPSEY

Regulations 2000 (Regs) as well as the State Environmental Policies (SEPPs) provide the framework and assessment procedures for all NSW.

Kempsey’s Local Environmental Plan (KLEP), Development Control Plans (DCPs) and Council policies provide local planning guides specific to types of developments and/or specific locations.

Council is currently working with the Department of Planning and Infrastructure (DPI) to develop a Standard Local Environmental Plan, which will replace the KLEP and form part of the standard for the State.

It’s important to remember that your DA will be processed more efficiently if it is accompanied by all the required paperwork. Delays in processing can occur if all the information is not submitted with the application. Where a proposal requires an amendment to KLEP, staff will work with developers to identify potential issues with a view to a possible rezoning in order to facilitate the development. Planning and Building staff are available for pre-lodgment meetings, so please call Council on 02 6566 3200 to arrange a meeting.
