OVERVIEW
The purpose of the London 2012 Paralympic Games Qualification Guide is to provide National Paralympic Committees (NPCs) with a comprehensive document that outlines the qualification systems to be met for athletes and teams seeking to compete in the London 2012 Paralympic Games. STRUCTURE OF SPORT-SPECIFIC QUALIFICATION CRITERIA
As in past editions of the Paralympic Games, the sport-specific qualification criteria contained in the Guide has been structured in a standardized format to enable readers to quickly locate or cross reference information between sports. Furthermore, the IPC has developed a categorical list of accepted qualification methods that • reflect a threshold that will achieve the
highest athlete performances within the context of the sport
• uphold the fundamental ethical principles of non-discrimination and

GENERAL IPC REGULATIONS ON ELIGIBILITY
LONDON 2012 PARALYMPIC GAMES OVERVIEW
The General IPC Regulations on Eligibility establish the general conditions as outlined in the IPC Handbook that must be adhered to as a pre-requisite to competing in the Paralympic Games. These regulations ensure that the fundamental rights and obligations of the IPC and its Membership are recognised and protected, whilst upholding the global ethical and moral principles adopted by the Paralympic Movement. The General IPC Regulations on Eligibility include the following areas: • IPC Membership • Compliance with IPC Athletes Nationality
Code • Minimum Age Requirement • Understanding and Agreeing to the IPC
Eligibility Code • Compliance with Classification Rules • NPC Selection Standards
IPC MEMBERSHIP
Only NPCs in good standing with the IPC may enter duly qualified and eligible athletes in the London 2012 Paralympic Games. NPCs are reminded that athletes in sports governed by International Organizations Sport for the Disabled (IOSDs) or International Federations (IFs), including the IPC, must ensure that their membership with the relevant organization(s) is in good standing during the qualification period and upon close of entry to the Paralympic Games.
COMPLIANCE WITH IPC ATHLETES NATIONALITY CODE
Any athlete in the Paralympic Games must be a national of the country/territory of the NPC entering him/her and in compliance with the provisions of the IPC Athletes Nationality Code.

MINIMUM AGE REQUIREMENT
No minimum age limit for athletes competing in the Paralympic Games is stipulated by the IPC on a general basis. However, NPCs should note that an age limit may be established by relevant IPSFs through sport-specific athlete eligibility criteria. While the Paralympic Games welcomes the world’s youth with a disability, NPCs are asked to use discretion and send to the Paralympic Games only athletes adequately prepared for elite level international competition.
UNDERSTANDING AND AGREEING TO THE IPC ELIGIBILITY CODE
To be eligible for participation in the Paralympic Games all athletes must sign, observe, comply and abide by the rules and regulations outlined on the IPC Eligibility Code form. The IPC Eligibility Code form is part of the NPC registration process.
NPC SELECTION STANDARDS
The IPC recognises and respects the right of NPCs to establish national selection standards for determining an athlete or team’s selection to compete in the Paralympic Games. However, such standards must be in compliance with article 2.2.6 of “the Rights and Obligations of IPC Members” Bylaw and respect the IPC terms of dates of confirmation and other administrative deadlines.
COMPLIANCE WITH CLASSIFICATION RULES
Only qualified athletes that meet the sport-specific classification rules and have the sport classification status outlined on the sport-specific athlete eligibility criteria will be eligible for entry in the London 2012 Paralympic Games. It is the responsibility of each NPC to ensure that its athletes are appropriately classified in the respective sport prior to entry.

ALLOCATION OF QUALIFICATION
The qualification slot is allocated to the NPC not to the individual athlete or team. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not to the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC
An NPC can be allocated a maximum of three (3) qualification slots per sport class for a maximum quota allocation of twelve (12) qualification slots per gender per NPC. The maximum qualification slots to be allocated per sport class is as follows: • twelve (12) qualification slots for the men’s

* FITA reserves the right to re-allocate the number of slots after the World Championships between standing and W1/W2 based on the number of athletes in the 4 teams and the Host Nation that have qualified and their class to guarantee that the Regional Slots are available to the athletes that have qualified at the Regional Qualifiers.
ATHLETE ELIGIBILITY
To be eligible for selection by an NPC, athletes must: • Have achieved one (1) of the following
Minimum Qualification Standards (MQS) for their respective sport class between 1 January 2010 and 31 January 2012; and
• Be internationally classified with either a ‘Review’ or ‘Confirmed’ sport class status.

The top ranked male in each individual event from the following 2011 Para-Archery Regional Championships qualifies: • Americas • Asia • Europe The top ranked female in each individual event from the following 2011 Para-Archery Regional Championships qualifies: • Americas • Asia • Europe In the case that a 2010/2011 FITA Para-Archery Regional Championships is not conducted or an event is not held at the Championships, the qualification slots attributed to the respective competition or specific event will be reallocated through the FITA Archery Qualification Tournament Allocation Method.

BIPARTITE COMMISSION INVITATION ALLOCATION
In cases slots are still available after the final qualification tournament taking into consideration the team compositions, four (4) eligible male and three (3) eligible female athletes will be considered by the IPC and FITA for Bipartite Commission Invitation qualification slots. To be considered for a Bipartite Commission Invitation, FITA must receive an official application in writing from the relevant NPC.

NPCs that have not replied by this date will have lost their qualification slots, and FITA Para-Archery may reallocate these slots. By 9 April 2012, FITA Para-Archery will confirm in writing the reallocation of all unused qualification slots. By 9 April 2012, it is officially declared that the respective NPC’s will use the allocated quota granted for the London 2012 Paralympic Games. Any NPC that does not use some or all of the qualification slots allocated may be subject to sanctions by the IPC and FITA. REALLOCATION OF UNUSED QUALIFICATION SLOTS Slots allocated to Host Country Any qualification slots that are not used by an NPC will be reallocated through the Bipartite Commission Invitation allocation method. Slots allocated at the 2011 FITA Para-Archery World Championships Any qualification slots earned in either the team or individual qualification methods at the 2011 FITA Para-Archery World Championships and not used by the respective NPC will be reallocated to the NPC of the next highest ranked unqualified athlete(s) from this competition.

Slots allocated from 2010/2011 FITA Para-Archery Regional Championships Any qualification slots earned in either the team or individual qualification methods at the 2010/2011 FITA Para-Archery Regional Championships and not used by the respective NPC will be reallocated to the NPC of the next highest ranked unqualified athlete(s) from the respective competition. Slots allocated from 2011 FITA Para-Archery Qualification Tournament Any qualification slots earned in either the team or individual qualification methods at the 2010/2011 FITA Para-Archery Qualification Tournament and not used by the respective NPC will be reallocated to the NPC of the next highest ranked unqualified athlete(s) from this competition.

ALLOCATION OF QUALIFICATION SLOTS
The qualification slot is allocated to the NPC, not to the individual athlete. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not to the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC
An NPC may be allocated a maximum of eighty (80) qualification slots in total (male and female). In the case that an NPC is unable to use any of the allocated qualification slots in a given gender, the unused slots can not be transferred to the other gender. They will be reallocated through the Bipartite Commission Invitation allocation method to the other NPCs on the corresponding gender. IPC Athletics may allocate one (1) qualification slot per NPC per qualified relay team solely for the use of relay specialist athletes. Exceptions may be granted through the Bipartite Invitation Commission allocation method.
ATHLETE ELIGIBILITY To be eligible for entry, an athlete must: • Hold an active IPC Athletics Athletes License
for the 2012 season; • Have achieved a Minimum Qualification
Standard (AQS/BQS) at an IPC Athletics Recognized Competition (IPC Competition, IPC Sanctioned Competition, IPC Athletics Approved Competition) for their respective event between 1 December 2010 and 24 June 2012;
• Have achieved this Minimum Qualification Standard (AQS/BQS) in accordance with the
London 2012 Paralympic Games Qualification Guide Page 2 of 13 Athletics January 2010
IPC Athlete Licensing Programme Policies valid for the 2010-2012 seasons; and
• Be internationally classified with a ‘Review’ or ‘Confirmed’ sport class status before 25 June 2012.
At the discretion of IPC Athletics and subject to having achieved an AQS or BQS a relay specialist athlete may be allowed to compete in individual events.
MAXIMUM ENTRY PER NPC
NPCs can enter a maximum of three (3) eligible athletes per medal event (single class) only if all have met the AQS. NPCs can enter a maximum of one (1) eligible athlete per medal event (single class) who has met the BQS NPCs can enter a maximum of five (5) eligible athletes in medal events where two (2) or more sport classes are clustered (e.g., Shot Put F54/55/56). However, per each sport class, a maximum of three (3) eligible athletes can be entered if all have met the AQS or a maximum of one (1) eligible athlete who has met the BQS. NPCs can enter a maximum of one (1) team in each relay event comprising up to six (6) eligible athletes. NPCs may enter a maximum of six (6) eligible athletes in each marathon event. A maximum of three (3) athletes per NPC may enter each marathon event as their only event. NPCs may enter an eligible athlete in an unlimited number of events as long as the athlete has met the AQS or BQS in the event for which the athlete is to be entered.

The first and second placed athletes in any of the individual medal events on the London 2012 Paralympic Games Programme qualify the NPC for one (1) qualification slot per placing. In the case that an athlete is placed first or second in an individual medal event included on the London 2012 Paralympic Games Programme more than once, they can only qualify one (1) qualification slot for the respective NPC. The remaining qualification slots will be redistributed through the AQS Direct Allocation method. In the case that there are less athletes meeting the above criteria than available qualification slots, IPC Athletics will redistribute the qualification slots through the AQS Direct Allocation Method.

AQS DIRECT ALLOCATION
One (1) qualification slot may be allocated to each NPC for each eligible athlete who has achieved an AQS subject to the total number of qualification slots available under this method and the total number of the athletes with AQS in each gender. An NPC can only be allocated one qualification slot per athlete regardless of whether the athlete has achieved an AQS in multiple events. The total number of qualification slots a NPC previously received will be deducted from the total number of the athletes with AQS of the NPC before allocating the qualification slots in each phase. In the case that there is a negative figure after the deduction in phase 2, the result will be carried over to

The AQS Direct Allocation will be conducted in two phases : Phase 1 Sixty percent (60%) of the available qualification slots under AQS Direct Allocation method will be allocated based on results captured from IPC Recognised Competitions between 1 December 2010 – 31 December 2011, in the respective individual medal events included on the London 2012 Paralympic Games programme. In the case that there are less athletes meeting the AQS during phase 1 than available qualification slots, IPC Athletics will distribute the remaining AQS Direct qualification slots through phase 2. Phase 2 The remaining percentage of available qualification slots under AQS Direct Allocation method will be allocated based on results captured from IPC Recognised Competitions between 1 January 2012 – 20 May 2012, in the respective individual medal events included on the London 2012 Paralympic Games programme. An AQS result will only be recognised for licensed athletes with an international sport class status Review (R) or Confirmed (C) during the qualification period at an IPC Recognised Competition for qualification slots allocation.

AQS IPC Athletics reserves the right to make minor adjustments to the factor in order to achieve the required allocation of qualification slots per gender. The allocation figure will, in most instances, be rounded up to the next whole number. However, at IPC Athletics discretion, allocation figures with 0.49 and below will be rounded down. In the case that there are less athletes meeting the AQS during phase 2 than available in the quota, IPC Athletics will distribute the qualification slots through the BQS Allocation method.

BQS performance will be used to determine the NPC’s final allocation through this method. An NPC can only be allocated one qualification slot per athlete regardless of whether the athlete has achieved a BQS in multiple events. The BQS Allocation will be conducted as follows: The available qualification slots under BQS Allocation Method in each gender will be allocated based on results captured from IPC Recognised Competitions between 1 December 2010 – 20 May 2012, in the respective individual medal events included on the London 2012 Paralympic Games programme. A BQS result will only be recognised for licensed athletes with an international sport class status Review (R) or Confirmed (C) during the qualification period at an IPC Recognised competition for qualification slots allocation. If more athletes have achieved the BQS than the total number of qualification slots available then the qualification slots will be allocated amongst NPCs as follows:

DATES / PROCESS OF CONFIRMATION OF QUALIFICATION SLOTS By the dates published herein, relevant NPCs must confirm in writing (fax and e-mails are accepted) to IPC Athletics use of the qualification slots allocated through the 2011 IPC Athletics World Championships, AQS Direct and BQS, methods. NPCs that have not replied by the respective dates may have lost their qualification slots, and IPC Athletics may reallocate these slots. ALLOCATION OF QUALIFICATION
The team or pairs qualification slot is allocated to the NPC, not to the individual athlete or team. In the case of individual qualification the qualification slot is allocated to the individual athlete not to the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC
An NPC qualifying a team and/or pairs may be allocated no more than three (3) qualification slots (ie, a BC1/BC2 Team, a BC3 Pair and a BC4 Pair). NPCs qualfying a BC1/BC2 Team must officially declare in writing to CPISRA the team composition (ie, number of BC1 versus BC2 athletes) no later than 31 December 2011. The declaration will be used to establish the final tournament formats for the Mixed Individual – BC1 and BC2 events. NPCs qualifying an individual athlete solely for the individual tournament may be allocated a maximum of two (2) individual qualification slots per sport class.

ATHLETE ELIGIBILITY To be eligible for selection by an NPC, an athlete must: • Be on the CPISRA Boccia Individual World

Following the CPISRA Boccia Team and Pairs Paralympic Qualification Ranking Lists Allocation, CPISRA may allocate qualification slots to the top ranked individual athletes on the CPISRA Boccia World Ranking Lists closing 31 December 2011 from NPCs not qualified for a team or pair tournaments, solely for the purpose of competing in an individual event. ALLOCATION OF QUALIFICATION
The qualification slot is allocated to the NPC, not to the individual athlete. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not to the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC
An NPC can be allocated no more than fourteen (14) male athletes and seven (7) female athletes qualification slots for a maximum quota allocation of twenty-one (21) qualification slots per NPC, Tandem being counted as one (1) athlete. Exceptions may be granted through the Bipartite Commission Invitation allocation method.
ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must:
• Hold an International Cycling Union licence issued by their respective National Cycling Federation;
• Be at least eighteen (18) years old or reach this age by 31 December 2012;
• Must have competed in at least one international UCI Para-Cycling competition between 1 January 2010 and 15 June 2012; and
• Be internationally classified with either a ‘Review’ or ‘Confirmed’ sport class status.
MAXIMUM ENTRY PER NPC
An NPC can enter a maximum of three (3) eligible athletes per individual event. An NPC can enter a maximum of one (1) team per team event. An NPC can enter a maximum of three (3) eligible athletes in each road race event within an individual sport class. An NPC can enter a maximum of five (5) eligible athletes in each road race event with combined sport classes and may not enter more than three (3) athletes for each specific individual sport class.

The top forty (40) NPCs with points on the UCI Men Nations Ranking Lists as of 31 December 2010 shall be automatically granted one (1) male qualification slot. The top twenty-five (25) NPCs with points on the UCI Women Nations Ranking as of 31 December 2010 shall be automatically granted one (1) female qualification slot. Any qualification slots remaining will be allocated through the UCI Para-Cycling Games Road and Track "Combined" Nations Ranking Allocation method.

UCI PARA-CYCLING GAMES ROAD AND TRACK "COMBINED" NATIONS RANKING ALLOCATION AS OF 13 FEBRUARY 2012 (See Appendix 1 for the list of events included in this ranking)
The factor used to calculate the number of qualification slots through the UCI Para-Cycling Combined Men Nations Ranking will be determined by adding the rankings points from all nations, and then dividing it by 105. Each Nations Ranking points will then be divided by this factor to calculate the number of qualification slots for each NPC, up to a maximum of thirteen (13). This process will be used to determine the number of male qualification slots for each NPC, up to a maximum of fourteen (14), including slots allocated through other methods. The factor used to calculate the number of qualification slots through the UCI Para-Cycling Combined Women Nations Ranking will be determined by adding the rankings points from all nations, and then dividing it by 40. Each Nations Ranking points will then be divided by this factor to calculate the number of qualification slots for each NPC, up to a maximum of six (6). This process will be used to determine the number of female qualification slots for each NPC, up to a maximum of seven (7), including slots allocated through other methods.

UCI Para-Cycling reserves the right to make minor adjustments to the factor in order to achieve the required allocation of hundred and five (105) male and forty (40) female qualification slots. The allocation figure will, in most instances, be rounded up to the next whole number. However, at UCI Para-Cycling’s discretion, allocation figures with 0.4 or below will be rounded down. Furthermore, UCI Para-Cycling will apply a “ring fenced system” to some, or all, of each NPC’s qualification slots in order to protect the viability of each event. The NPC will be required to confirm entry of a qualified athlete in the specified individual class in order to retain the respective qualification slot.

BIPARTITE COMMISSION INVITATION ALLOCATION
Ten (10) eligible male athletes and five (5) eligible female athletes will be considered by the IPC and UCI for Bipartite Commission Invitation qualification slots. To be considered for a Bipartite Commission Invitation, UCI must receive a maximum of two (2) request for men and two (2) request for women in an official application in writing from the relevant NPC. The athlete needs to be internationally classified with a “Review” or ‘Confirmed’ sport class status. Bipartite allocation will be mainly but not solely based on the following: - ensure viability of all divisions - ensure that potential medallists take part to the Games - ensure a minimum number of countries per region participating at the Games: Asia (6), Oceania (2), America (9), Africa (4) and Europe (20).

ALLOCATION OF QUALIFICATION
The qualification is allocated to the NPC not to the individual athlete or team. In the case of the FEI Para Equestrian Individual Ranking Allocation method (Grade Ia and Grade Ib distribution), the qualification is allocated to the NPC, not to the individual athlete but is to be used specifically for an athlete in the Grade Ia or Grade Ib. In the case of a Bipartite Commission invitation, the qualification slot is allocated to the individual athlete, not the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC
An NPC can be allocated a maximum quota allocation of five (5) qualification slots.
ATHLETE ELIGIBILITY
To be eligible for selection by an NPC, athletes must: • Have achieved at least a 60% score at a
FEI Para Equestrian 3* or above event in an individual or team competition between 1 January 2010 and 30 January 2012;
• Be internationally classified with either a ‘Review” or ‘Confirmed’ sport grade status.

MAXIMUM ENTRY PER NPC
An NPC can enter a maximum of three (3) eligible athletes per sport grade. An NPC can enter a maximum of one (1) qualified team in the team competition. A team is comprised of a minimum of three (3) or a maximum of four (4) eligible athletes. The NPCs who have qualified five (5) qualification slots, will have four (4) athletes in the team and one (1) individual athlete, of which at least one (1) athlete in the team should be an eligible athlete in either Grade Ia, Grade Ib or Grade 2. An NPC can have a maximum of five (5) slots.

In the case that only one team from Asia has qualified through the method described above; the top ranked NPC at the 2011 IBSA Football 5-a-side Asian Championships qualifies. If the top ranked NPC has already qualified through the Guangzhou 2010 Asian Para Games, the 2nd ranked NPC at the 2011 IBSA Football 5-a-side Asian Championships qualifies. ALLOCATION OF QUALIFICATION
The qualification slot is allocated to the individual athlete not to the NPC. By 29 February 2012, all NPCs with athletes ranked in more than one event must declare in writing to IPC Powerlifting the event the athlete wishes to be considered for a qualification slot. In the case, that an NPC does not make this declaration, IPC Powerlifting will only consider the event the athlete is ranked highest.

In the case that the Host Country has not qualified in any event, FISA will allocate qualification slot(s) (boats) in the event(s) that the Host Country is ranked the highest while ensuring representation of both male and female athletes. FISA will minimally allocate one (1) qualification slot to the Host Country based on its discretion. Any qualification slots remaining will be allocated by the Bipartite Commission allocation process (described below). In the case that the host country has qualified in an event through the Top Ranking Distribution procedure, then any remaining places will be allocated by the Bipartite Commission allocation process (described below).

A total of seventy six (76) slots are allocated in World Championships, Regional Championships and World Cups competitions. An athlete must obtain a minimum of 2 MQS results in order to be included in the final qualification list.
Once an athlete has obtained qualification (=2 MQS) for an event, only 1 MQS is necessary for an additional event.

