1.0 EXECUTIVE SUMMARY
Introduction and Background
This Pre-feasibility report is part of documentation filed by Jubilant Infrastructure
Limited as part of the Environment Clearance (EC) Process, a mandatory regulatory
clearance required from the Ministry of Environment and Forests (MoEF) prior to
commencement of construction at site.
Jubilant Infrastructure Ltd.(JIL) is a wholly owned subsidiary of Jubilant Life Sciences
limited (JLSL), a leading Life sciences company in the field of Vitamins, Agro
Chemicals, Animal Nutrition and Advance Pharma Ingradients. JLSL has
manufacturing facilities in India in Uttar Pradesh, Maharashtra, and Gujarat, JLSL
serves its customers across the globe and it is well recognized as the largest
CRAMS Company out of India.
JIL is operating a Special Economic Zone (SEZ) spread across an area of 107 Hac.
at village Vialayat, Taluka Vagra, Dist. Bharuch in Gujarat State for Synthetic Organic
chemical Products and is conceptualized as a world-class Industrial Park, meeting all
requirements of the Sector. The approved Sector Specific SEZ (for Synthetic
Organic Chemicals for 5b category) is being developed with all utilities/ facilities
required for the operation of chemical Plants within it keeping the environmental
management as the focal point.
The Environmental Clearance for the SEZ has been awarded vide Lr. No 21-
1087/2007-IA.III dated 03.07.2008 and it was amended vide Lr No. 21-1087/2007-
IA.III dated 03.11.2011. The presently granted Environmental Clearances enclosed
as Annexure-I
Project Proposal
It is proposed to seek product mix change, in an existing Environmental Clearance
for Sector Specific SEZ for Synthetic Organic Chemicals (Category 5f), to include
Installation of Manufacturing Facility for Technical Grade Pesticide and Pesticide
Specific Intermediates (Category 5b) as a multi sector chemical SEZ without any
increase in land area, water consumption, effluent, discharge, air emission, Energy
consumption and Waste disposal.
Proposed Plant Features and Production Capacity
The SEZ spread across an area of 107 Hac was granted Environmental clearance by
MoEF in 2006 for installation of manufacturing facilities for Synthetic Organic
Chemicals (Category 5f). The SEZ is operational since 2008 and has built
infrastructure as below. It is now proposed for a product mix change to allow
installation of manufacturing facility for Technical Grade Pesticide and Pesticide
Specific intermediates within the same SEZ.
The existing SEZ has approval for following amenities that are constructed and
operated as per the demand of the units installed in the SEZ.

Total fresh water consumption as approved in existing EC is 10000 KLD and will be
entirely fulfilled through piped water supply from GIDC, Vilayat, Gujarat, which in turn
sources water from the River Narmada.
The total quantity of industrial wastewater generated after the product mix change
will remain as same as approved in the existing EC i.e. 5430 KLD.
The process effluent generated from the industries to be put up in the SEZ shall be
treated within their individual units before sending it to the common facility installed
by JIL for final treatment in ETP or, Incineration or Spray drying. The present facility
of the CETP and Incinerator shall be utilized for SEZ units.
The entire SEZ is designed to treat all the industrial effluents in a common CETP
suitable for discharge to Deep sea disposal facility installed by the GIDC, Vilayat. All
Domestic sewage shall be treated and used for landscaping and greenbelt
development. Organic effluents shall be incinerated and inorganic effluent shall be
spray dried.
The power requirement will be fulfilled through the existing grid supply of Dakshin
Gujarat Vij Company Limited (DGVCL), the existing gas based power plant of 15 MW
and through installation of Captive Coal power plant. An application for installation of
30 MW coal based power plant is awaiting gant of NOC from the GPCB.
Both Municipal Solid Wastes (MSW) and Hazardous Wastes generated by the
individual units at the SEZ are being handled as per the rules applicable to the
wastes.
Hazardous wastes like discarded containers, plastic bags, used oil, oil soaked cotton
waste, filter bags, spent solvent, spent carbon, process residues, MEE salt, spent
catalyst etc. are generated during the production of the individual units in the SEZ.
These are being managed at a common facility of the SEZ as per the Hazardous
Wastes (Management, Transport and Transboundary) Rules 2008 and subsequent
amendments till date.

