THE COMPANY: Lowther-Rolton was formed in 1987 to provide Clients with an independent engineering service in construction technology by concentrating on the construction techniques, planning, design and 3rd
party Technical Auditing to enhance safe construction and engineering activities, fundamental to a project.
Our company, as professional consultants, uniquely specialises in engineering the load movement of all types of pre-assembled/pre-cast structures in the fields of petrochemical, energy, nuclear and fossil power, bridge construction and specialist structures.
The expertise applied by our Directors and staff originates from the wealth of experience gained previously as contractors and designers. Our team of highly experienced engineers cover the disciplines of civil and structural engineering, providing a full range of design services. We offer our expertise and services worldwide together with the provision of suitably qualified and experienced staff to integrate into a Client’s project team.
We pride ourselves on the ability to design load movement schemes (transportation and lifting) and permanent or temporary structures that are innovative, practical, economic and safe to construct. Our ‘hands-on’ experience of construction equipment for load movement is comprehensive and unique. Thereby the company provides a professional engineering based service as an independent alternative to load movement contractors and suppliers.
The company has been appointed to numerous major construction projects around the world. Our head office is in the UK with regional offices globally located in Australia, UAE and USA.
We also offer marine engineering and Marine Warranty services for movement of loads by sea and/or inland waterways, together with HSE services, as consultants through our expanded network. We ensure a dedicated, seamless, high quality and comprehensive on-shore and off-shore engineering service that is second to none.

We offer technical advice to our Client and their design/construction team on construction techniques and specifically the engineering supporting modularisation. To fully realise the cost and time benefits of this modern and proven technique of construction it is imperative that experienced advice on the issues affecting design, assembly, transportation and installation of Modules and Vessels is sought at an early stage. Our advice, being independent, shall consider a range of equipment options which is not influenced by contractors’ specific preference.
TECHNICAL AUDITING:
A significant amount of our work is the 3rd party independent Technical Auditing of contractors’load movement proposals. This particular service is a risk management strategy for the Client,determining that operations can be completed safely with minimum risk to personnel and plant. Acting on behalf of our Client we undertake a comprehensive analysis of contractors’ proposed procedures, perform independent design checks of the associated engineering aspects thereby addressing any interfaces. This continues to the operational locations to monitor the contractors’compliance with accepted procedures.
Throughout our analysis we carefully consider the contingency plans that may be provided against a failure in performance, or supply, of equipment. Our objective is to assist in the development of operational planning, this being made as efficient as practicable, which has minimum risk of schedule overrun and maximises safety while complying with all relevant statutory regulations, engineering codes and good working practices.

Acai Project - Camaçari Petrochemical Complex, Brazil Client: BASF
Contracted by BASF/Worley Parsons as independent Technical Auditors and advisors for the movement of a 65m long Condensation Tower for BASF’s Acai Project at Camaçari, Bahia, Brazil. The total weight of the transport was 730Te. The move was particularly challenging as the 50km delivery route featured numerous overhead obstructions, width restrictions, gradients, junctions and weak bridges. Due to imposed axle weight restrictions while crossing bridges, the transport operation required in total 60 transporter axles (120 suspension units), together with turntables, which were required for manoeuvrability. Lowther-Rolton undertook a Technical Audit of the route surveys and transportation engineering aspects together with site attendance, providing oversight during the road transportation.
NIPSCO Dry FGD Retrofit Project - Indiana, USA Client: NIPSCO/Graycor Industrial Contractors Inc
Conceptual and detailed design of stowage plans and sea-fastenings for multiple shipments of process equipment items for transportation by flat top barge.
Blacktip Platform Jacket and Topside Load-out Project - Henderson, WA, Australia Client: Eni-Saipem/Tutt Bryant Project Services
Load movement engineering for the transportation and Ro/Ro load-out operations of the Blacktip Platform’s Jacket and Topside structures, weighing 1,203Te and 585Te respectively, from the fabrication facility on to sea-going barges, including trailer and marine engineering. On-site verification and technical assistance to ensure all requirements of the transportation and load-out studies were implemented.

