MR. SERGIO DE QUEIROZ DUARTE

Mr. Sergio de Queiroz Duarte of Brazil was appointed High Representative for Disarmament Affairs on 2 July 2007 by UN Secretary-General Ban Ki-moon. The appointment is at the Under-Secretary-General level.

Mr. Duarte was a career diplomat in the Brazilian Foreign Service, well-known in disarmament circles as an experienced and knowledgeable representative of his Government in the many sessions he attended of the First Committee of the UN General Assembly, of the United Nations Disarmament Commission (UNDC), the Conference on Disarmament in Geneva, and many other disarmament-related meetings and treaty bodies. He had many high profile assignments in multilateral disarmament including as President of the 2005 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons. Before that he also served as Chairman of the Board of Governors of the International Atomic Energy Agency (IAEA) from September 1999 to September 2000.  He also served as his country’s Ambassador-at-Large for Disarmament and Non-Proliferation from 2003 to 2004.

AMBASSADOR LIBRAN N. CABACTULAN

Ambassador Libran Cabactulan is a career diplomat. His foreign assignments were in Geneva, Brussels, New York, Sydney and the United Arab Emirates.

In the home office in Manila, he served in various capacities, including as Executive Director of the Office for United Nations and Other International Organizations (UNIO), Executive Director for Consular Affairs, Special Assistant to the Secretary of Foreign Affairs for Communications and Fiscal Matters, Senior Special Assistant of the Secretary of Foreign Affairs for Nuclear Disarmament and Non-Proliferation with the rank of Assistant Secretary. Prior to his current assignment as Permanent Representative to the United Nations, he was first assigned as Philippine Ambassador for Nuclear Disarmament and Non-Proliferation at the Philippine Mission in New York.

Ambassador Cabactulan received a Presidential Citation for his role in the repatriation of Filipinos from Lebanon during the Lebanon-Israeli crisis in 2006. After his successful presidency of the 2010 Nuclear Non-Proliferation Treaty (NPT) Review Conference, he was conferred the Order of Sikatuna with the rank of Datu, the highest Philippine decoration for exemplary achievements in foreign service and international relations.

Ambassador Cabactulan is a political economist, having completed his bachelor and masteral degrees in Political Science at the University of the Philippines and a certificate in Development Economics from the same university. He also received a diploma with merit on Commercial Policy from the General Agreements on Tariffs and Trade (now WTO) in Geneva, Switzerland.

Ambassador Cabactulan has extensive experience in negotiations. He was a member of a team that negotiated Philippine accession to the General Agreements on Tariffs and Trade. He participated in a number of negotiations on textile agreements, the General System of Preferences or GSP and Coffee Export Quota. He led the G-77 in the negotiations on economic and related issues at the United Nations in New York and Geneva (General Assembly, ECOSOC, Commission on Sustainable Development, Population Commission, UNICEF and UNDP) in 1989 and 1996. He was the facilitator of the UN Ad Hoc Working Group that paved the way for the convening of the Monterrey Summit in Mexico on Financing for Development in 1999.

Ambassador Cabactulan is married with two children.

Dr. Annika Thunborg has been the Spokesperson and Chief of Public Information at the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) since 2007. She served as a diplomat in the Swedish Foreign Service between 1997 and 2007 where she worked on disarmament and security policy issues in Geneva, New York, Brussels and Stockholm. She covered foreign policy issues for print and broadcast media between 1988 and 1992. She has a PhD in political science and a Master of International Affairs from Columbia University in New York, USA.

O'NEIL HAMILTON

O'Neil Hamilton is the Regional Coordinator for the implementation of United Nations Security Council Resolution 1540 in the Caribbean Community (CARICOM) member states and has served CARICOM and the Government of Jamaica in a range of areas, aimed at advancing the regional security interests of the Caribbean as well as in building related capacity.

In his current capacity, Mr. Hamilton is responsible for building awareness in the area of non-proliferation, supporting CARICOM member states in the implementation of strategic trade legislation to prevent proliferation, and coordinating capacity-building efforts in the region to aid operational and enforcement activities. These initiatives entail the development of effective border controls and law enforcement efforts to detect, deter, prevent and combat illicit trafficking and brokering in strategic goods.

He has served as special advisor to CARICOM's Ministerial Subcommittee on Resource Mobilization for Crime and Security, advisor to the CARICOM Council of Ministers Responsible for National Security and Law Enforcement (CONSLE) and Special Advisor to Jamaica's Minister of National Security. Prior to and during the hosting of Cricket World Cup 2007, Hamilton coordinated the region's security diplomacy effort on behalf of CARICOM and was seconded to CARICOM's Ad Hoc Committee on Security for CWC 2007, in which capacity he advised the Ministers of National Security of Barbados and the Republic of Trinidad and Tobago, in addition to Jamaica. He also coordinated CARICOM's International Security Support and Advisory Group (ISAG) which was responsible for sourcing technical assistance from the international community in support of CARICOM's security preparations. During his tenure at the Ministry of National Security in Jamaica, Mr. Hamilton was also responsible for all crisis management activities on behalf of the Government of Jamaica and coordinated all public information initiatives by the Government of Jamaica in support of the CARICOM Implementation Agency for Crime and Security (IMPACS) as well as all Government of Jamaica submissions relating to a successor agreement to the CARICOM Single Domestic Space (SDS), which facilitated free movement within the region during CWC 2007. During his tour at the Embassy of Jamaica in Washington, Mr. Hamilton served as his government's representative to the 5th Evaluation Round of the Multilateral Evaluation Mechanism (MEM) of the Inter-American Drug Abuse Control Commission (CICAD) and has represented CARICOM and the Jamaican government in several capacities at a range of international fora.

Mr. Hamilton is also currently a Visiting Fellow at the Henry L. Stimson Center in the Managing Across Boundaries Program and is a graduate of the University of Texas at Austin and the School of Advanced International Studies at Johns Hopkins University.
