HISTORICAL NOTE The Student Government Association was formed in 1926 from two rival groups that were vying for control of student affairs. Student government is made up of three branches: executive, legislative, and judicial. In addition, college councils exist to represent the interests of students to deans and department chairs of academic units. SCOPE AND CONTENT NOTE Planning documents, reports, correspondence, memoranda, petitions, financial records, meeting minutes, constitutions and bylaws, reports, resolutions and legislation, and printed items created by past Student Government Association presidents and executive staff pertaining to issues of special interest to students on the Baton Rouge campus of Louisiana State University. These include the United States’ bicentennial, race relations, campus safety, elections, bus trips to out-of-town football games, assessment of a technology fee, Program Support and Initiatives Fee, search committee for a new chancellor, Council of Student Body Presidents, Personal Access Web Service (PAWS), financial statements, end-of-year-reports, and student alcohol use and abuse. SERIES DESCRIPTIONS
I. Correspondence, 1967-1992. Arranged chronologically, this series consists of letters between student government (SG) presidents, staff, and members of the Student Government Association (SGA) Student Assembly and the University administration concerning the SG budget, fee and tuition increases, proposed legislation affecting higher education, and other issues; new SGA constitutions and amendments; a proposed Black Cultural Center; student fees and salaries for the SG presidents; sexual discrimination, the elimination of policies, procedures, and practices based on sex that were thought to be discriminatory; Title IX funding for women’s athletics; student housing, including fraternities, sororities, and dormitories; textbook shortages at the bookstore; funding for a traffic appeals board; campus parking and traffic problems; concerts, “beer busts,” and other events sponsored by SG; reserved seating at football games for fraternities and medical and law students; student athletic ticket allocations; revisions to the Bill of Student Rights and Code of Student Conduct; fraternity and sorority rush; correspondence with SG presidents at other universities such as the University of Alabama, LSU-Alexandria, the University of Kentucky, and Auburn relating to student conduct at sporting events, comparisons of student rules and rights, and congratulatory notes; and correspondence between SG leadership and state and national politicians on issues related to higher education; the establishment of a leisure sports complex for students. Of note is correspondence regarding plans for dealing with civil disorder in the wake of student shootings at Southern University in 1973, the establishment of mass transit and bicycle routes on campus, the creation of a campus child care facility, the attempted impeachment of SG president Paul Benoist in 1976, the Registration Blues Festival fundraiser begun in 1976 and the handling of the funds generated by the festival, the invalidation of the election of the 1976 Homecoming queen and court due to voting irregularities and the resulting withholding of SG funds to help defray Homecoming costs, fundraising for an addition to Mike the Tiger’s habitat in 1978-1979, LSU’s designation as a sea grant

college in 1978, whether or not University administration had a right to involve itself in internal SG issues, correspondence in support of giving student members of higher education boards the right to vote on issues before the boards and placing a student member on the Board of Regents in 1980, the formation in 1982 of the Special Commission on Campus Life to study various aspects of student life such as the library, food service, student health center, campus housing, and recreational facilities and the administration’s responses to the subsequent report; Courtenay Smoak’s death on the Indian Mounds in 1986 and a proposed monument; and the controversy over Mike Archer becoming the head football coach in 1986.
II. Cabinet and Staff Meeting Records, 1966-1988. Arranged chronologically, this series consists of minutes and agendas for the SGA president’s cabinet and SG staff meetings. Cabinet meeting minutes discuss such issues as SGA elections, charitable events, television reports of widespread drug use on campus (1966), a petition asking for an extension of the Christmas holidays (1966), student representation on campus committees (1976), a time capsule for the US Bicentennial, the creation of a new Student Bill of Rights in 1978, progress in establishing a campus day care facility in 1978, whether the SGA should become more autonomous, ideas for a concert to be held in Alex Box Stadium in 1986, and condemning changes to student seating for basketball games in 1987 Staff meeting minutes discuss many of the issues above and the work being done on them. Other issues dealt with improving campus transit, statistics for Women’s Transit Service, status of the SG-sponsored Job Bank, the International Student Association and International Expo, and funding for computer systems.
