File Naming Conventions, Scanning Rules & Forms R1_Last,First_REB-APP.pdf in the file name (typical for residential) should be replaced with R1_Organization-Name_REB-APP.pdf as appropriate in commercial scenarios. Understand your scanner settings. Always scan and submit documents as PDF's, 300 DPI Black & White (grayscale & color are not required). PART II – DETAILED INSTRUCTIONS

GENERAL REQUIREMENTS OVERVIEW: This document provides a detailed overview of the LIPA Solar Pioneer Program rebate application process. These supplemental instructions are vital to ensure proper submission format. There are two basic submittal phases:

1. Initial rebate application package submission and approval 2. Final closeout package submission, initiating inspection and rebate disbursement.

It is important to follow the instructions for Phase 2B if there are any errors or revisions since the original submittal.

REGARDING SGIP "SOURCE" DOCUMENTATION - Know that the official Small Generation Interconnection Procedures (SGIP) is the ultimate reference. The purpose of these procedures is to assist in providing a standard format for submission to facilitate streamlined review and exact compliance. IMPORTANCE OF STANDARDS: The preferred submission format is electronic (via email). As such, suggested file and email heading naming conventions are included throughout this document. Although tedious, a common nomenclature is allows for quick identification of absent or misplaced information. Please see the sample screenshot in the Appendix, illustrating a sample LIPA-Rebate project file on your computer. This screenshot helps quickly illustrate the philosophy and benefits behind standard naming schemes. By following these procedures you will help maintain completeness and accuracy of both your and LIPA’s records. PROJECT NAME: For commercial projects, or projects with multiple applications, please alter the “project name” in each of the files accordingly. For example, instead of 2_Last,First_SCHEM.pdf, the adjusted file name might be 2_Acme,42-St_SCHEM.pdf to accurately reflect the location. Use individual discretion accordingly. USE OF PDF DOCUMENTS: All forms must be submitted as PDF's (except certain pictures which may be jpeg format). Purchase or download a PDF generator. PrimoPDF is one example of free PDF generation software. SCANNED ATTACHMENTS: Please limit the size of file attachments. When scanning documents please scan in “grayscale” or in “B&W bitmap.” The maximum resolution generally required is 200 - 300 dpi. REVISIONS: If revisions are necessary, please follow those instructions per Section 2B. Note that exact copies of documents sent in previous phases should not be resent, unless explicitly requested. Redundant copies of the same file are not easily identified, and can cause confusion and delay. SEPARATE SUBMITTALS: In all cases, independent application "packages" should be submitted for EACH account number (ie, separate email or faxed groupings of documents), unless otherwise directed. In other words, a particular client or project may contain multiple ID#'s, as assigned after the completion of PHASE I. Once they are assigned, submit separate packages for each, as each are tracked independently by LIPA. ATTENTION TO DETAIL: It is important to emphasize accuracy. Inaccuracies result in a delay as are they are time-consuming and slow the process for all involved. Thank-you!

PHASE 1 - PROJECT PRE-APPROVAL & REBATE RESERVATION 1.1 Description Upon entering into contract with the client, the solar integrator shall submit the following rebate application package. DO NOT submit an application package unless an actual contract has been executed with the client. Frivolous applications consume significant LIPA processing resources, causing delay and error for legitimate applicants, and unfairly tie-up rebate monies. 1.2a LIPA Rebate (R) Processing Documents

1. Non-Refundable $100 Rebate Application Fee o A Non-refundable Application Fee of $100 is required to process this application

and receive pre-approval for the project. o Fee may be submitted in the form of a personal or business check, payable to

LIPA, and mailed to Rebate Processing. o Memo shall state “Contractor name, Solar-Rebate-App” followed by customer

account number, as shown (also see illustration): MEMO:

than 300 dpi to limit attachment size.

