1. EXECUTIVE SUMMARY

The task focuses on determining “eligible” mineral deposits on national/regional level (in

case study countries) which fit into the framework of protecting policy with selection by

qualified conditions established in WP2. Since it was established in WP2 that each country

should safeguard the access to MD they consider as MDoPI, lists of “eligible” MDoPI were

created for case study countries by partners themselves. Seven case study countries were

selected (UK, Italy, Sweden, Portugal, Hungary, Poland and Slovenia) regarding to the

differences in territorial size, types of mineral endowment and national mineral policies. The

entire partner state territory or partial national areas were examined.

Slovenia as one of case study countries was examined in details, the survey of Slovenian

MDoPI is described and the map of suggested safeguarded mineral areas (1: 250,000) is

created as well. 30 deposits of MDoPI have been selected and designated on national

level. On local/regional level a max of 50 extraction sites were suggested as aggregates

supply centers as well. It is estimated that less than 0.3 % of national territory would be

dedicated to future mineral safeguarding.

The spatial data provided by five partner countries (Slovenia, Italy, Portugal, Poland and

Hungary) are designated in Google Earth application. The user friendly tool enables 3D

views at different scales and angles of observation and presents a proper visual show of

MDoPI layout in space.

The created list of MDoPI and the boarders of suggested mineral polygons are not closed

or final. It is a living structure that should be adopted referring to new geological research

and knowledge and social needs.

Several products are prepared:

- the list of potential protected areas in seven case study countries,

- the detailed survey of one of case study countries and its map of suggested MDoPI,

- the visual presentation of MDoPI for five case study countries in Google Earth as a

user-friendly tool.

2. INTRODUCTION

2.1. MAIN OBJECTIVES

Acording the DoW the 4.1 activity is “Creating a list of potential protected areas at the

case study level” (GeoZS, M12-M19).

The first step is to create a list of potential protected areas in each case study country that

suit the selected safeguarding criteria developed in WP2. Seven case study countries were

selected (UK, Italy, Sweden, Portugal, Hungary, Poland and Slovenia) regarding to the

differences in territorial size (huge, middle size and small countries), types of mineral

endowment and national mineral policies. The entire state territory (in case of Slovenia) or

its selected area will be examined. The task will focus on determining “eligible” mineral

deposits on national/regional level (in case study countries) which fit into a framework of

protecting policy with selection by qualified conditions established in WP2.

Since it was established in WP2 that each country should safeguard the access to MD they

consider as MDoPI, the list of “eligible” MDoPI were created for case study countries by

partners themselves.

A map of proposed protected mineral areas will also be created in scale 1:250.000 for

Slovenian case study. Further on a percentage of safeguarding surface should be

estimated in Slovenian case study. Maps of proposed protected mineral areas will be

created for other pilots tests, where possible. Analogue to that, in the final consequence

certain mineral deposits of public importance all over the EU will be established and their

related maps will be created on national level (similar to Natura 2000 subject), which will of

course differ in percentage of safeguarding territory due to the speciality of their mineral

endowment.

3. CASE STUDY COUNTRY SLOVENIA

In spite of its small area (20.273 km²), Slovenia has numerous MR deposits. We have over

215 extraction sites (open pits) with mining rights/under concessions. While all metal mines

have been closed after a long mining period, the extraction of construction materials,

some industrial minerals and some energy raw material deposits (coal and hydrocarbons)

is an on-going activity.

Production of construction materials and industrial minerals is around 13 million tons per

year (aggregates, clays, dimension stone, etc) regardless the coal and hydrocarbons.

Estimation of reserves and resources within mining areas is around 840 million tons.

In Slovenia 37.16 % of the territory is covered by Natura 2000, not including 12.5 %

protected areas (1 national park, 3 regional parks, several landscape parks and hundreds

of natural monuments and monuments of designed nature). Furthermore, 3 sites in Slovenia

are listed on the UNESCO’s World Heritage list (e.g. Idrija Mercury mine).

As established within WP3 (Multi-sectoral analysis of mineral policies and land use policies in

EU countries) Slovenia belongs to the group of the countries which apply “some kind” of

safeguarding regulative concept but where mineral deposits are included into land use

plans only through permitting process. This means that only areas with mining right are

being safeguarded. According to Slovenian Mining Act (in force), only energy raw

materials are of strategic importance and their mining areas can be

published/announced by Minister. On the other hand Slovenia is in a phase of adopting a

National Mining Strategy. By Mining Strategy certain types of mineral resources can be of

public importance if they are identified as unique or rare on the national level.