2.0 INTRODUCTION
2.1 Identification of Project and Project Proponent
2.1.1 Project Proponent – Jubilant Infrastructure Limited
Jubilant Life Sciences Limited, an Indian multinational corporate, is a leader in
Research and Manufacturing of Synthetic Organic Chemicals, Advanced
Pharmaceutical Ingredients (API), Agri Intermediates, Vitamins, Animal Nutrition, and
Contract Research Manufacturing Services company with a wide range of products
and services for global life sciences companies.The Company is one of the largest
Custom Research and Manufacturing Services (CRAMS) and drug discovery
services companies in India.
The company’s business operations are focused on to life science chemicals;
performance chemicals and industrial chemicals. Jubilant Life Sciences enjoys
leadership in Indian market in industrial chemicals and performance polymers and is
also a prominent player in the Agrovet sector.
Jubilant has manufacturing plants strategically located at Gajraula (UP, 100-km from
Delhi), Nira (Maharashtra, 70-km from Pune), Ambernath (Maharashtra), Samlaya
(Gujarat, 45-km from Vadodara) and Bharuch SEZ (Gujarat). Jubilant’s units at
Gajraula, Nira, Samlaya, Bharuch SEZ are accredited with ISO-14001 and OHSAS-
18001 certification, which shows company’s commitment towards Environment and
Society.
Jubilant Infrastructure Limited (JIL) is a 100% subsidiary of Jubilant Life Sciences
Limited and has a Sector Specific SEZ for Synthetic Organic Chemical (Category 5f)
approved and operating at village Vialayat, TalukeVagra, Dist. Bharuch in Gujarat
since 2008.
Now, to cater to the market demand JIL intends to seek an amendment to its existing
EC so as to include installation of manufacturing facility for Technical Grade
Pesticide and Pesticide Specific intermediates (5b) in addition to the already
approved Synthetic Organic Chemicals (Category 5f) manufacturing to cater to the
domestic and international market
2.2 Brief Description of the Project
The Indian chemical industry is large and rapidly growing. The Indian chemical and
petrochemicals market grew by 10.1% in 2004 to reach a value of USD 32.4 billion
with a CAGR of 9.3% against the global CAGR of 0.2%. Further, the industry is
widely expected to continue its growth performance with a CAGR of 9.2% in the
period of 2004-09, as against global projected CAGR of 3.4% for the same period.
India ranks 12th in the world for production of chemicals and petrochemicals by
volume and third largest in Asia, producing more than 70,000 products exporting over

US 12 billion in 2004-05 contributing 1.9% of the global sales and 1.5% of the
international trade.
The proposed product mix change will be within the notified SEZ operated by M/s
Jubilant Infrastructure Limited at notified industrial estate of GIDC-Vilayat, Bharuch,
Gujarat and will facilitate growth of the industry by providing suitable infrastructure
facility to put up downstream manufacturing facility to cater to the growing demand.
Total 107 Ha of land owned by the company at SEZ-Vilayat GIDC, will be used for
installing manufacturing facilities for Technical Grade Pesticide and Pesticide
Specific Intermediates (Category 5b)) and Synthetic Organic Chemicals (Category
5f) manufacturing units.
2.3 Need for the Project and Its Importance to the Country and / or Region
India is becoming a commercial hub for chemical, specialty chemicals, intermediates
for outsourcing outside India. The chemical industry is substantially dependent upon
the research and development (R&D) on a continuous basis. The need for firms to
recoup the huge and growing costs of research and drug development has made
development of Industrial Parks an impending issue. During the present decade of
the 21st century, the challenge is likely to intensify. The manifold widespread value
chain and emerging possibilities in the spheres of production, marketing, distribution
and R&D are opening up opportunities for firms to become specialized and focus on
specific segments.
A project like SEZ for chemical products, at this juncture is the need of the hour for
the industrial growth in this sector. Since establishment of the chemical industry at
Vilayat keeping the environmental management as the focal issue right from the
industrial area layout stage will definitely herald a new era in the sustainable
industrial growth in harmony with the environment. The proposed product mix change
will take place within the existing SEZ having well developed infrastructure and
amenities required for the industry. Including the newer products in the approval list
of the SEZ will encourage new industries to put up their facility in the present SEZ
and promote industrial growth in the area and bring economic benefit to the region
and the country.
2.3.1 Demand Supply Gap
It is needless to say, that the demand growth is in Asia, in particular in China but also
in India and a number of South-eastern Asian countries. Today, Asia is already the
leading market for chemical industry globally, accounting for 38% of global sales
followed by EU27 and NAFTA at 29% and 21% respectively. China accounts for
almost half of the chemical sales in Asia, followed by Japan and India. Asia's share in
global chemical production has increased significantly in the last decade, from ~27%
to 38% from 1998 to 2008. What is not true looking 20 years ahead, or at least
capable of being misunderstood, is the widely used phrase of "demand shift". The
demand shift has happened in the past, but is largely completed, customer industries
like textile and leather, as classic examples, have completed years ago. What is