BP Whiting Refinery Modernization Project - Whiting, Indiana, USA Client: BP Products North America Inc
Contracted to BP as independent 3rd party Technical Auditors and advisors for all transportation and heavy lifting proposals together with the associated engineering aspects, including attendance at the operationallocations. This ensured compliance with the accepted procedures and requirements of the transportationand lifting studies were implemented prior to the load movement, with constant monitoring during the operations. Our role comprised of independent 3rd party assurance (Technical Audit) for the loading/transhipment/off-loading, transportation and installation of approximately 1,000 process equipment items, up to 950Te, Modules, up to 560Te and included Pump Foundation Modules complete with Pumps.
Carson Refinery Coker Power and DCS Project - California, USAClient: Tesoro Refining & Marketing Company Ltd
When a US West Coast Refinery carried out an upgrade to their Coker Unit, the required electrical building had to be constructed using the modular approach due to the congested nature of the existing Refinery Unit. Although each of the four sections, which comprised the two story building,were each relatively light, weighing approximately 28Te, the characteristics of the lift over live services and existing buildings determined that a comprehensive in depth study was required. Fortunately the owner’s project team identified this requirement early in the project and Lowther-Rolton were contracted to provide 3rd party Technical Audit services. Over a 12 month period Refinery, engineering and contractor personnel together with Lowther-Rolton ensured that the installation plan was thoroughly and accurately engineered, planned and risk assessed, leading to a flawless lift and installation operation using a 400Te capacity hydraulic mobile crane.

Caspian Azeri Project - Phase 1 Central Azeri Platform - Baku, Azerbaijan Client: BP Exploration/Azerbaijan International Operating Company (AIOC)
Independent Technical Audit for installation of a DES and DSM Module each up to 1,200Te, onto the main Central Azeri Platform using 4 cranes to raise each Module then crawl approximately 20m and lift approximately 15m to above the installation level. Crawl again 10m with 4 cranes and land each Module’s leading edge on the platform, remove the leading 2 cranes and subsequently skid each Module, while crawling with 2 cranes the remaining 25m suspending the rear of each Module.
ConocoPhillips Darwin LNG Project - Darwin, NT, Australia Client: ConocoPhillips
Lowther-Rolton were appointed by WorleyParsons to undertake a Technical Audit of the land transportation, laydown dressing support and installation of an Absorber Column weighing up to 595Te dressed, including lifting/tailing attachments, together with the design check of the associated engineering aspects and operational attendance during transportation and lifting operations.
The Absorber arrived at East Arm Wharf Darwin, where it was discharged by ship’s gears onto a Goldhofer draw-bar trailer for onward transportation to ConocoPhillips’ Darwin LNG facility at Wickham Point. It was subsequently self-offloaded and jacked approximately 1.8m by Goldhofer trailer onto support stools for final dressing. On completion of dressing the Absorber was tailed by LR11350 (main) and M18000 (tail) crane and subsequently installed by LR11350, configured with 430Te superlift counterweight.
Anzac Class Frigate Load-in Project - Henderson, WA, Australia Client: AMC/Tutt Bryant Project Services
Lowther-Rolton provided professional engineering services to undertake a detailed design review of land transportation proposals issued by AMC/TBPS for the transfer phase of the docking operation for the 3,500Te, 118m long ANZAC class Frigates at the AMC Facility at Henderson, WA. The transfer operation utilized 129 axles (258 suspension units) of SPMT trailers configured in a 6 file arrangement.