III. Assembly Agendas and Minutes, 1932-1992. Arranged chronologically, this series contains agendas and minutes of the Student Assembly and pertain to event announcements, resolutions, bills, reports, and discussions and items up for vote by the Student Assembly. Items discussed pertain to such topics as seating for athletic events, Assembly policies, a traffic appeals board, condemning the actions of local businesses that refused to serve African-Americans, relaxing the dress code for women students, veto messages from the SG president on the budget, faculty and staff parking, the Equal Rights Amendment, and other issues; congratulating T. Harry Williams for winning the Pulitzer Prize; debate over a failed resolution for a Kent State University defense fund for those accused of inciting the riots in 1970; calling for the Baton Rouge City Council to repeal an ordinance barring alcohol sales within one-half mile of campus in 1973; failed impeachment proceedings in 1974 against SG financial vice president Gus Tabony because of his employment with the intelligence division of the Baton Rouge Police Department; opposition to a proposed merger of LSU and Southern in 1980 in an attempt to racially integrate higher education in Louisiana; pre-football game searches of students for alcohol; and changes and additions to SG staff, appropriations of funds for student-related projects, instituting a ticket (effective 1982) for electing the president and vice-president rather than the offices being elected separately, student travel to conferences, establishment of the Women’s Transit System, attempts to establish a campus food cooperative, a resolution to urge the federal congress and Louisiana legislature to establish martin Luther King, Jr.’s birthday as a legal holiday (1982), and changes to bylaws.

Reports included with the minutes come from various committees such as Academic Affairs, Housing, Transportation, Morale (usually dealing with cheerleaders and pep rallies), and Executive reports discussing lobbying efforts in the Louisiana legislature for increased funding for LSU and against tuition increases. Discussions were also held on proposed amendments to the SG by-laws and constitution, Homecoming events and which campus group was in charge of the events, financial issues, elections, the SGA taking a stand against the Students for a Democratic Society (SDS) and to keep them from taking over from a weak SGA, salary increases for top University administrators, the concept of in loco parentis, the creation of an International House to encourage greater social and cultural interaction, refurbishment of the French House for possible use as a day care center, the establishment of a book rental program, where Free Speech Alley could and could not be held, the decriminalization of possessing small amounts of marijuana, co-ed student housing, transmittal of noncurrent SGA records to the University Archives (1979), whether the SGA should publish its own news magazine and if would compete with the Reveille for news stories and advertising revenue, a proposed ban in 1980 on Iranian students by the Board of Supervisors, the first monthly “Get Sleazy Drunk Night” for SG representatives and staff in 1980, debates in 1980-1981 on eliminating the office of vice-president or having the president and vice-president run on a ticket to eliminate the risk of both officers being at odds with each other, and student and faculty parking. Bound volumes of Student Council minutes from 1932 to 1966 and Student Senate minutes from 1948 to 1956 pertain to such issues as expenditures for elections and a wreath upon the death of Thomas Boyd (1932), elections of officers, appointments to the honor court, whether to hold a popularity contest including a “campus kingfish” (1933), a declaration approving supervision by faculty of the Journalism School with the Reveille during “the Reveille incident” of 1934, wording of the constitution, campus lighting, updates on buildings under construction, better relations with Tulane University student body, sending a wreath to Huey Long’s funeral and providing a cadet honor guard (1935), discussions about LSU’s desire to play the University of Washington in the Rose Bowl (1936), caring for Mike the Tiger, paying off the balance owed on his purchase, and expenses for his transportation to away football games (1937); discussions on the need for a student union in 1938; an ordnance against drinking in Tiger Stadium in1939; and the 1941 Homecoming parade. Minutes during World War II discuss the Victory Book Campaign that would take up collections of books for soldiers in training camps, sponsoring forums on civilian defense, a memorial fund for students who died in the war, competitions between dormitories for collecting defense materials such as aluminum foil and rubber and for saving electricity, low student morale, plans to prevent fights after the Tulane game (1942), discussions of rising food prices in campus dining facilities and nearby restaurants due to wartime rationing, approval for naming the baseball stadium for Alex Box who was killed in North Africa (1943), and setting up and funding a student soldier scholarship fund. Minutes from the immediate postwar period to the mid-1960s discuss the growing problem of housing returning veterans (installation of the hutments, new dormitories), improvements to the Field House Lounge, the idea of construction of a student recreation center near the lake, improvements to campus transit, converting the memorial fund created during the war into a scholarship fund, whether to invite “negro” universities to participate in the National Student Organization conference hosted by LSU in 1947, concerns about sanitary conditions at restaurants near campus, forming a Tiger Town Clean-Up Committee to deal with restaurant cleanliness and other sanitation issues north of campus, an investigation into errors in treatment given students at the infirmary (1947), arrangements for special trains and buses to take students to away football games at Alabama and Tulane, arrangements for

