With minimal supervision, worked on a small team and specifically tasked to develop, implement, and maintain
Enterprise Performance Management (EPM) performance metrics related to Information Technology. Reviewed,
augmented, and developed measures, critical success factors (CSF), key performance indicators (KPI), and metrics
for business management, technology development, and operations management sections divisions. Emphasis was
evaluation of metrics currently in use by two agencies as they merged into a common operating structure. Additional
effort was laying the basis to prepare an Enterprise Management Framework (EMF) a performance management
program that was oriented around internal customer services and products using Balanced Scorecard (BSc)
constructs as modified to the DoD Enterprise Service Management Framework (DESMF) model. Helped to collect
and define goals, objectives and initiatives based input from organizational units and working to develop CSFs and
KPIs. The focus was to eventually document a BSc construct amenable to viewing linked KPIs and metrics from
strategic and tactical perspectives related to organizational performance.

Responsible for documenting and maintaining Project Management Plans and Tailor Waiver forms on projects.
Built out spreadsheets and tables for tracking contract deliverables. Conducted and participated in Risk
Management reviews and updated tracking logs. Responsible for key monthly deliverables on projects to
include: Earned Value statements, Status and Progress Reports, and Work Breakdown Structures.
Tracked project staffing and provided financial analysis for all projects managed. Designed and maintained
spreadsheets to track project costs against revenues to ensure cost and revenue margins met or exceeded target
goals.
Worked with Contracting and Subcontracting groups to ensure timely option period renewals and to ensure
timely issue of task orders to subcontractors. Worked with internal and subcontractor staff to process and
complete security clearance paperwork on projects as appropriate, inclusive of securing Personal Identify
Verification (PIV) cards (a.k.a. “Badges”).

Worked with proposal teams to write and review proposal responses. Provided inputs to Pricing for building
out cost models. Participated in cost reviews and bid decisions. Updated capability matrices and responded to

Served as divisional Engineering Process Group representative, providing a liaison role to the corporate Process
Improvement Group (PI Group). Assisted Project Managers with documenting Tailor Waivers and Project
Management Plans for posting to the Process Asset Library.
Audited the PI Group processes to assess its compliance level internal standards for Configuration
Management; summary findings shared with the Quality Manager and Division Leadership. Reviewed
corrective actions that were implemented to remediate the documented noncompliance findings.
Served as the Process Owner for the Risk Management process. Performed process review and
provided findings on issues with the process and then updated suggested improvements to the process.

Project consisted of providing technical assistance to VA’s Program and Budget Formulation Office as it
transitioned tool support for CPIC submittals to the General Services Administration’s eCPIC web-based
tool and developing guidance to assist VA project managers when responding to Office of Management
and Budget questions during data submission cycles each September and January. Additional work
consisted of ensuring VA had a proper understanding of the tool and its validation logic and rules.
Developed, implemented, and monitored the Transition Plan and its associated deliverables as part of the
effort to return the eCPIC effort to VA.

Documented the travel process and created the travel request spreadsheets used on the project. Developed
and maintained the spreadsheets used to track travel approved by the Contracting Officer’s Representative.
Prepared job descriptions and opened job requisitions for staff vacancies based on position requirements
provided by client. Participated in interviews to fill the open job positions. Took disparate training and on-
boarding documents, and combined them into a unified Training and On-Boarding Plan for Mission
Advocate staff on the DHS HSIN Communications and Outreach project. Organized several conference
and training events to support the contract.

Managed subcontractor delivering on-demand training to state and local agencies seeking to receive
preparedness grants from FEMA. Training was designed to help the agencies identify, assess, and
document gaps they needed to redress to improve their readiness states when responding to emergencies of
a chemical, biological, radiological, nuclear, and explosive nature.

sufficiently developed management and control strategies to maintain a cost variance within 10% of the
project’s baseline schedule. Provided an independent and objective assessment whether the project should

tracking Decision Request Forms that were submitted to, and acted upon, by Education.

Monitored available funds available for travel use and validated travel requests prior to seeking Contact
Officer Representative approval. Monitored employee time and attendance for personnel across four client
locations and 26 client offices. Prepared project burn rates by labor categories and office to inform the
client of time and material labor usage. Developed monitoring processes and documentation to detect and
correct timesheet non-compliance by staff on the contract.

Provided IT Asset Management support to the following functional areas: Finance, Legal Office, Supply Chain,
Six Sigma, Human Resources, Sales and Marketing, Flight Test Engineering, and Facilities. Procured desktop
computers (new staff and desktop refresh), software, peripherals, local printers, and networked printers.
Installed and configured all devices procured except network printers. Documented the process flow for
provisioning new hire and refresh computers. Worked on three projects: 1) Coordinated refresh of Multi-
Function Printer (MFP) devices. Worked with industry sales personnel from Kyocera and Xerox to assess user
needs, determine best MFP replacement, and then requisitioned devices for fulfillment. 2) Coordinated IT
support for the 2009 National Business Aviation Association (NBAA) convention. Worked with Sales and
Marketing to determine and provide their presentation and booth needs. Worked with internal shipping to
transport equipment to and from the convention. 3) Performed preliminary work to replace flight test telemetry
workstations. Coordinated discussions with Flight Test Engineering to determine their equipment requirements.
Reviewed workstation standards to determine if necessity existed to obtain non-standard equipment. Confirmed
the requirements with Flight Test Engineering before transitioning the effort to an Implementation Manager.

logs. Actively assumed role as chair of the operations technical change control board. Assessed
infrastructure change requests to ensure all issues/concerns raised in the weekly meetings were addressed
prior to submitting requests for implementation approval from the information technology change control
board. Counseled individual change submitters on the importance of clarifying the necessity for change,

identifying, evaluating, and implementing the new system.

Processed daily transactions for the program. Prepared and distributed management reports. Worked with
the Office of General Counsel, Payroll, Human Resources, and Senior Management to clear outstanding
delinquent balances.
