The first thing you will notice when you step foot onto our beautiful Island is the absence of automobiles. Initiated in 1898, this ban on automobiles has resulted in clean, noise-free air and a quaint, village ambiance filled with the soft clopping of horses. Just like yesteryear, you’ll get around by foot, bike, horseback or horse-drawn carriage.Mackinac Island Carriage Tours is the oldest and largest horse and buggy livery in the world and the official tour of Mackinac State Park. Enjoy the narrated tour through downtown to Surrey Hills where you will disembark the two-horse hitch to

enjoy the carriage museum and or Wings of Mackinac Butterfly Conservatory. Then it is onto a three hitch carriage tour and off to Arch Rock and through the Boreal forest with stops at Fort Mackinac and Grand Hotel. So, climb aboard, sit back and relax and just enjoy the ride. Carriage tours depart regularly from the office on Main Street next to the Mackinac Island Tourism Bureau.The Mackinac experience would not be complete without horseback riding through the woods. Trails abound and whether you are a novice or seasoned pro, Cindy’s Riding Stable has a horse to match your experience. Stable hands offer brief instruction for your ride and yes, they will guide you to their favorite trails and even accompany you and yours for no additional fee. No experience is necessary just the willingness to learn. In general, saddle horses are available for riding after breakfast and must be back to the stables by dinner. Stable hands are required to guide all saddle horses into the state park from town.The Island is a biker’s paradise. Bicycles are available in a wide array: single-speed, three-speed, five-speed, ten-speed, tandems, mountain bikes, kids bikes, beach cruisers, burly carts, tagalongs, child carriers and more are all at your disposal. With over 70 miles of natural and paved trails inside the Park, you can explore and discover its sun-dappled, verdant secrets for days on end. Mountain bikers will drool over our dirt trails for a muscle-building, sweat-inducing workout. The terrain ranges from flat to 300-foot steep bluff climbs. If you can’t leave your bike behind, all ferry lines will transport them for an additional fee.There are several places to rent bikes by the hour, half day or full day. You can also bring your own bicycle on the ferry for a nominal fee. The Island is a mecca for bike riders with over 70 miles of scenic roads and breathtaking trails. Following a bike tour through the eight-mile perimeter of the Island on picturesque Lake Shore Boulevard is a very popular activity. Bicycles of every size and type imaginable are available. Remember, pedestrians and horses always have the right of way.

Sheriff Scott Strait has been Sheriff of Mackinac County since 2005. After graduating from High school, Sheriff Strait obtained his bachelors degree in criminal justice from Lake Superior State University. In 1986 he joined the Mackinac County Sheriff ’s Office as a deputy sheriff, K-9 handler and eventually became the County’s training officer. He started teaching at Lake Superior State University in 1995 at the police academy teaching firearms, emergency driving, OUIL enforcement and several other subjects. In 2001, he received a Masters Degree in Public Administration from Northern Michigan University. Sheriff Strait and his staff received the honor of being the first jail in the nation to be accredited by the American Correctional Association under their Core Jail Standards in 2009.

Sheriff Strait is Past President of the Michigan Sheriffs, Association and been appointed to the Michigan Sheriff ’s Coordinating and Training Council for 2014. He is a member of the National Sheriffs’ Association and a member of the Small and Rural Sheriffs’ Committee for the NSA. He is also a member of the Integrated Border Enforcement Team (IBET) in Sault Ste Marie, Michigan and a member of the Area Maritime Security Committee. In these capacities Sheriff Strait works constantly with Federal, State and local law enforcement agencies to ensure the safety of all citizens in Mackinac County as well as works to secure the border with Canada and secure critical infrastructure within the region including the Mackinac Bridge.

Sheriff Strait lives in Hessel with his wife, Lisa of 29 years and their two children, Jacob, 21 and Jennifer, 19. In their spare time the entire family enjoys antique tractor shows and pulls. Sheriff Strait also volunteers with the Cedarville High School football and girls basketball programs and the Les Cheneaux Boy Scout troop.

