The ChargeDear AFJROTC Cadet,

Welcome to the Air Force Junior Reserve Officers Training Corps (AFJROTC) program and your Aerospace Science (AS) 1, 2, 3, or 4 class. This year’s AFJROTC curriculum will be filled with interesting and challenging academics, leadership experiences, physical training, and special activities that are designed just for you. When you join AFJROTC, you are joining a family – The AFJROTC Family. Once you join, you will forever thereafter be considered a member of The Family. Welcome, one and all.

You will be involved in activities that will help develop your personal Scholarship, Leadership, Character, and Service. You will investigate your own character based on Integrity, Discipline, and Loyalty. You will learn about the Air Force’s core values: Integrity First, Service Before Self, and Excellence In All We Do. Through your hard work and commitment, you will learn a great deal about yourself and the program. Your family, friends, teachers, and peers will be proud of your accomplishments – more importantly, so will you.

The nature of the AFJROTC mission, as well as our high visibility within the school and the community, requires our Cadets to adhere to higher standards than might normally be found among the student population. You will quickly realize that we will expect you to abide by an additional set of standards. You will wear the uniform of the United States Air Force (USAF) and, although you are not in the USAF, you will automatically become one of its representatives in your school, neighborhood, and local area, in and out of uniform. Your appearance and behavior must be of the highest caliber to represent the KS-20061 Cadet Group, your school, and the United States Air Force.

This Cadet Handbook will help you succeed in that effort. It is the Rule Book for AFJROTC. The handbook provides information that you must know. Your progress and achievements in the corps will depend on your knowledge of this handbook and the spirit in which you follow its contents.

The Air Force JROTC Program is your program. It is up to you and the other Cadets to make it the best program possible. Your efforts will be rewarded many times now and in the future. Your Aerospace Science Instructors wish you good luck in your AFJROTC endeavors. And remember,

Oppportunities

1. General: AFJROTC offers many opportunities for your personal education and growth. You are encouraged to participate in as many of these opportunities as possible. You will be given a list of key events early in the school year so that you can schedule your personal calendar and join in the fun. There are few activities outside your AS-1/2/3/4 classroom environment that are absolutely mandatory in AFJROTC; however, you will find that you will have more fun in AFJROTC what you put into it.

2. Color Guard (CG): This elite group has the honor of presenting and posting the national, state, school, and all AFJROTC KS-20061 colors at important school and community events. CG also competes at various drill competitions. A great deal of effort is required to become a regular member of CG, but the honor more than compensates for the effort. You wear your normal uniform with extra CG equipment.

3. Sabre Team (ST): This elite group serves as an AFJROTC Honor Guard, representing AFJROTC in the school and community. Swords are part of the ST uniform. These cadets are “Special Ambassadors” for the Cadet Corps.

4. Drill Team (DT): These are precision marching and demonstration teams, formed early in the year for competitions and exhibitions. DTs practice before and/or after school. A great deal of concentration and commitment is required. DTs compete against other schools, march in parades, and put on special exhibitions at various events. You wear your normal uniform and special uniforms for this activity.

5. Recruiting Team (RT): This team explains the AFJROTC program at various schools and organizations through out the area. The RT is always looking for Cadets who want to go to middle schools and promote AFJROTC. You must wear your uniform proudly and enjoy talking to younger children for this activity.

6. Awareness Presentation Team (APT): This team goes to elementary/middle schools, especially during Red Ribbon Week, to discuss staying in school and staying away from drugs. This team provides some very important role models to younger children. You must wear your uniform proudly and enjoy talking to younger children for this activity.

7. Community Service Team (CST): There will be many opportunities to contribute to various community service projects throughout the year. AFJROTC also does service projects in our own high school. A good measure of the value of any group is its effort to improve the community by assisting others, and KS-20061 scores very high in this effort. You are each encouraged to be involved in some community service projects as an AFJROTC Cadet. You will be richly rewarded in the pride that comes with serving. Community

service participation is mandatory for Cadet Promotion.

8. Curriculum in Action (CIA) Trips: These are field trips that you can go on as a member of AFJROTC. We traditionally visit Air Force bases, Army Forts, gunnery ranges, aviation museums, other curriculum related locations, and take flights in civilian aircraft. You are selected to go on these trips based on your AFJROTC class standing and your Parents’/ Guardians’ approval.

9. Kitty Hawk Air Society (KHAS): This is the academic honor society of AFJROTC. Its purpose is to promote high academic standards, school community service, self confidence, and initiative. It also develops leadership abilities, recognizes academic excellence, and furthers Cadets’ knowledge of the Air Force role in aerospace.

10. Orienteering Team (OT): This is an outdoor training/ sport activity using a topography map and compass for navigation. Cadets learn about land navigation during OT activities.

11. Summer Leadership School (SLS): Cadets will be invited to attend one of the Summer Leadership Schools during the summer. Your week at an Air Force Base or in another military type setting will be filled with long hours of exercise, academics, and camaraderie. Your selection will be based on your AFJROTC class standing near the end of the third quarter of school.

12. Aerospace Model and Rocketry Team (AMRT): Interested Cadets are invited to build and fly aerospace models and rockets as part of the AMRT.

13. Social Events: You will have the opportunity to help plan, execute, and attend many social activities throughout the school year. Many Cadets are required to design themes, mail invitations, decorate facilities, and accomplish other details associated with each social event. Check our social calendars and make every attempt to clear your personal schedule so you can join in the work and fun. (Special Note: The Military Ball, Dining-Out, and End of Year Awards Ceremony are all mandatory)

14. Your Benefit: The main benefit for participating in AFJROTC opportunities is your personal growth and enjoyment. An additional benefit will be obtaining activity points that are used to establish your class ranking and earn an AFJROTC letter. Each time you complete a detail, participate in a community service project, or attend a major social event, you earn activity points. You earn an AFJROTC letter by accumulating 2000 activity points. These points are accumulated from year to year (April 15th to April 15th, approx). Earning an additional 2000 points the following year results in an additional letter, indicated by a year pin. Activity points are shown in attachment 1.

15.Your Penalty: You must let an Instructor know if you cannot do something that you signed up to do. If you signed up, you committed yourself. Once

committed, you cannot commit to something else at the same time without coordination. A good rule to follow is “Stick with your first commitment.” This is an old fashion brand of responsibility-you cannot leave someone stranded by telling them that you are going to do something and then not show up to do it. If you sign up for a detail, project, or event and fail to show up, without telling an Instructor, you will lose the same amount of activity points that you would have gained from the event. You may also be barred from signing up for other events in the future. A major objective of AFJROTC is to instill responsibility in Cadets.

Rewards

1. Awards, Decorations, and Certificates: The Cadet awards and Decorations Program fosters morale, esprit de corps, and recognizes achievements of AFJROTC Cadets. Various ribbons and medals are presented in a formal ceremony in April each year. Cadets also receive a Certificate of Training or an AFJROTC Certificate of Completion for successful completion of two or more years of AFJROTC. You will wear the ribbons and medals earned through this program on your uniform. These awards, decorations, and certificates recognize your achievements.

2. Award/Decoration Selection Process: Each award/decoration is awarded based on your school and AFJROTC records (grades, attendance, activities). Near the end of the year, the Cadet Group Commander and the AFJROTC Instructors review the records and discuss the awards/decorations. The Instructors then make the final selections for all awards/decorations. Your class ranking is determined by multiplying your average annual academic grade by 20 and adding that to your total activity points divided by four. This number is called your Total Cadet Score, and is used for award/decoration selections and a variety of other special considerations.