1,500Te SWL Modular Jacking Tower System - Taiwan, ROC Client: Formosa Heavy Industries Corp
Conceptual and detailed design and production of fabrication drawings for a 1,500Te SWL 76m high twin tower strand jacking system for the installation of petrochemical Vessels up to 1,500Te and 120m long.Each tower being 71m high and capped by a 5m deep U frame that bridged between the tower tops. The U frame allowed Vessels taller than the towers to be installed and used to resist tower top eccentric loadings and to portalise the towers for stability.
BP Zhuhai PTA #2 and PTA #3 Projects - Zhuhai, China Client: BP Chemicals Ltd
Independent Technical Audit, including site attendance, for the transportation and installation of 21 Process Vessels and Modules.
The heaviest item to be installed at BP Zhuhai was the CT232 Dehydration Tower, weighing 655Te and a height of approximately 58.4m. Prior to installation, the Tower was tailed from the horizontal to the vertical using two cranes,
Terex-Demag CC8800-1 main crane and Terex-Demag CC5800 tail crane. Once the Tower reached vertical, the tail crane was released and the main crane, configured with 600Te of superlift counterweight,completed the installation. During the installation, the Tower was required to be carefully manoeuvred above and between existing structures with minimal clearances on 3 sides of the Tower foundations.
Prior to the installation of Silo Cone CF610, weighing 352Te, the Silo Cone was required to be rotatedvertically through 180° using two cranes, Sany SCC16000 main crane and Terex-Demag CC2800 tail crane. Once rotated to vertical, the tail crane was released and the main crane, configured with 560Te of superlift counterweight, completed the installation into the Silo structure, hoisting the Silo Cone to a height of approximately 98m.

Finite Element Modelling to Determine Shell Stresses Around Lifting Attachments
We routinely use Finite Element (FE) modelling to determine shell stresses around lifting attachments where the shell geometry or lifting attachment details fall outside the design provisions of the pressure Vesselcodes. In the following example a 125Te pressure Vessel is to be lifted by trunnions, which are welded to the shell via compensation plates close to the torispherical end.
In-house Computer Programs for the Analysis of Transportation and Heavy Lifting Operations
We have developed a specialist range of in-house programs for the detailed analysis of transportation and lifting operations. These include programs for the analysis of transportation by trailer and ship, the tailing of petrochemical Columns and the dynamic behaviour of load movement. These programs are used to check stability during the operation and provide design forces for loaded structural elements.

Tsing Ma Suspension Bridge - Hong Kong Client: John Gibson Agencies Ltd
Detailed design of steel jacking towers, incorporating strand jacks, for the erection of prefabricated steel side span units weighing up to 1,450Te. The side span units were lifted from ground level to top of pier level, a vertical distance of 56m, and skidded sideways on the pier tops into final position.
BHP Hot Briquetted Iron Project - Port Hedland, WA, Australia Client: BHP-Direct Reduced Iron Pty Ltd
Construction engineers for the Hot Briquetted Iron Project at Port Hedland, WA, which involved the modular construction of the 2 major structures up to 100m high and a Gas Generation Plant. Lowther-Rolton were responsible for the concept, development and engineering of the modular construction technique for the major structures, engineering and management of all transport and heavy lift activities and Technical Audit of all contractors’ associated load movement proposals. The structures included 15,000Te of structural steel, 24 heavy process equipment items, numerous heavy presses and rotating equipment. The Gas Generation Plant comprised 27 Modules, up to 480Te each, 6 major Columns, further Vessels and a 100m high common Flue Stack.

Client: Kinetics Technology International BV Detailed structural analysis of 4 No 2,500Te Furnace Modules, to conceive a land transportation scheme by SPMT incorporating a hydraulic load balancing system between each Module and the SPMT, to evenly distribute the Module’s self weight over its 44 support points, with minimal strengthening steelwork.

