LA’s Disconnected Youth City of Los Angeles by the Numbers

In 2008, approximately 100,000 Youth between the ages of 16-24 are Out of School & Out of Work (1 in 5)

14,000 LAUSD Homeless Youth

8,278 LAUSD Youth in Foster Care

6,950 LAUSD students from the Class of 2015 dropped out of school

New Drexel University Study by Dr. Paul Harrington confirms reduction of disconnected youth to (1 in 6)

Robert In the City of Los Angeles, we found we had high number of disconnected youth The most recent Paul Harrington study states we are making progress. Numbers now show 1 in 6 Last year 6,950 LAUSD students did not graduate on time with their classmates as part of the Class of 2015 We also have a high number of very populations that are at high risk of dropping out Including 14,000 homeless youth attending our LAUSD schools. 1 in 3 homeless students graduate from high school And 9,000 Foster youth. Only 45% of foster youth graduate from high school.

Robert System Alignment to prioritize out of school youth and ensure better educational and employment outcomes Committed to serving this population The WIA system was redesigned to better meet their needs We received a Workforce Innovation Fund Grant that allowed us to be creative in developing a pipeline from dropout to employed youth The Los Angeles Unified School district co-invested funds to put a Pupil Services and Attendance Counselor to better serve these youth. They review educational records, assess mental health needs and provide follow up services. In addition to collaborate as our partners.

Debra Another very high risk factor for dropping out and becoming disconnected is chronic absenteeism Research has shown that 9th graders who have more than 10 absences in a semester have a 41% chance of graduating from high school Last year, LAUSD has 19,646 high school students who had missed at least 10 absences in a semester. 6,785 were 9th graders

Flexibilities/Waivers

U.S. DOL Waiver: WIOA Title I Youth Consider foster, justice-involved, homeless and runaway youth who are in- school to be counted in the 75 percent out-of-school youth service category for fiscal accounting purposes. U.S. Department of Health and Human Services: Transitional Living Program The HHS Family and Youth Services Bureau (FYSB) Runaway and Homeless Youth Program ( RHY) has granted the LA LGBT Center a waiver to increase the eligibility ages for youth in its transitional living program from 21-24.
