ACTION PLANS The action plans outline the part of the Strategy which is implemented operationally and form the updatable element of the Strategy. Below are the definitions used within this document.

PROGRAMME AREA 1: EDUCATION & WASTE REDUCTION Purpose: To deliver effective and integrated waste communication and education programs that build the capacity of people to move towards more sustainable waste management behaviour. Description Through consultation with residents, staff, councillors and other stakeholders the importance of increasing awareness and understanding of waste issues and opportunities has been identified as a high priority. This is a fundamental, overarching element of the Strategy, which will support the actions and performance across all programme areas but particularly with regard to recycling & composting. Waste reduction and reuse are the highest tiers of the waste management hierarchy. A program of initiatives will engage residents in reducing the volume of waste needing to be managed. A secondary benefit is likely to be the raised community awareness resulting from engagement in the initiatives. This is likely to have benefits for the performance of the recycling & composting (organic waste) and residual waste treatment aspects of the strategy. Monitoring As per performance indicators developed in Programme Area 7: Best Value Services.

• Raising the profile of waste issues • Support national and regional initiatives and campaigns in order to promote a

consistent message across the region

The waste education plan should develop clear topic messages for consumers and promote achievements, including, but not limited to, the following areas:

Reduction & Reuse • Encourage the reduction of food waste • Promote alternative home solutions for treating food and garden waste • Promote packaging awareness • Encourage the reuse of items

Recycling • Increase participation in kerbside recycling collection services particularly including

multi unit dwellings (MUD’s) • Promote new collection services as they are introduced including event and public

place recycling • Promote the use of Transfer Stations for hazardous waste and larger items • Develop and introduce sustainable business programme to reduce small business

resources use and waste generation • Develop and introduce a schools education programme for junior and secondary

schools

The focus of the waste education plan shall be on waste reduction, reuse and recycling.

The waste education plan will incorporate a wide variety of promotional activity, including, but not limited to:

• Website, brochures, posters, displays, television, radio and print media adverts etc • Value adding promotional items (rulers, pencils, other relevant items) • Publicity events • Working with community groups • Using national promotional campaigns • Conduct site visits • Conduct tours of waste facilities • Spread the waste and recycling message in a fun and interactive way

PROGRAMME AREA 2: RECYCLING & COMPOSTING Purpose: To achieve an efficient recycling service that is easy to understand and use and maximise the recovery of recyclables and organic waste. Description This action plan concentrates on the waste that can be collected separately (separated at source as opposed to materials which may be extracted for recycling from residual waste) for reuse, recycling & composting, either through collection systems or by providing facilities at transfer stations. There is a particular interest in actions which reduce the amount of organic waste being sent to landfill. Organic waste treatment (or composting) is intimately linked with the resulting residual waste and the combination of technologies for treating these waste types needs to be considered in tandem. There is a hierarchy of options for the reduction of organic waste to landfill, which essentially follows the waste hierarchy. Firstly, overall waste generation should be minimised, followed by increased diversion from landfill by recycling and composting, followed by residual waste treatment to recover materials, energy or organic material with stabilisation of the organic material prior to landfill as a final resort. In reality, opportunities also exist to recycle waste that is collected as residual waste. It is possible that initiatives covered in the residual waste action plan may ultimately contribute towards recycling performance, for example, through the separation of metals during the treatment process and prior to final disposal. 3. Develop and introduce a strategic plan for optimisation of the MRF operations. Key elements:

• Conduct MRF efficiency audit on current facilities to reduce waste and increase resource recovery

• Determine current capacity of MRF and forecast future capacity based on population and waste generation projections

• Investigate suitability of the facility in relation to location and capacity, as part of Programme Area 5: Waste Assets

• Develop a service level agreement for preventative maintenance and emergency repairs, as part of Programme Area 5: Waste Assets

• Investigate the potential for further treatment of biosolids and green waste to maximise the value recovered and seek expressions of interest

• Identify suitable existing facilities and suitable sites for establishing new facilities and facilitate the establishment of such facilities

• Investigate opportunities for joint ventures with other Councils for waste treatment through Program Area 6: Strategic Partnerships

• Investigate funding options for organic waste treatment technologies, as part of Program Area 7: Best Value Services

• Identify opportunities to increase market exposure for items available at the Buy Back Shop

6. Identify and develop efficient and effective green waste collection and processing options. Key elements:

7. Develop and introduce an efficient and effective Multi Unit Dwelling (MUD) recycling management plan. Key elements:

• Develop a MUD waste and recycling plan to reduce waste and maximise resource recovery

• Audit existing bulk bin compound condition and suitability • Review bulk bin sizes and types • Introduce planning conditions for new developments to include waste and recycling

systems e.g. adequate recycling bin storage areas

8. Develop and introduce an efficient and effective public place and events waste and recycling management plans. Key elements:

• Promote the recycling message consistent with state initiatives • Investigate developing a local law or policy that will require separation of recyclable

9. Identify and develop efficient and effective recycling and collection options for household hazardous waste and emerging hazardous waste types. Key elements:

• Introduce collection facilities in line with national product stewardship schemes particularly for televisions, computers, tyres and mercury containing lamps

• Investigate requirements for disposal and treatment of other hazardous waste types to reduce inappropriate disposal in kerbside collection systems and provide convenient disposal facilities

• Investigate and establish with industry new hazardous waste service options and improve existing drop off schemes, particularly for electronic waste (e-waste)

10. Implement the non-residential (commercial) recycling programme to maximise the collection of recyclables. Key elements:

• Develop a non-residential recycling plan to maximise the collection of recyclables including a communication plan to understand the non-residential sectors needs

• Identify and secure the maximum participation of small to medium enterprise and schools

• Produce a generic non-residential recycling guide and implement location specific plans in conjunction with customers

11. Investigate and introduce opportunities to increase recycling and minimise waste generated through Council's facilities and activities. Key elements:

PROGRAMME AREA 3: RESIDUAL WASTE Purpose: To ensure that residual waste treatment maximises the value recovered from waste. Description Residual waste is the waste that is not reduced (or minimised, prevented, avoided) or reused and is not collected for recycling or composting. The emphasis of this action plan is on developing alternative solutions to landfill. It will be necessary to consider how to deal with residual waste, and in particular, to understand how best to manage residual waste given the desire to move waste up the waste hierarchy and the costs and benefits of alternatives to landfill. For example, the separate kerbside collection of organic waste could have a significant effect on the approach to dealing with residual waste. Residual waste treatment is intimately linked with organic waste treatment (or composting) and the combination of technologies for treating these waste types needs to be considered in tandem. A number of different technologies exist in respect of organic & residual waste treatment. A combination of the following methods could be used:

• disposal of untreated waste to landfill; • mechanical sorting and processing; • biological treatment; • mechanical biological treatment; • advanced thermal treatment; and • direct energy from waste.

Description This action plan is concerned with the operation and maintenance, modification and refurbishment or replacement of waste assets as well as information on design, performance and costs to ensure assets are used to deliver services efficiently and effectively. Securing the balance requires consideration of economy, efficiency, effectiveness and to also contribute to the achievement of sustainable waste management.
