This paper summarises the results of the local and mayoral elections held on 6 May 2010. Elections were held in all 32 London boroughs, 36 metropolitan boroughs, 20 unitary authorities, and 76 shire districts. Labour had a net gain of 17 councils, the Conservatives a net loss of seven and the Liberal Democrats a net loss of one. The UK General Election was also held on the same day. Four incumbent mayors were re-elected: Jules Pipe in Hackney, Steve Bullock in Lewisham, Sir Robin Wales in Newham (all Labour) and Liberal Democrat Dorothy Thornhill in Watford.

Summary Elections were held to 4,223 seats in 164 local authorities in England on 6 May 2010, comprising:

• All 1,861 seats on the 32 London borough councils • 823 seats on 36 metropolitan borough councils that elect by thirds • 359 seats on 20 unitary authorities that elect by thirds • 1,052 seats on 69 shire district councils that elect by thirds and 128 seats on 7 shire

district councils that elect by halves No local elections were scheduled in Wales, Scotland or Northern Ireland. The Conservatives won or retained control of 67 councils, a net loss of seven, comprising five gains and twelve losses. They made four gains from no overall control (NOC) and one from the Liberal Democrats. They also lost eight councils to NOC. The Conservatives had a net loss of approximately 143 seats. Labour won or retained control of 39 councils, a net gain of 17. They won control of Ealing, Enfield and Harrow from the Conservatives, and Liverpool from the Liberal Democrats. They won 13 from NOC, including seven London boroughs, three metropolitan councils, two shire districts, and one unitary authority. Labour gained about 384 seats in net terms. The Liberal Democrats won or retained control of 16 councils, a net loss of one. They won Winchester from the Conservatives, and Burnley and Cheltenham from NOC. They lost Richmond-upon-Thames to the Conservatives, Liverpool to Labour and Rochdale and Sheffield to NOC. They lost about 142 seats in net terms. The Green Party won or retained 13 seats. In 2006, when most of the seats contested in 2010 were previously fought, the Greens won 12 seats. The British National Party won two seats, compared to the 32 won in 2006. They lost all the seats they held in Barking and Dagenham council to Labour. Having won 12 seats in the authority in 2006, the BNP had been the second largest party on the council. Reported turnout was 63.1%,1 with the 2010 General Election being held on the same day. Results of the 2010 General Election are presented in Library Research Paper 10/36. Four incumbent mayors were re-elected: Jules Pipe in Hackney, Steve Bullock in Lewisham, Sir Robin Wales in Newham (all Labour) and Liberal Democrat Dorothy Thornhill in Watford.

1 Introduction Members of councils - councillors - are elected for 4 year terms using the first past the post system. There are a variety of electoral cycles (times when elections are held) so not all councillors are elected at the same time. In some authorities (including London boroughs and all county councils) elections are held every four years. Others elect a proportion of members in each year. There are three methods of holding elections to local councils: by whole council; by thirds; and by halves.

• By whole: All councillors are elected once every four years, in whole council elections • By thirds: Councillors are elected for four-year terms by thirds; that is, at each

election, a third of the councillors are elected. Elections are held every year except in years when there are county council elections in the rest of England.

• By halves: Councillors are elected for four-year terms by halves; that is, at each election, half of the councillors are elected. Elections are held every two years.

Elections were held to 4,223 seats in 164 local authorities in England on 6 May 2010, comprising:

This paper provides a summary of results, and is based on data presented in the Local Elections Handbook 2010 published by Professors Rallings and Thrasher of the University of Plymouth; data supplied by the BBC’s Political Research unit; media reports; and local authorities. A compilation of the final results, including shares of the vote, turnout, and votes cast at ward- and authority- level, is provided in the Local Elections Handbook 2010. Comparisons of net gains and losses are based on council composition immediately prior to the elections. Control is attributed on a simple numerical basis – minority administrations and coalitions are not taken into account; they are regarded as the authority being under no overall (single party) control (NOC).

