We interviewed Chairman of Kalewa Township Peace and Development Council U Kyaw Zin about development undertakings of the region. He took us to Ma Sein model village to witness the progress of the village. It was a 1:45 hr-boat ride to Ma Sein model village from Kalewa jetty upstream Chindwin river. We drove past the houses on the banks, enjoying the stunning views of mountain ranges under the bright sunshine. As soon as we arrived at Ma Sein model village, we saw Youth Hostel on the bank. Ma Sein model village, which is situated on the east bank of Chindwin river, has an area of 34 acres and is 18 miles north of Kalay. Waterway is the major transportation mode for the village to the town. As we passed through the village to our destination, we saw bazaar, playground, garden, police station, residence of the doctor of the station hospital built by the village on self-reliance basis. Intha boats demon- strated their skills. Inlay PhaungdawU Buddha images were conveyed with the use of 28 boats and 2500 participants to Yadana Sankyaung through Namhu Creek. Our media crew of Myanma Alin daily were onour way to Kalewa from Kalay. Both sides of theroad were green and lush paddy fields, some undertransplanting, and some under ploughing. On themotorway were a stream of bicycles, three-wheelersand vehicles running to different directions.

Myitha river was flowing at the right side underthe motorway on Yesangyun road. We had passedan enormous number of iron frame iron truss bridgesand iron frame wood truss ones on our way toKalewa.

Six militants killed in W Afghanistan KABUL, 7 Oct—Afghan and NATO-led forces have killed six militants, includ-

ing three Arabic trainers, in Herat Province of western Afghanistan, military spokes-man in the region Abdul Basir Ghori said Tuesday.

“A joint operation of Afghan and NATO forces was kicked off in Gazara dis-trict since Monday to clean up the area from rebels and so far six militants includ-ing three Arabs have been eliminated,” Ghori told Xinhua.

These Arabic fighters, he added, had provided military training to Taleban in-surgents in the area. The military official also stressed that the operation will goon until all the militants are swept out and the durable peace is ensured.

These days, a hot news item is the US’s possiblenew direction for its relations with Myanmar. Mediaare broadly reporting that economic sanctions cannotfulfill the political requirements, so the US willimpose economic sanctions and engage with Myanmarsimultaneously as its new policy towards Myanmar.It has not been clear yet how it will do to achieve itsgoal. My opinion in this context is that economicsanctions against Myanmar have adverse effectson the people, from all strata of life and they willnot be able to bring their objectives to fruition.

It is not fair that economic sanctions are imposedas a tool to put political pressure on Myanmar. Eco-nomic sanctions do not contribute to the drive forensuring human rights and democratic process, butthey hurt economic and social development of thepeople on a large scale. Myanmar, a small nation, stillhas to cope with internal armed insurgency triggeredby the evil legacy of the colonialism. So, economicsanctions also disrupt the projects for progress ofborder areas. In consequence, far-flung areas werebehind other regions in development, and that has adirect strong impact on ongoing anti-narcotic drugscampaigns which are very demanding.

Economic sanctions are more of a hindrancethan a help in anti-narcotic drugs programmes.However, the government is determined to keepon trying hard with self-reliance basis to be able toward off the menace of narcotic drugs that posedangers to the whole mankind and that should notbe associated with political issues. Besides, Myanmar has joined the ASEAN andChina Cooperative Operations in Response to Danger-ous Drugs (ACCORD) and shares news on narcoticdrugs and experiences of drug elimination with othermembers. Due to its active cooperation and agree-ments with international organizations and neighbour-ing countries, Myanmar recently won recognition ofthe UN agencies that her anti-narcotic drugs cam-paigns worked beautifully. It also managed to exposeworldwide famous cases got involved by internationaldrug lords such as Operation “Soe San Zone” in whichit seized 591.05 kilos of heroin blocks and the opera-tion in which it seized 496 kilos of heroin blocks.

Thanks to cooperation for exchanging narcotics-related information with Drug Enforcement Adminis-tration (DEA), China, and Thailand, Myanmar anti-narcotic drugs squads managed to seize 761.95 kilos ofheroin blocks and 340,000 stimulant tablets with astreet value of 7877.55 million kyats at Lwe TawKham checkpoint in Tachilek Township on 10 July2009. Moreover, they exposed 10.368 million stimu-lant tablets, 819.35 kilos of heroin and 10 kilos of ICEand precursor chemicals and arms and ammunition

with a total face value of 39,068.15 million kyats.Recently, servicemen and members of the

Myanmar Police Force launched an operation at riskto life to storm Laukkai for narcotic drugs, and seized10.168 million stimulant tablets, 86.57 kilos of stimu-lant powder, 0.131 kilos of heroin, 0.19 kilos of ICE,1371.37 kilos of ephedrine, 0.24 kilos of morphine,600 Sado ephedrine tablets, 34.32 kilos of caffeine,0.8 kilo of raw opium, 3211.4 kilos of chemicalpowder, 2818.19 gallons of acid, 1392.89 gallons ofchemical liquid, and 170 gallons of spirit with acurrent value of 16,149.58 million kyats and a lot ofarms and ammunition.