3.1 METHODOLOGY

Case study Slovenia (entire state territory): general map in scale 1: 250,000 and also detail

cadastral maps of suggested MDoPI have been prepared. Non-metal and aggregates

deposits have been put on the list due to lack of prospective metal deposit. Most of known

metal deposits were extracted and closed in the last decades, but the geological

knowledge of deep structures is pure poor so far due to lack of deep research

examination).

Two different aspects were taken into account:

(1) on national level where areas of certain non-metal deposits are selected and

(2) on local/regional level where regional aggregates supply centres are suggested.

3.1.1 National level (non-metals RM)

On national level 30 areas of non-metal deposits were designated. Those areas include

clays, natural stone (e.g. dimension stone), Q sand, chert, chalk, calcite, bentonite,

limestone for industrial purposes (e.g. for cement industry) and sea salt (Table 1, Figure 1).

These deposits are relatively rare and could be not replaced somewhere else due to

existing geological settings. They should have precedence over other land uses.

Total surface of suggested polygons of MDoPI in case study Slovenia is 53.72 km2 which is

around 0.27 % of total state territory not including aggregates supply centres which need to

be safeguarded as well.

Figure 1 presents 30 suggested MDoPI areas in Slovenia.

3.1.2 Local/regional level (aggregates)

Slovenia is divided into 12 statistical regions according to its geography [SORS 2014] (Table

2, Figure 3).

On local/regional level regional aggregates supply centres are suggested, optimally 1-5

locations per region. Those have been designated as points (not polygons) since we

wanted to stress that there should be some regional centres for aggregates supply without

giving priority to any particular location. Slovenia is endowed with aggregates (crushed

stone-carbonates and sand + gravel) regarding geological background, but there are

many issues referring to protected areas and other land uses. Therefore it is of great

importance to define locations for aggregates supply (extraction areas). Due to mass

production causing environmental impacts (noise and dust) these location are the most

questionable for incorporation into spatial plans. Therefore they should be carefully chosen.

Still there should be a note in legal regime that allows /enables to place them into local

spatial documents after a severe reconsideration/consideration concerning environmental

requirements, natural conservation and non-mineral land uses as well. Maximum of 50

extraction localities/sites for local/regional aggregates supply are suggested.

3.1.3 Selection of MDoPI (description of the process)

Slovenian shallow geological structures are relatively well-researched and known.

Lithological composition and detailed research work represents the base of

determining the MDoPI. 30 sites of non-metals were selected as MDoPI due its

uniqueness, rareness and importance for existing industry or traditional housing use as

construction material).

Suggested MDoPI deposits are located outside the urbanized areas, many times

close to the mining right areas where the industrial interest demands detailed

research work. We should keep in mind the suggested list is a work in progress still to

be completed, improved and adopted when necessary.

These areas are mostly forest, agricultural or built-up areas (regarding to their land

use) in few cases they also stretch into protected areas (e.g. Natura 2000,

Ecologically important area, Valuable natural features, Landscape park ...).

Regardless to the existing land use the mineral commodity and its geological

component should be a priority in spatial plans and therefor they should be

safeguarded for the future potential access. Geological settings cannot be moved

to other location, while most of human activities can (industrial objects, agriculture,

housing …). That is also why the Natura 2000 directive does not exclude or prohibit

mineral exploration and extraction, but sets certain limits.

The MDoPI were designated on detailed cadastral maps and transferred to Google

Earth maps as such. Three of case study detailed maps are attached bellow (Figure

5-Figure 7) and 3 MDoPI have been exposed to show the selecting process.

Data on selected MDoPI were gathered from Slovenian Mining Cadastre and

Register [MzI & GeoZS 2015], bulletins Mineral resources in Slovenia [GeoZS 2014,

2015], papers and monographies [Dimkovski & Rokavec 2001, Rokavec 2014] and

expert reports [Jerše et al. 1986, Šolar 1994, Skaberne 2003, Novak 2015, etc].