2 The results 2.1 Council control The Conservatives won or retained control of 67 councils, a net loss of seven, comprising five gains and twelve losses. They gained Craven, Gosport, Hart and Redditch from no overall control (NOC). They also gained Richmond-upon-Thames from the Liberal Democrats, which they had lost in 2006. The Conservatives lost eight councils to NOC (Bury, Hyndburn, Lincoln, Mole Valley, North Tyneside, Redbridge, Solihull and Woking), three to Labour (Ealing, Enfield and Harrow), and Winchester to the Liberal Democrats. They lost roughly 143 seats in net terms. Labour won or retained control of 39 councils, a net gain of 17. They gained Ealing, Enfield and Harrow from the Conservatives and Liverpool from the Liberal Democrats. They gained 13 from NOC, including seven London boroughs (Brent, Camden, Hounslow, Islington, Lewisham, Southwark and Waltham Forest), three metropolitan councils (Coventry, Doncaster and St. Helens), two shire district (Hastings and Oxford), and one unitary authority (Hartlepool). Labour gained about 384 seats in net terms. The Liberal Democrats won or retained control of 16 councils, a net loss of one. They won Winchester from the Conservatives and Burnley and Cheltenham from NOC. They lost Richmond-upon-Thames to the Conservatives, Liverpool to Labour and Rochdale and Sheffield to NOC. They lost about 142 seats in net terms.. The Green Party won or retained 13 seats up for election, one more than in 2006. The British National Party won or retained 2 seats; they had won 32 in 2006. They lost all the seats they held on Barking and Dagenham council to Labour. Before the election they had been the second largest party on the council with 12 seats.

2.2 Council seats

Source: Rallings and Thrasher, Local Elections Handbook 2010 The Conservatives won 1,609 seats, representing 38% of the total contested and a net loss of roughly 143 seats. The party won over half the contested seats in shire districts but in metropolitan boroughs they won 19% of the seats contested. The Conservatives do not have any councillors on several metropolitan borough councils, specifically Gateshead, Knowsley, Liverpool, Newcastle-upon-Tyne and Sheffield. Labour won 1,778 seats, 42% of the total contested and a net gain of roughly 384 seats. The party won 63% of the contested seats in metropolitan councils and 47% in London boroughs, compared to 19% of seats in shire districts. Labour has no representation on several shire district councils. The Liberal Democrats won 728 seats, 17% of seats contested and a net loss of roughly 142 seats. The party won 23% of contested shire district seats, 16% in metropolitan boroughs and 13% in London boroughs. The party has no representation in 12 of the 32 London boroughs. Other minor parties and independent candidates won 108 seats, representing 3% of the total contested. The Green Party won 13 seats, the UK Independence Party won 1 seat and the British National Party won 2 seats. The BNP lost all their seats in Barking and Dagenham and have no representation in London boroughs. 3 National equivalent share of vote Since the local elections were held on the same day as the UK general election in 2010, in line with previous practice the vote share for the three main parties in the general election is compared to the national equivalent share of the vote in the local elections in that year. In the general election Conservatives won 37% of the national equivalent vote across Britain compared to 30% for the Labour and 24% for the Liberal Democrats. The Conservatives have 9,400 councillors, 45% of the Great Britain total. This is 3,200 fewer than their highest in 1978. The number of Conservative councillors rose consistently between 1997 and 2008 but fell in 2009 and 2010. The Conservatives control 201 councils, half of all councils in Britain, including all but one of the 27 county councils and two thirds of shire district councils. The Conservatives control two councils in Wales but none of the 32 unitary authorities in Scotland. In England 50% of councillors are Conservatives. Labour has 4,800 councillors, 23% of the Great Britain total and their second lowest number since the reorganisation of local government in 1973. The number of Labour councillors fell each year between 1998 and 2009. Although the number increased slightly in 2010, it remains well below 1996 and 1997 levels when Labour held 48% of council seats. Labour controls 54 councils, 13% of the total number. They control 44% of metropolitan boroughs and just over half (53%) of London boroughs, but just 3% of shire districts in England. There are currently no county councils under Labour control. The Liberal Democrats have 3,900 councillors, 19% of the Great Britain total. The number of Liberal Democrat councillors peaked in 1996 at 5,078 before falling over the period 1997 to 2002; their numbers rose again to 4,743 in 2005 but have since declined. The Liberal Democrats control 25 councils, 6% of the Great Britain total. The party controls 2 councils in London boroughs, compared to 3 London borough councils in 2006. They do not control any county councils or any of the unitary authorities in Scotland or Wales.

5 Mayoral elections Mayoral elections were held in Hackney, Lewisham, Newham and Watford. This was the third time that routine mayoral elections had been held in these authorities. In all four authorities the incumbent mayor sought and won re-election.

• In Hackney, Jules Pipe of the Labour party defeated Adrian Gee-Turner of the Liberal Democrats and was elected for the third time. Mr Pipe received an absolute majority of the first vote.

• In Lewisham, Steve Bullock, also of the Labour Party, defeated the Liberal Democrat candidate. Mr Bullock received 59% of the combined votes. He was elected for the third time.

• Sir Robin Wales of the Labour party was also elected for the third time for the borough of Newham defeating the Conservative Party candidate. He was elected with a first vote absolute majority of 68% of the total vote.

• The only woman mayor Dorothy Thornhill was elected for the third time in Watford. She defeated the Conservative Party candidate after the first and the second vote were combined.
