I. General Information
A. Project Title: Santa Cruz North Central School Basa Pasa: Whole School Approach to Reading
Instruction (A 2-Day Training Workshop on Reading Instruction)
B. Proponent: Ms. Lorena Perlas Par
C. Beneficiaries: 198 pupils and 8 teachers
D. Total Proponent Counterpart: MOOE and Training-Workshop Registration
II. Background Information/Rationale
In the recent diagnostic reading assessment conducted by the
teachers handling English subject, it was found out nearly 30% of the pupils
from also grade levels were considered to be striving readers while nearly
15% of the primary learners were identified as at risk with only 55% from
both primary and intermediate pupils have reading ability. These findings
clearly tell that the school should develop plan, projects or programs that
would address the literacy needs of our learners. Since reading

comprehension is at the heart of pupils’ achievement across all disciplines, it
is imperative that school should nurture a whole-school approach to reading
that involves not only the designated English teachers but also teachers of
all subject areas.
Basa-pasa aims to provide reading instruction training to content area
teachers such as English, Filipino, Science, Mathematics, and HEKASI. It is
one of the activities highlighted in the 2012 National Reading Month that
aims to promote the Every Child A Reader Program (ECARP) of the Aquino
Administration. The project is also considered important in sustaining
Lamesa Elementary School National Achievement Test rating and
performance.

IV. Objectives
Basa-Pasa program seeks to equip all teachers with the
knowledge and skills that promote achievement in reading.
Specifically it aims to:
a. guide subject teachers in developing reading competencies of
pupils;
b. provide subject area teachers with research-based strategic
reading tools to improve reading comprehension;
c. promote subject area discussions on motivating, engaging
and strategy based reading instruction.
V. Target Outcomes
The following are the target outcomes of the program 1. Increased knowledge and skill on reading instruction among
teachers. 2. Increased repertoire of strategies that enable content teachers to
design lesson plans that promote active reading engagement.

3. Increased reading comprehension levels and improved academic performance on the part of the learners once teachers apply what they have gained in this training

VI. Implementer/s and their Role/s and Task/s
The proponent, Ms. Lorena P. Par is the lead implementer of this
program. As a grade 1 teacher has a deep concern for the development of
reading among pupils as early as grade 1. She will be the overall in-charge
for the preparation of the program, likewise will coordinate with other
teachers. Her main task is to organize the program, its activity, and the
target participants for the pilot launching of the program.
Furthermore, she will seek the approval and consensus of her school
head, Mr. Julio Constantino and the teaching force of the Lamesa Elementary
School for their important comments and suggestions for the improvement
of the proposal. Then, she will hand carry the proposal to the District
Supervisor, Mr. Raymundo Apostol for its approval. She will likewise seek the
assistance of the district master teachers to help her organize the Basa Pasa
Program.

Basa-Pasa, a reading instruction training seminar for content-area
teachers, is proposed to be held on October 26, 2015 at Santa Cruz North
District from 8:00 – 3:00 pm. Target participants are all teachers in the
district.
There will be trainers brief presentations of training goals that provide
a graphical presentation of the 10 Profile Diagnostic Reading Assessment
based on the Pre-assessment in reading and Phil IRI inventory test. The
findings will provide an impetus for a well- coordinated whole school
approach to address the literacy needs of the pupils. A Whole School
Approach will be provided to rationalize Reading approach toward
developing reading competencies. Trainer will emphasize the role of all
teachers to develop reading competencies to all striving and struggling pupil
–readers and how to enhance the reading competencies of the independent
readers.

Note: There will be a registration of Php 100.00 per participant to suffice the

VIII. Post Implementation Activity
Basa Pasa program will be monitored by respective school heads and
assigned master teachers.
The following are the suggested monitoring schemes:
1. Individualized reading progress profile of the learners have to be
prepared
2. Anectodal reports have to be prepared by the subject teacher per
area level
3. Post conference has to be done to allow feedback or suggestion for
the improvement of the program.