An NPC may be allocated a maximum of thirty-five (35) male athletes and twenty-five (25) female athletes qualification slots for a maximum quota allocation of sixty (60) qualification slots per NPC. In the case that an NPC is unable to use any of the allocated qualification slots in a given gender, the unused slots cannot be transferred to the other gender, but will be reallocated through the Bipartite Commission Invitation allocation method to the corresponding gender. Exceptions may be granted through the Bipartite Invitation Commission allocation method.

• Be internationally classified with a ‘Review’ or ‘Confirmed’ sport class status before 25 June 2012.
MAXIMUM ENTRY PER NPC
NPCs can enter a maximum of three (3) eligible athletes per medal event only if all have met the MQS. NPCs can enter a maximum of one (1) team in each relay event as long as the MQS for relay is met. NPCs may enter an athlete in an unlimited number of events as long as the athlete has met the MQS in all those events for which the athlete is to be entered.

or second in an individual medal event included on the London 2012 Paralympic Games Programme more than once, they can only obtain one (1) qualification slot for their respective NPC. In the case that there are less athletes meeting the above criteria than available in the quota, IPC Swimming will redistribute the qualification slots through the MQS Allocation Method.
MQS ALLOCATION For those NPCs whose athletes achieved an MQS performance, the MQS allocation method will be used to determine the NPC’s qualification slots, taking into consideration the number of slots already allocated to the NPC through the 2010 IPC Swimming World Championships allocation method. The MQS Allocation method will be conducted in two phases: Phase 1 Sixty percent (60%) of the available male, female qualification slots under MQS Allocation will be allocated based on results captured from IPC Recognised Competitions between 15 August 2010 – 31 December 2011, in the respective individual medal events included on the London 2012 Paralympic Games programme. In the case that there are less athletes meeting the MQS during the phase 1 than available in the quota, IPC Swimming will distribute the remaining MQS Allocation qualification slots through phase 2.

ALLOCATION OF QUALIFICATION
The qualification slot is allocated to the individual athlete, not to the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC
An NPC may be allocated a maximum of three (3) qualification slots per individual event. An NPC may be allocated a slot to compete in • a maximum of five (5) qualification slots per
men’s team events with one (1) team per event and/or
• a maximum of three (3) qualification slots per women’s team events with one (1) team per event.
Each men’s team event will comprise a minimum of six (6) and a maximum of sixteen (16) teams of at least two (2) qualified male athletes selected at the discretion of ITTF.

Each women’s team event will comprise a minimum of six (6) and a maximum of sixteen (16) teams of at least two (2) qualified female athletes selected at the discretion of ITTF. ITTF will confirm in writing to the NPCs the final competition formats for team events (i.e., tournament sizes) no later than 23 April 2012.
ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must: • Be ranked on the ITTF Para Table Tennis
World Ranking List closing 31 December 2011;
• Meet the requirements of the Tournament Credit System;
• Must have competed in at least one international ITTF PTT competition between 1 January 2011 and 31 December 2011; and
• Be internationally classified with a ‘Confirmed’ sport class status
MAXIMUM ENTRY PER NPC
An NPC can enter a maximum of three (3) eligible athletes per individual event. An NPC can enter a maximum of one (1) eligible team per team event, comprising a minimum of two (2) and a maximum of four (4) eligible athletes entered in individual events.

In such cases, the top ranked player in the respective individual event will be allocated the 2011 ITTF PTT Regional Championships qualification slot for his/her respective sport class. For those athletes competing in the same individual event under a different sport class, the qualification slot will be reallocated through the ITTF PTT Male and Female World Ranking Lists Allocation Method. In the case that the 2011 ITTF PTT Regional Championships are not conducted or an event is not held at the 2011 ITTF PTT Regional Championships, the qualification slots attributed to the respective competition or specific event will be reallocated through the ITTF PTT Male and Female World Ranking Lists Allocation Method.