dances and proms in the late 1940s featuring the bands of Tex Beneke and Tommy Dorsey, discussions about campus traffic regulations and fines, preparations for the 1950 Sugar Bowl, discussions on the needs of a new auditorium, library, or additional seats in Tiger Stadium; objections to compulsory meal plans and complaints about the campus laundry service; the kidnapping of Mike the Tiger prior to the 1950 LSU-Tulane football game and concern for his safety traveling to other games; cleanup of the reflecting pool behind the Greek Theater; a 1952 resolution for the continuation of low-cost campus housing (hutments) for married students; a 1953 resolution against hair cutting and other forms of hazing; discussion about recreational facilities, such as canoe rentals, on the LSU lakes and cleaning up the lakes (1959); plans in the early 1960s to bring nationally-known musicians and entertainers to campus such as Al Hirt, Peter, Paul, and Mary, Julie London, and others; a monetary gift to the citizens of Alaska following the 1964 earthquake; discussions in 1965 on free speech and property rights in the wake of “the Playboy issue” where a student’s magazines were confiscated by University officials; and telegrams sent to the University of Arkansas for their good sportsmanship and to CBS for biased reporting after LSU defeated Arkansas in the 1966 Cotton Bowl game.
IV. Constitutions, 1927-1991. Arranged chronologically, this series consists of constitutions of the Student Government Association. These documents outline the rights and responsibilities, organizational structure, the three branches of student government, election rules, and amendments.
V. By-Laws, 1970-1988. Arranged chronologically, this series consists of the SGA by-laws. These govern such issues as frequency of Student Assembly meetings, reporting requirements and other responsibilities of the branches of student government and committees, elections and qualifications for officers, removal and successions of officers and committee members, selection of cheerleaders, and student representatives.
VI. Rules of Order, 1973-1988. Arranged chronologically, this series outlines the rules of order for Student Assembly meetings. These include the presentation and tabling of bills and resolutions, making amendments, motions, and nominations; yielding the floor; the number of members for a quorum; duties of various officers and committees and their roles during Assembly meetings; voting; and the keeping of meeting minutes.
VII. Charters, 1980-1987. Arranged chronologically, this series consists of charters of the executive branch of the SGA. Outlined within are the organizational structures, rules, and committees and departments under the executive branch along with their duties and responsibilities.

VIII. Handbooks, 1966-1975. This series consists of SGA officers handbooks and give a history of the SGA, responsibilities of officers and department heads, rules for the Student Assembly, and procedures for spending SGA funds.
IX. Committee Records, 1966-1990. Arranged alphabetically by committee name, this series consists of reports on committee activities and correspondence and memoranda between committee members and the University administration concerning committee activities. Committees include Academics, Appropriations, US Bicentennial, Black Affairs and Black Culture, Code of Student Conduct, Coed Housing, Seating at Athletic Events, Committee to Study SGA Space Requirements, Homecoming, Council on Environmental Issues, Entertainment Committee, and International Relations Committee, among others.
X. Reports, 1976-1990. Arranged alphabetically by title, this series contains reports and studies created by the SGA on such topics as the possibility of academic credit given for work in the SGA, a book exchange program, time intervals between classes, financial and legislative reports and activities of the president and vice-president from the Executive Branch, implementation of campus housing regulations, financial audits, a proposal for a community outreach program, and the effects of inflation on education costs.
XI. Topical Files, 1965-2006. Arranged alphabetically by topic, this series consists of correspondence, reports, printed materials and other items on such topics as alcohol awareness and policies, an apartment referral service, traffic appeals, improving student life at LSU, campus safety, football game seating, Free Speech Alley, a charity marathon to benefit muscular dystrophy, the tiger cage expansion project, Women’s Transit System, executive appointments to positions in SGA, reforming the SGA, revisions to the Code of Student Conduct, the academic calendar and revisions to Dead Week, Disability Awareness Week, the African American Culture Center, campus recycling, bus trips to football games, Hurricane George in 1998, University policy statements and memoranda, admission standards, the REGGIE registration system, and various activities and fees. Boxes 11-15 are out of sequence because these records were received and processed at a later date.
