Successful ‘Go-Live’ for Pathways at Millennium Point After weeks of preparation, the switch from AMPDS to NHS Pathways at Millennium Point went live an hour ahead of schedule. The first call was taken on Tuesday at 3.28am; a building fire in Dudley. Following the successful first phase deployment at Tollgate in July, a number of key lessons have been learnt together with some valuable feedback from staff using the system. Daren Fradgley, Head of Performance Improvement, said: “The deployment went extremely well. Staff performed extremely well on the night and throughout the first day. We were able to re-establish the full capability of the virtual call handling network which is obviously a real assistance. As expected, we have seen a rise in the number of red calls but call answering was excellent as was address matching. We have already started to see a reduction in the call lengths which is an excellent reflection on the staff using the system.” Pathways Project Manager, Phil Smith, added: “I would like to thank the project team for all of their hard work and efforts over the last 12 months. Now the hard work of helping develop the Health Economy Directory of Services really starts.” Staff Embrace New System After years of using AMPDS, it was no surprise that there were a few nervous faces in the Millennium Point EOC on Tuesday 20th September. Despite this, staff were confident that they would be able to deal with the change. Head of EOCs, Jeremy Brown, said: “Everyone had worked really hard to prepare themselves for the big switch over. Looking back on that first 24 hours, it was an amazing sight. Staff were really positive and have fully embraced the change. They understand the need to do things differently and the positive impact it can have on patients. I actually overheard some call takers bemoaning the fact that they hadn’t been able to triage more calls! I would like to thank all of the staff for working so hard to get to grips with the system, but also to the staff from the other teams who came in to assist on the go-live. So far, three of the four EOC teams have used the system and with each call, you can see confidence growing – there is such an optimistic outlook within the room.” You Can Already See the Difference One of the key benefits of NHS Pathways is the ability of the Trust to triage some patients over the phone or, when it has been necessary to send an ambulance vehicle, to route lower acuity patients directly to alternative services such as a walk in centres rather than taking everyone to A&E. Even on the first day of using Pathways, the number of calls that were dealt with over the phone rose by over 10%. Mr Fradgley said: “This is only the beginning. With the changes we have seen in Tollgate, the two EOCs working together will be making a significant difference to the way the ambulance service operates in the Region which can only be good news for patients and staff alike. This is the culmination of many months of hard work from both the project team and the staff who have been through extensive training to ensure a safe deployment of this critical system. Should staff have any queries, concerns or feedback we would really like to hear from you. Please contact the project team, via e-mail at: [email protected]

National Patient Safety Week A big thank you to all staff who took part in the activities around National Patient Safety Week. As you will have seen in the briefing last week, non-executive directors and members of the Clinical and Quality Directorate visited crews at nine hospitals during the week, speaking to staff, inspecting vehicles and also listening to the views of patients. A full report into the findings will be published, but the following is some of the feedback from the 25+ patients who took part:

Director of Nursing and Quality, Sandy Brown, said: “Thank you to all staff who took part. It is essential to ask patients what they think of the services provided. WMAS has an excellent record of seeking feedback on the quality of care we provide and it is a credit to our frontline staff that in the vast majority of cases we provide high quality care for patients. On occasion, it does fall below patient’s expectation and we need to learn from these occasions to ensure ongoing improvement.” Look out for more articles in the Weekly Briefing and Clinical Times.

Make Ready Demolition at Hereford Work to build Herefordshire’s new ‘Make Ready’ hub is now well underway. These pictures, taken on Tuesday 20th September, show the total demolition of the former wash bay at Ross Road. The former workshops are all-but-standing. The main ambulance station building has been virtually gutted, revealing a number of wasps nests and a ‘triffid’ at the office formerly occupied by Lee Hutchinson and Debbie Small. Earlier, the move to Rotherwas Industrial Estate was completed smoothly.

Be Security Aware The Trust is urging all staff to be security vigilant following recent incidents. Please make sure, where possible, that doors are locked, roller shutters are down and that equipment has been secured properly. If you are the last person to leave a building please ensure that all windows are closed and if the property has an alarm, that is it set. If staff see anyone on a Trust site who they do not recognise or anyone who is acting suspiciously, please inform your line manager as soon as possible. If you have any general security concerns or queries, again please speak to your line manager in the first instance. To further reduce risks, please ensure that all personal belongings are secured appropriately. Staff are also reminded to lock all vehicles (when possible) and make sure that ARP handsets, PDAs and PRFs are not left on display when vehicles are unattended.