3. Award/Decoration Descriptions and Criteria:

a. Gold and Silver Valor Awards: Consists of a medal, ribbon, and certificate. The Gold Valor Award recognizes the most outstanding voluntary acts of self-sacrifice and personal bravery by a Cadet involving conspicuous risk of life above and beyond the call of duty. The Silver Valor Award is awarded to a Cadet for voluntary act of heroism that does not meet the risk-of-life requirements of the Gold Valor Award. If you have been involved in an act of bravery, it is your responsibility to tell an Instructor so that the appropriate award can be considered.

b. Cadet Humanitarian Award: Consists of a ribbon and certificate. Recognizes Cadet who provide aid in response to a singular extraordinary event (natural disaster, catastrophe) that places a hardship on fellow citizens. This award is not used to recognize day-to-day community service activities.

c. Air Force Association (AFA) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-3 Cadet. Cadet must have shown these characteristics: Positive attitude, Outstanding personal appearance, initiative, judgment, self-confidence; Possess a courteous demeanor; Possess growth potential; Possess high personal and ethical standards; Rank in top 5% of their AS class; Rank in the top 10% of their school class; Recommended for the Outstanding Cadet Ribbon.

d. Daedalian Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-3 Cadet. Cadet must have shown these characteristics: Demonstrate an understanding and appreciation of

patriotism, love of country, and service to the nation; Indicate the potential and desire to pursue a military career; Rank in the top 10% of their AS class; Rank in the top 20% of their school class.

e. American Legion (AL) Scholastic Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-3 or AS-4 Cadet. Cadet must have shown these characteristics: Rank in the top 10% of their AS class; Rank in the top 25% of their school class; Demonstrate leadership qualities; Actively participate in student activities.

f. American Legion (AL) General Military Excellence Award: Consists of a medal, ribbon, and certificate. Presented to an outstanding AS-3 or AS-4 Cadet. Cadet must have shown these characteristics: Rank in the top 25% of their AS class; Demonstrate outstanding qualities in military leadership, discipline, character, and citizenship.

g. American Veterans (AMVETS) Award: Consists of a medal, ribbon, and certificate. Presented annually to one qualified AS-2 Cadet. Cadet must have shown these characteristics: Positive attitude toward AFJROTC and service in the Air Force; Positive personal appearance; Positive personal attributes; Officer potential; Obtained an “A” in their AS class; Be in good academic standing in all classes at the time of selection and presentation.

h. Military Order of World Wars (MOWW) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-1 Cadet. Cadet must have shown these characteristics: Excelled in all military and scholastic elements of the AFJROTC program; Committed to continue in Aerospace Science next year.

i. Military Officers Association of America (MOAA) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-3 Cadet. Cadet must have shown these characteristics: Be a member of the junior class; Be in good academic standing; Be of high moral character; Show a high order of loyalty to the unit, school, and country; Show exceptional potential for military leadership.

j. Veterans of Foreign Wars (VFW) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-2 or AS-3 Cadet. Cadets must have shown these characteristics: Have a positive attitude towards AFJROTC; Have outstanding military bearing and conduct; Possess strong personal attributes; Demonstrate patriotism; Demonstrate leadership potential; Attain a “B” or better in their AS class and a “C” or better average in all classes for the previous semester; Be active in student activities; Be a first time recipient of this award.

k. The National Sojourners (NS) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-2 or AS-3 Cadet. Cadet must have shown these characteristics: Be in the top 25% of their academic class, Encourage and demonstrate ideas of Americanism; Demonstrate potential for outstanding leadership; Be a first time recipient of this award.

l. Sons of the American Revolution (SAR) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-3 Cadet. Cadet must have shown these characteristics: Exhibit a high degree of

leadership qualities, military bearing and all-around excellence in AFJROTC studies; Be in the top 10% or their AFJROTC class; Be in the top 25% of their academic class; Be a first time recipient of this award.

m. Military Order of the Purple Heart (MOPH) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-2 or AS-3 Cadet. Cadet must have shown these characteristics: Have a positive attitude toward AFJROTC and their country; Hold a leadership position in the Cadet corps; Be active in school and community affairs; Attain a grade of “B” or better in all subjects for the previous semester; Be a first time recipient of this award.

n. Air Force Sergeants Association (AFSA) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-2 or AS-3 Cadet. Cadet must have shown these characteristics: Demonstrates outstanding qualities in military leadership, discipline, character, and citizenship; Be in the top 25% of their AS class; Be a first time recipient of this award.

o. Sons of the Union Veterans of the Civil War (SUVCW) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-1 Cadet. Cadet must have shown these characteristics: Display high degree of patriotism; Demonstrate high degree of academic excellence and leadership ability.

p. Tuskegee Airman Incorporated (TAI) Award: Consists of a medal, ribbon, and certificate. Presented annually to an outstanding AS-1, AS-2 or AS-3 Cadet. Cadet must have shown these characteristics: Attain a “B” or better in AFJROTC; Be in good academic standing in school; Actively participate in AFJROTC activities; Participate in at least 50% of all AFJROTC community service projects.

q. Outstanding Cadet Ribbon: Awarded annually to the outstanding AS-1, AS-2, AS-3, and AS-4 Cadet. The recipient from each class must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and attain academic and military excellence. These are the top Cadets in each class each year.

r. Leadership Ribbon: Awarded for outstanding performance in a positive position of leadership as an AFJROTC Cadet. Limited to 5% of the corps. Recognizes a consistent display of outstanding leadership ability above and beyond expected performance. Outstanding classroom, special team, or Cadet Group staff leaders are routinely selected for this ribbon.

s. Achievement Ribbon: Awarded for a significant achievement. Limited to 5% of the corps. Also limited to one ribbon to a Cadet in a one year period. Cadets of the Quarter are routinely selected for this ribbon.

t. Superior Performance Ribbon: Awarded for outstanding achievement or meritorious service rendered specifically on behalf of AFJROTC for a single or sustained performance of a superior nature. Limited to 10% of the Cadet corps. Recognizes achievements and services that are clearly outstanding and exceptional when compared to achievements and accomplishments of other Cadets. Cadets who record the top 10% activity points for community service are routinely selected for this

ribbon. u. Distinguished Unit Award (DUA) Ribbon: Awarded to Cadets enrolled

during the academic year when a unit is selected by HQ AFJROTC to receive the DUA. KS-20061 must establish and accomplish goals for the year to attain this award.

v. Aerospace and Technology Honors Camp (ATHC) Ribbon: Award for attendance at ATHC.

w. Top Performer Award Ribbon: Awarded by HQ AFJROTC Area Administrator recognizing Cadet leadership/job performance (especially during inspection preparation), leadership qualities academic performance, self-improvement, community involvement, and other accomplishments.

x. Academic Ribbon: Awarded for academic excellence each year for attaining an “A” in AFJROTC each semester and a school-wide grade point average of 3.0 or above for the same period.

y. Outstanding Flight Ribbon: Awarded to Cadets of the Outstanding Flight for each semester.

z. Leadership School Ribbon: Awarded for completion of an approved AFJROTC Summer Leadership School of at least five days duration. A silver star is added for outstanding performance of leadership ability at Leadership School and an “H” is added for completion of an Air Force Honors Camp.

aa. Drill Competition Ribbon: Awarded to drill team members for placing 1st, 2nd, or 3rd in an Air Force or Joint Service drill meet.

bb. Orienteering Competition Ribbon: Awarded to team members for placing 1st, 2nd, or 3rd in an orienteering meet.

cc. Co-Curricular Activities Leadership Ribbon: Awarded for exceptional leadership in AFJROTC co-curricular activities (Air Force Ball, Dining-Out, etc). Earned a maximum of four times.

dd. Drill Team Ribbon: Awarded for distinguished participation in at least 75% of all drill team events.

ee. Color Guard Ribbon: Awarded for distinguished participation in at least 75% of all color guard events.

ff. Sabre Team Ribbon: Awarded for distinguished participation in sabre team events.

gg. Service Ribbon: Awarded for distinctive participation in community service projects. Cadets who record the top 25% activity points for community service are routinely selected for this ribbon. Drill Team/Color Guard/Sabre Team activities cannot be considered for this award.

hh. Extreme Excellence Challenge (E2C) Ribbon: Awarded for sustained participation in the E2C program. For Cadets scoring between 80-89% will earn a bronze star, between 90-99% a silver star and 100% a gold star. The star will be displayed on a second E2C ribbon.

ii. Recruiting Ribbon: Awarded for outstanding effort in support of unit recruiting activities. Cadets who recruit a student into the corps, not counting those recruited during mass enrollment activities, are routinely

selected for this ribbon. Members of the Recruiting Team are also considered for this award.

jj. Activities Ribbon: Awarded for participation in co-curricular competitive activities, other than Drill/Color Guard/Sabre Team events. These include, but are not limited to, orienteering teams, model rocketry clubs, cyber-patriot team, and raider challenge team.

kk. Attendance Ribbon: Awarded to Cadets with no more than one tardy, four excused absences and no unexcused absences for the first three nine weeks of school.

ll. Good Conduct Ribbon: Awarded to Cadets that receive the Academic Ribbon, Attendance Ribbon, and Dress & Appearance, excluding those with suspensions/adverse faculty reports.