Those events show that Myanmar has achievedgreat success in a fight against narcotic drugs, andthat should not lose international attention. Such animpressive achievement is largely due to the govern-ment’s correct policy and decisive aims.

In order to achieve such great success, the gov-ernment formed the Central Committee for DrugAbuse Control, and laid down two strategies, threetactics and two methods. The two strategies are tofight narcotic drugs in all aspects as a national duty,to improve socio-economic life of national races inborder areas, and to eradicate poppy growing. Thethree tactics are supply elimination, demand elimina-tion and law enforcement. In order to speed up thetwo strategies and three tactics, the government isapplying the three methods: to uplift the belief,concept and morale of poppy growers and drug users;to ensure easy communication between hill and plainregions and between national races; and to improvethe livelihoods and socio-economic life of local resi-dents in far-flung areas.

Furthermore, Myanmar is in pursuit of the 15-year narcotic drugs elimination plan (1999-2014)with the target of freeing from narcotic drugs by 2014in it. Under the plan, the government is encouragingcultivation of poppy-substitute crops apart from thesupply elimination, reduction of demand, and lawenforcement. In 2008-2009 poppy season, Myanmarcould destroy 101,000.65 acres of poppy fields. Inthe meantime, it rendered assistance to the high-lander poppy growers to engage in growing of alter-native crops and other businesses. Farming of poppy-substitute crops is necessary for establishment ofnarcotic drugs-free zones, and that calls for hugefunds. The government accelerates giving educativetalks on dangers of narcotic drugs to artless, poorpoppy cultivators, improving their living conditions,implementing poverty alleviation work to fulfil theirbasic needs, and bridging the development gap be-tween hill regions and plains. The nation needs agreat deal of international aid to realize those tasks.Nevertheless, it is the West Bloc countries that areimposing economic sanctions instead of providingassistance, thus forcing former poppy farmers torelapse into the bad livelihoods.

Now, the 15-year plan is in its third phase. Thegovernment is seeking all possible ways and meansto mobilize international cooperation in the supplyelimination, demand elimination and law enforce-ment tasks. However, the drug production and traf-ficking has not met its end yet in border areas where

insurgents are still active. The governmentprioritizes combating narcotic drugs in line withthe law in cooperation with international com-munity in the tasks in order that the wholenation becomes a drug-free one on schedule.

KyaukseTownship is located onY a n g o n - M a n d a l a ymotor road and rail road.It is well-known as ninefarm districts wherefour Panlaung districtsand five Zawgyidistricts wereconstituted in the timeof King Bodawphaya,who founded Amrapurain Konbaung Period.Kyaukse is situated inthe arid zone. In the timeof King Anawratha,dams were built toensure that there was noa shortage of irrigationand drinking water.Nowadays, with the

emergence of Kintar,Minye, Zetaw andThinkwe dams thetownship is in a positionto grow a variety ofcrops.

Kyaukse Districtis one of the 13 districtsunder the arid zonegreening project. Effortsare being made forgreening MtShwetharlyaung inKyaukse Township. tasks of KyaukseDistrict. On arrival atKyaukse District DryZones Greeningdepartment, the assistantdirector of thedepartment explainedour news crew about dryzone greening tasks inKyaukse District. Theroad snakes itself to thesummit of MountShwetharlyaung and inmany sites the road goesdownhill and uphillsteeply. We saw Banyantrees along the road. TheDry Zones GreeningDepartment designated936.5 acres of forest asthe protected forest in1999 and various speciesof trees are grown there.A total of 120,000 havebeen grown on thesouthern part of the

mountain. More than50,000 trees were alsoplanted.

Altogether 427trees were grown from2000 to 2005 and morethan 100 plants in 2006-2007.

During the periodof 1998 to 2004, 1,435acres were put underplants in KyaukseTownship, 2,229 acresin Myittha Townshipand 2,260 acres inTadaU Township. Up to1995, altogether 6,644acres were covered withvarious species of trees.

