I welcome you all on the event of Long Service Awards being presented to our colleagues who have toiled day and night to th take EIL to great heights. Tomorrow is the great day in the life of EIL, its 57 year of foundation of EIL. th Since its inception on 15 March, 1965, Engineers India Limited has been a great institution and a great source of learning and support to all of us like a parent. The company has had a golden past and we have to work together to make it stronger in size, stature and financial stability. Let us all join together and celebrate and enjoy this occasion and while celebrating, let us today felicitate the soldiers of EIL who have served this organization for the best part of their lives. Last one year has been very different and difficult from previous so many years, as we have faced the Pandemic Covid-19. The entire world is fighting Corona Virus pandemic which has seen almost all the countries locking down for varying periods. This has led to many businesses being shut down temporarily or even permanently, widespread restrictions on travel and mobility, financial market turmoil, an erosion of confidence and heighted uncertainty. Today, the distance is dead. We have learned new ways of working remotely and interactions have got digitised in the form of webinars, video conferences etc. Work from home (WFH) which was never heard of in many segments of economy became the order of the day, implemented immediately after the lockdown was announced in almost every segment. EIL too implemented Work From Home. This caused minimum impact on the day to day functioning of EIL except the construction function since all the project sites were closed down. I will be failing in my duty if I do not complement our ITS and HR teams for immediately rising to the occasion at the time of Covid-19 outbreak. They worked tirelessly to ensure business continuity in the company. Movement of IT infrastructure, putting new facilities in place, sanitising office space so as to ensure our employees can rejoin office with utmost safety, were all extremely well managed by IT and HR.

Long Service Awards Ceremony 2021

Dear colleagues on the Board of EIL, CVO Mrs Bhambhani and all other colleagues. I welcome you all

on the event of Long Service Awards being presented to our colleagues who have toiled day and night to thtake EIL to great heights. Tomorrow is the great day in the life of EIL, its 57 year of foundation of EIL.

thSince its inception on 15 March, 1965, Engineers India Limited has been a great institution and a great

source of learning and support to all of us like a parent. The company has had a golden past and we have

to work together to make it stronger in size, stature and financial stability. Let us all join together and

celebrate and enjoy this occasion and while celebrating, let us today felicitate the soldiers of EIL who

have served this organization for the best part of their lives.

Last one year has been very different and difficult

from previous so many years, as we have faced

the Pandemic Covid-19. The entire world is

fighting Corona Virus pandemic which has seen

almost all the countries locking down for varying

periods. This has led to many businesses being

shut down temporarily or even permanently,

widespread restrictions on travel and mobility,

f inancial market turmoil , an erosion of

confidence and heighted uncertainty.

Today, the distance is dead. We have learned new ways of working remotely and interactions have got

digitised in the form of webinars, video conferences etc. Work from home (WFH) which was never heard

of in many segments of economy became the order of the day, implemented immediately after the

lockdown was announced in almost every segment. EIL too implemented Work From Home. This caused

minimum impact on the day to day functioning of EIL except the construction function since all the

project sites were closed down.

I will be failing in my duty if I do not complement

our ITS and HR teams for immediately rising to the

occasion at the time of Covid-19 outbreak. They

worked tirelessly to ensure business continuity in

the company. Movement of IT infrastructure,

putting new facilities in place, sanitising office

space so as to ensure our employees can rejoin

office with utmost safety, were all extremely well

managed by IT and HR.

Many systemic improvements and process

simplifications have already taken place to

enable EIL successfully face the challenges

posed by the pandemic. Productivity levels were

maintained during these time with efforts and

support of all.

Running of project sites and other inspection

activities were a daunting task during the

Pandemic, but our various teams right from the

Engineering, SCM to Construction rose to the

occasion. They devised new methods of working

- complex HAZOP workshops were carried out on

virtual platform, online inspection of manufacturing of various equipment was done and so on. This

new normal may be the order of the day henceforth.

On operational front, during this year we have achieved several milestones

Ÿ The target of supply of BS – VI compliant auto fuel was achieved by all six refineries of IOCL and stalso in refineries of BPCL, CPCL, MRPL & HMEL before 1 April 2020.

Ÿ Following EIL projects were dedicated to the nation by the Hon’ble Prime Minister of India

a) 30” x 348 km Dobhi - Durgapur Natural Gas pipeline of GAIL.

b) LPG Import Facility Project of BPCL.

c) Propylene Derivative Petrochemical Project of BPCL

Following important projects were commissioned during the year :

Ÿ HPCL’s 18”x 235 KM long multi-product cross-country Pipeline from Palanpur to Vadodara.

Ÿ Main Campus of Central University of Punjab at Bathinda (CUPB).

Ÿ JD-5 Project of Mumbai Port Trust achieved successful commissioning of ‘Jetty Head’ along with th

associated facilities on 30 Jan 2021.

For the past several decades, Oil & Gas has been

the foundation of EIL’s core business and in this

sector we have been spearheading the utilization

of indigenous technology and domest ic

manufacturing capacity and has maintained a

crucial leadership position in Consultancy &

Contracting business. On Business Position, we are

doing well, in the last one month itself, we have

secured an order from IOCL for Rs. 617 crore and

obtained go ahead from CPCL for a business of Rs.

1100 crore. While securing these projects is a

major milestone, our success will depend on our

commitment levels in delivering quality services within desired cost and time.

It is beyond doubt that we have challenging time

ahead of us. The challenges we face in near future

will be complex, difficult and different from what

we have encountered so far and it is imperative

that we, both on individual front and collectively

as an organization, gear up to face these

challenges. I am confident that due to our

organization’s strong fundamentals, technical

know-how, skill sets, our zeal to excel and above all

our unflinching commitment to succeed, we will

together take these challenges head on and

continue our growth story.