4. Insignia, Badges, and Patches:

a. Ground School Badge: Awarded for the completion of the AFJROTC aviation honors ground school curriculum or completion of another aviation ground school program prescribed by the FAA.

b. Flight Solo Badge: Awarded to any Cadet possessing a solo flight certificate signed by a FAA Certified Flight Instructor for either powered or non-powered aircraft.

c. Flight Certificate Badge: Awarded to any Cadet who possesses a valid FAA pilot’s certificate for either powered or non-powered aircraft.

d. Awareness Presentation Team (APT) Badge: Awarded for participation on an APT.

e. Kitty Hawk Air Society (KHAS) Badge: Awarded to Cadets who are members of the KHAS.

f. American Modeling of Aeronautics (AMA) Wings: Awarded to Cadets who are members of a local AMA chartered model airplane club.

g. Distinguished AFJROTC Cadet Badge: This annual award consists of a certificate and a Distinguished AFJROTC Cadet Badge. The award recognizes one outstanding AS-3 Cadet selected at the end of each school year. This allows the recipient to wear the award throughout their final year in the AFJROTC program. The recipient must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and maintain consistent academic and military excellence. 5. Cadet/Staff Officers of the Quarter: Special boards will be convened at the start of the 2nd, 3rd, and 4th nine weeks to select the AS-1, AS-2, and AS-3 Cadet of the Quarter. The Cadet of the Quarter (COQ) will be given special recognition and advancement to the next Cadet rank. Cadets are limited to one advanced promotion as a COQ while in AFJROTC. The Cadet Group Commander will also select an AS-3 and AS-4 Staff Officer of the Quarter (SOOQ) for each nine weeks, who will receive special recognition and possibly advanced rank. 1. 10 Points Per Hour Rule: As a general guide, you receive 10 Activity Points for each hour of participation. Special activities are awarded activity points as outlined above. The Cadet Group Commander and the Instructors will decide how many points to award events and activities that are not listed or are listed with variable points.2. Remember the Penalty: You must let an Instructor know if you cannot do something that you signed up to do. This is an old fashion brand of responsibility – You cannot leave someone stranded by telling them that you are going to do something and then not show up to do it. If you sign up for a detail, project, or event and fail to show, you will lose the same amount of activity points that you would have gained from the event. 10. When the board is done asking questions, the board President may ask you to perform basic drill maneuvers, and then dismiss you. At that time, stand at attention, salute the board President and ask, “Sir/Ma’am, will that be all?” The board President will return your salute and state, “Yes, that will be all.”

1. General: Cadet rank represents achievement, position, and responsibility within the Cadet Group. It recognizes demonstrated growth and potential leadership ability. It is evidence of growing maturity, ability, and willingness to accept additional responsibility. You are not given rank as a function of staying in AFJROTC; instead, YOU EARN RANK!

2. Limits: Just as there is one Principal at LHS at a time, the top Cadet leadership positions and ranks are limited. Not every Cadet can hold the top positions and top ranks, but every Cadet can pledge to do his/her best in the position they are placed. That makes your Cadet Group the best it can be. The cadet Group diagram reflects the highest rank possible for each position. The ranks of Cadet Colonel and Cadet Lieutenant Colonel are limited by position.

3. Selection Criteria: Your selection for promotion is based on the following factors:

a. Overall Conduct as a High School Student: We measure how good of a Cadet you are outside the AFJROTC classroom by the negative reports we get on your behavior from other classroom teachers and school administrators. Several small complaints or one major complaint from other teachers/staff can cost you your next promotion.

b. Job Performance in AFJROTC: Your first job is to be a good Cadet, in and out of the AFJROTC classroom. Also, if you have a Classroom or Cadet Group Staff job, you must do that job successfully to get promoted.

c. AFJROTC Classroom Grade: Promotion to Airmen Ranks (E-2 to E-4) requires 70% or better. Promotion to NCO Ranks (E-5 to E-9) requires 80% or better. Promotion to Officer Ranks (O-1 to O-6) requires 90%or better.

d. Promotion Test: Promotion to Airmen Ranks (E-2 to E-4) requires 70% or better. Promotion to NCO Ranks (E-5 to E-9) requires 80% or better. Promotion to Officer Ranks (O-1 to O-6) requires 90% or better. Airmen, NCO, and Officer promotion tests will vary.

e. Community Service Event Points: Promotion to Airmen Ranks (E-2 to E-4) requires 10 Community Service points. Promotion to NCO Ranks (E-5 to E-9) requires 20 Community Service points. Promotion to Officer Ranks (O-1 to O-6) requires 30 Community Service points. A list of activities that qualify as Community Service Points is posted in the classroom.

MISSION, ENROLLMENT, CONTRACT, CODES, AND ORGANIZATION

SECTION A--MISSION AND OBJECTIVES

1.1. MISSION: AFJROTC’s primary mission is to “Develop citizens of character dedicated to serving their nation and community.” Other missions include stimulating interest in aerospace careers, instilling character and self-discipline, encouraging high school completion, helping cadets create educational and vocational goals, and teaching social values and life skills.

1.2. OBJECTIVES: Cadets and instructors will jointly develop appropriate goals to prepare cadets for successful lives beyond high school by…

1.2.1. Understanding the role of the citizen soldier in America’s democratic society.

1.2.2. Studying Aerospace Science.

1.2.3. Participating in and promoting community service.

1.2.4. Understanding the need for the U.S. Armed Forces and their purpose in America’s democratic society.

SECTION B--ENROLLMENT AND DISENROLLMENT

1.3. ENROLLMENT: Each cadet must be a full-time student in good standing at Lyons High School or at one of the other participating area high schools (currently Chase High School, Sterling High School and Little River High School). A cadet must also be at least a ninth grader, be a U.S. citizen (or an alien applying for permanent residence), be of good moral character, and be able to participate in all aspects of AFJROTC training. There is no military service obligation associated with AFJROTC enrollment.

1.4. DISENROLLMENT: The Senior Aerospace Science Instructor (SASI) and Aerospace Science Instructor (ASI), with the concurrence of the Principal, Lyons High School, can disenroll from AFJROTC with no academic credit and no military training credit any cadet who does not…

1.4.1. Wear the uniform as directed. Cadets can have no more then three (3) unexcused failures to wear the uniform in any grading period. Cadets will receive a daily grade of zero for all unexcused failures to wear the uniform when directed to wear it by the SASI or ASI. Cadets who are absent on a required uniform wear day must wear their uniform on one of the first two school days upon their return to school.

1.4.2. Pass an AFJROTC aerospace science course. The SASI and ASI will approve continued enrollment on a space-available basis, with no military training credit, for failed courses.

1.4.3. Meet personal appearance standards. The SASI or ASI will immediately notify parents of repeated violations of standards, to include but not limited to inappropriate haircut or hair style on uniform wear day or wear of inappropriate jewelry or body piercing while in uniform. Cadets will be advised not to wear the uniform if they do not meet personal appearance standards and will receive a zero for the uniform and personal appearance inspection.

1.4.4. Abide by Lyons High School’s annual Student/Parent Handbook. A history of suspensions or any expulsion from school is considered grounds for possible disenrollment from AFJROTC.

1.4.5. Establish a positive record of behavior in the community. Instances of misconduct outside of school will be evaluated by the SASI and ASI to determine appropriate actions to be taken.

1.4.6. Follow classroom and behavior rules and display a positive attitude towards training.

1.4.7. Strive to live by the Cadet Code of Conduct, Honor Code, and Code of Ethics.

SECTION C--CONTRACT, CODE OF CONDUCT, HONOR CODE, AND CODE OF ETHICS

1.5. CADET CODE OF CONDUCT, HONOR CODE, AND CODE OF ETHICS: These codes are closely related and supplement each other. They guide cadets as they strive to become productive citizens in a society with demanding and seemingly conflicting standards and questionable role models. Cadets should live by these codes and encourage other cadets to also live by them to the best of their ability.