Is Your ID Card Up to Date? With the Olympics less than a year away, it is timely to remind all staff about ensuring that their ID card is kept up to date and that they have the current WMAS style card (as shown). Old style cards are no longer valid. The Games organisers have asked for a template of our ID card so that they can ensure that any staff working at an event are bona fide. Any staff who do not have the correct style card or an out of date card should arrange to get one using the following process:

Requests must be sent via admin staff, HR, PA’s, operational managers and line managers on your behalf. They cannot be requested by an individual from a personal email address.

The application form must be completely filled out electronically, including personnel numbers, and sent by email ([email protected])

An up to date photo must be included for new requests and renewals. If a card has been issued recently and an amendment needs to be made, you need only send a new form advising of the change and mention in the email that it is an amendment.

Do not attach the photo to the form, it should be sent in the same email but as a separate attachment. The photo needs to a clear image of head and shoulders and taken with a plain background and sent in jpeg format.

ID cards cannot be processed immediately upon attendance at Millennium Point. The procedure must be followed.

The new card will be sent out in the internal post - they cannot be sent out in external post. Whoever requests the card is responsible for destroying the old one. The request form can be found on the intranet (Form WMAS 255)

All staff are also reminded to ensure that they wear their Trust ID badge whilst at work or whilst on Trust premises. This includes when visiting ambulance stations, training facilities, EOC’s and also Trust Headquarters. This is a security issue and helps ensure the safety of ambulance service sites.

Patient Clinical Information All staff are asked to note a change to the paper patient report forms (PRF). The clinical advice section on the rear of the yellow carbon copy (the patient’s) has been removed due to information being out of date. Staff should ensure that when they give clinical advice to a patient who is not being conveyed to a healthcare facility or who has been referred to an alternative care pathway, all of the information given is documented on the PRF. Head of Clinical Practice, Christine Curtis, said: “Items that should be noted include: advice about taking medications such as pain relief; fever and cold remedies whether they be over the counter or prescribed; and all other homely remedies. You should also note advice about following the instructions on the packaging. Advice around all self management of minor injury and illness should also be documented. Good record keeping is essential and must be clearly written and easy to read. (HPC Standards of Conduct, Performance and Ethics). Please note the advice in the free text area of the PRF.”

Road Closure Affecting Good Hope Hospital Operational staff are asked to note that Bedford Road near to Good Hope Hospital will be closed on Friday 7th October and Monday 10th October between the hours of 0800 - 1800 hrs. Access to Good Hope Hospital site will be via two entrances; Rectory Road main entrance and the gate will be open at the top entrance of Rectory Road by the Education Centre between 0700 - 1800 hrs for use by ambulance vehicles if there is traffic congestion. Bedford Road will be open Saturday 8th and Sunday 9th October.

Stretcher Mattress Trial You will have read in the briefing last week that WMAS is involved in a trial to look at alternatives to current stretcher mattresses. The move follows feedback from patients and also comments from staff in completed WMAS 54’s. The Trust is working with the suppliers of current stretcher mattresses to look at how they could be improved, particularly in relation to its firmness. A number of trial mattresses are being used across the region with evaluation forms that consider:

Patient risk factors

Assessment of patient comfort and safety

IP&C factors

Duration of time on the mattress

Risk Manager, Darren Davies, said: “We really appreciate the comments from staff on this issue. There are clearly benefits for patients and staff alike so I would urge all staff to take the time to find out more about the mattresses and let us know what you think. The current trial may not be the finished product but the feedback can allow us to make real progress.” Picture shows Trust Chairman, Sir Graham Meldrum, discussing stretchers with Head of Clinical Practice, Christine Curtis and Paramedic Karen Baker.