In 2005-2006, 13,000acres in Kyaukse,13,000 acres in Myitthaand 11,000 acres inTadaU have beenpreserved as naturalforests. Powered-stoveis being used in an effortto substitute firewoodwith fuel. Small lakeswere dug in the districtin order to supply waterand there are 69 smalllakes in three townships.In addition, altogether78 sediment-filteringdams have been built forexploration ofunderground water.

Kyaukse andKyaukse District wasabundant with dams,creeks and lakes sincethe past. It stood at thehighest position inpaddy growing inMandalay Division.Kyaukse District is nowgreening due togrowing trees on theplains and hills,preservation of naturalforests, supplying waterand use of firewoodsubstitute fuel.

About 400 children dieannually in Fiji frompreventable diseases

SUVA, 7 Oct—It was revealed this week by healthauthorities in Fiji that about 400 children under theage of five died from preventable or curable diseasesannually.

In 2008 alone there were 259 cases of syphilis inchildren according to statistics released Tuesday fromthe Ministry of Health.

This was mainly attributed to the fact that mostmothers failed to attend ante natal clinics in their ini-tial stages of pregnancies.

Fiji Ministry of Health official and national adviserfor family health, Josaia Samuela, made this revela-tion based on annual statistics.

He said because some mothers had not undergonethe pregnancy checks in the first three months, condi-tions developed which could have been prevented ifdetected sooner.

An emerging issue in the island nation with the po-tential of becoming a major public health problem issexually-transmitted infections such as HIV/AIDS,syphilis and gonorrhea.

The infection of so many newborns with syphilis isbecause infected mothers booked very late or simplyignored antenatal care resulting in the passing of theinfection to the unborn child, Dr Samuela said.

A 24-year-old pregnant woman and a 41-year-oldCambodian man became the second and third personthat died of the flu A/ H1N1 after a 40-year-old womandied late last month.

New findings about brainproteins suggest possibleway to fight Alzheimer’sWASHINGTON, 7 Oct—The action of a small pro-

tein that is a major villain in Alzheimer’s diseasecan be counterbalanced with another brain pro-tein, researchers at University of Texas (UT)Southwestern Medical Center have found in ananimal study.

The findings, available online this week in thejournal Proceedings of the National Academy of Sci-ences, suggest a promising new tactic against thedevastating illness, the researchers said.

The harmful protein, called beta-amyloid, is foundin the brain and, when functioning properly, sup-presses nerve activity involved with memory andlearning. Its normal function can be likened to a redtraffic light, restraining nerve cells from gettingoverexcited when they receive stimulating signalsfrom neighboring cells. People with Alzheimer’sdisease, however, accumulate too much beta-amy-loid — the traffic light gets stuck on “red” and nervecells become less responsive.

Another brain protein, called Reelin, acts as a“green light,” stimulating nerve cells to respondmore strongly to their neighbors’ signals.

The new study shows that applying Reelin directlyto brain slices from mice prevents excess beta-amy-loid from completely silencing nerves.

Moms-to-be can pass onasthma to baby

MONTREAL, 7 Oct —Expectant mothers, whohave asthma but are nottreated during pregnancy,heighten the risk of theirbabies having asthma,Canadian researcherssaid.Lead author DrLucie Blais, a professor atthe Universite de Mon-treal and researcher at theHopital du Sacre-Coeurde Montreal and col-leagues at the Sainte-Justine University Hospi-tal Research Center exam-ined a decade of healthrecords for 8,226 children— from birth to age 10 —born to asthmatic moth-

ers.Parents of these chil-

dren were also mailedquestionnaires requestingadditional facts concern-ing familial medical his-tory, lifestyle habits andenvironment.

The study, published inthe European RespiratoryJournal, found 32.6 per-cent of children born tomothers who neglected totreat their asthma duringpregnancy developed therespiratory illness them-selves.

“Uncontrolled mater-nal asthma during preg-nancy could trigger a tran-

sient yet important reac-tion in the fetus that af-fects lung developmentand could subsequentlyincrease the likelihood ofa baby developing asthmain later childhood,” Blaissaid in a statement.

“It is of great impor-tance for physicians toadequately treat asthmaticmothers during preg-nancy, not only for thefavorable outcome ofpregnancy but also for thebenefit of the child.”

Flexibility test mayindicate heart risk

DENTON, 7 Oct— Whether someone can reach hisor her toes from a sitting position on the floor may bean indicator of heart risk, US and Japanese research-ers said.