XII. Legislation, 1964-1993. This series contains acts, bills, resolutions, bills of particulars, executive orders, proclamations, voting sheets, and vetoes from the legislative and executive branches of student government. Acts pertain to revisions to the existing SGA constitution and by-laws and new rules governing such issues as introducing bills, Assembly approval of executive staff appointments, qualifications of candidates seeking office, executive branch salaries, penalties for failure to carry out duties of elected offices, causes for impeachment, ethical standards (gifts, nepotism, bribes), lobbying the Louisiana legislature, reporting requirements and rules for establishing committees and commissions, rules governing the Summer Assembly, proxy votes, keeping financial records and submitting budgets, records

management, creating Expo-LSU (“[t]o dramatize to the community how education is used at LSU” among other things), and faculty awards. Bills deal primarily with funds appropriations. These include student travel to conferences, annual meetings, and competitions such as National Conference on the Legal Rights and Problems of Students, Southern Political Science Association, Louisiana Intercollegiate State Legislature, National Advertising Competition for Business Colleges, National Intercollegiate Dairy Cattle Judging, the NCAA Weightlifting Championship, and the National Intercollegiate Trap & Skeet Tournament. Other appropriations were for items such as salary increases, providing extra funds for the University Ombudsman, the Pakistani Relief Fund, refreshments for meetings, rent for the Associated Women Students office, a $500 reward for information leading to the arrest of a person who placed a bomb in Middleton Library, purchasing a television antenna for the Infirmary, new furniture for the lobbies of Hodges and Johnston halls, funds for a campaign to combat student apathy, new equipment for the Soccer Club, funding for a feasibility study for a campus daycare center, promoting lectures on the Louisiana constitutional convention of 1973, funding to keep the library open 24 hours during final exam week, and sponsorship of various campus social events. Resolutions relate to approvals for student health insurance policies, annual reports, and budgets, congratulating the work of the Morale Commission, appointments to the Traffic Appeals Board, changes in regulations governing women students and the dress code, ratification of the Student Bill of Rights, fund raising and charitable events, appointments to committees in Student Government and student representatives on University committees, resolutions outlining the need for sidewalks, paved parking areas, improved lighting, and other infrastructure improvements; requests for more fair and even enforcement of such campus rules as parking and traffic safety and alcohol possession in Tiger Stadium; establishment of a history committee and taking steps toward proper care of SG records; approval or disapproval of various bills proposed by the Louisiana legislature; and resolutions against mandatory participation in meal plans and fee and tuition increases. Notable items include a resolution against Louisiana Senate Bill 21 (1967) that would regulate outside speakers based on political ideology, the elimination of freshman head-shaving and compulsory ROTC (1967), introduction of a pass/fail grading system, eliminating and discouraging racial discrimination on campus, boycotting off-campus businesses that discriminate, and establishing a black cultural center; raising admissions standards; congratulating history professor T. Harry Williams on winning the Pulitzer Prize for Huey Long: A Biography (1970); resolutions condemning US involvement in Cambodia and demanding the pullout of US troops in Vietnam; a declaration of shared grief for the victims of the Kent State shootings in 1970; disagreement with the decision to allow Campus Security to carry firearms (1970); urging ratification of the 26th Amendment of the US Constitution lowering the age of majority from 21 to 18 (1971); endorsement of Paul Murrill to succeed Cecil Taylor as chancellor; resolution allowing student with 30 semester hours or less to live off campus (1979); and opposition to a proposed merger of LSU and Southern as a means of desegregation (1980). Bills of particulars pertain to impeachment charges against SG presidents Paul Benoist in 1976, Ted Schirmer in 1976, Angelle Graves in 1986, SG financial vice-president Ned Wright in 1977, associate justice of the University Court Elizabeth Bennett in 1974, and SG vice-president Roddy Richard in 1986.