GENERAL SESSION SPEAKERSTHOMAS EDMONDS was elected Sheriff of Kalamazoo County five times before retiring in November 2003. While he was Sheriff, Edmonds served on the MSA Board of Directors, and was President of the Association in 2003. He began his career in the Sheriff ’s Office in 1981 as Undersheriff, following seven years with the Kalamazoo County Prosecutor’s Office. In addition to his law enforcement career, Edmonds also served in the Michigan Air National Guard from 1969 to 2004, when he retired his

Commission having achieved the rank of Brigadier General. Edmonds has a Bachelor’s Degree in Business Administration from Western Michigan University, where he is currently a professor specializing in Business Law. He also holds a Juris Doctorate from Wayne State University Law School and serves as counsel to MSA.

BILL SCHUETTE was elected as Michigan’s 53rd Attorney General in November 2010 and took office January 1, 2011.Bill Schuette’s commitment to public service began in 1984 when he was elected to the United States House of Representatives. At the age of 31, he was one of the youngest Congressmen in America. During his three terms in Congress, Schuette served on the House Budget Committee, the House Agriculture Committee and the Select Committee on Aging.

In 1990, Bill Schuette was Michigan’s Republican candidate for the United States Senate.In January of 1991, Bill was named Director of the Michigan Department of Agriculture. As a member of Governor John Engler’s cabinet, his policy responsibilities were diverse, ranging from agribusiness export development to environmental stewardship initiatives for production agriculture. When Bill was Director of Agriculture, he and his wife Cynthia created the Michigan Harvest Gathering, a food and fund drive to help feed hungry people throughout Michigan. Joining with the Food Bank Council of Michigan, the Michigan Harvest Gathering has raised more than $8.2 million and 8.5 million pounds of food for Michigan families since 1991. The Michigan Harvest Gathering has been recognized nationally for its innovative public-private partnership.In 1994, Bill was elected to the Michigan Senate, representing Michigan’s 35th Senate District. During his eight years in the Senate, Bill served on the Judiciary Committee, the Technology and Energy Committee, the Gaming and Casino Oversight Committee and was Chairman of the Economic Development Committee and Chairman of the Reapportionment Committee.In May of 2001, Bill was selected by President George W. Bush to be his Personal Representative to Australian-American Friendship Week. In November of 2002, Bill Schuette was elected to the Michigan Court of Appeals and served for 6 years as one of 28 appellate judges in Michigan.A native of Midland, Michigan, Bill Schuette graduated cum laude from Georgetown University in 1976, receiving a Bachelor of Science in the Foreign Service. He also studied at the University of Aberdeen in Scotland. Bill earned his law degree from the University of San Francisco in 1979. Schuette and his wife, the former Cynthia Grebe, are the parents of Heidi and Billy.

DAN HEYNS was appointed Director of the Michigan Department of Corrections by Governor Rick Snyder in June 2011. As Director, Dan is responsible for directing the administration of Michigan’s correctional system which includes the adult prison system, probation and parole supervision, the Parole Board, community corrections and all related administrative functions, including a budget of approximately $1.9 billion. Dan has over 34 years experience in law enforcement. In addition to serving as the Sheriff of Jackson County for eight years, Dan held command positions in the road patrol, central dispatch and jail divisions. He received advanced training in traffi c enforcement, special weapons and tactics, defensive driving, executive protection, police administration and emergency management. Director Heyns is a 1985 graduate of the FBI National Academy in Quantico, Virginia. He holds a Bachelor of Arts degree in Psychology from the University of Michigan (1973). He also received a Master of Science degree in Criminal Justice from Michigan State University (1977). He has served on the Boards of a number of non-profi t organizations including Big Brothers/Big Sisters, the Y Center, the Rotary Foundation, Disability Connections and the Affordable Housing Commission. He has been active in his church and served on the Board of Trustees for the First United Methodist Church of Jackson. He is also past president of the Noon Rotary Club and a former board member for the Michigan Sheriffs’ Association.

SCOTT SCHUELKE is the Autism Safety Specialist for the Autism Alliance of Michigan (AAOM) and has been instrumental in the autism safety training movement in Michigan. His dedication and efforts have resulted in high-quality training for law enforcement, emergency services, and communities (local organizations, families, schools and educators) and has trained over 8,000 individuals. Sgt. Schuelke retired from the Lansing Police Department

in 2010. At the Lansing Police Department he served as a supervisor in the Investigations Division, Special Operations Unit, Special Tactics and Rescue Team, and Road Patrol. Sgt. Schuelke was a member of the committee that developed Ingham County Safe Schools, a training that taught Ingham County school employees lock down procedures in case of an active violence incident. He was also was instrumental in developing Active Violence Incident Response Training for all law enforcement in Clinton, Eaton and Ingham Counties. Sgt. Schuelke was also the Lansing Police Department liaison to the Lansing School district. He is a Ferris State University graduate.

