As part of a consultation, it is offering the public a rare chance to contribute its views on how financial institutions should handle mortgage ar- rears in future.

Storage of rawwater in the DublinRegion is falling buthas not as of yetreached a level thatwould warrant theintroduction of re-strictions on supply.The Region’s largestraw water storagereservoir atPoulaphouca is cur-rently at 120 days asopposed to 200 dayswhen full.

It is therefore ofgreat importancethat everybody playstheir part in conserv-ing supply in order tominimise the possi-bility of having toplace restrictions onsupply. The CityCouncil has pub-lished a series ofpublications on-lineat www.dublincity.ieand www.taptips.ieon using water sensi-bly at home, in thegarden, in the officeand at school.Among the tips are • A garden hose or

sprinkler usesmore water in 1hour than mostfamilies will usein a day for wash-ing themselves,clothes, dishes,fruit and vegeta-bles, drinking, etc

• Lawns do notneed to be wa-tered. Grass cansurvive for longperiods withoutwater and willquickly recover.

• Consider buying awater butt (€40from Dublin CityCouncil) to collectrainwater fromthe house roofand downpipesand use to waterplants

• A ten minute“power shower”will use morewater than a bath.

The Environ-mental ProtectionAgency (EPA) con-firms the good qual-ity of Dublin’s water,with virtually fullcompliance withquality requirementsachieved. DublinCity Council CentralLaboratory is accred-ited to ISO 17025quality standard andconducts over200,000 individualtests on some 30,000water samples eachyear at its purpose

built laboratorybuilding in Marrow-bone Lane, Dublin 8.The Central Labora-tory was the first inthe country to be ac-credited to test forthe Cryptosporidiumand Giardia water-borne parasites thatare found in rawwater.

The City Man-ager congratulatedDenis Morrissey,Chief Scientific Offi-cer and his team aswell as the teamsworking 24 hours aday in each the Re-gion’s four WaterTreatment Works, forthe consistentlygood quality ofDublin’s water.

The average de-mand for drinkingwater in Dublin is540 million litres aday and the fourwater treatmentplants were designedto supply 518 millionlitres a day. Watersupply in the Dublinregion has been veryfinely balanced be-tween supply anddemand for manyyears and this willcontinue until keyinfrastructural proj-ects, including a newwater source to aug-ment all existingsources, is in place.

Dublin CityCouncil is activelylooking for a newsource of water thatwill augment all ex-isting waster sources.It will be a nationalproject and will sup-ply water to commu-nities all along theroute, from whereverthe water is taken, allthe way back toDublin.

“The capacity ofthe rivers in theDublin region tosupply water is lim-

ited and we need anew source becausedemand for water isincreasing and willcontinue to in-crease”, says JohnTierney. “Demand isexpected to increaseto 800 million litres aday by 2031 and weare planning now to

meet the expecteddemand. We areproud of our recordof meeting the in-creasing demand forwater over the lastdecade, with no newwater source or in-creased water treat-ment capacity.

Lucan water charges campaign in full swingDUBLIN Mid WestSinn Feinn held apublic meeting inLucan this week aspart of their ongoingcampaign againstthe introduction ofwater charges. Themeeting took placein the BallyowenCommunity Centre,Lucan.

Launched sixweeks ago SinnFein's anti watertax campaign is alsocollecting signaturesdoor to door across

Dublin Mid West. Todate 2000 peoplehave signed the peti-tion in Lucan,Palmerstown andClondalkin. Thecampaign will con-tinue throughout thesummer.

Eoin Ó Broinsaid:‘This weekspublic meeting inLucan is the latest ina series of eventsaimed at raisingawareness of theissue of watercharges and mobilis-

ing public opposi-tion to the proposeddouble tax.

'Sinn Féin is op-posed to watercharges. Since Junewe have beenmounting a vigorouscampaign to stop thegovernment from in-troducing this dou-ble tax. AcrossDublin Mid West weare collecting peti-tion signatures doorto door and holdingpublic meetings toraise awareness and

build opposition.‘In the last few

weeks we have col-lected over 1000 sig-natures inClondalkin and willcontinue with thepetition until Sep-tember. We will thendeliver copies of thepetition to all threelocal governmentTDs to demonstratepeoples oppositionto the double tax.

that costs money toproduce but this isalready paid forthrough general tax-ation. Introducing anextra charge is a re-gressive form of dou-ble taxation.