1) Karstic natural stone-limestone deposits in Slovenian Karstic region (Table 1,

serial No. 14-16)

Cretaceous limestone as the primary building material has played a crucial role in

constructing a common human history in the Adriatic area. Both massive and platy

limestone are recognizable linking elements of the cultural landscape along the

Adriatic karstic coast [Vesel 1980, Novak 2015]. Blocks of Limestone have been used

for housing and as ornamental stone, platy limestone also as roof tiling, for

construction of dry walls, shepherd cottages and similar objects. Besides being an

important element of cultural heritage, it is also important as natural heritage, with

often rich and diverse fossil fauna e.g. well-preserved vertebrate fossils. For centuries

it has been excavated in regional quarries, some of them were also located in

backyards or in small delves in the vicinity of the villages. The white limestone with

specific polished surface was also used in broader trans-border areas (e.g. in Italy) as

world known architectural and ornamental stone.

2) Ilirska Bistrica clay deposit in Southwest region (Table 1, serial No. 1)

It is the biggest clay deposit in Slovenia, developed on Eocene flysch of Reka

synclinal (Figure 6). The thickest layer of Plio-Pleistocene clay in Slovenia was

discovered and drilled through the 3 km long synclinal, over 60 m of rather

homogenous clays, used for brick and ball clays [Jerše et al. 1986, Jerše 1990,

Rokavec 2014]. The mineral composition is muscovite-illite-montmorillonite, with

particle size 25-53 % of clay particles under 2 µm. In the last century the entire region

was dedicated to brick production in small brick factories, nowadays no industry is

related to clay deposits and the large reserves remain intact although Slovenia

imports this building material from international companies.

3) Chert in Mirna valley in Central – South Slovenia (Table 1, serial No. 22)

Chert occurs in the Mirna valley, Lower Carniola, in Jersovec, Ogorelke and

Gabrovka as well as in several smaller deposits. Mirna chert deposit [Šolar 1994,

Skaberne 2003] (Figure 7) is unique in the country. Primary chert occurs in Triassic

limestones and dolomites, and as weathered out secondary chert which is extracted

in breccias with loamy cement. The entire production of washed chert is being

exported. The mineral commodity is of good quality and is used for production of

refractories (bricks and masses). Reserves are sufficient for several years.

3.2 GOOGLE EARTH APPLICATION

For the purposes of this project we have prepared and displayed spatial data on

MDoPI data in the Google Earth [Google Earth 2016] (Figure 8 and Appendix B). This

program is not only free of charge but its use is widespread and easy compared to

GIS tools, such as ArcInfo and QGIS. By completing the program and increasing the

transparency and resolution of maps and terrain, the importance of Google Earth

application is growing. In the case of Google Earth application, maps are not tied to

the scale. Instead, the program enables 3D views at different scales and angles of

observation. The preparation in this program is also very simple; data is presented in

the form of polygons and centroids. To those objects the attribute data in the form of

simple tables are added.

4. CASE STUDY COUNTRIES

7 case study countries were selected (UK, Italy, Sweden, Portugal, Hungary, Poland

and Slovenia; Figure 9) regarding to the differences in territorial size (huge, middle

size and small countries), mineral endowment and national mineral policies. Lists of

potential protected mineral areas of these countries were prepared. In most case

study countries parts of national territories have been divided/selected (certain

provinces were chosen), only in Slovenian case the entire state territory was

examined due to its relatively small size. On and off shore areas have been taken

into consideration as well (UK case study). Metal, non-metal and aggregate deposits

have been suggested for future safeguarding regime on different levels: national,

regional and local depending on the national mineral policy and ownership of

minerals.

Lists of selected case study countries contain series of attributes, such as: type of

mineral endowment, host rock, age, use, permit, etc). Some provided attributes

have got spatial component, in others it is missing. Five case study countries provided

spatial data (coordinates): Slovenia, Italy, Poland, Portugal and Hungary. Other

partners provided lists of potential protected MDoPI with no spatial data.

MDoPI data directly provided by project partners are presented in Appendix A.

Data referring to potential safeguarded MDoPI provided by case study countries

(short overview, Table 4):

Slovenia:

Entire state territory: 25 areas/deposits of non-metals (brick and ball clays, natural

stone (e.g. dimension stone), Q sand, chert, chalk, calcite, bentonite, limestone for

industrial purposes (e.g. for cement industry) and sea salt. Besides the access to ca

40 sites of crushed stones and gravel pits should be assured. These sites (quarries and

open pits) represent local and regional aggregates supply and should be spread

evenly over the entire country, which is unofficially divided into 12 Slovenian “statistic

regions”.

Italy:

Emilia Romagna Region: 11 deposits of aggregates (alluvial sands and gravels,

coastal sands, sandstones and conglomerates, limestones, siliceous rocks).