ROBERT IANNI joined the Michigan Attorney General’s Office in 1974, after graduating cum laude from the Michigan State University Detroit College of Law. He began his career in the insurance and banking division. In 1984 Attorney General Frank Kelley appointed Mr. Ianni Chief of the Criminal Division, where he oversaw the investigation and prosecution of hundreds of criminal cases throughout Michigan. In 2004 Attorney General Mike Cox appointed Mr. Ianni a Bureau Director and later Director of Homeland Security and Special Projects. In this role

he was also responsible for coordinating emergency legal response training for all state Attorneys General. In June of 2005 Mr. Ianni was appointed State Public Administrator by Governor Jennifer Granholm. In December 2005 he became Chief of the Tabacco and Special Litigation Division. In 2010 Attorney General Bill Schuette appointed him to one of the three Department Bureau Chief posistions, where he is responsible for overseeing the Department’s 12 civil divisions.

LEON LABRECQUE is a practicing attorney, CPA, CFP® and CFA that has specialized in servicing individuals, families, and small businesses in the areas of financial, estate, and tax planning for over 32 years. LaBrecque’s extensive career includes previous work at Arthur Andersen, Plante Moran, and as the Department Chair of Finance and Economics at Walsh College where he created the Master of Science in Finance program. He has also authored several proprietary retirement planning programs for CalPERS, the states of Montana, and Washington, and corporate clients including General Motors, Ford Motor Company, Lucent, and AT&T, among others. LaBrecque’s specialties include investment management for foundations and non-profit organizations, financial planning for automotive employees and retirees, and retirement planning for police officers and firefighters.

MICHAEL L. PRINCE was appointed the sixth director of the Michigan Office of Highway Safety Planning (OHSP) on June 23, 2003. As director of the State of Michigan’s highway safety office, Mr. Prince administers $30 million in federal and state programs aimed at improving safety on Michigan roadways including the Secondary Road Patrol and Accident Prevention Program. Mr. Prince’s career in public service spans over thirty-four years at the state and local government level in law enforcement, emergency management, public affairs, and highway traffic safety. He is a standing member of both the Governor’s Traffic Safety Advisory Commission (GTSAC) and the Michigan Truck Safety Commission. In June of 2011, he was appointed Chair of the GTSAC by Governor Rick Snyder.

SHERI JONES was recently inducted into the Michigan Chapter of the National Academy of Television Arts and Sciences Silver Circle in recognition of the significant contributions she has made to the television industry over the past 25 years. Sheri anchors the 11 o’clock news at WLNS and leads its Crime Stoppers Program. Her weekly Crime Stoppers report has aided in the capture of many of Mid-Michigan’s most wanted fugitive felons. The program has also earned her several awards, including honors from the Associated Press, the Michigan Association of Broadcasters, the Central Michigan Crime Prevention Association, and for four years in a row, the top media award from the Crime Prevention Association of Michigan. Sheri has also been awarded by the State of Michigan as an Outstanding Advocate for Crime Victim’s Rights and was a featured speaker at Eastern Michigan University for the Center for Regional and National Security. In the last decade, Sheri has earned several prestigious community awards including: the 2013 Michigan Women’s Hall of Fame – Extraordinary Woman Award - with special acknowledgment from Governor Rick Snyder, the 2012 Citizen of the Year Recipient from Delta Township, the 2011 Woman of the Year from the National Association of Professional Women, the Athena Award from the Lansing Regional Chamber of Commerce, the Jack Breslin Walk of Life Award from Ingham Regional Medical Center, the Distinguished Citizen Award from the Boy Scouts of America, the Outstanding Volunteer Award from the Susan G. Komen for the Cure Foundation. Sheri was also named South Lansing Community Service Person of the Year - receiving proclamations from U.S. Congressman Mike Rogers, and Michigan Governor Jennifer Granholm. Sheri’s expertise has been showcased on National Television including Forensic Files and The Montel Williams Show. In 2009, Sheri Jones wrote and hosted an hour-long documentary for the Michigan Women’s Hall of Fame that aired statewide on PBS. In 2010, this documentary entitled “We Can Do It!” won an Emmy. Today some 800 schools across Michigan offer students access to it in their research libraries. Sheri is an honor’s graduate of MSU’s College of Communication Arts and Sciences. Sheri is an active member in a number of community groups including the Juvenile Diabetes Research Foundation, Children’s Trust Fund of Michigan and Child and Family Services- Capital Area.

