1.0 BACKGROUND AND OVERVIEW
The Living with the Bay (LWTB) Program was awarded $125 million from the U.S. Department of Housing and
Urban Development (HUD) Rebuild by Design competition created after Hurricane Sandy. The purpose of the
LWTB Program is to increase community resilience in the Mill River and Hempstead Lake Park area of Long
Island by improving drainage and enhancing natural resources. These enhancements will help minimize the
community’s risk from flooding which can cause damage to life and property. To make these changes, the
Governor’s Office of Storm Recovery (GOSR) and LWTB Program team members will need both political support
and technical assistance from local village agencies, businesses, residents, and other stakeholders. Therefore,
effective communication with these audiences is critical to gaining the buy-in and input needed to plan successful
on-the-ground projects to improve community resiliency.
This outreach strategy has been updated to reflect outreach activities through July 2017. Ongoing evaluation of
this outreach strategy should continue so that GOSR is able to measure the effectiveness of their outreach efforts
as the LWTB program progresses. Recommendations are provided throughout the strategy and indicators of
success, identified in section 5.0, should be used during the outreach planning and implementation process to
help GOSR determine whether the objectives have been achieved. Assessment of the indicators can help
measure the success of activities implemented and information distributed. An evaluation and adjustment section
should be added to this strategy to document the successes and failures of outreach tactics presented and
modifications documented to ensure the outreach goals and objectives are met. Continuous evaluation will help
clarify program objectives, keep activities clearly defined, and allow the impact of outreach activities to be
measured.
2.0 OUTREACH GOALS AND OBJECTIVES
The overall goals of the LWTB Program have been defined as follows:
Resilience – Increase community resilience with respect to sea level rise and extreme weather events.
Quality of Life – Preserve quality of life in the community during natural disasters, emergency events, and tidal inundation.
Environmental Improvements – Restore the environmental health and water quality in the watershed.
Waterfront Access – Create and improve public access to the waterfront – lakes, river, and bay.
Public Education – Provide opportunities to educate the public on the multiple benefits of integrated water management and on safely interacting with shared resources.
Accordingly, public outreach efforts for the program have focused on the need to provide information about the planning and analysis that is being conducted to identify and assess proposed projects in the LWTB Program Area that will help achieve the program’s overall goals and objectives. Outreach has also been providing mechanisms to facilitate ongoing information exchanges between decision-makers and stakeholders before decisions are finalized and considers the public’s views when reaching those decisions. Within the context of these needs, the specific goals of the LWTB outreach strategy are as follows (achievements as of July 2017 are also noted below):
Provide the community with timely, project-specific information. o Objective: Create a Citizens Advisory Committee (CAC) to facilitate stakeholder input.
The CAC was created in the fall of 2016 and convened for eight meetings.

o Objective: Host several community meetings throughout the project planning process to keep the public informed.
The public has been invited to eight CAC public planning and implementation meetings to date.
o Objective: Provide information on the project website throughout the project planning process to keep the public informed.
The website is frequently updated by GOSR and includes details on upcoming meetings and summaries of past meetings.
Collect stakeholder and public input, on potential project outcomes, impacts, and priorities. o Objective: Encourage stakeholders and the public to review and comment on proposed plans in
person at the community meetings or in writing. The LWTB Project Team has solicited comments throughout the planning process.
Comment forms are provided at all CAC meetings and comments are accepted through an on-line form on the LWTB GOSR website.
o Objective: Host meetings with a Technical Advisory Committee to provide technical assistance and input on proposed projects and locations.
The TAC was created in the fall of 2016 and has convened for seven meetings.
Build public trust in the process and create a sense of community ownership to support implementation o Objective: At each subsequent community meeting, inform the public of any changes made to
project plans that were made to accommodate public concerns and desires, as applicable. At each public CAC meeting, GOSR and Tetra Tech provided updates on recent activities
related to the LWTB program and presented the CAC with updated materials for discussion.
o Objective: Through transparent public meetings and timely distribution of information via the project website and email distribution list, ensure that the public has up-to-date information to stay well informed thorough the project.
GOSR makes frequent updates to the LWTB website at https://stormrecovery.ny.gov/living-bay. The News/Announcements section of the site listing upcoming events, such as upcoming CAC meetings, and past events including CAC presentations and meeting summaries. In addition, Tetra Tech sends out meeting summaries to the CAC generally two weeks in advance of the meeting.
These goals follow the typical pattern for any environmental outreach program where the aim is to first make the
audiences aware of the issues, educating them on what needs to be done and the scientific rationale for project
selection, and motivating them to take part in making the LWTB Program a success.
3.0 TARGET AUDIENCES
Based on the goals and objectives of this outreach strategy, as well as the overall goals of the LWTB Program,
GOSR has identified several key target audiences whose participation is needed to increase community resilience
by mitigating local flooding and improving water quality, wildlife habitat, recreational access, and connectedness
with the natural environment. Listed below are the key audiences:
3.1 TECHNICAL ADVISORY COMMITTIE (TAC)
The TAC consists of representatives from multiple departments and sub-agencies within the Nassau County
Department of Public Works, the Town of Hempstead and the Villages of East Rockaway, Hempstead, Lynbrook,
Malverne, Rockville Centre, and West Hempstead. In addition, East Rockaway Schools are also represented on
the TAC. Representatives from these entities understand the zoning and permitting requirements of each