essential to understand is, that emerging markets show stronger growth potential –
and have proven to do so even in the financial crisis, e.g. with China showing approx.
5% growth even in 2009 – and the markets are becoming critical size. The impact of
these developments has to be analyzed differently for global majors and the local
champions in these countries.
2.4 Import vs. Indigenous Production
Indigenous production of Chemicals can reduce the burden on the exchequer
drastically and helps the economic progress of the country and provides employment
opportunities to the local peoples and development in the nearby villages. This also
helps in export possibilities if the international manufacturing standards are met by
following the GMP guidelines.
As the Indian economy was a protected economy till the early nineties, very little large-scale R&D was undertaken by the Chemical industry to create intellectual property. The Industry would, therefore, have to make large investments in R&D to successfully counter competition from the international chemicals industry. India has a number of scientific institutions and the country’s strength lies in its large pool of highly trained scientific manpower.
The chemical and petrochemical sector in India presently constitutes 14% of the
domestic industrial activity. The growth of petrochemicals and chemicals is projected
at 12.6% and 8% respectively in 11th Five Year Plan. According to the United
Nations Industrial Development Organization (UNIDO), in terms of value added at
constant 2000 prices, the Indian chemical Industry was the 6th largest in the world
and 3rd largest in Asia in the year 2008. As per the latest available information from
industry associations, the size of the Indian Chemical Industry in the year 2010 was
US $ 108.4 Billion.
2.5 Export Possibility
The total chemicals produced at the SEZ will be exported to the International market
and Domestic market, in compliance with the guidelines of the SEZ
2.6 Domestic / Export Markets
2.6.1 Domestic Market
The chemical sector has witnessed growth of 13-14% in the last 5 years while petrochemicals have registered a growth of 8-9% over the same period. The major growth drivers, behind India’s chemical industry could be listed as follows:
Structural advantage: With a growing market and purchasing power, the domestic
industry is likely to growth at over 10-13% in the coming years. Growing disposable
incomes and increasing urbanization are fuelling the end consumption demand for
paints, textiles, adhesives and construction, which, in turn, leads to substantial
growth opportunity for chemicals companies.

High domestic consumption: The chemicals industry in India is the largest
consumer of its own products, consuming 33% of its output. With promising growth
trends in the chemicals industry, this internal consumption is also set to rise.
Diversified industry: The Indian chemicals industry has a diversified manufacturing
base that produces world-class products. There is a substantial presence of
downstream industries in all segments. Further, this large and expanding domestic
chemicals market also boasts of a large pool of highly-trained scientific manpower.
Promising export potential: Chemicals constitute ~5.4% of India’s total exports.
India already has a strong presence in the export market in the sub-segments of
dyes, pharmaceuticals and agro chemicals. India exports dyes to Germany, the UK,
the US, Switzerland, Spain, Turkey, Singapore and Japan.
2.6.2 Export & Import Market
The share of Imports of the Chemicals & Petrochemicals in the total National Imports
slightly increased from 8.27% to 9.61% during the period 2005-06 to 2009-10
whereas the share of Exports declined from 11.11% to 9.9% corresponding period
2.7 Employment Generation (Direct and Indirect) due to the project
As this is a product mix change, there employment generation will remain as
envisaged in the earlier grant of EC. However, owing to Product Mix Change which
would help in faster growth of the SEZ and facilitate putting up of Supportive and
Servicing industry, the employment generation is expected to be earlier than
envisaged before. During construction period the requirement of man power will be
about 600 persons. During construction Phase, majority of the employees will be
either locally employed or will come from nearby villages. In the operation phase,
around 1000 to 1500 persons will get employment in various services.