AUDREY J. FORBUSH is a partner in Plunkett-Cooney’s Flint office. She focuses her practice primarily in the area of municipal liability with particular expertise in police pursuits, excessive force, civil rights, whistleblower, labor and employment (discipline, discharge and contract related issues), zoning and personal injury.In addition to her municipal practice, Ms. Forbush has extensive experience in the area of professional liability. She routinely defends physicians and hospitals in medical liability cases, as well as attorneys

who become the target of legal malpractice claims. Ms. Forbush is a member of the Michigan Bar Association and the public corporation section of the Genesee County Bar Association. She was also selected to serve as legal advisor to the Law Enforcement Action Forum, an organization consisting of select law enforcement executives throughout the state of Michigan.

GENE KING joined the loss control division of the Michigan Municipal League insurance programs after 23 years of public service with five municipalities in Michigan and Pennsylvania. While this experience was primarily as Chief of Police, it also included the responsibility of functioning as municipal manager.He has experience as an expert witness in civil litigation and has published many articles on law enforcement liability and safety issues. He provides training and consulting services to municipalities and police departments in the areas of management, labor relations, employment practices and staff development.Since 1994, Gene has been a consultant with the Michigan Municipal League’s liability and workers’ compensation insurance programs. He is Coordinator of Law Enforcement Action Forum (LEAF), publishes the LEAF Newsletter and also develops and publishes a web-based manual of model operating policies entitled the Manual for Law Enforcement Risk Control.

TATE MCCOTTER is the Program Coordinator for the National Sheriffs’ Association Jail Training Initiative and Executive Director for Accreditation, Audit & Risk Management Security. A corrections brat since birth, McCotter spent the majority of his time around prisons and jails (on the outside). In such a role, McCotter quickly became familiar with the vast amount of frivolous litigation filed by prisoners and how proper auditing and inspections to legal based standards built a solid immunity defense for correctional administrators. McCotter established a web based auditing and inspection program for the Utah Sheriffs’ Association and currently serves as on the Utah Jail Inspection and Accreditation Unit. Risk management companies report the program influenced participating counties to a low 27% of county losses instigated in the jail, compared to an enormous 71% nationally, saving them literally hundreds of thousands of dollars. McCotter developed and manages similar programs for the Arizona Detention Association (ADA) and the National Sheriffs’ Association’s Jail Training Initiative as a resource to other participating associations and agencies. He currently works with over 50 counties in six states assisting them in developing and managing their audit and inspection programs through NSA. By request, he has presented and trained on legal based jail standards, auditing and inspection programs at numerous NSA annual and winter conferences, the Arizona Detention Association Conference, Idaho Sheriffs’ Association, the Utah Sheriffs’ Association, the Alabama Sheriffs’ Association and NSA Executive Directors’ Conferences.

DAN HEYNS was appointed Director of the Michigan Department of Corrections. by Governor Rick Snyder in June 2011. As Director, Dan is responsible for directing the administration of Michigan’s correctional system which includes the adult prison system, probation and parole supervision, the Parole Board, community corrections and all related administrative functions including a budget of approximately $1.9 billion. Dan has over 34 years experience in law enforcement. In addition to serving as the Sheriff of Jackson County for eight years, Dan held command positions in the road patrol, central dispatch and jail divisions. He received advanced training in traffic enforcement, special weapons and tactics, defensive driving, executive protection, police administration and emergency management. Director Heyns is a 1985 graduate of the FBI National Academy in Quantico, Virginia. He holds a Bachelor of Arts degree in Psychology from the University of Michigan (1973). He also received a Master of Science degree in Criminal Justice from Michigan State University (1977). He has served on the Boards of a number of non-profit organizations including Big Brothers/Big Sisters, the Y Center, the Rotary Foundation, Disability Connections and the Affordable Housing Commission. He has been active in his church and served on the Board of Trustees for the First United Methodist Church of Jackson. He is also past president of the Noon Rotary Club and a former board member for the Michigan Sheriffs’ Association.

