7.5. Mr. Chris Brereton (Manager Community Services City of Stirling)
Have established links with WA Police for Christmas and summer period
‘Summer Sets’ event organisers are required to submit emergency management plans
for these events.
There is a need to have first aid posts at events more clearly signposted, this
requirement will be included in EM plans for future events.
7.6. Mr. Craig Castle (Community Safety Operations Supervisor City of Stirling)
Fire break inspections within the City are progressing and should be completed by 1
December 2015. From that date consideration will be given to issuing infringements to
landholders for non-compliance.
Community Safety are working closely with WA Police in the Scarborough area. This
will continue to March 2016.
7.7. Councillor Mark Irwin (City of Stirling)
Spoke regarding the capacity and expertise of the Surf Life Saving (SLS) fraternity
within the City of Stirling and suggested that the SLS volunteers could be used during
emergencies.
Discussion to take place between Community Services and Coordinator Emergency
Management as to how the City would arrange for these SLS volunteers to be part of
the City’s emergency event volunteers.

EM Districts in Metropolitan Region
Minister has signed off on the new DEMC model with 4 rather than 6 EM Districts
covering the metropolitan region, including Mandurah area. More details are in
CEMO’s written report at Attachment 11.3.
Exercises
At the DEMC meeting on 27 October 2015 it was proposed that Stirling, Joondalup
and Wanneroo hold a joint LEMC exercise. Stirling already has an exercise which is
almost ready to go. Meeting between EM Coordinators at the three cities will be held
shortly to further develop the exercise.
8. General Business
8.1. Mini Expo(s) within the City of Stirling regarding Community Safety and actions before and
during emergencies.
Committee directed the Executive officer to investigate and implement a mini expo within
the City, preferably at more than one location. The Expo may be staged to coincide with
Community Fairs. The Expos should have all or a selection of:
Speakers on preparation, planning and recovery phases of emergencies;
Speakers who have ‘lived-through’ emergencies
Static HMA and City displays;
Kiosk styles PowerPoint displays; and
Person-person contact with community.
8.2. General questions during general business discussions by LEMC members to be followed
up by the LEMC Executive Officer:
8.2.1. Emergency Alert – query whether mobile telephones are contacted while in an
emergency zone as well as the place they are registered to.

There are two ways the Emergency Alert system works for mobile telephones within
a geographical area affected by an emergency:
a text message is sent based on the registered service address of the mobile
telephone
a text message is sent based on the last known location of the handset at
the time of the emergency. This includes visitors and people travelling in the
area.
Based on how mobile telephone coverage works, you may receive a text message if
you are outside the area of risk but you are nearby that area. It is important that you
read the message carefully and understand what action you may need to take. See

8.2.2. Green power connection domes at front of houses – query whether they are
fireproof?

The green coloured power connection domes are plastic which will melt when
subjected to strong heat. Western Power asks home owners to keep the area
around the domes clear of anything that may inhibit access to the dome. See the

8.2.3. How does the City get emergency messages to the community?

At present the City uses HMA documents, booklets and leaflets etc. which are
distributed through the libraries, Cedric Street administration centre and the Depot
in Balcatta. Use is also made when appropriate through the City’s Scope publication
to all residents and annual rates notices for fire management information.
When an emergency occurs the City has a communications officer who is then
dedicated to communications with the community concerning the emergency
through the City website, Facebook and other social media formats.
8.2.4. Education Department – seek information whether school children at State Schools
are provided with education about community emergencies in any way.
A response to this will be advised when information is received from the Education
Department.

11.1. Correspondence
Hi Bob, Thanks for your email. In response to your query, we acquired ample copies of the following brochures from DFES:
Bushfire Ready
Am I at Risk form Bushfire These have been given to all local residents who have attended our planting days and hand weeding days at Trigg Bushland, Star Swamp Bushland and Lake Gwelup Reserve during the winter period just gone. There were a series of these days around each reserve to which there was a positive turnout of local residents in response to our letter drops prior to each event. We will be getting a further supply of these brochures in readiness for distribution specifically to homes backing on to bush areas at the three reserves mentioned above. These brochures contain all that is necessary for residents to know and be bushfire ready. Please contact me if further queries. Regards, Daniel