Continued Success for ECS The implementation of ECS, the electronic PRF, in Staffordshire has continued its success this week, with the system now being rolled out in Stafford. Mid-Staffordshire Hospital went live on the system on Wednesday morning and WMAS crews in Stafford are currently on a phased roll out. It is planned that the HAC at UHNS will go live next Wednesday (crews will be notified officially nearer to the time) and it is anticipated that Burton Hospital will go live either next week or the following week. The Trust has also held meetings with Good Hope Hospital, New Cross Hospital and Walsall Manor who are now all engaged with the project. Steve Rust, ISO for North Staffordshire, said: “We have received a lot of support from staff during the implementation of this project, which has been absolutely superb. Thanks to the staff for the effort and hard work they have put into using this new system.” Crews are reminded that when they insert the hospital name into ECS they should use ‘University Hospital of North Staffordshire’ and ‘Staffordshire General Hospital’. Crews are also reminded to ensure they shoreline all vehicles when possible. ECS Disaster Recovery Test The Trust carried out a disaster recovery test between 10.00pm on Tuesday 20th until 6.00am on Wednesday 21st September. It was carried out to ensure that should the system ever fail it could be fully recovered without any data lose. The Trust is pleased to inform staff that the test went to plan and was extremely successful. Once again crews are thanked for their assistance in ceasing to using the system during this period on time.

Fire Station Go Live in Brum Two fire stations in Birmingham officially opened their doors to ambulance staff this week. Ward End Fire Station on Washwood Heath Road and Sutton Fire Station on Lichfield Road both went live as designated standby points on Tuesday. There is a dedicated crew room for ambulance staff together with full access to the fire service facilities which includes a kitchen, mess room and toilets. Operational staff are advised that EOC may well ask you to standby at these fire stations to wait for the next 999 call. Neil Vann, Birmingham North Area Manager, said: “This is excellent news for Birmingham and shows real partnership working with the fire service. Ambulance vehicles in the area are provided with keys to gain access to both fire stations. Having spent a considerable time liaising with the Fire Station Commanders they are looking forward to welcoming our crews. Whilst our staff have their own crew room on stations, staff are encouraged to utilise the fire station facilities to get to know the local fire crews. Thank you for your continued support.”

100% Pass Rate for EOC Staff EOC Staff at Millennium Point have joined colleagues at Tollgate in successfully passing all of the required elements of the Pathways Call Handler Course. This gives the Trust a 100% pass rate across both sites. This is a huge achievement for the Trust, given the fact that other Trusts have recently migrated to the Pathways system and reported a 2-3% failure rate. Liz Parker, EOC Training Coordinator, said: “Our success is due to the commitment shown to the training by the staff involved and in particular the dedicated trainers who have encouraged and supported trainees throughout the process.” The training team, Teresa Beresford, Karen Fletcher, Katie Short, Liz Deverall, Adrian Stanley and Martin Hammond have run a total of 22 courses over the last four months and will now begin the process of providing support to the Millennium Point staff during the ‘go live’ period.

WMAS Uniform All staff are reminded that the wearing of legacy Trust uniforms is no longer permitted. With the Trust now being over five years old, it is no longer appropriate for the old uniform to be worn. The last of the vehicles from the previous Trusts will disappear this year with the new order of ambulances and response cars. Only WMAS uniform may be worn by staff i.e. any uniform that shows the crest or epaulettes that display the Service name. Whilst it is accepted that there have been some issues with ordering new uniform over past years, there should not be any member of staff that has not had sufficient items delivered to enable the wearing of WMAS uniform. After 1st September, uniforms from legacy services (Coventry & Warwickshire, Hereford & Worcester, Shropshire, Staffordshire) must not be worn. Thank you for your co-operation.

Satellite Navigation Systems Experience has shown that the ‘shortest’ route on a satellite navigation system is not always necessarily the fastest route. Setting your sat nav to the ‘shortest’ route may take you off and on the same main road to reduce the distance by marginal distances in some cases. The Trusts sat nav systems have recently been reset to calculate the ‘fastest’ route on journeys. However, staff who are familiar with a particular journey are asked to consider using the quickest route to get to the patient as soon as possible.