Assembly resolutions pertain to many of the same issues as Resolutions, but come from the Student Government Assembly. They cover such issues as decriminalization of possessing small amounts of marijuana, for and against various fees and tuition increases, traffic and safety issues such as pedestrian crosswalks and warning signs at railroad tracks, student seating at athletic events, preservation of SG history, improvements to the campus mass transit system, updates and changes to the SG constitution, by-laws, and rules of order; resolutions calling for a reevaluation of the campus grading scale; expelling Assembly members for excessive absences; appointing committee and commission members; and changing the duties of SG officers and representatives. Notable items include condemnations of the Board of Supervisors and Louisiana Legislature for approving the expansion of Tiger Stadium (1974-1975), an apology to SG president Paul Benoist for false accusations leveled against him in an impeachment attempt (1975), charges of racial discrimination with the SG Homecoming Committee in 1976 and approval of SG president Ted Schirmer’s handling of the situation, requesting removal of Bob Broadhead as athletic director in 1986 for ethics violations, and opposition to budget cuts proposed by Gov. Edwin Edwards in 1986. Executive orders pertain to officer and committee appointments and their job descriptions, investigations into Campus Police operations, the establishment of boards and commissions on on-campus life and improvement, minority students problems, study a campus food co-op, women’s transit, resident housing and dormitory life, order to declare September 26 through October 1, 1977 “Mike the Tiger Week,” reorganization of the Executive Branch in 1980, and amendments to the rules of Free Speech Alley in 1986. Proclamations pertain to SG presidents calling the Assembly into special session. Vetoes are comprised of veto messages from the SG president explaining his or her opposition to bills and resolutions on such issues as expenditures, budget cuts, and changes to election procedures.
XIII. Election Records, 1966-1991. This series contains election packets, election results, ballots, rules for poll workers, campaign materials such as push cards and posters, candidate information, resumes’, and expense statements; records from the Election Board, Election Court, and University Court; and SG election codes. Election packets outline campaign rules and qualifications for candidates. Records from the Election Board include meeting minutes discussing the dates and rules for SG elections, whether or not to hold new elections because of rules infractions, disqualification letters, requests for voting machines to the state Commissioner of Elections and other logistical issues, election results, suits filed in University Court to overturn elections because of rules infractions, complaints to the board about candidates’ alleged lack of qualifications to hold or campaign for offices, conduct of poll workers, and violations of campaign rules. Election Court records include items similar to those in the Election Board records along with protests, complaints, and suits filed disputing election results and administrative errors.
XIV. Homecoming Records, 1972-1979. Arranged chronologically, this series consists of schedules of Homecoming events, parade routes, rules and applications for decoration competitions and diagrams of the decorations, and committee meeting minutes.

XV. Surveys and Questionnaires, 1974-1984. This series contains surveys and questionnaires from the SGA and Residential Housing Association to gather student input on such issues as the establishment of coed dormitories, dormitory life in general, and cafeterias; career planning and job placement; bus service; parking procedures; teacher and course evaluations; the establishment of a leisure sports complex; off-campus housing; and off-campus students’ opinions on campus activities such as Free Speech Alley, the Reveille, Campus Police, and other issues.
XVI. Course Guide Records, 1980-1982. The course guide was a publication by SG utilizing student evaluations and comments about various course offerings. This series contains correspondence between SG officers and staff members addressing the format and content of the guide, copies of the guide, and questionnaires asking for students’ impressions of various courses.
XVII. SGA Publications, 1966-1988. This series contains various publications, brochures, newsletters, fliers, and posters produced or sponsored by the SGA. These include Bengal Bucks coupon books, brochures on campus traffic, women’s safety, getting involved in the SGA. Fliers and posters advertise such SG-sponsored services as the Job Bank, Women’s Transit Service, Apartment Referrals Service; getting involved in the SGA; remodeling and enlarging Mike the Tiger’s home; concerts sponsored by the SGA; and special speakers at Free Speech Alley such as Gov. Buddy Roemer. Newsletters include The Messenger (newsletter of the SGA Black Affairs Committee), The Sentinel, and SGA Free Press II (SGA newsletters). Other publications include Off Campus Survival Guide, Oneness (booklet on the SGA’s makeup and values), SGA Bankguide, The Good Book (“Things they didn’t tell you in the catalog.”), and a Louisiana Supreme Court brief of Student Government Association v. Board of Supervisors, a suit about parking tickets.
XVIII. Newspaper Clippings, 1970-1989.
Arranged chronologically, this series contains newspaper articles on such topics as SG elections and results and votes on student fees, editorials on the shootings at Southern University in 1973, articles on concerts held on campus, grants and other honors awarded to students, sale of alcohol near campus, racial discrimination by local businesses, Kerry Pourciau, the first black SG president, reorganizing SG, cuts to higher education funding, appointees to the LSU Board of Supervisors, and news from other campuses in the LSU System.