1.5.1. Cadet Honor Code. “Cadets will not lie, steal, or cheat, nor tolerate among them anyone who does.” These simple words are the basis for a code to live by for the remainder of a cadet’s life. These are simple but tough rules to live by, as reflected in the alarming number of students who freely admit they cheat in school. However, these words are specific and clear in their demands and are still relevant in our society. Cadets should be honest in both word and deed. Cadets should do their own work and should assist others in cooperating to meet common goals. Trustworthiness not just in battle but throughout life is not only noble but necessary for the welfare and continued existence of our civilized society. The code requires self-control and a conscious effort to not take the easier road to short-term success, but to take the harder road to long-term success. Eventually, living by the code will become an ingrained habit of the cadet’s total lifestyle. The Honor Code stresses that lying, stealing, and cheating are not tolerated and that honor is a noble moral standard that is the essence of AFJROTC and our civilized society.

1.5.2. Code of Ethics. Cadets will…

1.5.2.1. Love and hold in high regard their personal spiritual beliefs and their country.

1.5.2.2. Respect their parents, school officials and staff, teachers, and community leaders.

1.5.2.3. Refrain from any act or derogatory words that would discredit themselves, their family, school, or AFJROTC. Vulgar conduct and language is not socially acceptable and hinders effective communications.

1.5.2.4. Dedicate themselves to succeed in academics, athletics, extracurricular activities, and work.

1.5.2.5. Perform all assigned duties and meet all agreed-upon obligations.

1.5.2.6. Exhibit self-respect, self-control, and good behavior.

AFJROTC Unit KS-20061 Cadet Handbook

SECTION D--ORGANIZATION

1.6. ORGANIZATION: AFJROTC unit KS-20061 is organized as an AFJROTC cadet group. Administratively, the cadet group is composed of two squadrons: Alpha Squadron consists of all first-year cadets, while Bravo Squadron consists of all cadets returning for a second, third, or fourth year. Each of the eight class periods is also designated as a flight (Alpha, Bravo, Charlie, Delta, Echo, Foxtrot, Golf, and Hotel).

1.7. JOB DESCRIPTIONS: The job descriptions printed in this chapter are only a guide and can be supplemented or changed upon approval of the SASI and ASI. As in the U.S. Air Force, each cadet’s job responsibilities and duties increase with promotions and experience. Cadets earn their job assignments and are encouraged to carry out their duties, to include supervisory responsibilities, to the best of their ability. 1.8. UNIT MANNING DOCUMENT: The KS-20061 Unit Manning Document is a printed roster outlining the manning of different positions within the cadet group. This document will be created by the Chief, Personnel Division once enrollment stabilizes (normally around the 20th day of the school year).

1.9. CHAIN OF COMMAND: Each cadet will know the national chain of command (whose photos hang on the classroom wall) and the names of cadets assigned to leadership positions. The chain of command defines lines of authority and communication. Cadets should start with the first cadet in their chain of command to get answers to questions on uniforms, customs and courtesies, drill, cadet evaluations and promotions, cadet awards, extracurricular activities, and classroom rules and procedures. The chain of command introduces the cadet to what they will face in future employment. However, a personal matter, inappropriate conduct by any cadet, or questions regarding academics should be addressed directly to an AFJROTC instructor.

1.10. GROUP MOTTO: The KS-20061 cadet group motto, “Soaring Proudly, Roaring Loudly,” reflects each cadet’s lofty ambition to be the very best, the group’s fascination with flight, and appropriate Lyons High School pride and school spirit.

1.11. CADET STAFF RECALL ROSTER: Each semester, the new Cadet Group Commander will provide the SASI a roster containing the name, home address, e-mail address, and telephone number of each member of the cadet staff. This roster will be protected in accordance with the Privacy Act and will be marked FOR OFFICIAL USE ONLY.

AFJROTC UNIT KS-20061 CADET JOB DESCRIPTIONS

Group Commander will wear the rank of Cadet Colonel and will:(1) Establish and enforce cadet standards for appearance, discipline, performance,

training, and conduct.(2) Advise the SASI and ASI on group operations, policies, and procedures.(3) Develop an annual KS-20061 cadet activities calendar.(4) Chair a quarterly Cadet Action Board to review promotions and demotions.(5) Recommend cadets for jobs, awards, and promotions.(6) Manage the cadet group’s senior staff and conduct weekly staff meetings.(7) Publicize cadet activities and accomplishments. responsibilities in his or her absence.(2) Serve as project officer for an annual review of, and updates to, the Cadet Handbook.(3) Assist the Cadet Group Commander as directed.(4) Coordinate cadet operations through Squadron and Flight Commanders.(5) Serve on the quarterly Cadet Action Board.(6) Establish and maintain continuity folders for each cadet staff position.

Inspector General will wear the rank of Cadet Lieutenant Colonel and will:(1) Conduct a comprehensive annual self-inspection of all cadet group operations. (2) Take the lead in preparing the cadet group for the annual visit of AFJROTC’s Area Administrator (AA-6, currently Lt Col McKinnis)(3) As directed by the SASI and ASI, conduct initial investigations of cadet

complaints and recommend solutions to the SASI and ASI.(4) Supervise assigned cadets.

Alpha Squadron Commander will wear the rank of Cadet Major and will:(1) Represent the interests of all first-year cadets.(2) Serve on the quarterly Cadet Action Board. (3) Attend all cadet group staff meetings.

Flight Commanders will wear the rank of Cadet First Lieutenant and will:(1) Maintain discipline and good order within the AFJROTC classroom.(2) Report the presence/absence of cadets to the SASI or ASI at the start of each class period (e.g., salute and state, “Sir, Charlie Flight reports all cadets are present and ready for instruction.”)(3) Inspect the uniform wear and personal appearance of each flight member (normally on Thursday).(4) Dismiss the flight in an orderly manner at the end of each class period.(5) Effectively lead their flight in unarmed drill, using the 30-command sequence included in this Cadet Handbook and specified for the annual visit of the Area Administrator (AA-6).(6) Monitor the academic progress of each cadet and recommend candidates for tutoring assistance to the Chief, Academic Division.(7) Attend cadet group staff meetings when requested by the Group Commander.

(1) Recruit and train new members as necessary.(2) Schedule performances/practices (in coordination with the SASI or ASI).(3) Monitor the continued academic eligibility of all members.(4) Determine the eligibility of team members for ribbons and awards.

Kitty Hawk Air Society Commander will wear the rank of Cadet Captain andwill:

(1) Send letters of invitation to each prospective KHAS member in September.(2) Conduct an appropriate initiation ceremony during fall semester.(3) Plan and conduct one fund-raising event during fall semester.(4) Plan and conduct an annual recognition banquet during spring semester.

2.1. CLASSROOM PROCEDURES: These are the daily AFJROTC classroom procedures for cadets.

2.1.1. Cadets will stand behind their chair with all personal belongings properly secured by the time the tardy bell stops ringing.

2.1.2. The Flight Commander or Flight Sergeant will call the flight to ATTENTION. The Flight Commander or Flight Sergeant will then give the command PARADE REST. While standing at PARADE REST, cadets will remain silent, take note of any assignments or announcements on the whiteboard, and be ready to begin class immediately at the conclusion of roll call.

2.1.3. With the flight at PARADE REST, the Flight Commander or Flight Sergeant will call roll, using a current roster of students. Cadets will come to ATTENTION when their name is called and respond with SIR, PRESENT, SIR or MA’AM, PRESENT, MA’AM, as appropriate. After responding, cadets return to PARADE REST. After roll call, the Flight Commander or Flight Sergeant calls the flight to ATTENTION, turns to the instructor, salutes, and says, “SIR, _____ FLIGHT REPORTS ALL CADETS PRESENT AND ACCOUNTED FOR” or “SIR, _____ FLIGHT REPORTS _____ CADETS ABSENT.” After the attendance report, the instructor will ask all flight members (except any unexcused tardy cadets) to be seated.

2.1.4. Cadets will not use their laptop computers during class without the permission of the instructor.

2.1.5. At the end of each class period, cadets will clean their tables, pick up any trash in their immediate vicinity, and prepare for dismissal. The Flight Commander or Flight Sergeant will call the flight to ATTENTION and will then dismiss the flight as a group.

2.1.6. To show respect to the superintendent, principals, administrators, and other visiting dignitaries, the cadet who first recognizes such a visitor will stand and call the entire flight to ATTENTION.

2.1.7. The Flight Commander or Flight Sergeant is responsible for the conduct of their flight during the entire class period. All cadets will abide by any instructions of their Flight Commander or Flight Sergeant.

2.2. GRADING SCALE: Instructors will use the same grading scale as is published in the annual Lyons High School Student/Parent Handbook.