jurisdiction, as well as the local stormwater infrastructure in the program area. The TAC is charged with providing
local data and information, reviewing and commenting on draft sections of the watershed management plan as it
is developed, and helping LWTB staff at GOSR determine the feasibility of proposed projects. In addition, TAC
members help inform other staff within their departments and help ensure project acceptance and support at the
local level which speeds up implementation.
3.2 CITIZENS ADVISORY COMMITTIE (CAC)
As of July 2017, the CAC consists of 19 representatives from diverse communities across Long Island. Members
are local residents who are public, private and not-for-profit stakeholders from Brooklyn, East Rockaway, Freeport,
Island Park, Lindenhurst, Long Beach, Lynbrook, Malverne, Oceanside, Rockville Centre, and Valley Stream. The
CAC functions in an advisory role; rather than a decision-making role. The CAC collaborates on potential
partnerships to leverage funds and implement long-term monitoring programs; advise on how projects can benefit
local communities, ecosystems, economy and social resilience; reviews the project’s conceptual development
throughout the entire planning, design, and construction process; and serves as conduits to provide information to
other local stakeholders and citizens to help build trust in the process and acceptance of selected projects.

3.3 FEDERAL GOVERNMENT
Because there are several federal requirements that must be adhered to when designing and constructing projects under the LWTB Program, multiple federal agencies are informed and consulted through monthly federal agency briefings as progress proceeds on the different LWTB design and permitting efforts. The following federal agencies hold jurisdiction over laws and regulations that affect various program components:
U.S. Department of Housing and Urban Development (HUD) – HUD provides funding for the selected projects under the LWTB Program through a Community Development Block Grant. All projects must meet HUD’s eligibility requirements before HUD will obligate the funds. HUD has and will be reviewing documentation provided by GOSR. Most of the documentation by GOSR has been in the form of Action Plan Amendments from GOSR to HUD. This is a very formal process with draft documents, senior GOSR staff review, final documents, legal notice advertisements, public hearing, submittal to HUD, etc.
U.S. Army Corps of Engineers (Corps) – The Corps is responsible for overseeing and issuing permits related to activities such as dredging or construction of breakwaters in waters of the United States, which are considered to include all surface waters such as all navigable waters and their tributaries, but also includes non-navigable waterbodies, perennial and intermittent streams, wetlands, mudflats, and ponds.

