Executive Summary 

PRESIDENTIAL ELECTION Hillary Clinton has opened a double digit lead on Donald Trump in Maine. While Clinton enjoys a sizeable lead statewide and in the First Congressional District, the race remains close in the Second Congressional District and could mark the first time that Maine’s two congressional districts award their electoral vote to different candidates. Both nominees continue to be very unpopular, and even the two third party candidates Gary Johnson and Jill Stein are not very popular. 

Presidential Trial Heat 1. More than seven in ten (71%) Maine likely voters say they have definitely decided whom they will support 

for president, 13% are leaning towards someone, and 17% are still trying to decide. a. Democrats (83%) are more likely to be definitely decided on their vote for president than 

Republicans (67%) and Independents (53%).  

                2. If the election were held today, 48% would vote for Clinton, 37% would vote for Trump, 5% would vote for 

Johnson, 3% would vote for Stein, 3% would support another candidate, and were 5% undecided. When undecided voters are asked which way they are leaning it becomes 48% for Clinton, 37% for Trump, 5% for Johnson, 3% for Stein, 3% for someone else, and 3% remain undecided.   

a. Both Trump and Clinton have wide leads among members of their party (Trump leads 79%‐8% among Republicans, Clinton leads 87%‐5% among Democrats) while Independents are divided (34% for Trump, 33% for Clinton). 

b. There is a significant gender gap, as Trump has a modest lead among men 46%‐39% while Clinton leads among women by double digits 57%‐29%. 

c. There is also a significant gap based upon highest level of education – Trump has a wide lead among likely voters with a high school education or less (58%‐26%) while those with some college education or technical school are divided (45%‐41% Clinton). Meanwhile, Clinton leads among college graduates (48%‐34%) and has a huge advantage among those who have done postgraduate work (79%‐14%). 

d. Support for Johnson has decreased seven points since September. His greatest support comes from Independents (13%), voters between 18 and 34 (11%), and those who are still trying to decide whom to vote for (10%).

3. Clinton continues to hold a wide lead in Maine’s First Congressional district – currently 54% would vote for Clinton, 34% would vote for Trump, 4% would vote for Johnson, 1% would vote for Stein, 3% would vote for someone else, and 4% are undecided. 

4. The race for the electoral vote in Maine’s Second Congressional District is a dead heat – 43% would vote for Clinton, 40% would vote for Trump, 6% would vote for Johnson, 4% would vote for Stein, 3% would vote for someone else, and 3% are undecided. 

a. Support for Trump in the second district has dropped 8 points since September, while support for Clinton has increased by 9 points. 

Presidential Support By Congressional District 

  Presidential Favorability Ratings 5. Both Clinton and Trump remain unpopular, while Johnson and Stein are not as well‐known but are also 

unpopular in the state.  a. Currently only 41% of Maine likely voters have a favorable opinion of Clinton, 50% have an 

unfavorable opinion, 8% are neutral, and 1% are unsure. Clinton’s net favorability rating (the percentage who have a favorable opinion minus the percentage who have an unfavorable opinion) is ‐9%, up from ‐17% in September. 

i. Clinton is very popular among Democrats (+65%) but very unpopular among Independents (‐36%) and Republicans (‐86%).

b. Only 31% of Maine likely voters have a favorable opinion of Trump, 62% have an unfavorable opinion, 5% are neutral, and 1% are unsure. Trump’s net favorability rating is ‐31%, down from ‐26% in September.  

i. Trump is popular among Republicans (+43%),  and very unpopular among Independents  (‐32%), and Democrats (‐90%). 

  

c. Only 16% of Maine likely voters have a favorable opinion of Gary Johnson, 35% have an unfavorable opinion, 9% are neutral, and 40% don’t know enough about him to say. Johnson’s net favorability is ‐19%, down from ‐2% in September. 

i. Johnson is unpopular among Democrats (‐32%) and Republicans (‐12%), while Independents are divided (+1%). 

 

d. Only 12% of Maine likely voters have a favorable opinion of Jill Stein, 23% have an unfavorable opinion, 7% are neutral, and 58% don’t know enough about her to say. Stein’ net favorability is ‐11%, down from ‐5% in September. 

i. Stein is somewhat unpopular among Independents (‐8%) and unpopular among Republicans (‐25%), while Democrats are divided (‐1%).

  Effect of Clinton Campaign Emails/Trump Tape 6. Most Maine likely voters (76%) have heard a great deal (42%) or a fair amount (34%) about the Clinton 

campaign emails released by Wikileaks, 18% have heard only a little, and 5% have heard nothing at all. 

