Honorable Precinct Committeemen:

This is your official notice of the Maricopa County Republican Committee Statutory Meeting. Meeting will take place onSaturday, January 9, 2021 at the DREAM CITY CHURCH – GLENDALE, 21000 N 75th Ave, Glendale, AZ 85308.

The meeting is being called to conduct official business and elect 5 Executive Board Members.

Credentialing opens at 7:45am and will close at 9:00am when the meeting is called to order. Please note that we will be-gin promptly at 9:00am and if you are not credentialed by 9:00am then you will not be credentialed for the meeting.

Regarding Coronavirus: We recognize that you are responsible for your own health. However, we ask that you do not at-tend in person if you are sick, have a fever, are not feeling well. or are attending to family members with COVID issues. If any of the above applies to you, or if you are in a risk group and/or have co-morbidities, please use our proxy system. By attending this event in person, you are assuming any risk associated with virus transmission. In an abundance of cau-tion, for those attending in person, please follow generally accepted practices to prevent virus spread, including, but not limited to: washing hands regularly with soap and warm water, physical distancing, and mask wearing.

If you cannot attend, you may complete the enclosed official proxy and send it with another Precinct Committeeman or Registered Republican from within your precinct. ID will be required when checking in.

Alternatively, we will be having a remote-online option for viewing the event from home, along with cell phone voting. We will advise by email or by checking our website, on how to sign up for this option, including obtaining your creden-tials and voting information. Be advised, that when you sign up you must provide your email address, as this will be the only way we will deliver your credentials and voting information.

The Rules Committee submits the following as the proposed Rules to govern the Statutory Meeting of the Maricopa

County Republican Committee (MCRC) on January 9, 2021.

The report of the Committee on Standing Rules is presented to the members of the meeting after the adoption of that of

the Credentials Committee. The vote is taken and a 2/3 vote is required to adopt the Standing Rules of the Statutory

Meeting.

Rule 1 Procedural Authority - The rules contained in the current edition of Robert’s Rules of Order, Newly Revised, shall

govern the meeting in all cases in which they are applicable and in which they are not inconsistent with the bylaws of the

organization.

Rule 2 Meeting Attendance - Only Precinct Committeemen from Maricopa County are allowed to attend. No Dignitaries

or Office Holders outside of Maricopa County. Exception shall be made only for disability support, emergency medical, or

law enforcement personnel if and when necessary to respond to emergencies.

Rule 3 Speakers - No Special Speakers are going to talk. Candidates for Chairman, 1st and 2nd Vice Chairman, Secretary

and Treasurer will have three (3) minutes to speak on their own behalf.

Rule 4 Voting Body - Pursuant to MCRC Bylaws Article V, Section 2 (B), and Article IV, Section 3, elected precinct commit-

teemen (PCs) and PCs appointed by the Maricopa County Board of Supervisors not less than forty-five (45) days prior to

this meeting shall be entitled to be credentialed at this meeting or have their proxy carried by a registered Republican

currently residing in their same precinct.

Rule 5 Debate - Only credentialed voting members shall have the privilege to speak in debate or discussion. No creden-

tialed voting member shall speak more than once to the same question and will speak for no longer than one (1) minute.

There will be a maximum time of three (3) minutes allowed for each affirmative and negative side of the debate on a

pending question.

Rule 6 Nominations - Following the report of the Nominating Committee, nominations from the floor will be in order

(MCRC Bylaws, Article IV, Sec 2 (A) (8). Each candidate is entitled to candidate speeches not to exceed a total of three (3)

minutes.

Rule 7 Bylaw Amendments - Pursuant to MCRC Bylaws Article X, Section 1, only proposed amendments that were sent in

the notice of the meeting may be considered. No amendments or changes to a proposed amendment will be heard from

the floor or considered at any time.

Rule 8 Resolutions - Pursuant to MCRC Bylaws Article VIII, Section 4, all resolutions not proposed by the Resolutions

Committee shall be submitted forty-five (45) days prior to the date of the meeting. Floor resolutions may be brought to

the floor of the meeting only if submitted to the Resolutions Committee no later than 9:00am and only if sponsored by a

minimum of one hundred (100) PCs present, representing at least six (6) Legislative Districts and must be submitted with

sufficient copies for all voting members present in person (MCRC Bylaws, Article VIII, Section 4 (D). No amendments or

changes to a proposed resolution will be heard from the floor or considered at any time.

Rule 9 Amending Rules - After adoption, these rules may be amended by a two-thirds (2/3) vote of those members

present, either in person or by proxy, as declared by the approved report of the Credentials Committee.


WHAT TO EXPECTFor some, this will be your first time attending a county-wide meeting. So, this is to help answer some questionsthat you may have.

YOU CAN EXPECT TO:• Hear from Chairman Brickman on the 2020/2021 elec-tion cycle and what to expect in 2021.• Elect five (5) MCR Executive Board Members who will serve two-year terms• Amend Bylaws• Review Resolutions• Meet Candidates• Spend time with Fellow Patriots

IF YOU ARE CARRYING PROXIES:If you are carrying proxies you will have to check in and have those proxies verified. Once this is completed, you will then be directed to your district check in areas where you will sign in and be given credentials for yourself and for each of the proxies you are carrying. This process can be time consuming, so please be sure that you arrive early enough to go through this process. Depending on the number of proxies you carry, you may want to plan onarriving 30-45 minutes early. Credentials will close at 9:00am and anyone not credentialed by 9:00am will not

be permitted to vote. Also, please know that I.D. will be required when checking in.

WHERE TO SIT:The meeting hall will be laid out by Legislative District.Once you go through credentials, find where your dis-trict is sitting and sit with them. It can be crowded - another reason to arrive early!

WHAT TO EAT:There will be coffee and doughnuts available in the AM and two food trucks for lunch. If you think you will need additional food or drinks, you will need to bring them with you. PARKING:There is ample parking, but the parking lot does get full. Be sure to plan accordingly since many will be arriving at the same time seeking parking spaces – another reason to arrive early!

Rationale: There is widespread belief that the proxy system has been abused in the past and is in serious need of reform.Limiting the number of proxies will encourage greater in-person participation, contribute to the integrity of elections, andreduce instances of abuse.

Rationale: Meetings of the MCRC are established to conduct business, not for entertainment. Additionally, longprograms often cause the meetings to exceed the time we are allowed in the venue – causing meetings to be adjournedbefore the completion of all business. Placing speeches of visiting dignitaries and guests after the adjournment of thebusiness meeting will help to prevent this from happening in the future.
