  • Productive Investments

    The productive sector supported by SOP Competitivenessincludes the high-tech and spin-off micro-enterprises, as well as productive investments for Small, Medium (SMEs) and Large size Enterprises, except for the processing of agricultural products and food industry

    Regional OP finances, for non-agricultural activities, micro-enterprises in urban areas except for high-tech and spin-offenterprises in urban areas except for high-tech and spin-off

    Rural Development Programme (RDP) of Romania supports processing of agricultural and forestry products on the whole territory, non-agricultural activities for micro-enterprises in rural areas, as well as SMEs and large enterprises below 750 employees for productive investments for agricultural products processing and food industry

  • Business Infrastructure

    SOP Competitiveness finances business support structures of national and international importance

    Regional OP finances business support Regional OP finances business support structures of regional and local importance

    Scientific and technological parks are financed from national programmes

  • Entrepreneurship Development

    SOP Competitiveness supports the development of business incubators, provides consultancy support, as well as support for enterprises integration in supplier chains and clustersclusters

    SOP Human Resources Development (HRD) ensures the necessary training in the field of entrepreneurship for individuals willing to start a business

  • Energy efficiency and air quality

    SOP Competitiveness finances Large Combustion Plants (LCPs) providing electricity for the National Energy System for improving their efficiency and reducing gas emissions, in order to secure the electricity supply for the economyelectricity supply for the economy

    SOP Environment supports the LCPs within the municipal heating systems in order to reduce gas emissions at the level of the plant, as well as to improve the energy efficiency at the level of plant anddistribution network, through modernisation and reducing losses of hot water

  • Renewable Energy

    SOP Competitiveness provides support to enterprises both for bio-fuels production and its use for energy generation, except for the production from processing Annex 1 products

    RDP provides support to enterprises for obtaining bio-fuels by processing Annex 1 productsbio-fuels by processing Annex 1 products

    SOP Competitiveness provides support to enterprises, except for production based on processing Annex 1 products and except for micro-enterprises in rural area

    RDP provides support for microenterprises in rural area

  • Support for Researchers

    Under SOP HRD researchers will acquire managerial skills to be used for spin offs and spin outs for which creation specific support/incentives will be provided under SOP Competitiveness.

    Incentives and career opportunities offered to young Incentives and career opportunities offered to youngresearchers, opportunity to access PhD and post-PhD programmes, as well as continuous training and sectoral mobility of researchers supported under SOP HRD will create the grounds for developing RDI activities supported under SOP Competitiveness

  • Grant percentages

    For Small size enterprises 60% for Region Bucureti Ilfov or 70% for the rest Regions

    For Medium size enterprises 50% for Region Bucureti Ilfov or 60% for the rest RegionsBucureti Ilfov or 60% for the rest Regions

    For Large size enterprises 40% for Region Bucureti Ilfov or 50% for the rest Regions

  • Eligible Activities

    The creation of a new production unit The extension of an existing emplacement The diversification of production of an existing

    emplacement, through the launching of new products and servicesproducts and services

    The modernization of the enterprise, including changes of the production process of an existing emplacement

    Acquisition of intangible goods and consultancy

  • Eligibility Rules for Expenditures

    Acquisition of land ( eligible in the limit of 10% of the Total Eligible Budget - TEB)

    Acquisition and modernization of buildings ( eligible in the limit of 50% of the TEB)

    Expenditures are eligible since the date of the Expenditures are eligible since the date of the financing contract becoming effective (exception of FS)

    Acquisition should follow the procedure designed by the MA

    Be accompanied by invoices, according to the provisions of the national legislation