7. A majority (57%) of Maine likely voters say the emails make no impact in their decision to vote for Clinton, 

39% say it makes them more likely to vote against Clinton, and 2% say it makes more likely to vote for her. 

a. 64% of Republicans, 43% of Independents, and 15% of Democrats say they are more likely to vote 

against Clinton. 

8. Even more Maine likely voters (83%) have heard a great deal (56%) or a fair amount (27%) about the Trump 

Access Hollywood video, 10% have heard only a little, and 5% have heard nothing at all. 

9. A majority (59%) of Maine likely voters say the video makes no impact in their decision to vote for Trump, 

38% say it makes them more likely to vote against Trump, and 2% say they are more likely to vote against 

Trump. 

a. 60% of Democrats, 35% of Independents, and 16% of Republicans say they are more likely to vote

CONGRESSIONAL ELECTIONS In the First District, Democratic Congresswoman Chellie Pingree, who is seeking her fifth term, holds a commanding lead over her Republican challenger, Mark Holbrook. In the Second District, Republican Congressman Bruce Poliquin is in a dead heat with former State Senator Emily Cain.  

 Congressional Trial Heat 1. If the election were held today 59% would vote for Pingree, 24% would vote for Holbrook, 3% would vote 

for someone else, and 13% are undecided. When undecided voters are asked which way they are leaning 61% would vote for Pingree, 28% would vote for Holbrook, 3% would vote for someone else, and 8% are undecided. 

a. Pingree leads 92%‐3% among Democrats and 45%‐24% among Independents, while Holbrook leads 72%‐20% among Republicans. 

 

 2. In a rematch of the 2014 election, Bruce Poliquin is in a dead heat with Emily Cain – Currently 43% of 

Second CD likely voters would vote for Cain, 42% would vote for Poliquin, 4% would vote for someone else, and 11% undecided. When undecided voters are asked which way they are leaning 46% would vote for Cain, 44% would vote for Poliquin, 4% would vote for someone else, and 6% are undecided. 

a. Poliquin leads 83%‐10% among Republicans and Cain leads Democrats 87%‐10%. Poliquin currently holds the advantage among Independents (41%‐32%).

3. Congressman Poliquin’s decision not to say whether he will endorse Donald Trump for president still does not have much impact on likely voters – 1% are more likely to vote for him as a result, 18% are less likely to vote for him, and 78% say it makes little difference in their vote. 

  Congressional Favorability Ratings 1. Chellie Pingree remains popular among First District likely voters – 52% of District 1 likely voters say they 

have a favorable opinion of Pingree, 24% have an unfavorable opinion of her, 7% are neutral, and 17% don’t know enough about her to say. Pingree’s net favorable rating is +28%, unchanged from September. Pingree is very popular among Democrats (+72%), popular among Independents (+25%), and very unpopular among Republicans (‐37%). 

  

2. Mark Holbrook, who is making his first run for public office, remains unknown in the First District – only 7% of District 1 likely voters say they have a favorable opinion of Holbrook, 7% have an unfavorable opinion of him, 8% are neutral, and 78% don’t know enough about him to say. Holbrook’s net favorability rating is +0%, down from +3% in September.

3. Second District Congressman Bruce Poliquin is not very popular among Second District likely voters – currently 35% of District 2 likely voters say they have a favorable opinion of Poliquin, 42% have an unfavorable opinion of him, 9% are neutral, and 14% don’t know enough about him to say. Poliquin’s net favorability rating is ‐7%, down from +6% in September. 

a. Poliquin is popular among Republicans (+38%), somewhat unpopular among Independents  (‐8%), and very unpopular among Democrats (‐51%). 

  

4. Poliquin’s challenger Emily Cain is also not very popular in the Second District – 35% of District 2 likely voters say they have a favorable opinion of Cain, 36% have an unfavorable opinion of her, 7% are neutral, and 22% don’t know enough about her to say. Cain’s net favorability rating is ‐1%, up from ‐4% in September. 

a. Cain is very popular among Democrats (+53%), but somewhat unpopular among Independents (‐9%) and very unpopular among Republicans (‐48%).

REFERENDUM QUESTIONS A majority or plurality of Maine likely voters currently say they will vote yes on all six referenda that will be on the ballot this November. Question 3 has seen the most tightening between the yes and no vote.  