For NPCs qualifying four (4) or less athletes in the men’s and women’s events, qualification is allocated to the individual athlete(s), not the NPC. IPC UNIVERSALITY WILD CARDS
LONDON 2012 PARALYMPIC GAMES OVERVIEW
In each summer edition of the Paralympic Games, the IPC has instituted a qualification slot allocation method to uphold the Paralympic Programme Guiding Principles associated with Universality. This slot allocation method is called the IPC Universality Wild Card (UWC) system and is achieved on a per invitation basis to eligible National Paralympic Committees within eligible sports. The eligible sports include: • Athletics • Powerlifting • Swimming For the London 2012 Paralympic Games, the IPC has devised specialised policies to achieve universality targets on both games-wide and sport-specific basis looking to ensure full usage of the 4,200 athletes target quota and increase global participation. The primary policy to this end includes the General UWC Allocation Policy.
GENERAL UWC ALLOCATION POLICY
Criteria for Consideration NPCs with no Qualification Slots allocated are eligible for UWC consideration and may be granted a maximum of one (1) male UWC slot and/or one (1) female UWC slot(s).
APPLICATION PROCESS The IPC will release the UWC application form to eligible NPCs in the beginning of 2012.

LONDON 2012 PARALYMPIC GAMES OVERVIEW
The Paralympic Games represents an international, multi-sport competition for athletes with a disability that reflects the highest standards of athletic excellence and diversity. The goal of the Paralympic Programme is to provide exciting and inspiring events in the Paralympic Games that allow athletes to achieve competitive excellence while engaging and entertaining spectators. To ensure this for the London 2012 Paralympic Games, the IPC conducted its quadrennial review process that determined the inclusion and positioning of sports, disciplines and medal events within the Paralympic Games based on established chore characteristics and guiding principles.
PARALYMPIC PROGRAMME CORE CHARACTERISTICS AND GUIDING PRINCIPLES
The Core Characteristics and Guiding Principles of the Paralympic Programme are as follows:
QUALITY: The essential principles with respect to grade of excellence; accomplishment and/or attainment. Elite – Representing the highest athlete performances in the context of the specific sport.
Exciting – Providing a vibrant and energising atmosphere that is entertaining in the context of each sport, yet creates a collective motivational atmosphere that is attractive to spectators and media.
Inspirational – Creating a distinct opportunity for personal experience/reflection that acts as a catalyst for change through showcasing the extraordinary perseverance of the human spirit through athleticism.

Fair Play – Driving collective values of the IPC ensuring that the spirit of fair play prevails, that the health risks of athletes are managed, that fundamental ethical principles are upheld, that prejudice and discrimination are not tolerated and that all forms of cheating are discouraged and dealt with sternly.
QUANTITY - The principles that establish parameters and/or conditions necessary for success. Viable – Ensuring operational and programmatic capability in the context of the IPC's obligations to its relationship with the IOC and considering the impact on the POC/OCOG (eg, financially, cost effective, manageable, number of training and competition venues, safety, risk management). Sustainable/Dynamic – Ensuring a healthy and stable programme (components of the sport) that allows forecasting (foresight) and ongoing evaluation. – “Stable enough to be sustainable, and dynamic enough to meet the needs of the present and the future.” UNIVERSALITY - The collective principles or conditions that ensure and reflect a diverse movement. Equitable – ensuring that gender representation and the type and extent of disabilities represented at the Games are taken as a fundamental factor in establishing the Games framework. Global – Establishing a framework that strives to ensure regional representation and the global nature of the Games. LONDON 2012 PARALYMPIC GAMES ATHLETE ELIGIBILITY The list of sport-specific athlete eligibility
requirements necessary to be met for an athlete to be considered for qualification and/or entry.
ALLOCATION OF QUALIFICATION
The allocation of qualification slots is attributed to either an individual athlete by name or the respective NPC who must select from their available eligible athletes depending on the sport.
ATHLETE QUOTA The total number of athlete and team qualification slots by sport, by gender and/or by sport class (if applicable).
EVENTS The list of medal events by sport that will be offered during the London 2012 Paralympic Games.
DATES/PROCESS OF CONFIRMATION OF QUALIFICATION SLOTS
The dates and process by sport for NPCs to confirm use of qualification slots allocated through the qualification system.
INTERNATIONAL PARALYMPIC SPORT FEDERATION