Electricity levy must be droppedLOCAL representa-tive Eoin Ó Broin hasdemanded the gov-ernment abandon itsplans to introduce anew levy which willpush electricityprices up by 5%. ÓBroin said such a

levy was untenabl ata time when manyfamilies were alreadystruggling to meetbills, including elec-tricity bills.

“The govern-ment must abandonits plan to introduce

a new electricity levy.People in Clon-

dalkin, Lucan andPalmerstown arestruggling to pay billsincluding electricitybills are astoundedthat the governmentwould propose intro-

duce such a levy atthis time that willdrive costs up by afurther 5%.

This move showshow far out of touchFianna Fáil and theGreens really are.

They have no un-derstanding of thedifficulties whichpeople, many ofwhom have lost theirjobs, are facing. Havethey not seen howmany people are al-ready having theirelectricity cutoff be-cause they are in ar-rears? stated Eoin Ó

also cost jobs as theprice hike will hitstruggling busi-nesses. It simplydoesn’t make senseto proceed with sucha levy at this time.

Train stationto lie emptyin HansfieldDublin West Sinn Féin representative Paul Donnelly hasexpressed his shock at the ludicrous situation in Hansfield,west Dublin where a brand new train station has beenbuilt and is ready to open, yet it will lie idle when the Min-ister opens the Dunbyone railway line in September.

Mr Donnelly said "I am dismayed that we will have abrand new station in Hansfield and a newly opened railline in September and yet residents in the greater Dublin15 area will have to watch as the train station standsempty and the trains will pass by because the developerhas not built an access road to it. It is inconceivable thatthis situation will be allowed to continue as times goesby.”

“The developer has a responsibility to build this road – ifhe can't or wont then the Government should step in andbuild it and sue the developer for the full cost of the roadand car park afterwards. It must not be allowed to bepushed from Billy to Jack whilst the public who paid forthe rail line and the train station are further punished formistakes made by others. People in Hansfield boughthomes here on the understanding that they would haveaccess to decent public transport and this railway line inparticular.”

“Action is needed now and that needs to be taken by theMinister for Transport, Noel Dempsey. He should ensurethat either the developer builds the road or he makesfunding available and then action is taken to recoup themoney from the developer afterwards.”

St. Pat’s Players Visit Phoenix Park Soccer CampSt Pat’s players Ryan Guy, Danny North and Shane Guthrie made a surprise visit to a Summer soc-cer camp run by the FA. Over 70 kids were enjoying the week long course at Phoenix FC besidethe Phoenix Park. The players dropped in to talk a little bit about playing for St Patrick’s Athleticin the Airtricity League and afterwards they were invited to demonstrate their shooting skills in atarget challenge which sharpshooter Danny North duly won! IN THE LAST issue of The Local News, I wastalking about summertime and holidays. And inthis column I usually try to look on the positivesand talk about how we can make our lives morepositive and productive and fulfilling.

Summertime is the time when things ripenand are ready for harvest. The time of year thatwe’ve been looking forward to all winter, holi-days, bright days, warmth and optimism. Peo-ple generally in better form, windows open, lifeseeming easier.

Yet only last week I heard of another of thefar too many cases of suicide in Ireland thesedays. Once again a young man. Depression anddespair is something that we usually only hearabout or associate with winter. Yet this case re-minded me that when someone is feeling thatdown, the time of year or the weather makesvery little difference.

I know that this is not a cheery subject andmight seem out of place in a column like this.But we all go through bad patches, the downsthat are part of life’s ups and downs.

And a lot of the advice I have given here isabout managing different situations in life andmuch of that advice has been about talking toother people who can help you through thosesituations.

Most years, around Christmas time I men-tion this subject also, as that is a time of yearstatistically where desperate people can beginto think of desperate measures. But as I saidabove, even in the bright days of summer thereare those among us struggling.