Black Country Management Structure Following recent interviews the following appointments have been made to the new operational management structure in the Black Country

The North Area is made up of Walsall, West Bromwich and Wolverhampton station groups (with the exception of Wombourne). The South Area is made up of Dudley and Dudley South station groups, Wombourne and Oldbury. Richard Topping, Black Country General Manager, said; “There will be communication at station level as to how the new structure will be implemented. We will be making appointments to the Support Manager roles in the next few weeks and this will see us implement a 24/7 operational manager in both North and South areas. This will provide better support and direction for staff and ensure we are well prepared for the move to the Hubs.”

North Staffordshire PTS recently completed 944 patient transport journeys in just one day! Of those, 212 were booked on the day. This record breaking total superseded the previous record of 922 journeys, which they had been achieved just a week before. Tony Athersmith, General Manager for North Staffs PTS, said: “A few weeks prior to this outstanding new record the highest number of journeys that had been completed in one day was 897. To break this record, not only once but twice is a credit to the staff. I would like to personally thank everyone for all their hard work and dedication which has helped achieve this outstanding number of transports.”

PTS Smash Yet Another Record!!

Polaris to the Rescue The all terrain vehicle used by the HART team has proved vital during two recent rescue cases. ‘Polaris’ assisted in the evacuation of a quad biker injured at the top of a disused quarry near Himley on Sunday afternoon. The man in his forties was riding his quad bike near the Crooked House when he came off his machine and fractured his leg. An ambulance crew got their vehicle as close as possible, but had to walk for over thirty minutes to locate the patient. The HART team was called and Polaris was used to convey the patient back through woodland. Crews even took a short cut through a scrap yard to the waiting ambulance. On Tuesday, a walker sustained an ankle injury in an isolated ravine on the Staffordshire Moorlands. The patient was eventually carried to safety by Polaris following a three hour operation. HART’s Echo Team leader Paul Reeves said: “The job on Sunday went very well and difficult incidents in inaccessible locations are certainly helped with the use of Polaris.”

Lib Dems Praise Emergency Services The Liberal Democrats annual conference in Birmingham has passed a motion praising the work of the emergency services during the recent rioting. The motion stated that they appreciated “the co-ordinated actions taken by emergency services who put themselves in harm's way to protect lives and livelihoods”. West Midlands Ambulance Service has been closely involved with providing support for the conference. With the area around the ICC and Hyatt hotel cordoned off, the Trust has been working with colleagues in police and fire via the Events Control Suite (ECS) at Tally Ho as well as via the EOC. Emergency Planning Manager, Keith Nevitt, said: “The multi agency approach from all of the emergency services as regards planning and operational deployment for the conference has gone extremely well. Within the West Midlands we have had a lot of experience of multi agency working in recent years and this has shown great benefit during the recent Birmingham riots. During the course of the conference over the past five days we have dealt with six patients.”

New Biker in Birmingham Two became three last week after a new motorcycle paramedic hit the streets of Birmingham! Stephen Cooper, better known by colleagues as “Harry Potter”, joined the motorcycle unit last week after a competitive interview and selection process and three weeks of gruelling rider training. Stephen, aged 30, has been with the Trust for seven years starting out as a trainee technician. During his service, he’s qualified as a paramedic and has been based in Birmingham and, most recently, worked as a HART paramedic. Last week saw him take to the streets of Birmingham on two wheels for the first time! Steve said: “My first few days were interesting and wobbly! I’m getting to grips with my new mode of transport and new role which is a completely different way of working for me! I’m really enjoying myself and my shifts so far have been busy and full of interesting jobs which has helped to ease me in not so gently! Thanks to Mark and Steve for welcoming me onto the team and for their support.”

PTS Operations Assistant Brings Home a Bronze Medal Michael Horton, a PTS Operations Assistant based in the booking office at Leamington Spa recently

took part in the 2011 Transplant Games. Michael competed at the games with the Coventry Transplant Team (pictured). The team consisted of eight veteran athletes ranging from 46 to 72 years of age. The team who had been training hard competed in 36 events over four days, resulting in 11 Gold, 1 Silver and 4 Bronze medals, with Michael being awarded a Bronze in the Ten Pin Bowling tournament. The Games drew to a close with a Gala dinner and final awards. Michael said: “Participating in the Games is about just that - participating and competing, winning any medals is a bonus. The Games celebrate the gift of life and that transplants do work. They bring life and, through sport, we demonstrate this fact to all and the need for more organ donors for the 6,000 patients in the UK waiting for a transplant. Here’s to BTG 2012 at Medway!” Congratulations Michael and the Team!!

Lottery Donation for Local Lifesavers The Gnosall and District CFRs will soon be able to get to medical emergencies in both torrential rain and snow thanks to a £10,000 lottery grant. The National Lottery announced this week that it would be giving a donation to the group as part of its funding for the West Midlands region. The money is to be used to purchase a brand new Ford Kuga which will enable the group to get to emergences in bad weather conditions including flash floods and heavy snow. Chairman of the group, Craig Singleton said: "As a group we are really excited about this grant and very grateful to all those at the lottery for it. Last year the ambulance service was asking for our support during the winter and, due to our car, we just couldn’t always help…The car we have just bought is something we have been putting money towards for a very long time." Last year the Gnosall and District Community Responders were called out to 224 emergencies with the group attending over 1000 incidents since they began in 2006.

Dispatcher Becomes CFR Sam Westley, who works as a dispatcher at Millennium Point’s Emergency Operations Centre is one of two active responders for the Norton and Canes District Community Responders. Sam decided to set up the group approximately six months ago after it was identified that there was a need for a scheme in that area. The group are now looking for anyone who may be interested in joining the group and training up as a CFR or who would be willing to assist them in fundraising efforts. Sam said: “At present we have two active responders and three others in the process of being trained. The group is relatively new so we are currently trying to raise vital funds to buy kit and ideally a responder car, as at the moment we are responding to incidents in our own vehicles. The set up cost for equipment alone is approximately £3,000 so we have a lot of work to do.” To find out more information about the group please email Sam via [email protected].

Know your Numbers! Over 400 shoppers in Solihull were cuffed, squeezed and checked by CFRs as part of Blood Pressure Awareness Week last week. With 1 in 3 adults suffer from high blood pressure and a third of them have no idea as it has no symptoms, FastAid volunteers ran a ‘pressure station’ at Touchwood Shopping Centre on Friday 16th and Saturday 17th September so shoppers could get a free blood pressure check! Local MP Lorley Burt also showed her support of the campaign by popping along to have her blood pressure checked. Richard Jay from FastAid said: “As responders to 999 calls we regularly see these people with cardiac disease when it’s a problem and sometimes when it’s too late. The two days was a great success with 485 people benefitting from a

free and simple blood pressure test! It was a great example of two charities working together to benefit the community.” Paul Newman, Chief Executive of the Blood Pressure Association, said: “We’re stressing the fact that ‘Ignorance isn’t always bliss’. High blood pressure is a dangerous condition when not managed and we hope everyone will take advantage of the free blood pressure checks to lower their risk of stroke and heart attack.”

Consultation Results You will recall that the new SHA Midlands and East Cluster ran a week long consultation on its future plans for when it is set up at the beginning of next month. The Chief Executive Designate, Sir Neil McKay, has now issued a formal report on the findings of ‘Ambition for Transition and Organisation Design’. He said: “We are delighted with the rich response that we received and are very grateful to everyone who contributed. We received almost a hundred written responses ranging from patients, NHS bodies and various partners, including trade unions, the voluntary and community sector, academia and, of course, SHA staff.” A copy of the report is available on the intranet. ‘MAKE READY’ – BLACK COUNTRY UPDATE

Thursday 22nd September 2011

REFURBISHMENT WORK TO START ON DUDLEY HUB The refurbishment of Dudley Ambulance Station will start on Monday 26th September. Dudley will be the first of two “make ready” Hubs planned for the Black Country Area. The planned refurbishment will include a new heating system, replacement windows and floors, air conditioning, upgraded insulation, the stripping out and refurbishment of toilets, locker rooms and showers, a virtual learning room, a training room, perimeter fencing, workshops, ‘Make Ready’ Bay, wash bay, the introduction of CCTV, improved lighting in the garage area and swipe card access. On the opposite side of the garage there will be new cleaning rooms / medical gas stores and a winter store. The first floor will consist of a training room, offices for the Area Manager, Assistant Area Manager and Administration as well as a kitchen and toilets. This work, which will comply with Care Quality Commission / Infection Prevention and Control requirement, is due to be completed by the 16th December. Dudley Ambulance Station will continue to operate as normal during the build. As an added safety measure and to reduce the daily foot fall figures on station, a number of HCRT staff will be relocated to other bases in the Black Country for the duration of the refurbishment. The Refurbishment will be completed in three phases: Phase One will be the complete refurbishment of the crew room and toilets which will mean closure of the ground floor mess room, gent’s toilets and showers. The offices currently occupied by the Incident Support Officer and the Area Manager will be converted as a temporary restroom / intranet room / dining room. The toilet facilities on the first floor will be available to all staff while this phase is completed. During these phases the current traffic flow directions will be altered to minimise the Health & Safety risks to all site personnel and visitors. Part of these traffic flow changes will mean a two way traffic flow system in and out of the base. There will be advisory signage throughout the site advising drivers of the new traffic arrangements in force at each phase of the build. Make Ready Project Manager, Tom Cullen, said: “I’d like to thank all of the staff in the Black Country for your co-operation and patience with these temporary arrangements during the refurbishment. If there are any queries please do not hesitate to contact me or any of the management team. “This is an exciting phase of the ongoing development within the Black Country. The local Service Transformation Project Team, which includes staff side representation and the new station Links are all actively involved in the project. My sincere thanks to all of the staff who have agreed to become members of their station steering group.” The station groups are now meeting with managers regularly to discuss future plans for the two hubs in the Area. Any staff wishing to see ‘Make Ready’ in action in Staffordshire are invited to let Tom Cullen or their station Link know so that a visit can be arranged. If you are unable to make the any of the meetings and have a question, then please feel free to e-mail Tom Cullen at: [email protected] All questions will be answered

Black Country Steering Groups The steering Groups are formed by assembling a nominated Link from every rota on a station in the Black Country Area. The purpose of the Steering Group is to create an information pathway in order to improve communication at all levels. The Groups are staff lead at a local level and will not in any way replace or impinge on the valuable service presently provided by staff side representatives. If any staff would like to see the latest plans for Dudley Station and Workshop, they are on display on the Service Transformation Board. They will also be on display at all other stations in the Black Country and will appear on the Trust’s ‘Treble9’ intranet site in due course. You will find a ‘Make Ready’ information folder at every station in the Black Country – please feel free to browse through it. Further information on the progress of and issues surrounding Make Ready will appear in the Weekly Briefing. If you have any questions, please contact your station rep, Tom Cullen, or email them to [email protected] . Station meetings – unfortunately the meeting scheduled for the 29th September at Oldbury has been cancelled and will be rescheduled. This is due to annual leave commitments.

2012 Olympic Games Expression of Interests

Staff are invited to express their interest in being part of the West Midlands Ambulance Service’s commitment to 2012 Games workforce in London and Coventry. We are looking for a dedicated cohort of staff to work during the 2012 Olympic and Paralympic Games. This will encompass working in the Olympic Park and venues and those non sporting celebratory activities that take place in the “urban domain”, e.g. parties in the park and events organised by the various London boroughs. Planning is underway and the number of non-clinical and support roles required have been establish. We are looking for 30 personnel to work in London and 9 to work in Coventry at the football stadium during the Olympics and 15 personnel to work in London for the Paralympics. Please note the following information: • The Olympic Games run from the 27 July to 12 August 2012. • Football at Coventry runs from 25 July to 09 August 2012. • The Paralympic Games run from the 29 August to 09 September 2012. Due to the scale of the event, individuals must be available from mid-June to mid-September 2012 to allow planning and rostering to take place. It is expected though, that those who volunteer to work this event are available for the whole period of the Olympic and Paralympic Games themselves. Accreditation All staff working in accredited areas will be required to agree to the accreditation process, which will include release of personal information to the Home Office and the London Organising Committee of the Olympic Games (LOCOG). Technicians and Paramedics Technicians and paramedics are required to work inside accredited venues and other dedicated locations.

Please note that staff who are qualified as emergency care practitioners (ECPs) are also able to apply to work the 2012 Games, however, at this time LOCOG have not expressed a need for the extra clinical skills ECP’s hold so they would be working as part of an operational crew. Additional staff are required to work on ambulances which will be operated under the direction of event control rather than the emergency operations centre.
