You Ru Tan (BEng), graduated with a Bachelors Degree in Civil Engineering from NTU. Prior to joining M3 Marine, You Ru worked for Saipem’s Commercial Department and gained extensive experience in compiling information for bid prequalification and assisting in bid preparation against complex offshore pipelay and construction projects. As Commercial Executive on the M3 Marine Brokers’ Team, You Ru assists in administrative and documentation works and liaises directly with M3 Marine’s extensive owner client base to maintain the detailed Sales and Purchase and Charter Offshore Support Vessel Availability List.

Richard Meade (BSc) is a graduate of Bristol University, worked as a biochemist undertaking research at Bath University before joining M3 Marine to continue his professional development in the commercial field, focusing on the offshore marine, oil and gas industry. Richard has a colourful background having travelled extensively throughout. He has a sharp, logical and well organized mind, comprehensive IT skills, a Cambridge certificate in Arab Studies and is a conscientious communicator at all levels. He excelled in his laboratory work, employing the use of modern chemical and biological techniques to develop novel methods for the control of noxious species. He is an exciting new addition to M3 Marine and has the tenacity and focus to build on his understanding of the specialist offshore industry and bring his strengths and abilities to fruition.

Management Trainee, Kuet Shao Heng is currently pursuing a Diploma in Maritime Business at Singapore Polytechnic. Having interned on different maritime sectors in China and India, Shao has adapted well in different environments which is his added advantage in this age of globalization. Joey Fisher (IEng IMarEng MIMarEST, First Class Chief Engineer) has over 14 years offshore marine engineering experience and is an accomplished surveyor, superintendent and project manager for offshore ship building and major repairs. Joey’s particular expertise lies in high-end Dynamically Positioned Offshore Support Vessels including Subsea Construction Vessels and Diving Support Vessels. He is also highly qualified to provide DP-related consultancy; advise on the integration of vessel machinery, equipment and specialist subsea systems such as built in Saturation Diving Systems and as an author and auditor of FMEA’s. Joey has the breadth and depth of experience to ensure consistent and quality driven deliverables and exacting standards. Capt. John Carroll, MNI, B.Sc. is based in the UK and brings another dimension to M3 Marine. He was a Master in the offshore industry on board AHTS and Salvage vessels. Since leaving the sea he has over twenty years experience in marine consulting and the marine insurance industry. His latest role, prior to working with M3, was as a marine loss control engineer/risk manager for a US international insurance company based in their London City office. John is capable of assisting in the following markets: salvage, wreck removal, condition surveys, risk assessment, risk management for project cargoes, marine representation and marine warranty surveys. He has the ability to be embedded within a client’s/main contractors office and offer value-added marine consultancy services to assist in the completion of marine projects.

Rachel Ong (BBus) is a graduate of the Singapore Institute of Management, with a Bachelor’s degree in Business (Marketing) under the Royal Melbourne Institute of Technology. She came onboard M3 Marine in 2013 as a Business Development and Marketing Executive, focusing on the marketing and continued development of the Group.

Loh Yee Won (BBus) is a graduate with a Bachelor’s Degree in Business, having majored in Maritime Logistics Management from the Australian Maritime College. Before furthering her studies in Australia, Yee Won held a Diploma in Marine Engineering from Singapore Polytechnic. Project Scope:

M3ME was engaged by Intership Ltd in 2011 to assist in the conceptual design

of the conversion of the accommodation barge ‘Lancelot’ into a DPS-3 ABS

Classed vessel. Our involvement quickly expanded to encompass provision of

upgrade specifications, design schematics, onsite project management

(throughout her conversion), DP FMEA report / trials, DP final acceptance

trials (in field, in Angola) and placement of a DP Master for her trials and

subsequent towage from Batam, Indonesia to Cape Town, South Africa where

she thereafter begins a three year charter with Total E&P Angola. M3ME is

also engaged, in the capacity of third party advisors, to attend the vessel on a

quarterly basis .

The completion of this project in its ‘entirety’ clearly demonstrates M3ME’s

commitment and ability to exercise good ‘follow through’ in the projects we

undertake, further building on M3 Marine’s solid reputation known for its

prompt, quality and ‘added value’ service which differentiates us from our

peers.

We have since been re-engaged by the same Client to offer an expanded

scope of service (as compared to aforementioned) for the DP-3 conversion of

another accommodation work barge, namely the ‘Camelot’.

Project Scope:

M3ME was approached by Hallin Marine to undertake a series of IMCA

audits for its fleet of ABS Classed DPS-2 Subsea Operations Vessels

which included IMCA CMID audits for ‘Ullswater’, ‘Windermere’,

‘Kendal’ and ‘Carlisle’; IMCA D023 (Air Diving System) and IMCA D024

(Saturation Diving System) audits for ‘Ullswater’ and ‘Windermere’.

M3ME was also engaged by Hallin Marine to provide a comprehensive

FMEA for the Saturation Diving System onboard ‘Ullswater’ prior her

charter to an International Oil Major. In addition, we have also

completed an OCIMF OVID audit for ‘Wintermere, as well as a

Hyperbaric Rescue Facility Audit for the ‘HMAN 028’ and to also

produce DP Operations Manuals for both ‘Kendal’ and ‘CSS Derwent’.