If you find yourself struggling emotionally,as soon as you can, find someone that you cantrust to talk to. All of those old clichés are true,“a trouble shared is a trouble halved”. Some-times, even getting the chance to think out loudbrings about a new perspective on a previouslyunsolvable problem.

If you cannot find a friend, then talk to yourdoctor, a counsellor or a therapist. People whoare trained and used to talking with people inexactly your situation. Remember, no matterwhat is going on in your life, or how badly youfeel, you are not the first or only human to havehad that experience. And there are people outthere who have helped other people like you toget through times like this.

Everything passes and life goes on. And so itis such a shame when someone feels driven totake that step of “a permanent solution ot atemporary problem”, as I’ve heard it called.Feeling suicidal or having occasional suicidalthoughts is actually quite common. Thankfully,although far too common still, actual suicide ismuch more unusual.

And, again, I usually give them a mentionaround Christmas time, but I noticed a fewweeks ago a ceremony in Dublin to mark the40th Anniversary of The Samaritans in Ireland.If you find yourself in a position where you needto talk to someone NOW, or if you are in a situ-ation where there is nobody suitable or avail-able for you to talk to, The Samaritans are there,at the end of the phone 24 hours a day, 7 days aweek.

Their number is 1850-60-90-90. It is a lowcall number and you don’t need to be suicidal,they are there to listen any time you need some-one to talk to (www.samaritans.org).

Manychildren have al-ready visited the pre-school in advance ofterm start. If not,you could ask a childyou know in theneighbourhood whohas attended thegroup to give yourchild a rundown onwhat it’s like. Focus-ing on the positiveaspects of course!

In the weekbefore start day ex-plain to your child

that you or anotherloved one will bedropping and col-lecting them frompreschool and howthat will work. Tellyour child the twothings you, or yourminder, will dowhile they are at pre-school to give thechild a sense of theshort time involved,like going to the bankand preparinglunch. It’s not toolong and not long tooshort – in fact justenough time to havefun before being col-lected!

Thesystem is being mon-itored 24 hours a dayto ensure continuityof online services.

“More than23,000 online ac-ceptances wererecorded by the endof day (5.15pm) de-spite these problemswith the website’savailability. Lastyear, 22,000 accept-ances were made bythe end of the firstday with, over 95% oftotal acceptancesmade online.

THE VINTNERS’Federation of Ireland(VFI) has reiterated

its calls to the gov-ernment to intro-duce measures to

help save the pub in-dustry. Recent re-ports show that more

than 1,000 rural pubshave not renewedtheir licence in thelast 12 months withover 550 pubs ex-pected to close thisyear.

These ongoingpub closures and in-evitable job lossesare further proof, ifany was needed, thatthe pub trade needs

support. The “belowcost” selling of alco-hol by supermarketsand high ratecharges are blamedfor this decline.

Gerry Mellett,President of the VFIsaid; “More than apub a day is closingand we estimate that3,000 jobs have beenlost in the last six

months alone. Hope-fully the governmentwill listen to us be-fore it is too late.

“The situation isnow critical but thedecline is not irre-versible. If the gov-ernment is willing tosupport us by ban-ning the irresponsi-ble selling of alcoholas a loss leader by thesupermarkets and bycutting rates thenjobs will be savedand Irish pubs willcontinue to trade. Weneed support and weneed it now or we

will continue tohaemorrhage jobs.“We are calling for a25% decrease in ratesback to 2002 levels tohelp support smallbusinesses and lastweeks’ hike in elec-tricity prices wasmost unwelcomeand very poorlytimed. Water andcommercial rates arestill way too high.”

The VFI calcu-lates that 1,500 pubshave closed in thelast five years andsince June 200620,000 jobs have

been lost. Rural Ire-land in particular istaking a hammeringwith shops, post of-fices, Garda stationsand now pubs clos-ing at a phenomenalrate. Rural Irelandneeds support. TheVFI strongly believesthat the closure ofrural pubs is leadingto more rural isola-tion and the increasein home drinking ishaving a negative ef-fect, leading to bingedrinking and moredrink related healthissues.
