Statement of Purpose

The here presentation is offered in consideration of the wide level of interest, that may be within work

profiles with institutions and professionals involved, in the academic didactics, the applied research and

legal strategic expertise in the EU law and policies, regard industry, government, international organi-

zation and interest group within particular focus on the integrate energy market (8th of IEM) of the EnCT

/ Western Balkans.

In regard, it would like to be report by first that being grown in Tirana (Albania) until the high education,

with in a mind the projection of a completive profile of the career it is chose the university education at

the academic excellences offered in Italian athenaeums. Therefore, it was pursued with a curriculum of

the MA Degree in Law, at the renowned University of Turin, Italy, finalized with a dissertation on the

reforms undertaken by Albania, during the 1990s, in compliance with the transformation in the interna-

tional community. A topic preferred amongst others for the possibility it enabled to an international ca-

reer, integrating the best experiences abroad with those in home country.

In following, the projection to complete a full profile also with the competences in political economy and

international organizations, brought the undertaken of the specialization in International and Diplomatic

Sciences at the University Institute of European Studies Turin. An experience that due to the location of

the courses at the International Training Centre of the ILO, presented an excellent opportunity for expe-

rience a complete immersion in a multicultural environment. The successful completions of which of-

fered the possibility to be chosen for a fulltime internship in the Department of the Social Technical Dia-

logue of the ITC-ILO.

The return in Albania on May 2006, offered an excellent opportunity in the gain of practical experiences

in a law firm office in the Albanian framework, crowned the all with the achievement of the professional

qualification as attorney at law. The following year saw the experience as a lecturer at the University

Justinian I of Tirana. The further confirmation on the path of academic carrier at the University Luarasi,

definitely steadied up the interest to pursue with the doctoral studies, finalized with the PhD programme

in Public Law at the Political and Juridical Section of the Pavia University.

Doctorate programme performed within many activities, thanks, among other, to the renewal of the grant

by the Italian Ministry of Foreign Affairs for all the four years. In particular the period spend at the

University of Pavia seen the experience as assistant of the Comparative Public Law with Prof. Giampaolo

Parodi. In the meanwhile, particular parte took the various periods abroad that involved, among other a

six-months research period at Leuphana Universität Lüneburg, which followed a further year with a

high-qualified experience of four months placement at the University of Nantes, France.

The doctoral period, was carried out also with different engagements in Albania. Firstly performing an

internship in the framework of the brain gain program at the Albanian Ministry of European Integration.

Among others, deeper has been the experiences of work at the centre for business research and training

of the CCIT. These periods was accompanied also with teaching experience at the University Luarasi that

in addition to previous engagements had seen the signed of an inter-institutional joint supervision be-

tween the two respective university rectors by the beginning of doctorate.

Lastly, in the early spring 2013, took place the discussion of the PhD research on the Regulation of the

Energy Sector in Albania and the Integration in the EU Energy Market. The discussion of the outcome

came in addition of jury members, with the official participation of the well-known Albanian academic

Rector Prof. Dr. Aleks Luarasi. The final version of work sparked a great interest for both academic and

economic purposes and has taken the higher evaluation grade "ottimo", according to the Italian system,

as well as the full expression of interest for publication in both Italian and Albanian.

Therefore, from March 2013 onwards, grow up the conception of AEM (Albania Energy Market) within

founding scheme of a spin-off oriented towards the legal framework of energy-regulated market and the

related strategic policy. A project developed from Sept. 2014 in the Albanian Centre for Energy Regula-

tion and Conservation - ACERC, aggregated within scheme of R&D, a group of personality with wide

locally and internationally expertise in the both academic and the developing projects. An experience

that seen personally engaged in the formulating of the sceneries and the offer of the expertise for the

practices of the overall players within framework of new upcoming deregulate market model.

In regard, of the projection to combine constantly competences for completing an international profile,

the competences were on lately (Oct. 2013) enhanced with the Diploma in Advanced European Studies

(DAES) at the European College of Parma as a fellow of the Italian Ministry of Foreign Affairs (MAE).

Then, the specialisation in Parma from May 2014 onwards is already in the process of completing also by

a research thesis on “Growth of pipeline project in the Balkans area, the challenge of regulations to bridge the gap

of the investment”, with supervision of the Prof. Helmut Schmitt von Sydow and in the joint participation

of internationally well-known Luiss School of Government within the Master in European Studies (MES)

at the University Luiss - Rome.

In ongoing from Oct. 2014 it has been engaged as a Full Professor, University Justicia, covering the activ-

ity as e Lecture of the European Union Law, the Public Law and the International Law as well as the

Direction of the Department for the Scientific Research at the University Justicia, Tirana. Furthermore,

part of the activity are becoming the publications of articles in specialised newspapers and the prompting

of participation as a speaker in many international forums on the energy field e.g. most recent 7th Annual

Global Pipe Tech Summit, Energy Market of the SEE 2014, 7th Balkan Energy Finance Forum, Adriatic Oil

& Gas Summit 2015, etc., besides the scheduling of several others on region and Albania, such as Albania

Oil, Gas & Energy 2015 Summit, 8th Annual Global Pipetech Summit 2015.

However, for the future as fundamental are seeing the integration of the key issues on the topics orien-

tated toward the paradigm of integrate market part – between the so-called sectors of special interest

such as transport and telecommunications – regard particularly the energy sector. The main objective of

which is the operate, depends on the ongoing scenery, among academic teaching on EU Energy Law and

Policy, applied research and strategic legal expertise for industry, government, international institution

and interest groups within the EU internal energy market and specifically of the regional areas of the

SEE.

In regard, the here above shortly presented it would warmly welcomed any request for offering a wider

and structured presentation of the background as the consideration of any aspect of interest.