PT PENI Heat Exchanger Replacement, Flare Derrick and Reactor Installation Projects - Merak, Indonesia
Client: PT Petrokimia Nusantara Interindo. Operational attendance for erection of a sub- assembled Flare stack derrick, 120m high. Independent technical check, safety audit, including site attendance, for the installation of a Reactor comprising two sections, the top weighing 190Te. The lift utilised a Manitowoc M4600 Ringer crane mounted on a piled foundation. The Technical Audit considered the Reactor, lifting equipment and geo-technical analysis of imposed ground loadings.

BANGKOK ELEVATED ROAD AND TRAIN SYSTEM - BANGKOK, THAILAND Client: Ove Arup and Partners Conceptual and tender design, including specification and detailing, of delivery/erection gantry crane system for transportation and erection of pre-cast concrete box girders up to 1,500Te and 45m in length.
BERKELEY NUCLEAR POWER STATION - BERKLEY, UK Client: Hewden Stuart Heavy Lifting Ltd Decommissioning of 390Te Heat Exchangers. See page 8.
BLACKTIP JACKET AND TOPSIDE - WA, AUSTRALIA Client: Tutt Bryant Project Services Load movement engineering for the 1,203Te and 585Te Platform Jacket and Topside. See page 4.
BRISBANE BICENTENNIAL BIKEWAY - QLD, AUSTRALIA Client: EPOCA Construction Pty Ltd Conceptual and detailed design of an erection method for 60Te pre-cast concrete deck beams over water. A single pile at each pier supports 4 No pre-cast beams by means of a cast in-situ diaphragm. Our work included the detailed design of a temporary erection frame, to lift and support the 4 No PC beams at each pile while casting the diaphragms.
CAIRNS CONVENTION CENTRE PHASE II - QLD, AUSTRALIA Client: J & R Rigging Pty Ltd/Abi Group Conceptual and detailed design of erection method for the roof structure, including the detailed analysis of the roof at all stages of erection, with particular attention to the effect of cyclone loading. We were responsible for the detailed design of the erection method including the temporary roof stability bracings, a temporary roof support system, crawler crane foundations and rigging systems.
CENTRAL MRT STATION - HONG KONG Client: Gammon Construction Ltd Conceptual and detailed design of temporary works for jack-up and lateral skid of two 900Te trussed roof structures. Each roof structure was lifted with 8 No 185Te SWL strand jacks, 2 No per corner, which were supported on cantilever steelwork stressed to temporary post tensioned concrete corbels. Lateral skid into final position utilised 4 No 36Te SWL 1m stroke rams.
DOCKSIDE CONTAINER CRANE, REPAIR AND RELOCATION - FELIXSTOWE, UK Client: Baldwins Industrial Services Ltd Conceptual and detailed design of all temporary works required for jack-up, repair and transportation of this 1,000Te by 30m long x 18m wide x 87m high dockside crane, which had suffered ship impact. Temporary works comprised a 36Te steel support frame, incorporating Mabey proprietary trestling, and local strengthening of the crane. Transportation was by self-propelled modular transporters (SPMT).
HADRIANS BRIDGE - CARLISLE, UK Client: Norwest Holst Construction Ltd Tender design of an erection method and permanent foundations for a two span ‘ribbon’ footbridge bridge with a main span of 108m and a side span of 46m at 34 degrees to the main span.
HAECO AIRCRAFT MAINTENANCE HANGAR ROOF - HONG KONG Client: Kvaerner Cleveland Bridge International Ltd Conceptual and detailed design of a strand jacking system and associated temporary works to lift 2 No 1,000Te hangar roof sections from ground level to final height.
HEAT EXCHANGER REPLACEMENT - MERAK, INDONESIA Client: PT Petrokimia Nusantara Interindo Conceptual and detailed design of a gantry system, incorporating a strand jack system, for the removal and replacement of two 60Te Exchangers from within an existing support and enclosure structure. Our brief included the design and detailing of the gantry system, modifications to the existing structures, supervision of the manufacture of the gantry system, provision of the strand jacks (on behalf of the Client) and site supervision for the removal and replacement operations.
HONG KONG CONVENTION AND EXHIBITION CENTRE PHASE II EXTENSION - HONG KONG Client: System Max Ltd Erection of main roof and link bridge structure. Detailed design of all temporary works for the erection of a 5,500Te trussed roof structure spanning 81m between supporting concrete diaphragm walls. The roof was erected by jacking braced pairs of trusses weighing up to 460Te from ground level to full height and skidded into final position. Detailed design and detailing all temporary works for the erection of a 4,250Te Link Bridge structure spanning 91.2m over a water channel between the new and old Convention Centres.
KAP SHUI MUN BRIDGE - HONG KONG Client: Yokogawa-Hitachi JV Detailed design of casting yard skidding system, incorporating 16No 100Te SWL hydraulic jacks, for transportation of 500Te main span deck units in Yokogawa-Hitachi JV casting yard onto barges. Up to 4 units skidded simultaneously in a continuous match cast operation. Conceptual design of mobile lifting gantries for the erection of 500Te main span deck units by strand jacks.