3.0 PROJECT DESCRIPTION
3.1 Type of Project Including Interlinked and Interdependent Projects
3.1.1 Type of Project
Presently the SEZ consists of Synthetic Organic Chemicals (5f) manufacturing units
. After the proposed product mix change, the SEZ will consist of the following type of
manufacturing units within the same area of the SEZ:
Synthetic Organic Chemciasls (Category 5f, already approved)
Technical Grade Pesticide and Pesticide specific Intermediates(Category
5 b)

The project is not interlinked with any other project.

3.3 Details of alternate sites considered and the basis of selecting the
proposed site
No alternate sites were evaluated as the proposed site is an operating SEZ notified by
Govt. of Gujarat with all infrastructure including land, water, power supply, common
treatment facility and other infrastructure is readily available.
3.4 Size or Magnitude of Operation
The SEZ will be housing multiple units of various capacities for manufacturing Synthetic
Organic Chemicals (Category 5f), Technical Grade Pesticide and Pesticide Specific
Intermediates (Category 5b) and necessary infrastructure facilities, utility generation &
distribution, within the existing 107 Ha., SEZ area at Vilayat GIDC, Bharuch.
3.5 Technology and Process Description
Depending on the type of product produced, suitable advanced process technology will
be employed by the individual companies that shall put up the manufacturing facilities in
the SEZ.
3.6 Raw material required along with estimated quantity & Storage details.
Many raw materials are required for the chemical synthesis processes used by the
industry. These include organic and inorganic compounds and are used in gas, liquid,
and solid forms. The consumption figures and mode of storage for the major raw
materials are depending on the use of a particular industry installed within the SEZ. The
required quantity of raw materials will be obtained from different suppliers across the
country. Raw materials and products will be transported by primarily through road.
3.7 Resource optimization / recycling and reuse envisaged in the project, if any
In the proposed project, Resource conservation of Chemicals and water conservation
are inherently designed for effluent re-use/recycle and hence consumption is optimised.
Solvents of different varieties are used in the manufacturing process and exit the
process in diluted / contaminated form as effluents. Different effluent streams shall be
processed appropriately in-house through Multi Effect Evaporator, spray dryer or through
a 3rd party reprocessor to recover the valuable resource and thus optimise the raw
material consumption.

Organic effluents, MEE for Inorganic Effluents or sent to 3rd party for
processing/treatment.
3.8 Availability of water its source, energy/power requirement and their source
3.8.1 Water consumption
There will be no additional water requirement, as this is a product mix change. The water
requirement for the proposed product mix change will be met from the existing water
available. The approved water quantity is 10000 KLD. The fresh water demand will be
fulfilled through existing water supply from GIDC vilayat from the Narmada Project.
3.8.2 Waste Water Treatment and Disposal
There will be no additional effluent generation, as this is a product mix change. All
sewage effluent generated from individual units in the SEZ shall be treated at source
and utilized for landscaping. Further, all industrial effluents and utility effluents after
primary treatment in the individual units shall be transferred to the CETP installed at the
SEZ for final treatment and disposal to deep sea through disposal system provided by
GIDC, Vilayat, as per the guidelines of the GPCB
3.8.3 Power Requirement
There is no change in the total power consumption for the SEZ. JIL shall continue to
source the power required from the grid, existing 15 MW gas power plant & captive coal
based power plant. An application for installation of a 30 MW coal based power plant is
is awaiting grant of NOC from GPCB. 15 Nos. of DG sets of 500 KV each will be
installed in the entire SEZ to cater to the emergency requirement of the individual units
and the Utilities of the SEZ.
3.8.4 Steam Requirement
The peak steam requirement of the various industrial units to be installed in the SEZ is
projected to be about 4500 TPD which shall be generated and supplied from the
common facility that shall be installed by JIL as SEZ operator and supplied through
pipelines. Boilers of total capacity 73 TPH steam have already been installed at the SEZ
to cater to the steam requirement of individual units of SEZ. One 35 TPH boiler is under
commissioning and additional steam generation from the proposed 30 MW coal based
power plant will be used to cater to the requirement of steam.