I look at three objectives for myself at this stage of my career:

Ÿ Development of Indian industry

Ÿ Growth of EIL and

Ÿ Ensuring happiness of employees as well as ex-employees

Your company is now looking towards leveraging its human assets and expertise in order to achieve growth in terms of business expansion and increase profitability by building strategic partnerships, development of new business opportunities and making strategic business decisions with a long term horizon so that we are in high growth sectors in the long run. The opportunities are enormous. It is only we that hold ourselves back.

At the moment, about 95% of our business comes from Oil and Gas. It puts us at great risk due to the highly volatile nature of this business. It is our renewed endeavour to locate avenues for diversification and opportunities in other sectors like Renewable Energy, Infrastructure, LNG Terminals, Bio-fuels, Gas Infrastructure, Airports, and Data Centers to name a few while maintaining & strengthening the core business in Oil & Gas. During the last two months, it has been my focus to reinvigorate and strengthen our relationship with existing as well as potential customers and also develop stronger linkages with the financial institutions like EXIM Bank etc. I have been travelling continuously and in the last two months have visited almost all of our existing Oil and Gas Clients all over the country. The next phase is to visit all potential clients in newer business segments. For the first time, to address the need of the changing times, we are conducting a series of strategy formulation workshops alongwith Management Consultants, with an aim to brainstorm for new ideas, narrow down on future strategies and potential avenues for diversification and thus, formulate EIL’s growth plan & trajectory. The first session was

thconducted on 26 February, 2021 which was attended by all the Directors on Board as well as the Government nominee directors. Respected Secretary (Petroleum) was kind enough to join on Video Conference even though he was travelling at that time.

We have already finalised the establishment of three Profit Centres – Training and Development, Infrastructure and Southern India Business Hub at RO to give a focussed boost to future business. We are also exploring the emerging opportunities in Start-ups having promising potential.

EIL has 26% equity stakes in RFCL. The project is in the final stages of commissioning and will soon start commercial production of Urea.

We obtained Board approval for acquiring equity stake in Numaligarh Refinery Limited along with Oil

India Limited and have submitted our Bid for the same.

This month, India Energy Office (IEO) in Moscow was established and we are a part of the same

alongwith OIL , IOCL, OVL and GAIL. This would further expand EIL’s footprints in International markets.

EIL is a technology company and a lot of work has been done to develop and commercialise various

technologies. With the award of SRU unit of NRL, as technology licensor amid tough global

competition, our ambition of becoming a global technology supplier in hydrocarbon sector is going to

see light of the day. As a further proof, EIL and IOCL R&D have been selected for Innovation Award for

Best Innovation in Refinery – State of Art Delayed Cocker Technology: Development and

Implementation at IOCL Barauni.

The future belongs to knowledge based

companies and that is our strongest point. EIL’s

manpower is its only asset, so it is of utmost

importance to keep their morale high and

content, improve their living standard and

provide excellent facilities. While we have

already taken a lot of initiatives, we intend to

take many more to ensure the same.

I have already conveyed that I shall meet each

collective at least once every month, that

means EIL SC/ST Association, EIL Officers Association, EIL employees Association, Women’s Forum and

ex-employees Federation. We have released a new portal SAMVAAD which is an enabler of a direct

dialogue between me and all my colleagues and ex-colleagues. We are in talks with insurance

companies and intend to bring in term insurance as well as medical insurance for all employees focused

on three distinct age groups – 20 to 35, 36 to 50 and 51 to 60 years. Today’s EIL is because of the efforts

of our seniors, our ex-colleagues who have retired from EIL but are still in our heart. We are

implementing many schemes to continuously bond with ex-employees so that they have a feeling of

belongingness. For the first time, a scheme has been launched wherein all ex-employees have been

honoured on their reaching the age of 65 / 70 / 75 / 80/ 85/90 / 95 / 100 as a mark of gratitude for the

hard work put in by them.

I am glad to declare that we shall shortly introduce a 24X7 helpline to assist ex-employees in case of

medical emergencies.th

This year we will be celebrating the 75 year of India’s Independence. Government of India is holding a

seventy five (75) week long festival, “Bharat ka Amrut Mahotsav”, across the country which began on th12 March as part of celebrations. On the anniversary of Dandi March Day, EIL and IOCL organised a

panel discussion on "Alternative Fuels and Renewable Energy" under the aegis of MoP&NG. The

discussion brought out thoughts of leaders from the industry and helped in enlightening the

participants on the role of renewable energy in the Indian context. Participants from all the major Oil &

Gas PSUs, Engineering

Consultancies and research fraternity alongwith industry were present on a common platform. GoI is

promoting Atmanirbhar Bharat, a step towards 'Make in India - Make for World' and transforming local

Indian companies into global brands. As a Central PSU, we are committed towards the direction of

Atmanirbhar Bharat and carrying out a lot of activities like reglar buyer-seller meets, developing a

portal to be used by Oil & Gas companies to highlight all Capital goods & MRO items procured by OPSUs

and provide opportunities for new entrepreneurs and existing manufacturers to invest/expand their

manufacturing base in India and release of Saksham Bharat, a newsletter, is a testimony of the GoI st stPolicies and efforts in this direction. 1 edition released by Secretary, Petroleum on 1 Feb, 2021. EIL,

with the support of MoPNG is leading these efforts.

I once again thank you and congratulate you for your individual and collective

contribution towards the growth of your company and exhort all of you to set goals, which will give

directions, purpose and meaning to life and then go after what you want with complete zeal and

enthusiasm.

Your colleague,

(Rakesh Kumar Sabharwal)