Among people age 40 and older, performance onthe sit-and-reach test could be used to assess the flex-ibility of the arteries. Arterial stiffness often precedescardiovascular disease and the results suggest that thissimple test could become a quick measure of an indi-vidual’s risk for early mortality from heart attack orstroke, researchers said.

Study author Kenta Yamamoto, of the Universityof North Texas and the National Institute of Healthand Nutrition in Japan, and colleagues in Japan said itis not known why arterial flexibility would be relatedto the flexibility of the body in middle age and olderpeople. However, the study authors said that one pos-sibility is that stretching exercises may set into mo-tion physiological reactions that slow down age-re-lated arterial stiffening.

“Our findings have potentially important clinicalimplications because trunk flexibility can be easilyevaluated,” Yamamoto said in a statement. “This sim-ple test might help to prevent age-related arterial stiff-ening.”—Internet

Fast-food ban unlikely to cut obesity Nanoparticlesgive solar

Ohio State University sci-entists say they are usingsilver nanoparticles in re-search designed to lead tolighter, cheaper and moreflexible solar cells.

The scientists saythey’re experimentingwith polymer semicon-ductors that absorb thesun’s energy and generateelectricity. They reportdiscovering that addingtiny bits of silver to theplastic boosts the materi-als’ electrical current gen-eration.

The team, led by phys-ics Professor Paul Berger,said it measured theamount of light absorbedby an experimentalsolar cell polymer withand without silvernanoparticles. They alsomeasured the solar cell’scurrent density — theamount of electrical cur-rent generated per squarecentimeter.

The scientists saidwithout silver, the mate-rial generated 6.2milliamps per squarecentimeter. With silver, itgenerated 7.0 milliamps— an increase of nearly12 percent.

Berger said the smallsilver particles help thepolymer capture a widerrange of wavelengths ofsunlight than would nor-mally be possible, whichin turn increases the cur-rent output.

WASHINGTON, 7 Oct —Greens, eggs, tuna, oysters,potatoes, cheese, ice cream,tomatoes and berries are theriskiest foods the US gov-ernment regulates, a non-profit says.

Sarah Klein, staff attor-ney for the Center for Sci-ence in the Public Interestand lead author of the re-port on food regulation saidmore than 1,500 separate,definable outbreaks wereassociated with the top 10riskiest Food and Drug Ad-ministration-regulatedfoods, causing nearly50,000 reported illnesses.

breaks are only the tip of alarge hulking iceberg,Klein says.

Exercise advised forrheumatoid arthritis

LEIDEN,7 Oct — Exercise programs designed to im-prove strength and stamina are safe and effective treat-ments for rheumatoid arthritis, a review by Dutch re-searchers found.Lead researcher Emalie Hurkmans of theLeiden University Medical Center in the Netherlands andcolleagues reviewed dynamic exercise program trials inrheumatoid arthritis patients and found moderate ben-efits associated with this type of treatment.

“Based on the evidence in this study, we would rec-ommend aerobic capacity training combined with mus-cle strength training as routine practice for RA patients,”Hurkmans said in a statement. “But we need more re-search to establish the recommended length and type ofexercise programs, whether patients need to be super-vised and if these programs are cost effective.”The re-searchers combined data from eight trials involving a totalof 575 patients. The results, published in the CochraneLibrary, reaffirm the previous studies’ findings that dy-namic exercise programs are safe and have positive ef-fects on aerobic capacity and muscle strength in rheu-matoid arthritis patients, and when performed long-termalso have a positive effect on functional ability.—Internet

AMMAN, 7 Oct—Trading in real estate sector inJordan during the first nine months of 2009 plummetedby 38 percent compared with the same period in 2008,according to figures by the Lands and SurveyDepartment on Wednesday.

The figures showed trading in the sector during theJanuary-September period dropped to 3.1 billionJordanian dinars compared with 5 billion dinars inthe same period of 2008.Of the total amount oftransactions during the first nine months, 3,595 dealswere registered by non-Jordanians with a total value of185.5 million dinars.Iraqis came first in the list ofinvestors in terms of the total value of transactions with89.99 million dinars, followed by Americans andSaudi Arabians.Head of Jordan’s Housing InvestorsSociety Zuhair Omari said the drop is no surprisebecause of the global financial crisis, noting that thedecline is much better than expectation.“We expecteda decline by 50 percent during the first three quarters of2009 and the 38 percent drop is less than what expected.This is good and ushers in a imminent recovery in thesector,” Omari told Xinhua.—Xinhua