3.9 Quantity of waste to be generated (liquid and solid) and scheme for their
management /disposal
The generation of pollutants associated with the existing and proposed new installations
within the SEZ, will be in the form of Gaseous emissions, Liquid effluent, solid waste,
and Hazardous waste.
3.9.1 Gaseous Emission
The JIL plants will have following sources of emission, as envisaged in the approved
EC,namely,
Process emission of Volatile Organic Compounds from the chemical reaction
tank fitted with scrubbers/condensers/chillers
Fugitive emission of VOC from chemical storage tanks.
Incinerator (NG fired) for Organic gaseous emissions collected through vent
system.
MEE operating on recuperative heat for Inorganic effluent streams.
Flue gas from Thermic Fluid Heater.
Stand-by (Emergency) Diesel Generator sets of SEZ and individual units.
The emission from stacks will be maintained well within the stipulated norms. Stacks will
be equipped with stack monitoring facilities.
3.9.2 Liquid Effluent
There will be no additional waste water generation arising out of the proposed product
mix change.
The total quantity of industrial waste water generation will reamin within the approved
5430 KLD.
About 180 KLD of domestic waste water will be generated which will be treated in STP
and reused for landscaping.
Organic effluents generated will be incinerated through existing incinerator of capacity
150 KLD. Inorganic effluents generation from the units will be spray dried in recuperative
heating system installed along with incinerator.
3.9.3 Solid / Hazardous Waste
To strengthen the waste management system, different types of wastes are identified
along with proper disposal / recycling / reuse mechanisms.
Municipal wastes
Municipal waste generation will be mainly from office area, canteens waste and will be
composted and manure generated will be used for greenbelt development.

.There will be no additional hazardous waste generation arising out of the
proposed product mix change.

JIL has a Hazardous Waste collection, storage and treatment facility to cater to the
requirement of the individual units. After treating the HW the same shall be disposed off
into the SLF/ incinerator constructed and operated by JIL or to approved 3rd party HWM
facility.

4.0 SITE ANALYSIS
4.1 Connectivity
The plant site is well connected by road to the major national and state highway network.
The approach road to the site is suitable for movement of heavy loads involved including
the construction materials.
The Project site is located adjacent to NH-8 and the nearest railway station is Bharuch at
17 km. The site is well connected to the Mumbai-Ahmedabad highway. The nearest
airport is located in Vadodara at a distance of 103 km. Land Form, Land Use and Land
Ownership
4.2 Topography (along with map)
The land will be a part of the 107 ha SEZ operated by M/s Jubilant Infrastructure Limited
which is already an industrial land.
The general topography is mixed with two types of terrain, namely ridge-valley
topography and undulating plain topography. The nearby villages are namely Vorasamni
in NW, Argama in NE, Vilayat in SW.
The elevation of the contours of the site varies between 10 m to 18 m accounting to a
level difference of 8 m. The ground generally sloping down towards South – East
direction. Topographical Map is given as Figure 3
4.3 Existing land use pattern (agriculture, non-agriculture, forest, water bodies
(including area under CRZ)), shortest distances from the periphery of the
project to periphery of the forests, national park, wild life sanctuary, etc
sensitive areas, water bodies (distance from the HFL of the river), CRZ.
Existing Land use pattern: Industrial. No additional land requirement & no
change in existing land use pattern.