3. Scanned copy of Signed Contract with the client o File Format: R2_Last,First_CONTRACT.pdf o Include all pages or exhibits of the contract o Both contractor and client signatures shall be included

4. Incentive Calculator

o This tool calculates system’s rating and performance, as well as incentive amounts. This also ensures compliance with annual customer usage requirements per the 110% rule.

o The pdf form must accompany all application submissions. o File Format: R3a_Last,First_INCENTIVE-CALCULATOR.pdf o Incentive calculator is located at:

5. Official shading report(S) o Shading report must be from an industry standard program including (a)

Solmetric, (b) Pathfinder, or (c) Wiley ASSET. o An official shading Report showing monthly SA values shall be produced for each

Sub-array. o Contractor should save records associated with analysis readings, such as exact

location of each Skyline reading, etc., to demonstrate compliance with requirements.

o See appendix sample Solmetric output for reference o A shading analysis is always required even though there may be no shading at

all or it is a large commercial array, etc. o Instructions for taking readings

For subarrays of 12 modules or more (ie 3x4, 2x6) a minimum FOUR inputs must be used representing the four corners of each subarray

For subarrays less than 12 modules a single analysis is sufficient taken from the center of the array

o On the summary page of each subarray report circle and/or clearly highlight Correction factor for production, based on [estimated shaded kWh] /

[unshaded kWh] for affected area of the array This should be a value between 0 and 1 or a percentage Consistently annotate which sub-array on the form, corresponding to

the LIPA application and the array sizing worksheet. For example, write "Array #1" or "Array #2" on the shading report. This will also correspond the subarray listed in the Array Sizing Worksheet (step #3 above).

7. Load Letter (as applicable)

o Must show kWh values o Must be signed by a master electrician or licensed engineer o Generally accompanied by a building permit o File Format: R5a_Last,First_LOAD-LETTER.pdf

8. Building Permit (as applicable)

o Used for new construction o Used to justify additional load (if historic usage is not present) o File Format: R5b_Last,First_BLDG-PERMIT.pdf o Ensure proper version by downloading it from the LIPA site.

9. Google/Aerial Screen-Shot of Installation Site

o File Format: R6_Last,First_AERIAL.jpg –or– R6_Last,First_AERIAL.pdf o Using the Google™ Map Satellite view, obtain a screenshot image from the

lowest elevation. o The image must be properly cropped, clearly indicating both (a) south and (b) the

location(s) on the structure where solar is to be installed. o If the picture is not representative of the actual site (such as a ‘new-construction’

site, missing additions, or foliage which has been removed), please describe such beneath the picture (preferred) or in the body of the email.

o NOTE: MS Word (or equivalent program) can easily be used for cropping images, inserting arrows or other elements (Ie. A square rotated at 45 degrees representing an array). Once completed “print to PDF” using freeware such as PrimoPDF (or other). See Appendix for further illustration.

10. 501(C) 3 Not for Profit Document (as applicable)

o Required when requesting a non-profit rate o Obtain form from the organization directly o File Format: R7_[Organization]_501(C)-3.pdf

When complete, the email header should appear similar to that which follows:

1.4 LIPA Review Procedure Both LIPA Rebate Processing and PAM will review to verify if application is complete. PAM must also review the local area electrical network. The appropriate agency will get back to you regarding relevant issues. If incomplete or project is rejected the applicant shall be notified. If approved, Rebate Processing will issue ‘Pre-Approval Letter’ to the applicant.

PHASE 2 - PROJECT CLOSEOUT & REBATE ISSUANCE WITH / WITHOUT REVISIONS

2.1 Description After the system is commissioned, applicant must submit all closeout documents. When properly submitted (per this procedure) and reviewed, LIPA will initiate both (a) the DG Inspection and (b) processing for solar rebate payment. 2.2 IF REVISIONS TO SYSTEM PARAMETERS AS APPLICABLE, send ONLY the following REVISED documents from Phase I Make sure to label relevant files with _REV1.pdf as shown below

2.3b LIPA PAM Interconnection (I) Documents

1. Electrical Inspection Certificate (Temporary or final Inspection Certificate)

Scan certificate and submit in PDF format

Temporary or Final Inspection Certificate shall include the following information

i. Total kW of the system ii. Module quantity, manufacturer, make, and wattage

(Repeat as necessary) iii. Inverter quantity, manufacturer and model (Repeat as necessary)

NOTE: This information is required to ensure (a) the parameters are as the contractor specified in the original LIPA Rebate Application, and (b) that the third-party inspector can verify system parameters are as designed.