Question 1 – Legalizing Marijuana 1. Half (50%) of Maine likely voters say they would vote yes on Question 1, which would legalize marijuana in 

the state, 41% would vote no, and 9% are undecided. 

a. The margin in favor has decreased slightly from 15% in September to 9%. 

b. Nearly two‐thirds of Democrats (65%) would vote yes, three in five Republicans (60%) would vote 

no and Independents are divided (46%‐44% yes). 

c. Clinton voters support the measure by a 61%‐28% margin and Trump voters oppose it 59%‐33%. 

d. Voters between the ages of 18 and 34 support the measure by 62%‐26% margin while voters 65 and 

over oppose it 48%‐42%. 

  

Question 2 – Tax on High Personal Incomes For Education Fund 

2. 57% of likely voters would vote yes on Question 2, which would institute a 3% tax on personal income over 

$200,000 with the funds going to public education, 34% would vote no, and 9% are undecided. 

a. The margin in favor has decreased slightly from 28% in September to 23%. 

b. Four in five Democrats (80%) and a plurality of Independents (49%) would vote yes, while a majority 

of Republicans would vote no (56%). 

c. Clinton voters support the measure by a 75%‐18% margin while Trump voters oppose it 59%‐32%. 

d. Majorities of respondents with household incomes under $100,000 support the measure while 

those who make over $100,000 oppose it 52%‐42%.

Question 3 – Expanding Background Checks on Gun Purchases 3. Just over half (52%) of Maine likely voters say they would vote yes on Question 3, which would expand 

background checks for gun purchases in the state, 43% would vote no, and 5% are undecided. 

a. The margin in favor has decreased significantly – from 28% in September to 9%. 

b. A large majority of Democrats (81%) would vote yes, while a majority of Independents (53%) and a 

large majority of Republicans (73%) would vote no. 

c. Clinton voters support the measure by an 84%‐10% margin while Trump voters oppose it 80%‐16%. 

d. Gun owners oppose the measure 60%‐34% while non‐gun owners favor it 76%‐21%. 

e. Voters in the First District support the measure by a 57%‐38% margin while Voters in the Second 

District are divided (49%‐47% Yes). 

 

Question 4 – Increasing the Minimum Wage 4. 57% of Maine likely voters say they would vote yes on Question 4, which would increase the minimum wage 

incrementally in the state, 35% would vote no, and 8% are undecided. 

a. The margin in favor has decreased somewhat from 32% in September to 22%. 

b. The large majority of Democrats (83%) and a plurality of Independents (48%) would vote yes, while 

a majority of Republicans (62%) would vote no. 

c. Clinton voters support the measure by an 80%‐11% margin while Trump voters oppose it 60%‐33%. 

d. Respondents with a household income below $30,000 support the measure 73%‐19% and those 

with a household income over $100,000 are divided (47%‐45% Yes).

Question 5 – Rank Choice Voting 5. A plurality (49%) of Maine likely voters say they would vote yes on Question 5, which would introduce rank 

choice voting in the state, 31% would vote no, and 20% are undecided. 

a. The margin in favor has stayed steady (19% in September, 18% in October). 

b. The majority of Democrats (66%) and plurality of Independents (48%) would vote yes, while a 

majority of Republicans (52%) would vote no. 

c. Clinton voters favor the measure 63%‐17% while Trump voters oppose it 50%‐31%. 

 

Question 6 – Bond Issue For Infrastructure Improvements 6. Two thirds (66%) of Maine likely voters say they would vote yes on Question 6, which would approve a bond 

issue for infrastructure improvements, 24% would vote no, and 10% are undecided. 

a. The margin in favor has stayed steady (46% in September, 42% in October). 

b. Majorities of Democrats (81%), Independents (61%), and Republicans (52%) would vote yes on this 

question. 

c. Clinton voters favor the measure 81%‐9% while Trump voters are divided (47%‐44% Yes).

GOVERNOR LEPAGE / DIRECTION OF STATE Governor Paul LePage remains a polarizing figure in Maine and his job approval and personal favorability ratings remain underwater. Jobs and the economy continue to be cited as the most important problem in the state. Maine residents are more optimistic over the direction the state is headed.  Governor Job Approval 1. Currently 40% of Maine residents approve of the job LePage is doing as Governor, 55% disapprove, and 5% 

are neutral or unsure. LePage’s approval has stayed steady since June. a. Three in four Republicans (75%) approve of LePage’s job performance while nearly all Democrats 

(86%) disapprove. Independents are divided on the Governor’s job performance (41% approve, 52% disapprove). 