The Govt. of Gujarat has issued the approval vide notification reference no.SO 290 (E)
dated 1/02/2008 allocating the land and approving the operation of SEZ. Approval letter
from GoG and GIDC are enclosed as Annexure-II.
4.4 Existing Infrastructure
The SEZ is notified by Govt. of Gujarat & is operational since 2008 in notified industrial
estate of GIDC Vilayat, District Bharuch Gujarat. The infrastructure required is already
present for Road, Electricity, Water supply, Waste disposal, Waste incinerator etc.
Nearest Railway station at Bharuch is about 15 kms away on the mail line from Mumbai
to Ahmedabad. Nearest Airport is at Vadodara, about 103 Kms from the site.
Communication facilities such as telephone, tele-fax and Internet are available in vicinity
of the proposed plant site location.
The other infrastructure that is already constructed in the SEZ includes the following and
the same shall be upgraded as and when required.

4.5 Soil classification
The soil in the area is a Black Cotton type as per the classification and soil testing will be
conducted before the construction of the unit.
4.6 Climatic data from secondary sources
The general agro-climate zone of the study area is Semi-Arid.
Information presented in subsequent paragraphs is from the Indian Meteorological
Department (IMD), Long Term Climatological Tables, 1961-1990, Bharuch. These tables
give useful information about a region’s weather, since they are collected over a 30-year
period.

Mean daily maximum temperature is recorded in the month of May at 43.8°C. From
October to December, both day and night temperatures begin to decrease rapidly.
January is generally the coldest month, with minimum morning temperature at 11.3°C.
During the post-monsoon months of October and November, day temperatures remain
between 16.7-35.9ºC. In winters, i.e. December, January and February, average day
temperatures remain between 11.3-33.5ºC.

The total rainfall in year is observed to be 912.1 mm. Distribution of rainfall by season is
2.8 mm in winter (December, January, February), 9.9 mm in summer (March, April,
May), 860.7 mm in monsoons (June, July, August, September) and 38.7mm in post-
monsoons (October - November).
4.6.4 Cloud Cover
The area remains cloudy between the months of June – September, which is the active
period of the monsoon season.

4.6.5 Humidity
Most humid conditions are found in the monsoons, followed by post-monsoons, winter
and summer in that order. Mornings are more humid than evenings and humidity ranges
from a high of 81 – 90% in monsoon mornings to a low of 29 – 39% in summer
evenings. During post-monsoon season, in morning humidity remains between 73 – 76%
and in the evening it remains between 42 – 46%.
4.7 Social infrastructure available
Social investment in the form of CSR would help to improve the healthcare, education,
sanitation, infrastructure and other areas wherein the project proponent is actively
involved as part of its CSR commitments.

5.0 PLANNING BRIEF
5.1 Planning Concept (type of industries, facilities, transportation etc)
The SEZ is notified by Govt. of Gujarat & is operational since 2008 in notified industrial
estate of GIDC Vilayat, District Bharuch Gujarat. The existing operating units are
Synthetic Organic Chemicals (Category 5f) manufacturing units.
It is now intended to include the units manufacturing Technical Grade Pesticide and
Pesticide specific Intermediates (Category 5 b); to cater to the market demand.
5.2 Population Projection
During the Construction and Execution phase of the Project, it is estimated that about
600 workers will be involved for a period of about 72 months.
Thereafter during the operation phase at the new plant around 1000 to 1500 people shall
be employed in various industrial units.
5.3 Land use Planning
The SEZ operated by M/s. Jubilant Infrastructure Limited is located at GIDC vilayat. It is
already developed according to Chemical Industrial Use. The present land use is
Industrial Use. The Land use breakup at site is given in Table 0.1.

Necessary infrastructure will be developed for the project apart from, the infrastructure

Physical Demand:
Water: There will be no additional water requirement, as this is a product mix change
Water demand will be met from Narmada Project through existing infrastructure of GIDC
Vilayat.
Electricity: The power requirement will be fulfilled through the existing grid supply of
Dakshin Gujarat Vij Company Limited (DGVCL), the existing gas based power plant of
15 MW or through installation of Captive power plant. An application by the project
proponent to install a 30 MW coal based power plant is awaiting grant of NOC from
GPCB. About 15 nos. of DG sets with 500 kVA capacity will be installed as stand by
emergency source of power.
Machinery: Reactors, Storage tanks, holding vessel, distillation columns, condensers,
Chilled Water unit, scrubbers, evaporators, spray dryers and other equipment
Materials and Others: The Raw Material supply will be met by local and other markets.
Other general utilities facilities are available in the area.