The entire LWTB Program Area falls within the Corps’ New York District jurisdiction. Any projects under the LWTB Program that involve construction or restoration in waters of the U.S. will require approval by the Corps.
U.S. Fish and Wildlife Service (USFWS) – The New York Field Office of Ecological Services, a function of the USFWS, is responsible for the conservation and restoration of fish and wildlife habitat, especially wetland habitat. The field office oversees efforts to protect threatened and endangered species and reviews proposals for wetland alterations and recommend measures to enhance fish and wildlife resources in New York. Any projects under the LWTB Program that could impact fish and wildlife will be reviewed by the USFWS, especially those that might affect fish passage.
Federal Emergency Management Agency (FEMA) – FEMA identifies flood hazards, assesses flood risks and partners with states and communities to provide accurate flood hazard and risk data to guide them to mitigation actions. FEMA maintains and updates data through Flood Insurance Rate Maps and risk assessments.
U.S. Coast Guard (USCG) - USCG is the principal federal agency responsible for maritime safety, security, and environmental stewardship in U.S. ports and waterways. USCG is considered a regulatory stakeholder for projects in or adjacent to navigable waterways. USCG’s role is to review permit documents from a waterway vessel operations and maintenance perspective.
U.S. Environmental Protection Agency (EPA) – EPA Region 2 serves New York and will be consulted during the project regarding plans for remediation of any contaminated soils, work within wetland boundaries, work that affects local discharge permits, impacts on water quality, and other potential environmental impacts.
National Oceanic and Atmospheric Administration (NOAA) Fisheries – Formerly the National Marine Fisheries Service, NOAA Fisheries is responsible for the stewardship of ocean resources. NOAA Fisheries will be consulted during the regulatory permitting phase of the design process to ensure minimal impacts on marine ecosystems, especially threatened or endangered species. New York State Department of Environmental Conservation oversees the Endangered Species Act protections in New York.
3.4 STATE GOVERNMENT
In addition to federal programs and regulations that must be considered during plan development, there are also many state requirements that must be met when designing and constructing projects under the LWTB Program. Throughout the project, GOSR and Tetra Tech are consulting with the following state agencies:

3.5 LOCAL GOVERNMENT AND OTHER GROUPS
Elected officials, as well as staff at local village, town, and county departments, commissions, and agencies are valuable sources of information for developing the watershed plan. In addition, local schools, environmental groups, civic associations, and other groups play a role in helping shape the plan either by providing data,

historical context, and information on perceptions and community use needs relating to public access. Input and participation has and continues to be sought from the key municipalities and groups listed below:

3.6 PUBLIC
In general, the public has a greater understanding of environmental issues than it has ever had in the past and with
that comes a greater expectation of having a part in environmental decision making. Members of the community
within and surrounding the LWTB program area can play an integral part in maintaining and enhancing their local
environment. Actively seeking out and listening to the opinions and ideas of community members, and facilitating
their role in providing input, can improve decisions and results. The program area includes approximately 10,000
acres and approximately 28,400 parcels. Over 4,000 parcels in the program area were impacted by Hurricane
Sandy.
4.0 OUTREACH METHOODS AND MATERIALS
Multiple outreach methods and materials are being used to communicate with the identified audiences throughout
the project. All outreach activities support the goals of the overall LWTB Program and the specific goals of this
outreach strategy. The methods and materials are described in the sections that follow. Some were developed and
distributed by GOSR and others were developed and coordinated by Tetra Tech.
4.1 PROJECT WEBSITE
GOSR developed and frequently updates the project website (https://stormrecovery.ny.gov/living-bay-slow-
streams) as a means of sharing and archiving information, publicizing events and meetings, and documenting
progress. All public outreach and CAC meeting materials are posted on the site by GOSR. GOSR also added an
email link or other way for citizens to submit comments and questions through the website
(https://stormrecovery.ny.gov/content/living-bay-comment-form).
4.2 SOCIAL MEDIA
GOSR occasionally uses their Facebook page (NY Governor’s Office of Storm Recovery) and Twitter account
(@NYStormRecovery) to publicize meeting notices, project information, project or event photos, or other content.
In addition, the LWTB CAC created a Facebook page (@lwtbcac) to help publicize LWTB CAC meetings and other