LEON LABRECQUE is a practicing attorney, CPA, CFP® and CFA that has specialized in servicing individuals, families, and small businesses in the areas of financial, estate, and tax planning for over 32 years. LaBrecque’s extensive career includes previous work at Arthur Andersen, Plante Moran, and as the Department Chair of Finance and Economics at Walsh College where he created the Master of Science in Finance program. He has also authored several proprietary retirement planning programs for CalPERS, the states of Montana, and Washington, and corporate clients including General Motors, Ford Motor Company, Lucent, and AT&T, among others. LaBrecque’s specialties include investment management for foundations and non-profit organizations, financial planning for automotive employees and retirees, and retirement planning for police officers and firefighters.

WAYNE SCHAUDT received a Bachelor’s Degree in Criminal Justice from Lake Superior State University. He worked for the Alpena County Sheriff ’s Department as a Correc-tions Officer and Jail Administrator. For the past 18 years he has worked for the Michi-gan Department of Corrections as a Correctional Facility Specialist.

SHERIFF PETER A. WALLIN was appointed to the Office of Sheriff in Emmet County by a three member board after the death of Sheriff Jeffrey P. Bodzick in 2002. He was subsequently elected Sheriff in 2004 re-elected in 2008 and 2012. Sheriff Wallin began his career with the Emmet County Sheriff ’s Office as a road deputy in 1981, later being appointed to the position of Undersheriff by Sheriff Bodzick. Sheriff Wallin is also a long time resident of Emmet County.

Executive Secretary, Andrea Blair has been with the St. Clair County Sheriff ’s Office for 11 years. She was with the Records Department for three years before taking a job with Dispatch for 6 months then was promoted to Executive Secretary in 2005. Andrea served under Sheriff Dan Lane until his retirement in 2008. She currently supports Sheriff Tim Donnellon, who was first elected in 2008.The St. Clair County Sheriff ’s Office handles over 40,000 calls for service a year. Daily operations include patrol divisions, narcotic division and criminal investigation division of crimes that cover 770 square miles of land, a marine and dive division that cover 110 miles of shoreline, an animal control division and the day to day operations of the 491 bed county jail. Andrea serves as Chair of the Executive Secretary Committee for the Michigan Sheriffs’ Association. She also sits on the Blue Water Community Action Agency Executive Board and Administrative Board and is also the Secretary for the Youth Board through her church, Grace Ministry Center. Andrea serves as a Youth Leader and has started a support group for Teen Moms in St. Clair County. Andrea and her husband, Jeff, have been married for 18 years and are the proud parents of two children.

MEGAN KOOPS-FISHER, MPA is an advocacy coordinator for the Michigan Sandbox Party (an organization that works to provide a unified voice for an inclusive movement of Michigan residents to ensure early childhood remains a top policy priority). Previously she was the director of the Allegan County Great Start Collaborative. Her master’s is in public administration with an emphasis in nonprofit management from Grand Valley State University. She is also an adjunct professor for Grand Valley, teaching an undergraduate course on nonprofit management.

Sheri has also been awarded by the State of Michigan as an Outstanding Advocate for Crime Victim’s Rights and was a featured speaker at Eastern Michigan University for the Center for Regional and National Security. In the last decade, Sheri has earned several prestigious community awards including: the 2013 Michigan Women’s Hall of Fame – Extraordinary Woman Award - with special acknowledgment from Governor Rick Snyder, the 2012 Citizen of the Year Recipient from Delta Township, the 2011 Woman of the Year from the National Association of Professional Women, the Athena Award from the Lansing Regional Chamber of Commerce, the Jack Breslin Walk of Life Award from Ingham Regional Medical Center, the Distinguished Citizen Award from the Boy Scouts of America, the Outstanding Volunteer Award from the Susan G. Sheriffs’ Cross

Trooper Paul Butterfield was mortally wounded while making a traffic stop on Custer Road, near Townline Road, in Mason County, at approximately 6:20 pm on September 9, 2013.A few minutes after radioing in the stop, a citizen called 911 to report a trooper had been shot. Responding units located Trooper Butterfield on the ground suffering from a gunshot wound to the head. He was flown to Munson Medical Center where he succumbed to his wounds while in surgery.