MEDWAY BRIDGE CHANNEL TUNNEL RAIL LINK - MEDWAY, UK Client: Norwest Holst Bilfinger+Berger JV Preparation of tender submission method statements, drawings and quantities for temporary works to construct a 1.26 km long concrete viaduct over the river Medway. Central spans are of cast in-situ balanced cantilever construction. Side spans are cast in sections behind the abutments and incrementally launched into final position.
NIPSCO DRY FGD RETROFIT PROJECT - INDIANA, USA Client: Northern Indiana Public Service Company (NIPSCO)/Graycor Industrial Constructors Inc Conceptual and detailed design of stowage plans and sea fastening details for multiple shipments of process equipment items by flat top barges up to 56Te each.
NOIDA BRIDGE - INDIA Client: Taylor Woodrow International Ltd Preparation of tender submission method statements, drawings and quantities for a self launching gantry to erect the 552.5m long 13 span pre-cast segmental bridge. Segments weighing up to 90Te were supported on an under slung truss system then glued and stressed together span by span.
REFUELLING CRANE DISMANTLING, NUCLEAR SUBMARINE REFIT COMPLEX - HMNB DEVONPORT, UK Client: Kier Construction Ltd Tender design of a dismantling method for a 1,450Te submarine refuelling pedestal crane inside an operational nuclear submarine refit facility. The dismantling method had to consider the presence of a nuclear submarine within the sweep path of the crane and carefully engineered to provide the best possible safety case for approval by the Nuclear Installations Inspectorate.
RENOVATION OF ST OLAVES BRIDGE - NORFOLK, UK Client: John Graham Construction Ltd St Olaves Bridge is a single span tied arch cable stayed steel bridge that required full replacement of deck and hangers being replaced in stages during short closures, whilst maintaining traffic flow over the bridge during the day. We were responsible for engineering a temporary bridging structure with ramps for traffic to pass over the section of deck being replaced during the day and preparing fabrication drawings of the new steelwork.
STAINLESS STEEL HEAT EXCHANGER - UK Client: Wykes Engineering Ltd Detailed design for Lloyds Register Plans Approval of a pressurised Heat Exchanger for food processing. Our work included non-linear Finite Element Analysis of the stainless steel drier disks.
STATOIL - DENMARK Client: Van Seumeren Ltd Detailed design for Van Seumeren of tailing frame for 6 No. petrochemical Vessels, weighing up to 105Te.
TING KAU BRIDGE, DECK ERECTION GANTRIES - HONG KONG Client: Ting Kau Contractors JV Conceptual and detailed design of self-launching gantries for the erection of steel deck frames weighing up to 90Te and the placing of 12Te pre-cast deck slab units on the erected deck frames, for this 1,177m long, 4 span, twin deck cable stayed bridge.

The adapter was designed to be permanently inserted between the slew ring and the car body, replacing the standard site connection of torqued bolts with pins.