outreach events. GOSR’s Facebook page has approximately 1,775 followers and the Twitter account has
approximately 1,600 followers. The CAC Facebook page has 152 followers.
4.3 MEETINGS AND ACTIVITIES
Weekly Project Team Meetings – As the development of the watershed management plan moves along, GOSR
staff, Tetra Tech, and other project team members have weekly meetings (Thursdays) to discuss project issues
and updates, and progress as the process moves along.
TAC and CAC Meetings – TAC and CAC meetings provide an opportunity for municipal staff, stakeholders and the public to learn about progress being made regarding project planning and design and provides a mechanism for comments and input at key stages in the process. These meetings serve as a forum for networking and sharing ideas for solutions that need to overcome barriers to implementation (see photo to the right).
CAC Meeting Publicity: o Email – Tetra Tech staff sent invitations for each CAC meeting approximately two weeks
prior to each meeting. Those invitations included a 1-page meeting flyer (Spanish versions of flyers were also generated for CAC meetings #5 through #8), an email notice, and technical read-ahead materials. The email asked CAC members to distribute the meeting notice to their networks. See Appendix A for the CAC meeting flyers.
o Online - GOSR staff updated the project website to notify the public of each upcoming meeting at least two weeks prior to the meeting.
o Social media – The LWTB CAC posts information about upcoming CAC meetings on their Facebook page.
o Posted Notices - Tetra Tech staff posted copies of the meeting flyer (English and Spanish versions) at numerous locations within the project area within 1 week of the meeting date. See below for the list of locations where both the English and Spanish versions of the flyer have been posted.

A PowerPoint presentation is provided at each
TAC/CAC meeting and is posted on the
project website following the meetings. TAC
meetings are conducted one month prior to
CAC meetings to ensure that the municipal
staff have time to review and comment on
proposed plans and rationale prior to
presentation to the CAC and public. In
addition, any relevant considerations raised at
the CAC public meetings are brought back to
the TAC for discussion at the subsequent TAC
meeting. This iterative, staggered meeting
process allows adequate time for
incorporation of comments and ensures that all
parties remain informed at the appropriate time
intervals throughout the project. Figure 1 shows how the meetings are staggered and what topics were covered at
each meeting.
As of July 2017, GOSR has conducted eight meetings of the CAC and seven meetings of the TAC. All seven TAC
meetings were held at the GOSR office in Farmingdale, NY. The CAC meeting locations were as follows (see
Appendix A for the CAC meeting flyers):

Many of the CAC meetings were held at various locations throughout the program area to allow maximum
attendance by citizens from different areas. However, the last four CAC meetings were held at the Knights of
Columbus in Oceanside because the facility could accommodate large numbers of attendees and provided the
most flexibility regarding audio visual needs and capabilities.
Tetra Tech documented all comments and questions raised at the CAC public meetings to ensure that relevant
concerns were considered and addressed, to the extent feasible, in the watershed plan. CAC meeting summaries
were provided to GOSR for review and comment. Once comments were addressed, GOSR uploaded the final
summary to the project website.

Materials provided for each meeting (either in hard copy or emailed prior to the meeting) are as follows:

Large mounted poster of program area map (each public attendee was asked to note where they live on
the map with a push pin. This provided an easy way for attendees to understand the program area
boundaries and connects them to the project. For project staff, it highlighted where the most citizen
interest is geographically and where outreach gaps might exist.)
Meeting summary – generally posted to the GOSR LWTB project website within 2 weeks of a CAC
meeting.
Field Tours – GOSR and Seatuck continue to work with key
stakeholders such as the New York Equestrian Center in West
Hempstead and East Rockaway High School. Field tours will be
scheduled to take TAC and/or CAC members to problem areas and
potential project sites to better understand the issues and proposed
solutions.
Outreach events – GOSR has teamed with Seatuck and Nassau
County’s Parks and Recreation Department (Parks Department) to
educate the public on environmental issues and inform residents on
the LWTB program and updates. The primary goals of Seatuck’s
education program is to expose people to the diversity and beauty of
Long Island, NY. Seatuck frequently provides nature walks, children’s
presentations and programs, and demonstrations at their
environmental and nature centers and local parks. Nassau County’s
Parks and Recreation Department manages more than 70 parks,
preserves, museums, historic properties, and athletic facilities comprising 6,000 acres throughout the county. See
Appendix B for a list of past and future outreach events that have been hosted by Seatuck, the Parks Department,
Operation SPLASH, and GOSR.
In addition to partnering with Seatuck and the Parks Department, GOSR also hosted a Family Water Fair on May
20, 2017 at the Operation SPLASH Environmental Education Center in Freeport, NY (see photos to the right). For
this event, GOSR put out a press release through their Communications Department and Tetra Tech advertised
the event through numerous on-line event calendars and through social media. Tetra Tech also designed and
developed signs to advertise the event and attract pedestrians visiting the Nautical Mile. The event included fun