Hallin has also approached M3ME to implement the Ship Energy

Efficiency Management Plan (SEEMP) onboard its fleet of vessels. It is

mandatory for all vessels above 400GT to have the SEEMP

implemented with effect from 1st January 2013.

The fact that Hallin Marine, a Superior Energy Services company, have

been a ‘multi-repeat’ customer illustrates the confidence Hallin Marine

has in M3ME and its team of Engineers to provide prompt, quality and

‘added value’ technical services for its fleet of SOVs and beyond.

Period: 2011 – 2014 (On-going)

Project Scope:

M3ME was initially asked to undertake the DP FMEA Study and DP

FMEA Proving Trials for 4 x D-Class Havyard 844 XL design 92m ABS

Classed DPS-2 Anchor Handling Tug Supply vessels. Our project scope

was subsequently increased to include another 4 x D-Class sisters,

totaling 8 x D-Class AHTS, as well as to conduct a Main Switchboard

Consultancy for these eight vessels. They are scheduled for delivery

between 2012 and 2014, and will adopt the latest Dynamic Positioning

technology and will carry SPS 2008 notation. More information on

these D-Class AHTS is available at Swire’s website.

Universal Shipbuilding Corporation in Japan has recently engaged

M3ME to conduct a Main Switchboard Consultancy and DP FMEA

Electrical Design Study for Swire’s ‘L Class’ PSVs. This encompasses the

reviewing of the main switchboard data to produce a ‘Functional

Requirements & Testing Document’ to be used by the client at the

forthcoming Main Switchboard FAT. The Offshore Ship Designers (OSD)

designed vessels will be built by Universal Shipbuilding Corporation and

will be delivered progressively from early 2014. The 5,000 DWT vessels

will be classed with DP2 capability and have diesel

electric propulsion systems.

Project Scope:

M3 Marine Expertise was requested by Sembawang Shipyard to act as

Trials Manager / Co‐ordinator for the complete sea trial and DP FMEA

Proving Trials of the recently modified McDermott’s DP Equipment

Class 2 Heavy Lift, Deepwater Lowering and Pipelay Barge, “Derrick

Barge 50”, hereafter referred to as ‘DB‐50’.

The trials for ‘DB-50’ were to be carried out following modifications to

the vessel that included the installation of new diesel generators,

power generation systems, thrusters and an integrated electrical and

control systems package including a new DP control system.

In addition, M3ME was also engaged by Sembawang to review the

FMEA and perform a similar scope of work for the ‘ARV3’, a 180m BV

Classed DP2 Accommodation & Repair Vessel. Sembawang has

secured a contract from Equinox Offshore Accommodation Limited

to convert the ropax vessel to a DP2 Accommodation and Repair

Vessel (ARV) and the vessel is due to commence sea trials during the

first quarter of 2013.

Project Scope:

M3ME was engaged by Newcruz Offshore Marine to

undertake a series of annual DP / FMEA Trials for its fleet of

ABS Classed DP-2 AHTS. This is in line with the vessel

preparations of Swiber’s Middle East joint venture ‘Rawabi-

Swiber’ which was awarded a vessel charter contract from

Saudi Aramco for a committed period of 3 years and an

additional option period of 2 years.

M3ME was also engaged to carry out IMCA CMID audits for

Newcruz Offshore Marine’s AHTs – ‘Vallianz Hope’ and

‘Swiber Bhanwar’. These vessels will be deployed for ONGC

India’s EPIC pipeline projects.

Project Scope:

The CSS vessel is a state of the art well intervention vessel – a

new vessel type for use in the subsea industry.

M3 Marine provided both the technical and operational expertise

required in the initial conceptualization and gradual development

of the CSS concept. M3 is also a part Owner in the design.

In addition, M3 Marine brokered the >USD 100 Million

newbuilding contract between Hallin Marine and the shipyard for

the building of ‘CSS Derwent’, a 84 m, twin-hulled, DP3 vessel

complete with a 200T MPT, a 150T AHC (both operational to

depths of 3000 m) and 2 deep water construction class ROVs.

Since the signing of the newbuilding contract, M3 Marine

continues to remain committed to providing technical,

operational and commercial consultancy services.

M3ME was engaged as Offshore Marine Consultants to provide Jurong Port

with a macro view of the operational environment of the proposed supply base

in order to assist them in their bid into becoming the operators of the JTC

Corporation (JTC) owned Offshore Marine Centre (OMC) at Tuas View.

Our scope of work included the identification of marine users that the OMC

facility will attract; high level overview of the current oil and gas market as it

pertains to the key users; identification of likely cargo / equipment including

their physical characteristics, critical nature, value and possible storage areas;

identifying cargo handling needs; forecasting wharf usage and land use

intensity; assessing overall operational efficiency and OMC-associated safety

considerations and risk management needs. M3ME further assisted with

formulating business assumptions for the OMC model; estimating vessel calls /

throughput over the wharf; investigating dockage / wharfage rates; and editing