Portugal:

Tungsten province (national level): 38 deposits of metal ores (W, Sn, Pb, Au, Mo, Ag).

Rio Maior (local level): Mineral deposit of special Quartz kaolinite-rich sands (Special

sands).

Hungary:

Borsot-Aubauj-Zemplen, Hajdu-Bihar, Heves, Szabolcs-Szatmar-Berek: 402 deposits

of non-metals (sand, gravel, crushed stone, clay and perlite).

Sweden:

Norrbotten Country: 24 deposits of metal ores (Pb, Ag, Cu, Au, Fe) and non-metals

(graphite, dolomite and limestone for industrial purpose, kaolin, magnesite,

wollastonite, quartz).

10 deposits off-shore in Celtic and Irish seas (sand and gravel, undersea salt and

potash, metals in seabed nodules, crust and extinct smokers).

Poland:

Dolnoslaskie Province: 142 deposits with indicated and measured resources (copper-

silver ore, nickel ore, barite and fluorite, bentonite, clays (brick, ceramic and fire

clays), dimension stone, crushed stone, feldspar, gypsum and anhydrite, kaolin,

magnesite, quartzite, aggregates (sand and gravel), sand for lime, sand for glass

production.

5. CONCLUSIONS

Within WP4.1 further conclusions were drawn and several deliverables were

produced aligned with DoW.

A list of potential protected areas (MDoPI) was created.

Each partner from case study countries (UK, Italy, Sweden, Portugal, Hungary,

Poland and Slovenia) has provided its own selection of suggested MDoPI, 4 of

them provided spatial data as well.

Case study Slovenia was examined in details, the entire national territory was

taken into account for the project survey and the map in a scale 1:250,000 was

created. Two aspects were taken into consideration: 30 deposits of MDoPI have

been chosen and designated on national level. On local/regional level a max of

50 extraction sites were suggested as aggregates supply centres as well. The % of

protected national territory was estimated regarding to future mineral

safeguarding.

The spatial data (provided by Slovenia, Italy, Portugal, Poland and Hungary) are

designated and displayed in Google Earth application that provides a clear visual

presentation.

The list of MDoPI and the boarders of suggested mineral polygons are not closed

or final, it is a live structure that should be adopted referring to new geological

research and knowledge.

All 7 case study countries were Minerals4EU project partners so they include/provide

most of their national MD data into a common mineral infrastructure system

(interactive database).

Further steps/activities are proposed in WP4 for our following short term period.

Each partner from case study countries should provide arguments for

selection of their designated MDoPI other than geological (e.g. market value,

jobs, encroaching urbanization, etc) as it is for case study country Slovenia in

the Table 1.

In order to complete the scheme of case study countries areas we suggest

that each MINATURA consortium partner provides/designates at least some

MDoPI in its country/region.

Portuguese proposed case studies

Tungsten provinces in the Portuguese territory (national scale case study)

Tungsten ore-forming systems are mainly located in the north and northeast regions

of mainland Portugal. Tungsten is one of the 21 minerals included in the EU critical

raw materials list - in Portugal there are several mineral deposits of tungsten, one

being exploited (Panasqueira) and others under evaluation or exploration. Tungsten

occurrence areas often overlap with Natura 2000 and other environmentally

sensitive zones which need to be harmonized with economic activities such as the

mining industry, and this can prove challenging for land use planners and

stakeholders. For the project we have the Portuguese Geological Survey (LNEG)

inventory of tungsten occurrences at the national level and the layers provided by

the General Directorate for Energy and Geology (DGEG) - the Portuguese mining

authority - representing the current mining contract areas, experimental exploitation

areas and prospecting and exploration areas. For now, we will use these layers as the

first draft list of potential protected areas, in combination with some attributes from

the national inventory of tungsten occurrences.

The Quartz, kaolinite-rich sands (Special Sands) of Rio Maior (local scale case study)

In this case the mineral resource is used for the supply of glass and ceramics

industries. The mining sites are located close to the city of Rio Maior and nearby

urban expansion areas, and therefore constitute a challenge for the municipal land

use plan which aims at harmonizing the existing conditions and the urban,

environmental and social areas, considering the economic importance of these

resources. This is an example of how to mitigate land use conflicts and harmonize

different land occupations.

As for the Tungsten case study, we will use the layers representing the current mining

contract areas, experimental exploitation areas and prospecting and exploration

areas provided by DGEG, as the first draft list of potential protected areas.