Daniel Rajah Senior Environmental/Conservation Officer, Parks and Reserves Some time ago I attended several meeting with you and your manager as a follow-up of the Triggs bushfires. During that set of discussions several actions were identified including for the City to take actions at the beginning of the fire season annually, to warn residents who live in close proximity to the bush areas of the dangers they face from bushfires, and what they could do to protect themselves and their property. I know there was also discussion about people being irresponsible (Bali huts and wooden fences up against bushland) and others demanding the City cut the bush back from their property as a form of mitigation. The Local Emergency Management Committee (LEMC) became involved in these considerations and made a number of further suggestions to the City via emails sent to you by myself. Extract from LEMC February 2013 –
January 2013 Trigg bushfire - Verbal report from Mr. Daniel Rajah, Senior Conservation Officer with the City of Stirling regarding the fire at Trigg during January 2013. Several minor issues were raised, all of which are being addressed by the City – (i) In particular there is a need for residents to understand and take action on protecting their premises from fire. Assistance should be obtained from City Marketing and Media to ensure that

residents / community ‘get the message.’ The Committee noted that this should be raised by the Executive Officer to the DEMC.
(ii) This is also an issue for City planners where buildings that are made of wood and/or have thatched roofs and wooden fencing are permitted next to natural bush areas.
(iii) Gates need to be provided at the end of cul-de-sacs to allow responders access to potential fire areas.
(iv) Concerns were raised about using salt water (from the ocean) to fight the fire as it may have a detrimental effect on the bush area / vegetation. Mr. Rajah stated that as a conservation officer he had no concerns on using salt water on that particular area as it was already affected by salt from the ocean being coastal sand dunes.
(v) There is a need for Local Government officers working within the City to be supplied with identification cards to allow access to emergency areas and attend at Incident Management Centres or Incident Support Groups which have roads blocked off to all but emergency services.
(vi) There is a need for Local Government officers working within the City to be supplied with AIIMS tabards to allow workers at Incident Management Centres or Incident Support Groups to easily recognise and identify Local Government liaison officers. Executive officer to write to the City seeking confirmation that action has been taken regarding these matters.
Mr. Peter Jones, DFES District Manager for the area addressed the committee concerning the fire at Trigg and supported the comments made by Mr. Rajah. He also commented on the matter of the use of air assets to combat the fire however was unable to directly address the issues raised in item 8.1 of general business below.
Are you able to advise the actions to remind resident near bushland of their responsibilities annually implemented by the City. Regards

2015 Emergency Preparedness Report
This year all 8 HMAs, 21 EMAs and 133 local governments provided responses. The local government
response was the highest recorded since the first report.
The Report was presented to the Minister on 30 October 2015 for subsequent tabling.
WESTPLANS
Westplan – Marine Oil Pollution was submitted to the SEMC meeting on 6 October and required for
information and will be dealt with out of session.
All Hazards Evacuation Flagging Project
The All Hazards Evacuation Flagging Guide has now been finalised. Community education material is near
completion. Local governments will implement by choice.
Scoping a path for a new Fire Danger Rating System
The science behind the current system remains largely unchanged since its development in the 1960’s. It is
limited in the number of factors it can consider to determine fire danger.
The system does not, for example, consider new weather inputs developed by the Bureau of Meteorology
or potential impacts of a fire. This inhibits the preparedness and response capabilities of emergency
services, especially in complex and time-critical operations.
Since 2010, a national Fire Danger Ratings Working Group has coordinated an extensive program of work to
support the development of a new national fire Danger Rating System.
There is no proposal to change the colours, the dial nor the output but rather how to get there.
The project is sponsored by the Capability Development Sub-Committee of the Australia new Zealand
Emergency Management Committee (ANZMEC) and governed by a National Project Board comprising the
Commonwealth and all states and territories.
Policy and Governance Review Project
The Policy and Governance Review project is progressing well and is currently consolidating the 15
individual policies, 35 Procedures and 27 Hazard Plans to create the single overarching State Emergency