  Governor Favorability 2. LePage’s personal favorability among likely voters has stayed steady since June – currently 38% have a 

favorable opinion of LePage, 57% have an unfavorable opinion, 4% are neutral, and 1% don’t know enough to say. LePage’s net favorability rating is ‐19%, down from ‐13% in September. 

a. LePage remains very popular among Republicans (+60%), unpopular among Independents (‐15%) and very unpopular among Democrats (‐81%).

Legislature Approval 3. Maine residents are divided on their approval of the Maine state legislature – currently only 44% approve of 

the job the state legislature is doing, 36% disapprove, and 19% are neutral or unsure.  a. Approval for how the legislature is doing its job has increased five points since September. b. A plurality of Democrats (48% approve, 32% disapprove) approve of the legislature while 

Republicans (43% approve, 42% disapprove), and Independents (42% approve, 41% disapprove) are divided on the legislature’s job performance. 

  Most Important Problem In Maine 4. Jobs and economy continue to be the most cited problem by Maine residents – 34% cited jobs and the 

economy, 16% cite drugs, 13% cite Governor LePage, 6% cite welfare, 4% cite the budget or state government, 4% cite education, 3% cite taxes, 2% cite healthcare, and 18% cited another issue or were unsure.  

a. A plurality of Republicans (38%), Independents (41%) and Democrats (27%) cited jobs and the economy as the state’s top concern. Democrats are more likely to cite Governor LePage (24%) and Republicans are more likely to cite welfare (13%).

Most Important Problem Facing the State of Maine

Maine Right Direction/Wrong Track 5. Maine residents are somewhat optimistic about the direction in which the state is headed ‐‐ 52% believe the 

state is heading in the right direction, 38% believe it is off on the wrong track, and 10% were unsure. a. A majority of Republicans (65%) and a plurality (53%) of Independents believe the state is headed in 

the right direction while half of Democrats (50%) believe it is off on the wrong track.  

  

 

SENATE FAVORABILITY US Senators Susan Collins and Angus King remain by far the most popular politicians in the state.   Senate Favorability Ratings 1. Two in three (67%) Maine likely voters say they have a favorable opinion of Susan Collins, 20% have an 

unfavorable opinion of her, 9% are neutral, and 3% don’t know enough about her to say. Collins’ net favorable rating is +47%, up from +44% in September. 

a. Collins is very popular among Democrats (+58%), Independents (+49%). She is less popular among members of her own party, as her net favorability among Republicans is +32%.

Technical Report   Field Period: October 20 to October 25, 2016  Hours:  9 a.m. to 9 p.m.  Median Completion Time: 13 minutes  Sample Size:   761 randomly selected Maine adults (RDD)     670 randomly selected Maine likely or early voters in the 2016 General Election (RDD)  Sampling Error:   +/‐ 3.6% (all respondents)       +/‐ 3.8% (likely voters)  Congressional Subsections:     329 likely voters in the 1st Congressional District (5.4% MOE)     341 likely voters in the 2nd Congressional District (5.3% MOE)  Response Rate (AAPOR #4):  26%  These findings are based on the latest Portland Press Herald Poll, conducted by the University of New Hampshire Survey Center and funded by the Portland Press Herald. Seven hundred and seventy (670) randomly selected Maine adults were interviewed in English by landline and cellular telephone between October 20 and October 25, 2016. If a household included more than one adult, the adult who had the most recent birthday was selected to be interviewed. These MSE’s have not been adjusted for design effect. The design effect for the survey is 1.0%.   The random sample used in the Portland Press Herald Poll was purchased from Marketing Systems Group (MSG), Horsham, PA. MSG screens each selected telephone number to eliminate non‐working numbers, disconnected numbers, and business numbers to improve the efficiency of the sample, reducing the amount of time interviewers spend calling non‐usable numbers.  The data have been weighted to adjust for numbers of adults and telephone lines within households.  Additionally, data were weighted by respondent sex, age, and region of the state to targets from the most recent American Community Survey (ACS) conducted by the U.S. Census Bureau. In addition to potential sampling error, all surveys have other potential sources of non‐sampling error including question order effects, question wording effects, and non‐response. Due to rounding, percentages may not sum to 100%.  The number of respondents in each demographic below may not equal the number reported in cross‐tabulation tables as some respondents choose not to answer some questions.  For more information about the methodology used in the Portland Press Herald Poll, contact Dr. Andrew Smith at (603) 862‐2226 or by email at [email protected].