and interactive games where children learned about water and the ecosystem through games such as Bird Bingo
Bird bingo, a groundwater demonstration, and an Alewife balance beam
challenge. While children were learning about the environment, parents
were learning about the LWTB Program through numerous posters and a
presentation by GOSR staff. See Appendix C for the Family Water Fair
event flyer and GOSR press release.
4.4 OUTREACH MATERIALS
Outreach materials described in this section were and are used to inform
stakeholders and the public about the project. These materials have
been distributed in a variety of ways to maximize their reach and
effectiveness. For example, they have been posted online for people to
view and download, handed out at meetings or other events, and
emailed to key stakeholder groups and citizens.
Project Logo – Tetra Tech developed a project logo (shown at right) that brands all
outreach and meeting materials. The logo incorporates the many benefits the LWTB
Program supports.
Potential project types and locations. This brochure has been updated as the project moved along to include revised FAQs and updates to the project types or sites. The brochure is posted on the project website and is distribute to TAC and CAC members and other key stakeholders. Recommendation: Use tidbits and graphics from the project brochure for social media posts.
Website Business Cards – Tetra Tech developed simple business cards with the project logo and URL for the public to pick up at the public CAC meetings. These cards can also be distributed as needed to other stakeholders during technical meetings or at other GOSR events.
Show Us Where You Live: LWTB Program Area Map – GOSR uses a large foam-core mounted poster of the program area at each CAC public meeting to invite attendees to mark where they live with push pins. Following each meeting, Tetra Tech took a photo of the map to record the distribution of attendees.
Problem Areas Map – Tetra Tech worked with GOSR and the TAC to develop a final problem areas map that can be shared on the project website and at time-appropriate CAC meetings. Recommendation: Share the web graphic via the social media outlets described previously.
Potential Projects Map – Once the draft potential projects are selected and agreed upon by GOSR and the TAC, Tetra Tech will develop a map showing the project locations and types. This map can be shared on the project website and at a time-appropriate CAC meeting.

Final Projects Map and Implementation Timeline – When final projects are agreed on, Tetra Tech will develop a map showing the project locations and types. This map can be shared on the project website and at a time-appropriate CAC meeting. In addition, this map can replace the existing map in the bi-fold brochure. The map should also be provided as shareable web graphic for distribution via the social media outlets described previously. 4.5 MEDIA COVERAGE AND PRESS RELEASES
The media can be a very effective way to get outreach messages delivered. Building relationships with reporters
and writers at local newspaper and television outlets can help can get the word out in outlets for which members
of the target audiences are already accustomed to paying attention. Working with the news media and providing
content and stories ideas is also free. To gain maximum coverage, it will be important to incorporate local people
and issues of local importance in press releases, editorials, or other content. Quoting well-known or respected
members of the community will also help gain media traction.
Recommendation: GOSR’s Communications Group should develop a media plan that includes how and when to
communicate to the media and items that should be developed, such as a briefing PowerPoint presentation. The
plan should also cover who sets up and conducts the briefings on behalf of GOSR.
5.0 EVALUATION OF THE OUTREACH PROGRAM
Evaluation provides a feedback mechanism for continuous improvement of outreach efforts. Indicators of success
should be used throughout the outreach planning and implementation process to help GOSR determine whether
the objectives have been achieved. Table 1 provides a listing of the evaluation indicators that GOSR could use to
measure the success of suite of activities implemented and information distributed. Process indicators focus on
implementation activities, while impact indicators help assess the outcome or impacts produced by the outreach
activity.
Recommendation: GOSR should use the process and impact indicators below to develop an evaluation and
adjust plan to measure whether the outreach events and materials are impactful and help achieve the goals
described above. The items below are recommended ways to monitor and measure outreach efforts throughout
the planning and implementation process.

Family Water Fair on Freeport’s Nautical Mile
Join the fun at Operation Splash on the afternoon of May 20, 2017, and learn about the Living with
the Bay (LWTB) program. Established after Hurricane Sandy devastated parts of Long Island, LWTB aims to improve drainage and enhance natural resources to minimize the area’s risk from flooding and damage to life and property along the Mill River in Nassau County. Stop by and find out about the upcoming LWTB projects! While the parents are learning about LWTB, the kids will enjoy fun, interactive games and activities that teach about water and our ecosystem. Best of all, it’s free! Don’t miss it!