Cadets and their parents will be able to access grades via the Infinite Campus software program on the Unified School District 405 web site. Each cadet’s overall grade in AFJROTC will be calculated using the following method prior to final exams. The final exam each

semester will be worth twice as many points as a regular chapter test. - Aerospace Science (taught 2 days per week) 40% of grade - Leadership Education (taught 2 days per week) 40% of grade - Extreme Excellence Challenge (taught 1 day per week) 20% of grade

2.3. CADET BULLETIN BOARD AND DISTRIBUTION BOX: All cadets will review the cadet bulletin board located in the AFJROTC classroom daily. Normally, all cadet meetings should be scheduled one week in advance. For short-notice meetings, a cadet must obtain permission from an AFJROTC instructor to post details about the meeting. The cadet conducting the meeting should post the date, time, location, who must attend, and a brief description of the meeting on the cadet bulletin board or in a written memo. Failure to provide adequate notification time will not be held against the cadets who are requested to attend the meeting. The Chief, Public Affairs Division will be responsible for the current content of the cadet bulletin board. Each Flight Commander or Flight Sergeant should also check the contents of the flight’s distribution box daily during class.

2.4. CADET ACTIVITY FUND AND FUNDRAISING ACTIVITIES: The SASI and ASI will control all cadet funds that are raised to support cadet activities and recognition programs. The SASI and ASI will monitor all Lyons High School cadet activity fund deposits from either local donations or cadet fundraising activities. The SASI will maintain a current binder showing all credits and debits. All fundraising activities must be approved in advance by the principal of Lyons High School. Under no circumstance will a fundraiser be conducted without adult supervision throughout the entire activity.

2.5. REMEDIAL TRAINING: The SASI or ASI will schedule and monitor remedial training each Thursday after school, or on additional days if needed. Cadets who do not comply with classroom rules, exhibit bad behavior or attitudes, have academic deficiencies, or exhibit repeated uniform or personal appearance deficiencies will be scheduled for remedial training. Instructors will notify parents promptly if they are experiencing any of these problems with their son or daughter. Only the SASI or ASI can schedule a cadet for remedial training. The purpose of remedial training is not to punish but to provide positive, substantive training that will hopefully reverse any negative trends in a cadet’s academic achievement, behavior, training, or attitude. The SASI and ASI, together with the Command Chief, will develop specific lesson plans for remedial training. A roster of attendees, training given, and training effectiveness will be provided to the SASI by the Command Chief upon request.

2.6. PARENT CONFERENCES: The SASI or ASI will contact parents immediately if they experience (or have been informed of) any problems with their son or daughter. Either the SASI or ASI will attend, or provide documentation for, each school-directed parent conference that includes students with special needs who have an Individualized Educational Plan (IEP).

CHAPTER 3

CUSTOMS AND COURTESIES

3.1. SALUTE: Today the salute is a traditional greeting between military personnel. The salute is deeply rooted in military history, from the times when warriors raised their right arm to show that no weapon was present, to when knights raised their visor with their right hand as a sign of greeting. The salute is a way of saying “hello” while showing respect to officers senior in rank. Sometimes the hand salute is rendered to honor the U.S. flag, as a sign of respect for our country. The way cadets execute a salute is important. A smart salute indicates pride in self and in one’s cadet group. A sloppy, lackadaisical salute indicates a lack of pride and disrespect. Cadets should develop the habit of carrying books or other objects in their left hand, to keep their right hand for saluting.

3.1.1. If a cadet is in uniform, outside, and not under a covered area, the cadet will salute the following individuals:

3.1.1.1. The President of the United States.

3.1.1.2. All commissioned and warrant officers of United States military services and those of allied foreign nations.

3.1.1.3. AFJROTC officer instructors, when in uniform. Salute all instructors in or out of uniform if formally reporting to them.

3.1.1.4. Cadet officers senior in grade who are in uniform.

3.1.2. Cadets will not render hand salutes indoors, except when formally reporting to an AFJROTC instructor.

3.1.4. A proper hand salute is a two-count maneuver:

3.1.4.1. Count 1: Raise the right hand smartly and directly to the forehead, while at the same time extending and joining fingers. Keep the palm of the hand flat, forming a straight line from fingertips to elbow. As the hand gets close to the face, tilt the palm slightly toward the face and hold the upper arm horizontally, slightly forward of the body and parallel to the ground. Finally, touch the tip of the middle finger of the right hand to the outside corner of the right eyebrow (or to the front right corner of glasses, if worn).

3.1.4.2. Count 2: Bring the arm smoothly and smartly downward, retracing the path used to raise the right hand and arm, once the salute is returned by the person you are saluting.

3.2. UNITED STATES AND NATIONAL FLAGS.

3.2.1. Display. Unless illuminated, the U.S. flag will normally only be flown from sunrise to sunset. When the flag is displayed horizontally or vertically against a wall, the blue and white union will be uppermost and to the observer’s left. Generally, the flag will be displayed flat or hanging free. The flag will be placed in the position of honor, to the right of a speaker, when displayed on a platform, in a hall, on a stage, or on the same level as the audience. When the flag is displayed at half-staff, it is first hoisted to the top of the staff and then lowered to the half-staff position. When lowering the flag, it is first raised to the top of the staff and then lowered. At no time will the flag be allowed to touch the ground. After being completely detached from the halyards, the flag is folded properly into the shape of a triangle. When a number of flags are displayed from staffs in a row, the United States flag will be right of the line (the left of an observer facing the display). If no foreign flags are involved, the United States flag may be placed at the center of the line provided it is displayed at a higher level. When used on a rostrum, it will be displayed above and behind the speaker’s rostrum. When bunting is used, since the flag will never be draped over the rostrum, the colors will be arranged blue on top, white in the middle, and red below. No lettering or object of any kind will be placed on the U.S. flag. No flag or pennant will flown above the U.S. flag, and the U.S. flag will not be dipped. In a procession with another flag or flags, the U.S. flag will be either on the marching right, the flag’s own right, or if there is a line of other flags, in front of the center of the line. It will never be carried flat or horizontally but always aloft and free. The correct way to carry a staffed flag is to hold the staff with one or both hands in front of the center of the body with the base of the staff resting against the body and the staff sloping upward and forward at an angle of about 30 degrees from the body.

3.2.2. Flag Customs and Courtesies. The flag and national anthem are symbols of the people, their land, and institutions. Thus, when we salute these symbols, we are saluting the nation. Flags and national anthems of other allied nations are shown the same respect as our own. Flag ceremonies occur during parades, reveilles, retreats, and prior to special events. Reveille starts the official day on a military installation, while retreat signals the end of the official duty day. Most flag ceremonies will be conducted with the playing of the United States’ national anthem. All cadets will render the following courtesies:

3.2.2.1. If in uniform outdoors while the national anthem or “To The Colors” is played, stand at attention, face the flag (or music), render the military salute, and hold it from the first note of the music until the last note. When in civilian clothes, stand at attention, face the flag (or music), and simply place the right hand over the heart. In civilian clothing, a male removes his hat, holds it in his right hand, and places his right hand over the heart, while a female places her right hand over her heart but does not remove her hat.

3.2.2.2. When attending any outdoor event at which a U.S. flag is carried past a cadet, cadets in uniform should stand at attention, face the path of the flag, render a proper salute six paces before the flag is even with them, and hold the salute until the flag passes six paces beyond them.

3.2.2.3. When ceremonies occur indoors and the national anthem or “To The Colors” is played, face the flag and take the position of attention. If the flag is not visible, take the position of attention and face the music. Do not salute indoors unless bearing arms. 3.2.2.4. Pledge of Allegiance. In military formations and ceremonies, the Pledge of Allegiance shall not be recited. At protocol functions, social, and sporting events which include civilian participants, cadets in uniform outdoors should stand at attention, remain silent, face the flag, and render the hand salute. When in uniform indoors, cadets should stand at attention, recite the pledge, and face the flag. A hand salute is not rendered, and the pledge may be recited. If in civilian clothes, a cadet should stand at attention, face the flag, place their right hand over their heart, and recite the pledge.

3.3. CADET ETIQUETTE: Proper etiquette is “the customary rules of conduct or behavior in a polite society.” Our civilized society is more pleasant to live in, go to school in, and work in when all members practice proper etiquette and good manners. The axiom, “Treat others as you want to be treated,” is a good one to live by and is the desired behavior for all cadets. Cadets should…

3.3.1. Say “please” and “thank you.”

3.3.2. Use “yes, sir (or ma’am)” when addressing AFJROTC instructors, military service members, school officials, teachers, and visitors at all times.

3.3.3. Not keep people waiting.

3.3.4. Not gossip.

3.3.5. Use proper telephone etiquette.

3.3.6. Use Mr., Ms., or Mrs. and the individual’s last name when addressing civilians, and use proper military rank and the individual’s last name when addressing military personnel.

3.3.7. Not interrupt others when they are talking.

3.4. POSITION OF HONOR: This military courtesy began centuries ago when men fought with swords. Since men were primarily right-handed, the heaviest fighting occurred on the right side. The left side became a defensive position since the shield was normally carried with the left hand or arm. Thus, since units were proud of their fighting ability, the right side (or sword-bearing side) or right of the battle line became the position of honor, assumed by great warriors and leaders. Thus, a cadet should, while in uniform, walk or sit on the left side of an AFJROTC instructor, military service member, or senior cadet officer, who assumes the position of honor on the right.

3.5. PRISONERS OF WAR (POW) AND MISSING IN ACTION (MIA): The most basic principle of personal honor in our Armed Forces is to never willingly leave a fellow serviceman behind. In the midst of the uncertainties of war, every soldier is entitled to one certainty: that they will not be forgotten. The Senate Select Committee on POW/MIA Affairs was created to ensure that our nation meets its obligation to the missing and to the families of those listed as unaccounted for from past and present wars. When KS-20061 cadets gather for a Dining In or Dining Out, there will always be a table ceremonially arranged to commemorate those who are listed as Prisoners Of War or Missing In Action.

CHAPTER 4

UNIFORMS, EQUIPMENT, BOOKS, AND PERSONAL APPEARANCE

SECTION A--ACCOUNTABILITY, CADET RESPONSIBILITIES, ANDGENERAL POLICIES

4.1. AFJROTC CADET UNIFORM: With few exceptions, the AFJROTC cadet uniform is the same one worn by active-duty Air Force members. Proper wear and maintenance of the uniform by cadets is truly noticed by the entire community and by the Air Force. Therefore, always wear your uniform proudly and correctly! Cadets must keep their uniform clean, neat, and in good condition at all times, with badges, ribbons, insignia, and other metallic devices properly maintained. Normally, uniform day for cadets in KS-20061 is on Thursday. Only the SASI or ASI can grant exceptions to this policy. All cadets will wear the uniform the entire school day, from when the first bell rings until when the final bell rings dismissing Lyons High School students. Students involved in work study must get an exception to the uniform wear policy from the SASI or wear the uniform as required . Students are also required to dress out for physical education (P.E.) class on uniform days, unless granted a waiver by their P.E. instructor.

4.2. RECEIPT: When cadets are issued uniforms, books, and other course materials, they will sign a Uniform and Book Issue Receipt form and place their initials beside each issued item. The cadet’s parent or guardian will also review and sign the form, which shall be kept on file by flight. Each uniform item becomes at least temporarily the property of the cadet, who is responsible for its care. If any item is lost or willfully or negligently destroyed, the cadet must pay its current replacement cost.

4.3. CLEANING: Cadets will be issued one complete uniform, with all accessories and insignia, to include an Air Force blue nametag. Cadets will pay to dry clean and launder uniform items during the school year. They will also pay to dry clean and launder uniforms prior to turning them in just before summer break, or upon disenrollment or high school graduation.

4.4. RETURN: Cadets will return all items issued (except for black shoes and socks, nametags, ribbons and medals earned, ribbon rack, and gray physical training shorts and T-shirt) or pay for them at the end of the school year or upon disenrollment during the school year. They will return the cleaned uniform pressed and on hangars in a dry cleaner’s plastic bag. The service dress coat, skirt (if issued), slacks, tie, tab, flight cap, and zippered windbreaker jacket are DRY CLEAN ONLY items. These items must be returned with a dry cleaning receipt. Certificates of completion of military training will not be issued until all AFJROTC uniforms, course materials, and equipment are returned (or paid for) by the cadet. 4.5. HELPFUL HINTS: To prevent paying for uniforms, books, and equipment, we encourage cadets to:

4.5.1. Not leave items unattended or in unlocked or shared lockers.

4.5.2. Not lend uniform items or textbooks to other cadets.

4.5.3. Not allow others to turn in accountable items on their behalf.

4.5.4. Not carry flight caps with books, but instead tuck the flight cap under the belt properly on the wearer’s left side.

4.5.5. Place their name inside their flight cap.

4.5.6. Turn in any found uniform item to an AFJROTC instructor or to the school’s main office.

4.5.7. Return uniform items that become worn or are otherwise not useable to the ASI. If unserviceable due to normal wear and tear, the items will be replaced at no cost. If a uniform item does not fit, return it promptly to the ASI for replacement.

4.6. UNIFORM REGULATIONS: Cadets will wear the uniform as prescribed in AFI 36-2903 and in AFOATSI 36-2003. The SASI will prescribe the specific uniform or civilian attire to be worn to cadet activities such as unit social functions, field trips, and school or community service projects. 4.7. UNIFORM WEAR DAY: Cadets will generally wear the uniform on Wednesdays, unless otherwise directed by the SASI or ASI. Cadets will be inspected on uniform wear and personal appearance on uniform days by their AFJROTC instructor and Flight Commander, using an objective inspection checklist.

4.8. PLANNING AHEAD: Cadets will ensure that their uniform is ready for inspection on the designated uniform day (normally Wednesday) and for other mandatory uniform formations. Planning ahead makes the process easier. Assemble your uniform, you’re your shirt or blouse, and polish your shoes the night before. Excuses such as “my uniform is still at the dry cleaners” or “I am missing my tie” are really not valid excuses. Each flight has a Logistics Division representative who will assist the SASI and ASI in providing each cadet with a full set of uniforms. If a cadet is absent from AFJROTC class on a Thursday, the cadet can wear the uniform to school the following Friday or Monday, be inspected by the SASI or ASI, and still receive full credit for wearing the uniform. The SASI and ASI will consider a cadet for disenrollment from AFJROTC after three failures to wear the uniform during any grading period.

4.9 UNIFORM COMBINATIONS: Cadets will not wear a mix of uniforms and civilian clothing. If they have a legitimate reason not to wear the uniform or any uniform item due to a medical condition, they must present medical documentation and receive a waiver from the SASI or ASI.

4.10. NAMETAG: Cadets will wear the standard Air Force laminated ultramarine blue nametag, with white, block-style letters engraved on the plastic, secured with clutch-type fasteners. Nametag size is 3 3/16 x 5/8 inches with 1/4-inch lettering. Males wear the nametag over the right breast pocket, parallel with the top seam of the pocket. Females place the nametag on an imaginary line parallel to the ground, 2 1/2 inches above the top button and centered.

4.11. ACTIVITIES WHILE IN UNIFORM: Cadets may not hitchhike, perform labor, engage in sports, or do anything that would degrade the uniform. Furthermore, any questionable behavior at school or in public while wearing the uniform creates an unfavorable impression of the AFJROTC program, Lyons High School, and the Air Force. Conversely, proper conduct and pride by cadets in uniform reflects favorably upon the cadets and enhances the cadet group’s image throughout the community.

SECTION B--MALE UNIFORMS

4.12. UNIFORM COMBINATIONS: There are two combinations of male cadet uniforms. They are the service dress uniform (which includes the button-front coat, shirt, slacks, and accessories) and the short-sleeve light blue shirt, slacks, and accessories. See AFI 36-2903, this Cadet Handbook, and the Leadership I textbook for proper placement and maintenance of authorized uniform accessories.

4.13. BELT: Dark blue with silver tip, 1 and 1/4 inches wide and worn by threading through the belt loop to the wearer’s left. The silver tip extends beyond the buckle to the wearer’s left with no blue fabric showing. The male cadet “gig line” is the straight line formed by the front edge of the shirt, the belt buckle, and the slacks’ fly. Check frequently to ensure this “gig line” remains straight.