FINAL ELECTRICAL INSPECTION CERTIFICATE SUBMISSION

The final inspection certificate will still be accepted for the closeout email however...

2.5 Review Procedure The following shall occur once the closeout package is properly submitted: Meter & Testing (M&T) shall be dispatched to perform field inspection and installation of net-meter (as applicable). As described above, If the AC Disconnect is not installed contractor must schedule & demonstrate timeout inspection for LIPA. If the switch is installed the contractor does not need to be present for inspection. If the system fails inspection DG shall notify Customer and/or Contractor of necessary corrective action. Failure notifications will be via a letter from Rebate Processing (and in addition, possibly a phone call/email, depending on staff availability). If NOT approved, Rebate Processing will issue ‘Missing Information’ letter to Customer, and/or Contractor.

NOTE: Placard Policy: Upon inspection by M&T, if a placard is missing, the net meter will still be installed (provided the functional test clears) however, a missing letter will be sent out and the rebate payment will not be processed.

Once the meter is properly replaced, the closeout package shall be audited and approved for issuance of payment. The Closeout Letter and Payment letter are now combined into one letter. This letter shall comply with building departments and the IRS. Please contact the program manager with any questions.

PART III - 110% RULE RULES & APPLICABILITY All PV systems must abide by the 110% Rule in order to be eligible for LIPA solar program rebates. Inclusion of shading analysis is now mandatory. 110% RULE – The total AC energy produced by the PV system in 12 months (after accounting

for shading and orientation) cannot exceed 110% of the customer's annual energy (kWh) for the prior 12 months at the time of application submission.

EXPLANATION The following explanation is provided to summarize application of these rules. Key inputs include: (1) Total array(s) AC output, accounting for component efficiencies, array pitch / orientation and shading; (2) Optimal AC array output, un-shaded; and (3) Annual energy demand of the customer. The supplied Excel spreadsheet shall be used to facilitate verification and application of these rules. PV System Output Estimation Notes:

System output shall be determined by LIPA's Solar Estimator found here: http://www.lipower.org/efficiency/solar-estimator.html (Use Internet Explorer)

The output of each inverter must be determined separately and summed together. If an inverter has strings with separate pitches or orientations, they shall also be summed separately.

The production value produced in above is the UNSHADED production.

If oversizing the array to account for shading a shading report (for the appropriate sub-arrays) must be completed using Solmetric, Pathfinder, or other industry accepted software tool. (See Appendix for a sample.)

From the report, determine the percent of annual energy loss (Ie, energy shaded / energy unshaded) of the array.

For example, if the predicted shaded energy produced is 95% of the unshaded array, there is a 5% loss due to shading.

Take estimated annual production (from above) and reduce accordingly (Ie, multiply by 95%) to get corrected output.

If demand is unknown or will change as a result of (a) remodeling or (b) a newly built structure:

PART IV – APPLICATIONS FOR NON-REBATED SOLAR / COGEN Overview The lead entity for processing non-rebated solar (or any other co-generation, such as PV, Wind, Fuel Cells, MCHP’s, etc.) is Power Asset Management (PAM). PAM is a separate cost center from Renewable Energy & Energy Efficiency (RE&EE). PAM shall also handle customer/vendor communications, Net meter installation requests, Commercial Operations letters and Internal Notifications. Note that these items are also highlighted in the Parallel Generation Agreement (PGA). Such applications will typically be treated as a normal small COGEN installations, which at the minimum includes the following. Applicability Submit applications for un-rebated solar in the following instances:

1. All installed solar capacity for which you will not be taking a LIPA rebate 2. For all capacity more than 10 kW 3. For all capacity more than what the 110% rule will allow for rebated solar

PAM Review Procedure If emailed a return "read receipt" will be acknowledged notifying the applicant that the package has been received. Give PAM at least 10 business days from receipt to review and respond. If application is complete PAM will appropriately review the local area electrical network and notify the applicant if more information is needed or if the project is accepted or rejected. necessary), missing structures or

Other aerial images (such as from Bing Maps) may be accepted, as long as they are more accurate or higher resolution than the Google equivalent.