Using a vehicle description provided by Trooper Butterfield as he stopped the vehicle, investigators were able to identify a suspect and located him, along with a female accomplice, at a convenience store in a neighboring county approximately two hours later. Officers exchanged gunfire with him as they made contact, wounding the male subject before taking them both into custody.

The subject who shot Trooper Butterfield was convicted of first degree murder in February 2014 and received a sentence of life without parole. After sentencing he was transferred to the Michigan Department of Corrections where he attempted suicide by hanging himself with his bed sheets. He was found unresponsive in his cell and transferred to a local hospital where he was declared brain dead and died three days later. The female accomplice was convicted of accessory after the fact and sentenced to two to five years.

Trooper Butterfield was a U.S. Army veteran and had served with the Michigan State Police for 14 years. He is survived by his fiancee, Jennifer Sielski, who is here to accept the Sheriffs’ Cross.

Citizens’ Medals of Valor

On September 9, 2013 at 6:20 pm, MSP Trooper Paul Butterfield was mortally wounded during a traffic stop in northern Mason County. Mason County resident Shannon Lee Comstock was on her way home when she happened upon Trooper Butterfield, lying in the road unconscious and unresponsive with a gunshot wound to the head. Unknowing the dangers, or where the suspect was, she stopped and rendered aid to the fallen trooper until backup units arrived. She was joined by Constance Helton, who was traveling northbound on Custer Road minutes after the shooting took place, and her husband, Charles Henry Comstock, who responded to her plea for help. These three civilians are being presented with Citizens’ Medals of Valor for their heroic actions that day.

Distinguished Service Medals

Off duty Deputies Allen Fleming and Gregory Ware drove by a burning home. (The cause of the blaze was later identified as a gas leak.) They turned around and observed a man inside the home. Stopping to help, they entered the home through a wall that had been blown out. The home was burning inside and out. With fire burning around them, Deputies checked the remainder of the home for other possible victims. A second explosion occurred before the Deputies removed the victim and three of his dogs from the home. The heat from the fire was so intense that it melted the Deputies’ shoe soles and coats. Deputies Fleming and Ware also pulled the victim’s truck away from the home saving it from the blaze. These two deputies showed extreme courage entering a home that was completely engulfed in fire, rescuing the homeowner and his pets. For their actions the Michigan Sheriffs’ Association is awarding them Distinguished Service Medals.

Distinguished Service Medals

Deputy Scott Clarke responded to assist the City of St. Johns with an Armed Robbery that had just occurred. As he neared the area, Deputy Clarke observed a pickup truck making an abrupt turn off of BR US-27 onto westbound Pratt Rd. While no suspect vehicle info had been given out, Deputy Clarke was suspicious of the driver’s erratic driving. He attempted to stop the vehicle and a brief chase ensued. The suspect lost control, left the roadway and crashed into a drainage ditch. The driver attempted to exit the vehicle however, Deputy Clarke (a single unit) was able to hold the suspect at gun point and secure the arrest without further incident. A loaded, sawed off shotgun and all the property stolen in the armed robbery were recovered. For his actions, the Michigan Sheriffs’ Association has awarded Deputy Clarke the Distinguished Service Medal.

On June 5, 2013, Bad Axe City Patrolman & part-time Deputy Shawn Webber responded to back up the Huron County Sheriff ’s Office with locating a 16-year-old male who was on a joy riding spree. In a little over an hour and 15 miles of travel, this juvenile with a history of behavioral issues stole five vehicles and caused nearly $35,000 in damage. After stealing the first vehicle he lost control and ditched it. He repeated the same scenario with the next four vehicles. His crime spree ended when Patrolman Webber located the fleeing suspect and a short chase ensued. The suspect vehicle lost control, rolled over four times & landed on its top. It immediately erupted into flames near the rear. With fire quickly spreading forward, Patrolman Webber ran to assist the injured suspect, freeing him from his seatbelt and pulling him to safety. This happened just as tires were exploding from the now fully engulfed vehicle. The suspect would have died if not for Patrolman Webber’s efforts. For his actions the Michigan Sheriffs’ Association is awarding Patrolman Webber the Distinguished Service Medal.
