Countermines Section Roles
The EUFOR Countermines Section, at all possible levels of
influence, is to support Mine Action in BiH. This is to be achieved
through specifically:
Humanitarian Demining
Mine Awareness Training (MAT), Mine Risk Education (MRE) and
Mine Monitor Training
Humanitarian Demining
Restructuring of the AF BiH demining effort in conjunction with the
Defence Reform Committee. Support the establishment of Demining
Cell within the AFBiH Operational CommandPromoting the concept of a
single demining unit at State levelDevelopment and implementation
of EUFOR policy (Instruction To the Parties) with respect to the
demining of Bosnia Herzegovina (BiH).Assisting the AF BiH to
conduct efficient demining operations primarily using Field
Operations Manger and Mine Monitors.Assisting the deminers through
the provision of equipment and supportSupporting the initiatives of
the BHMAC, the State Organisation for Mine Action.
MAT and MRE
MAT to all EUFOR and NATO personnel, and International
Organisations if the capacity is availableCoordinating MRE within
the MNTF areas of responsibility.
The GFAP places an obligation on The Parties to conduct humanitarian demining operations and not specifically the Armed Forces.
The AF BiH currently only conduct humanitarian demining as a
consequence of it being a task in the ITP placed upon them by
COMEUFOR.

Conclusion
The formation of the Op Comd Demining Section is a vital and
important step to ensuring AFBiH Demining Operations are eventually
self sustaining.
After the completion of transition the Op Demining Section will provide the central focus for AFBiH Demining Operations that was provided by EUFOR Coutermines Section.
The establishment of a state level Demining unit in AFBiH will
doubtlessly bring improvements to their operations productivity and
efficiency by providing coherent command and control.
Ordinary assignment in Sweden as COS at our Engineer
Regiment.

JMA branch is made of three Sections:
CURRENT AFFAIRS & COMPLIANCEThis Section assists and monitors the AFBiH in the respect of Instruction To the Parties directives on control of Government Facilites, export/import of weapons, movement and control of weapons and ammunition, reduction of ASS and WSS.
The COUNTERMINE section which monitors, assists and guides the AFBiH in the deminig activity in the Country.
The mission of the Office Inspetor General is to assist the Entity Armed Forces to develop officer professionalism according to the peace process.
Eufor JMA Primarly Objectives are toImplement structure for
AFBiH.
Instruction to the parties adapted to the new situation in 2005, now we have reached change 22.
A State-level Demining Unit, starting with a demining section in the MoD and then ultimately a Demining Unit
An AFBiH WSS/ASS reduction Campaign Plan to come to a number of
5 WSS and 8 ASS
Countermines consists of three different parts:The staff part
situated in EUFOR JMA office. Main tasks is to make plans for how
to best advice and assist AFBiH to fulfill the obligation to clear
their part of the minefields. To apply for fundings in different
projects. To liaise with different authorities and organizations,
and to train monitors for the different taskforces.
The MICC cell situated in the Sarajevo HQ is responsible for providing maps and information material and also conducting Mine Awareness Training and Mine Risk Education.
The DCC goes out to the different demining locations to provide
help and advice in the field in order to increase productivity and
to see that security requiremets are met. They are situated in the
Tito Barracks.
MAT = Soldiers new in theaterMRE = Information to children in
schoolsMMT = Mine monitor courses for the ones who are going to
monitor the deminers.

distances and so on.Seasons and Work cycles. 4 in the winter, 6 in
the summer all in all 10. Each cycle 5 weeks with 4 weeks of work
and 1 week of maintenance.Number of Teams and
constitution.Reporting procedure.Productivity to be achieved by
AFBiH Demining Teams. One team should be able to clear 3600 m2 in
one cycle without mechanical ground preparation.
Here we can see the armed forces place in the demining structure of
Bosnia and Hercegovina.
This is the same picture again, this is the situation today from
our military perspective.Countermines Section liaises with BHMAC
when needed and at the monthly meeting DMCC = Demining Coordination
Committee.We provide the ITP chapter 8, mine clearance and removal
of unexploded ordnance.We apply for funding and locate resources as
for example mineseekers.The Federation and the Republika Serpska
demining teams get their tasks from the two Ministry of Defence,
BHMAC provides the Red Task Folder and Countermines Demining
coordination cell provides guidance. The mine cells monitor that
work are conducted according to Regulations.
In the new organization Countermines sections responsibilities will
be reduced to support the new demining section.The Demining
coordination cell will be a part of the Demining section.From
military point of view it will be much simpler with one chain of
command.
This is how we see the manning of the Demining section.5
persons.
The most important initial tasks will be Task Assessment to make up
a overall plan 2006 AFBiH Demining Plan with the season starting in
spring 2006. Acquisition of Funding for Insurance for Deminers
Coordination of all AFBiH Demining Assets, Training Facilities and
Training Plan How to get the most effect out of Machines, dogs and
how to train personnel. Staffing the Formation of a State Level
Demining Unit

This is the approximate timeline and we are in April right now and
the work for manning the demining section is ongoing.
The formation of the Op Comd Demining Section is a vital and