Management Policy, Procedure and Plan. The draft documents have been distributed for the required
three-month to local governments and are due back 15 January 2015.
Amendment to the Emergency Management Districts
On 25 August 2015, the Minister endorsed a proposal to amend the Emergency Management Districts
Order 2006 and gazetted this Order on the 13 October 2016 in accordance with Section 28 of the
Emergency Management Act 2005.
This amendment has altered the seven metropolitan emergency management (EM) districts to four
metropolitan districts and amended the district of Great Southern to include the Shire of Boddington. All
Perth Airport land is deemed to be within the East Metropolitan district for the purposes of EM. The
Emergency Management Districts
Amendment Order 2015 represents the culmination of a comprehensive review of the metropolitan EM
districts outlined in SEMC’s report Review of Emergency Management Districts-Perth and Surrounds.
Bushfires Review
SEMC Secretariat is undertaking a thematic review of the major bushfires experienced in the Shires of
Manjimup (O’Sullivan) and Boddington (Lower Hotham) utilising a methodology to identify opportunities
for continuous improvement.
The report examines the following themes:
Operational vertical communications. The incident management policy and doctrine provides for a
command, control and coordination structures to be established suited to the size and scale of an
incident. The incidents subject to this review invoked all of the available arrangements and
structures, across multiple agencies. This theme seeks to examine the efficacy of operational
communications between the structures during their establishment, maintenance and de-
mobilisation.
Interstate resource deployment. Substantial interstate resources were drawn on during these
incidents. This theme seeks to examine how these deployments were effected and utilised.
Interagency Collaboration. Multiple agencies were involved during the bushfires. Involvement
ranged across all tiers of government including private and not-for-profit sectors. This theme seeks
to examine how well this involvement worked.
There has been a variety of agencies engaged in the review and SEMC are currently finalising agencies
reports and findings.
Resilient Australia Awards – 14 October 2015
Hon. Joe Francis MLA, Minister for Emergency Services, Corrective Services, Small Business and Veterans,
presented trophies to award winners at the 8th Australasian Natural Hazards Management Conference at
the University Club of Western Australia.

SEMC Website Update
The new improved website is near completion. The website will include:
links to local governments websites
District Emergency Management Committee (DEMC) portal Committees will be encouraged to
utilise these pages e.g. minutes agenda etc.
Security is a high priority with SEMC and will require committee members to register for access which will
be granted on a case by case basis
I will continue to update committees as we come closer to the launch of the website.

City of Stirling Executive has approved the following:
1. New Crisis Management structure to allow the City to manage:
a. Internal Critical incidents;
b. Community emergency events and assist HMA’s to deal with these incidents; and
c. The coordination of business continuity plans during emergency events.
2. Introduction of EM training through the WALGA training structure. First level of training will be to
most if not all elected members, staff and relevant volunteers in:
a. Working in EM; and
b. AIIMS Awareness
These are on-line self-paced training packages. All new elected members and employees to undergo the training on induction to the City. Further face to face training to be given to those identified as requiring it after on-line training.
3. Introduction of appropriate aids to staff dealing with emergencies including:
a. Interactive PowerPoint hosted on SharePoint;
b. Phone side flip charts
c. Individual wallet cards
d. Resource folders for security and rangers
e. Information sheets
4. Changes to EM SharePoint site to make it more relevant and accessible to City staff.

Recovery Red Cross continues to support Councils / Shires after bushfire activations including: Shire of Mundaring in relation to the 2014 Parkerville / Stoneville / Mt Helena bushfires. Red Cross:
a. Recently coordinated an art project and exhibition with local high school students b. Guided by the experiences of youth in Mundaring are exploring preparedness needs of young
people. Shire of Manjimup and the Northcliffe bushfires this year:
a. Volunteers attended a community awareness day run by the Shire of Manjimup in November; b. In late November volunteers will join bushfire volunteers to share preparedness messaging and
check on the welfare of residents in the affected community inn a coordinated outreach program. City of Swan
a. Delivered tailored and psychological first aid training to City of Swan staff. Preparedness
a. Pillowcase Project is a school based disaster preparedness education program which has been piloted throughout Australia and in WA Red Cross has presented to more than 700 primary school students in Mundaring. Red Cross recently won the State ‘Community Resilient Australia Award’ for this project at the Australasian Natural Hazards Management Conference held in Perth in October.
b. The new REDIPLAN was launched during Disaster Preparedness week. REDIPLAN has been revised and refreshed and now includes preparedness:

Get packing REDIPLAN will be used as part of the next stage of the City of Bunbury’s U-4-72 project.
Volunteer engagement Red Cross has been conducting psychological first aid (PFA) training for volunteers and stakeholders in Western Australia.
Presentations Teams have been presenting on a number of topics including:
a. The importance of local knowledge at the International Day for Disaster Risk Reduction panel session at the Australasian Natural Hazards Management Conference held in Perth.
b. The significance of place to identity in preparedness and recovery at the City of Fremantle Fest-a-Con.
c. The trends in international disasters and what the movement has learnt from them at the IFAP Fluoro Conference.
d. Preparedness at the City of Wanneroo’s Aged Care Providers Forum.
Esperance fires
Red Cross has been busy with 110 inquiries and 244 registrations.
Two personnel are going to Esperance tomorrow to provide recovery support and to determine next steps.