6.0 PROPOSED INFRASTRUCTURE
6.1 Industrial Area (processing area)
Total Area of SEZ is 107 ha. Appropriate infrastructure facilities are already in place at
the SEZ including approach roads, drainages, lighting, effluent treatment plant,
incinerator, steam generation, raw material storage yard, finished goods storage yard,
Firefighting, Canteen, etc. All these facilities shall be extended to the units that will
come up in the SEZ.
6.2 Residential Area (non-processing area)
No residential facility is provided.
6.3 Green belt
The SEZ will have 14 % Green Belt. Additional green belt shall be developed by the
individual units putting up facility in the SEZ to take the total green belt to >25%.
6.4 Social Infrastructure
Canteen, Rest shelter / room, Recreation Room are provided and shall be augmented.
6.5 Connectivity (Traffic and transportation road/ rail/metro/water ways etc.)
The SEZ is located at an aerial distance of about 12.0 km towards NW direction from
district headquarter Bharuch and easily approachable.
State Highway, SH – 161 this is main approach road to site. It connects
Bharuch with Costal Village Gandhar, via Vagra. This is two lane road
passing at a distance of about 2.1 km towards E direction from proposed site.
This road is also serve as a link between NH228 and costal highway SH06.
State Highway, SH – 64 connects Ankleshwar - Jhagadia – Rajpipala
passing through study area that is about 4.27 km towards NW direction from
proposed site. Jhagadia is Taluka HQ and regular transportation available
towards Bharuch (HQ of the District), Ankleshwar (Largest Industrial area in
the Asia) and Rajpipala (HQ of Narmada Dist.).
State Highway, SH – 13 connects Ankleshwar – Valia – Netrang passing
through study area that is about 8.65 km towards S direction from proposed
project site. This highway also connects Ankleshwar with neighboring
Maharashtra state via Sagbara and Dediapada region.

National Highway, NH – 8 connects Mumbai – Ahmedabad - Delhi, is
passing through the study area. It is about 6.90 km towards WNW direction
from proposed project site. This is busiest highway in western India having
six lanes.
6.5.1 By Rail
Ankleshwar – Jhagadia –Rajpipala railway line is passing through the study
area, it is about 4.52 km towards WNW direction from proposed site. It was a
narrow gauge railway line but at present gauge conversion, work is in
progress to convert this line from narrow-gauge to broad-gauge line up to
Rajpipala.
Dadhal Inam is the nearest railway station on this route is about 5.84 km
towards W direction from proposed site.
Jhagadia railway station (Taluka HQ) is about 9.95 km towards NNE direction
from proposed site.
Mumbai – Vadodara – Ahmedabad and Delhi is the busiest broad gauge
railway route passing through the region, which is about 11.44 km towards
WNW direction from project site.
Ankleshwar is a nearest railway station on this route that is about 12.33 km
towards WSW direction from proposed site.
6.5.2 By Air
Vadodara Domestic Airport is about 103 km towards NNE direction from
proposed site. Daily multiple flights for Mumbai and Delhi are available from
here.
Surat Domestic Airport is about 69.44 km towards SW direction from
proposed site. Daily flight to Delhi available from here.
Ahmedabad Domestic and International Airport is about 165 km towards
NNW direction from project site.
6.6 Drinking water management (source and supply of water)
The Drinking water will be supplied by SEZ operator Jubilant Infrastructure Limited

transferred through pipeline to CETP for final treatment and disposal to deep sea
disposal pipeline of GIDC.

Handling and Transboundary Movement) Rules, 2008 and will be disposed off.
6.10 Power requirement and supply/ source
This power requirement will be fulfilled through SEZ operator M/s Jubilant Infrastructure
Limited, either sourced from existing grid or through its own captive generation.

The project will improve the socio-economic status of the society in the region by
generating direct and indirect employment opportunities. The project will contribute
additional revenue to the State & Central exchequers in the form of taxes, cess, etc.
The anticipated impacts of the project are explained below:
