The 2017 CYC AGM will be held at the CYC clubhouse on Sunday, 12th of November. The meeting will start promptly at 4pm - please arrive early in order to register your attendance - it's very important that we achieve a quorum in order to vote on any motions that might come up (including approval of proposed Board members for 2018). In this context: Proposal for replacement of East Dock This article provides the required 30-day notice to the membership of the Board's intention to present to the membership a proposal for complete replacement of East Dock using CYC funds currently in our savings account. Please read the following, and please be ready to come to the AGM and to vote on this proposal. Proposal of the CYC Board: to replace all components of East Dock with new construction, except piling that will remain in place and be used with the new dock. - The total cost will be approximately $160,000, which includes all materials, labor and disposal of the old dock. The new dock will be required to pass independent inspection for compliance with electrical and water supply code requirements. The plan is for the dock to be built during the 2017-2018 winter. Background to this proposal: 1. Degraded structure and deck surface: East Dock has served the club well for the last 15 years. In addition to providing much-needed deepwater slips for 39 members' boats, it has essentially served as a partial breakwater, bearing the brunt of large wake from displacement power boats operating in the main channel. This wake has degraded the physical integrity of the dock's core structure and linkages, and the weather had degraded its wooden surface. 2. Uneconomic to restore or maintain the dock: Over the last 1-2 years, the dock as degraded beyond the point where spending more money and volunteer time to repair and maintain it can be justified. Professional assessment has determined that there are no salvageable components that could justify renovation instead of replacement. 3. Safety concerns: Partly due to it's 'flexible' design, and also due to it's degraded core structure and decking, East Dock now presents a significant safety concern to users, even in just moderate wake conditions, and even to those with a gymnast's balance. CONT’D

CYC Annual General Meeting - Formal Notification To Members

October 2017 No. 523 3

Do not try this when there is wake coming into the marina ... ... before the AGM, I encourage all physically able members to walk to the end of East Dock to assess for yourselves the condition of the decking, cleats and electric pedestals. If you have particularly good balance, also go out any finger all the way to its piling. The CYC Board solicited quotes from 4 vendors this spring: two vendors did not provide a quote, and one used unsuitable construction materials and provided an incomplete quote. The Board has decided to recommend to the membership a proposal made by Advantage Docks. Features of Advantage Docks' proposal: 1. Complete replacement of all existing materials (except for pilings) with new construction. 2. Environmentally responsible disposal of all old dock components: except that a number of the best floats will be repurposed for rebuilding the 420 dinghy dock and perhaps also the mooring tenders dock. 3. New dock will have 1 pedestal per 2 slips: each will have two 30A and 20A outlets and a water faucet. Pedestals will include solar-powered lighting, and will be similar to those on West Dock. 4. Construction will include under-dock, self-draining conduit for shore power cords to avoid having them run across any part of the walkway. 5. Decking will be plastic 'Trex'-style material instead of wood. 6. The wiring design will prevent a short circuit at one pedestal from affecting any other pedestals. 7. The termini of all fingers will be bolted to under-water stabilizer bars, similar to those on West Dock. 8. The old dock will be removed and new sections will be added sequentially, to facilitate temporary relocation of about 4-6 boats at a time (possibly to moorings and rafted to boats at the termini of our other docks). If any members have questions about this proposal, please contact me, or another Board member. Other AGM notices Members are reminded of the club's bylaws that require members to be notified 30 days before the date of the AGM of any plans by one or more members to propose that the membership vote on any chance to current club bylaws. There will be a report on the successful resolution of the multi-year negotiations we've had with Knox County. Coupled to this, the Board will share it's perspective of the challenges and opportunities the club will have in the lead-up to trying to get our lease renewed in 5 years time. Please consider stepping up to help with this effort. Information will be a presented regarding requirements the club must meet in the wake of a recent safety inspection conducted by Knox County Parks & Rec Department. That's all for now. See y'all at the AGM! Neil

All CYC members are encouraged to attend the Annual General Meeting. However, if you are NOT able to attend, please complete the Proxy Delegation Form and give it to your Proxy to bring to the meeting on your behalf.

The Proxy Delegation Form can be found on the CYC website HERE.

The Proxy Delegation Form and reminder information will also be included in the November Luff Letter.

If anyone wants to sub-let a slip for the Winter (low water season), please contact the Harbormaster. If you vacate your slip for Winter, and the HM sublets it to another member, you will not be charged slip rental for the Winter months.

Tennessee Valley Challenge Cup

September 23 & 24, 2017

The TVCC hosted by Privateer Yacht Club in Chattanooga, Tennessee, saw five Tennessee Valley clubs and thirty boats compete for the TVCC Cup. Concord Yacht Club was represented by three boats and six sailors: Jeff Gamey, Neil Quigley, Randy Schonagen, Johnny Ballatin, Lauren Ballatin, Mark Esch-Williams. The good news and the bad news. The PYC hospitality, the food & drink, and social aspects of the regatta were, as usual, outstanding. It was great meeting sailors from other Tennessee yacht clubs and engaging in some fun and robust conversations. A fun group of sailors/racers. Even though the wind gods did not favor the racing venue for this regatta, the atmosphere and the mood of about 100 competitors were light-hearted and fun. The bad news is that the nice morning breeze that was present on Saturday morning went away by race time. Saturday races were postponed until late Saturday afternoon. One race was started and finally abandoned. So, no races on Saturday. PYC determined not to have a regatta without any races and was able to conduct one race on Sunday morning, using the light (what they call their morning) breeze. Here are the results of the regatta/single Sunday race:

At the Trophy presentation, Concord Yacht Club was mentioned as the possible host club for the 2018 TVCC. By: Johnny Ballatin

Important Bits and Pieces Message from our Commodore!

CYC Board members and support personnel needed

This is a call out to members interested in getting a little more involved in guiding the club forward. Our club can really use some help! If you want to help the club in ways that best utilize your time and your

particular interests, please consider stepping forward now. Yes - serving on the Board, or any ad hoc and standing committees, and participating in designated support activities generates volunteer time. If you want to help solve some of the club's most pressing challenges and help us seize the great opportunities we have, please consider joining the CYC Board - there are 2-3 vacancies we need to fill for 2018. Board members usually serve between 1 and 3 years, rotating off after that period to make room for new ideas and energy. Or, perhaps you'd prefer to have more of a support role: e.g., calling committee and reservations coordination, social event planning, CYC and CSC marketing and promotion, assistant harbormaster and dock captains, facility maintenance and repair, sailing education, training fleet coordination, etc. If you are willing to take a more active role on helping the club improve in 2018, please get in touch with the Commodore, or any other Board member.

(865) 588-6514, Boy Scouts of America, Knoxville

Sea Scouting, begun in 1912, continues as an opportunity for boys and girls. Now is a time to register in Sea Scout Ship 300, where absolutely no experience is necessary. Members are girls and boys between the ages of 13 & 8th grade to age 21. Annual individual membership for the coming year is $33 per individual Sea Scout and is due with the unit chartering contract by December 1, 2017. All that money goes to the BSA national headquarters, and some possibly to the local council, and none of it goes to our local Sea Scout Ship 300. Ship 300 funds itself in its entirety, no financial support has ever come from the Concord Yacht Club nor from the Concord Sailing Center. Ship 300 has financed itself exclusively through donations, mostly from its active members, to provide materials for maintenance of its fleet and activities. Actively registered Boy Scouts can have a dual membership in Ship 300 at no charge. Membership applications can be obtained from George Hubbell by attending a Ship Meeting, held on Sunday afternoons from 2:00 to 4:00 approximately, or by stopping by the Great Smoky Mountain Council, BSA, headquarters office where applications can obtained during regular business hours. An application is a multi-page hard copy document that cannot be emailed and, sorry, we don’t have a drive-through window. Ship 300 is most appreciative of the Concord Yacht Club providing space for meetings and use of its facilities for the youth activities. Without these, Ship 300 sinks. Questions or comments can be emailed to [email protected] or by phoning George Hubbell at 980-0879, who is concluding sixteen years as the organizational representative to the Boy Scouts.

Another Opportunity for 2017 Work Hours!!!!!!!

As you may be aware, there will be a hardy and tasty meal

served after the AGM! And, for ONLY $5. So, plan on staying

afterwards to eat.

To that end, volunteers are needed! Positions needed are:

Hosting, Pre-Meeting Preparation, Serving and Clean-up.

If you are interested and looking to satisfy more required Work Hours,

contact Catherine Trapp at [email protected]. This is an easy and

informal event!

Labor Day Regatta & Party Highlights

The Racing!

The Labor Day Regatta saw some very nice winds on Saturday, with 9 Keelboat and 2 Dinghy competitors coming out to race. The wind gods were not so kind on Sunday, with very light conditions. Three races were completed on Saturday, and one on Sunday.

While the Dinghy Fleet did not have the required number of boats (3) to have an official race fleet, these hardy dinghy sailors chose to race each other just for the shear fun of it. Their unofficial dinghy race results are shown below, along with the Keelboat results.

Mega thanks to Kerry Saltmarsh and crew for braving the nasty weather, and conducting some great races!

And, everyone seemed to really enjoy the entertainment provided by Kudzu! They sounded awesome!

The New Launch Dock

Many of our members may be familiar with the boat launch facility located just east of the swim dock area. This launch and dock facility has in the past been used primarily to launch boats during periods of low lake water, when launching at the two other club launches was not possible. The floating sections of the previous east launch dock were installed by the Holder 20 sailing group several years ago, with used floating dock sections.

Over time, with wave action, water level changes, and severe storms, the floating sections eventually self-destructed. Here is what the previous dock looked like a couple of months ago.

Faced with this unusable and unfit dock condition, a decision was made to replace the floating dock with a new and improved floating dock. The EZ Dock system was chosen for the new dock solution. Here are a few considerations that were relevant factors in choosing an EZ Dock solution.

• EZ Dock is a Maintenance Free and Barefoot Friendly System • EZ Dock provides a Long Lasting and Durable Dock Design

• EZ Dock provides a very Stable Dock Platform • EZ Dock Looks Great

• EZ Dock systems are easy to assemble and install, making it possible for Club volunteers to do the work, and thus avoid considerable dock installation charges

• EZ Dock provides a wide range of configuration designs, allowing for creating the dock/platform design that perfectly fit your dock needs.

• EZ Dock provides an incredible number of dock accessories and options to create the perfect dock solution.

Here is what the newly installed East Launch Dock looks like.

Many of those involved with the dock replacement project feel this new launch dock will be a welcomed addition to the Club’s dock/launch facilities. A facility that will be used all year round for various purposes, and by a larger segment of the Club’s membership.

Now it is time to express some Appreciation and Thanks for all those that made this project possible and successful.

First, I would like to express appreciation and thanks to our Board of Directors, whose vision and insight lead to approval and support for this project.

The Second group that deserves a big thanks are the members who were involved in the removal of the old launch dock, and contributed their thoughts on the new dock design and project implementation.

*John Tyner * John Storey *Chuck Meyer * Rick Gloeckler

Next, I would like to thank Bob Patterson for arranging to have equipment available to offload and stage the delivery of the new dock materials.

Finally, I would like to thank all the volunteers that made the assembly and installation of the new dock an outstanding success.

*Robert Ray *Michael & Lee Murdock *Greg McMillan *Gus Floodquist *Miguel Cabrera

*Jack Sitgreaves *Jeff Stichler *James Parker *Randy Schonagen *Mike Pardee *John Tyner

*Brian Nicholson *Ira Pierce *Chris & Meghann Borden *Mark Esch-Williams *Lauren Ballatin

So, check out the new dock, and try it out for launching and retrieving your boat.

Apple, Pumpkin Beer Cocktail It’s like pumpkin pie and apple pie with alcohol. What more could you ask for? 8 ounces good-quality bourbon 2 1/2 ounces lemon juice 9 ounces apple cider 12 ounces pumpkin ale Ice Cinnamon sticks and cranberries for garnish

1. In a cocktail shaker, shake together the bourbon, apple cider and lemon juice. Pour into 4 glasses filled with ice. 2. Pour the beer evenly into each glass. 3. Garnish with cinnamon sticks and cranberries. Enjoy!

Did you know these everyday phrases were born in the days when sailing made the world go round… wait… is that a nautical phrase?

“A clean bill of health” According to dictionary.com this phrase derives from the days when the crew of ocean going ships might be a little less than hygienic, so they needed to present a certificate, carried by a ship, attesting to the presence or absence of infectious diseases among the ship’s crew and at the port from which it has come.

“By and Large” Folks say this one all the time to refer to the big picture. “By and large, ASA is the most awesome organization in existence”… something like that. This term got started on a sailboat with the word “by” meaning into the wind and “large” meaning off the wind. So sailors would say: “By and large this ship handles quite nicely.”