4.14. COAT, BLUE SERVICE: With arms hanging naturally, sleeves should end 1/4 inch from the heel of the thumb. The bottom of the coat should be fingertip length when hands are slightly cupped. All buttons must be buttoned and nothing is to be carried in the outside pockets. Flat items (such as a wallet or checkbook) may be carried in the inside pockets. The coat may be removed in classrooms or the media center when it becomes uncomfortably warm or when a lab coat must be worn, or it may be unbuttoned in the classroom to avoid binding or wrinkling. It will not be unbuttoned or removed in public areas (such as hallways, common areas, or the school cafeteria). When removed, it will be hung up or carefully draped over a chair back. The coat must be put back on and buttoned before leaving the classroom. The coat will have the unit patch (once approved) on the right sleeve and the AFJROTC patch on the left sleeve as prescribed in AFOATSI 36-2003.

4.15. CAP, BLUE GARRISON (FLIGHT CAP): Worn slightly to the wearer’s right, with a vertical crease at the center of the forehead in a straight line with the nose and approximately one inch above the eyebrow. The crown (top) will not be crushed down. Cadet flight caps do not have officer silver braid.

4.16. JACKET, LIGHT WEIGHT, BLUE WINDBREAKER: Must be zipped at least halfway. The windbreaker will not be worn over the service dress coat or with civilian clothing. The jacket will have the unit patch (once approved) on the right sleeve and the AFJROTC patch on the left sleeve as prescribed in AFOATSI 36-2003.

4.17. SHIRT, LIGHT BLUE, SHORT-SLEEVE OR LONG-SLEEVE, WITH EPAULETS. With arm bent at a 90-degree angle, the bottom of the sleeve on the short-sleeve shirt should barely touch or come within one inch of the forearm. This shirt may be worn with a necktie or with an open collar, whereas the long-sleeve shirt is worn only with a necktie. If worn with an open collar, a white V-neck T-shirt must be worn so that no part of the T-shirt is exposed. When wearing a necktie, all buttons will be buttoned. When not wearing a necktie, all buttons except the top button are buttoned. Under either option, the shirttail is pulled down into the trousers tightly and tucked at the sides to make it nearly form-fitting. The only creases on the shirt are down the two sleeves. A pen or pencil may be carried in the shirt pocket, as long as it does not show or interfere with the flap being buttoned. Bulky items such as eyeglasses should not be carried in the shirt pocket.

4.18. SOCKS: Must be black. Other dark colors are not authorized..

4.19. TIE, BLUE. The blue necktie is secured by either a windsor or four-in-hand knot. The tip of the tie will extend no more than 1 and 1/2 inches above or below the belt line. The end of the necktie is worn outside the shirt and is not tucked in. Pre-tied ties and the tie tack or clasp bearing the official Air Force coat of ams are not authorized.

4.20. TROUSERS, DARK BLUE: Trim fit, with no bunching at the waist or bagging at the seat. The bottom of the trousers will rest on the front of the shoes with a slight break in the crease. The back of the trouser leg will extend approximately 7/8 inch lower than the front. The trousers must be of matching material to the service coat and the flight cap. The rear pocket of the trousers will always be buttoned, and articles carried in the pockets should not be bulky or visible. The zipper will be pressed down to permit the fly to be neatly closed.

4.21. SHOES: Black male oxfords. Shoes will be laced to the top and will be highly shined. The soles and heel edges will be coated with sole and heel dressing or polish. Optional high-gloss black corfam (patent leather) shoes are authorized to be purchased only at the cadet’s own expense.

4.22. T-SHIRT: To extend the life of the light blue short-sleeve or long-sleeve shirts, male cadets will wear a V-neck T-shirt underneath. This T-shirt will be white in color and contain no design or lettering.

SECTION C--MALE PERSONAL APPEARANCE

4.23. HAIR: A male cadet’s hair must be clean, well-groomed, and neat. Hair color, if dyed, will look natural, will not be worn in an extreme or fad style, will not contain excessive amount of grooming aids, or exceed bulk standards. Hair will not touch

eyebrows when groomed or protrude below the front band of properly worn headgear. Hair will have a groomed, tapered appearance on sides and back, both with and without headgear. A block cut is permitted with a tapered appearance. Hair will not touch the ears and only closely cut or shaved hair on the back of the neck may touch the collar. Hair bulk will not exceed 1 and 1/4 inches, regardless of length, and will not exceed 1/4 inch at the natural termination point. Hair will not have any visible foreign items. Sideburns will be neatly trimmed and tapered, straight and of even width (not flared), end in a clean-shaven horizontal line, and not extend below the lowest part of the exterior ear opening. Most of the barber shops in Lyons have agreed to reduce their usual haircut prices by $2.00 for AFJROTC cadets. Be sure to mention you are in AFJROTC when getting a haircut to obtain this discount.

4.24. EARRINGS AND JEWELRY: Earrings will not be worn while in uniform. Fingernails will be neat, clean and, trimmed. No more than three rings will be worn at any one time. One bracelet may be worn; it cannot be wider than one inch, detract from a military image, or present a safety hazard.

SECTION D--FEMALE UNIFORM REQUIREMENTS

4.25. FEMALE UNIFORM COMBINATIONS: The two female uniform combinations are the service dress, which includes the coat, over blouse, slacks or skirt, and accessories and the short-sleeve over blouse with slacks or skirt. Authorized accessories are placed and maintained as outlined in AFOATSI 36-2003, this Cadet Handbook, and the Leadership I textbook.

4.26. SERVICE COAT, BLUE: Coat should follow the contours of the wearer’s figure but allow ease of movement without pulling in the back of the waist. The sleeves should come to the base (heel) of the hand. The coat and slacks or skirt must match in color shade and material. Items will not be carried in the jacket pockets. The coat may be removed in the classroom or the media center when it becomes uncomfortably warm. It may also be unbuttoned in the classroom to avoid binding or wrinkling. It will not be removed in public areas such as hallways, common areas, or the school cafeteria. When removed, it will be hung up or carefully draped over the back of a chair. The coat will be put on and buttoned before leaving the classroom or media center. The coat will have the unit patch (once approved) on the right sleeve and AFJROTC patch on the left sleeve as prescribed in AFOATSI 36-2003.

4.27. FLIGHT CAP, BLUE: Worn with the crease straight with the nose, with insignia over the left eye, and worn 1 inch to 1 and 1/2 inches above the eyebrow.

4.28. HOSE: Commercial sheer, nylon hose in black or off-black, dark blue, dark brown, or neutral that complement the uniform and the cadet's skin color. Patterned hose are not allowed.

4.29. SOCKS: Black socks without design will be worn with slacks and oxford shoes.

4.30. JACKET, LIGHT WEIGHT, BLUE WINDBREAKER: Should fit loosely over the hips when zipped. Cuffs of the sleeves should cover the wrists but not extend beyond. Over blouse will not show below the jacket. Jacket must be zipped at least halfway. The jacket will have the unit patch (once approved) on the right sleeve and AFJROTC patch on the left sleeve as prescribed in AFOATSI 36-2003.

4.31. BLOUSE, LIGHT BLUE, SHORT-SLEEVE OR LONG-SLEEVE, POINTED COLLAR. Short-sleeve blouse may be worn with or without tab, but tab must be worn with long-sleeve blouse and with service dress uniform. Blouse must be tucked in.

4.32. SLACKS, BLUE: Will fit naturally over the hips, with no bunching at the waist or fullness in the seat. Bottom of slacks will rest on the front of the shoes with a slight break in the crease. Back of the slacks will extend approximately 7/8 inch lower than the front. Slacks are tailored to straight hanging and any alterations to modify the leg shape must be approved by the SASI. Articles carried in the pockets will not be visible or present a bulky appearance.

4.33. SKIRT, BLUE: Will be free-hanging, with zipper closure on the left hip. Length will be no shorter than the top of the kneecap and no longer than the bottom of the kneecap. Hose and pumps will be worn with the skirt.

4.34. UNDERGARMENTS: Will be worn with the uniform and will be of a conservative style and white in color.

4.35. SHOES: Female cadets will be issued black oxford shoes to be worn with their uniform. Shoes will be laced to the top and highly shined. Optional scotch grain black leather or high-gloss finish pumps are authorized for female cadets at their own expense. Optional high-gloss black corfam (patent leather) shoes are also authorized at the cadet’s own expense. Heel height must not exceed 2 1/2 inches. Shoes will have plain closed toe and heel, and will not have any ornamentation such as bows, buckles, or straps.

4.36. PURSE: Female cadets may carry any small black purse. The standard Air Force purse may be purchased and carried at the cadet’s expense.

SECTION E--FEMALE PERSONAL APPEARANCE

4.37. JEWELRY: Female cadets will not wear or carry exposed on the uniform, pencils, pens, handkerchiefs, or jewelry (to include ankle bracelets). One bracelet is permitted if it is neat and conservative and not wider than one inch. Cadets may wear wristwatches, identification bracelets, and pearl, silver, diamond, or gold-stud earrings if they do not extend or dangle below the bottom of the ear lobe. Earrings must be spherical or of plain design. Cadets may wear no more than three rings at any time.

4.38. HAIR STYLE: Hair must be clean, well-groomed, and neat. Hair color, if dyed, will look natural, will not be worn in an extreme or fad style, contain excessive amount of grooming aids, or exceed bulk standards. Hair will not touch eyebrows when groomed and

may not be visible in front of the flight cap. Hair must present a professional appearance. Plain and conservative pins, combs, headbands, elastic bands, and barrettes similar to natural hair color are permitted to keep hair in place. Hair will not extend in length on all sides below an invisible line drawn parallel to the ground at the bottom edge of the shirt collar at the back of the neck. Hair will not exceed 3 inches in bulk or prevent proper wear of headgear. Hair will not include hair ornaments such as ribbons or jeweled pins.

4.39. COSMETICS: Must be conservative and in good taste.

4.40. FINGERNAILS: Must be neat, clean, and nail polish (if worn) must be conservative, single color, in good taste, and not contain any ornamentation or design.

SECTION F--GENERAL UNIFORM AND PERSONAL APPEARANCECOMMENTS

4.41. BUTTONS: Replace buttons promptly. Buttons on the service dress coat are oxidized silver, as are most of the insignia. Do not polish buttons.

4.42. THREADS: Trim loose strings, threads, “cables,” and frayed seams on the uniform.

4.43. JEWELRY: Necklaces, pendants, and other conspicuous adornments are prohibited.

4.44. RIBBONS: All authorized ribbons must be worn when in service dress uniform. Ribbons are optional on other uniform combinations but are encouraged to be worn. Ensure they do not become frayed or worn. Cadets may wear ribbons earned while enrolled in other JROTC programs. Four Civil Air Patrol (CAP) ribbons can also be worn. Normal order of wear is AFJROTC, CAP, and then Army, Navy, Marine Corps, and Coast Guard grouped by service and by year achieved. Medals and ribbons will not routinely be worn at the same time. The SASI will authorize the wear of regular sized medals on the service dress or semi-formal dress uniform for special occasions such as Dining Out and Military Ball.

4.45. P.E. CLASS: Physical Education teachers will determine whether cadets in uniform are excused from dressing out for P.E. class on AFJROTC uniform wear day.

4.46. PROHIBITED: Gum chewing, smoking or use of any tobacco product, and playing of portable tape recorders, stereos, and CD players are all prohibited while in uniform.

4.47. SWEATER: Cadets may wear the pullover all-wool, V-neck, long-sleeve sweater if purchased at the cadet’s expense.

4.48. UMBRELLAS: Optional, plain solid dark blue or black umbrellas without ornamentation are authorized when weather conditions dictate their use.

4.49. SEMIFORMAL UNIFORM: The SASI may authorize wear of a semiformal uniform to appropriate cadet group formal activities or functions such as Dining In, Dining Out, or

CHAPTER 5

DRILL AND CEREMONIES

5.1. DRILL AND CEREMONIES: Are an important part of AFJROTC training. As a first-year Aerospace Science cadet, you will learn basic drill and how to follow commands. We will spend a lot of time in the gym or outside developing your drill and ceremonies skills. The primary reference, which all cadets will become familiar with during Leadership Education, is the Drill and Ceremonies Manual. As a second-, third-, or fourth-year cadet, you will learn more difficult commands, lead a marching formation, and be able to train cadets on proper drill sequences, commands, and basic drill fundamentals.

5.2. SEQUENCE OF COMMANDS: All cadets must be able to command a flight, performing in order the sequence of commands listed below. The cadet serving as Flight Commander reports in and out by saluting the individual who controls the field of performance and is evaluating the flight’s performance. Cadets are graded on their ability to properly execute these commands and direct the flight within a specified drill area. SCHOLARSHIPS, SERVICE ACADEMY NOMINATIONS,AND ADVANCED ENLISTMENT

7.1. AFJROTC SCHOLARSHIP PROGRAM: Provides an incentive for AFJROTC units to attract and retain students whose academic capabilities and demonstrated leadership potential will assist in meeting critical Air Force officer needs. AFJROTC is allotted about 10% of all 4-year AFROTC college scholarships, which may be Type I, Type II, or Type VII, as described in the scholarship application package. The SASI will nominate cadets who are members of AFJROTC unit KS-20061, who demonstrate the potential to succeed in college and in college AFROTC, and who exhibit the potential and desire to serve as an Air Force officer. Cadet nominees must meet minimum standards for scholarship competition and scholarship activation as published each year by AFOATS/JRO in scholarship instructions and the AFROTC college scholarship application. Satisfying minimum criteria does not guarantee a cadet will be awarded a scholarship. In addition to the SASI’s nomination, the cadet must also complete and submit the entire scholarship application booklet or the on-line application, with the exception of the SAT/ACT scores that have not been received but must be forwarded to AFROTC prior to the selection board’s convening date. Applicants must also be morally qualified and must complete a physical aptitude exam in addition to being medically qualified. Applicants should strive to develop a profile of not only academic strengths but also extracurricular activity involvement and demonstrated leadership. Scholarships cover a majority of the costs of college at selected universities that offer the AFROTC option where the cadet can be admitted, unless the scholarship type is a directed scholarship to a specific school with a tuition cap. The actual scholarship amount is determined by the type and duration. The specific academic major that the scholarship is being awarded in will be determined by AFROTC, reflecting the current and projected officer needs of the Air Force.

7.2. SERVICE ACADEMY NOMINATIONS: AFJROTC honor schools (as designated by AFOATS/JR) may nominate up to five cadets to the U.S. Air Force Academy and three cadets to the U.S. Military Academy at West Point and the U.S. Naval Academy at Annapolis. To be eligible, the cadet must have already completed one year of AFJROTC and must complete at least two years of AFJROTC upon graduation. Interested cadets must complete and submit a pre-candidate questionnaire. Specific instructions will be sent to the SASI, who will complete required documentation.

7.3. ADVANCED ENLISTMENT: According to Department of Defense Instruction 1205.13, a student presenting evidence of successful completion of at least two academic years of JROTC is entitled to advanced promotion to the pay grade of no less than E-2 upon initial enlistment in an Active or Reserve component of a Military Service. At their discretion, the Military Departments may award the grade of E-3 for successful completion of three academic years of JROTC. Three years of JROTC also entitles a student to no less than 1 year of credit in the College ROTC Officer Commissioning Program. For the Air Force, cadets who present a high school JROTC completion certificate (3 years of successful JROTC) and a high school diploma prior to their Entry on Active Duty (EAD) date are entitled to be promoted to Airman First Class (A1C) once they successfully complete basic

training. There are also special Air Force job booking programs such as CHAPA for highly competitive cadets.

7.4. ARMED SERVICES VOCATIONAL APTITUDE BATTERY (ASVAB): All military service recruiters are encouraged to visit AFJROTC courses and speak to cadets interested in exploring career opportunities in the military. AFJROTC instructors will identify cadets interested in these opportunities to recruiters, who will schedule medical examinations at the nearest medical facilities as well as the ASVAB test. Recruiters will publicize the application procedures for college scholarship programs for cadets desiring to serve on active duty as an officer after completing a college degree.

7.5. SAT AND ACT: One of these two tests is required for admission to colleges, to service academies, or for consideration for military service-funded college scholarships. The AFJROTC instructors will publicize the requirement to register for these periodic national tests with the high school’s counseling office. Cadets should strongly consider taking the SAT or ACT more than once, since the services use the highest test score for scholarship consideration.

7.6. AFJROTC SCHOLARSHIP: Annual $500 AFJROTC Scholarship will be awarded to a graduating Senior Cadet. The following criteria will be used to determine the recipient. Completed a minimum of three years in AFJROTC (AS-1/2/3), current Senior Cadet in good standing, 3.0 grade point average in all classes (“A” in AFJROTC), and complete a minimum of 20 community service hours (AFJROTC sponsored projects).
