TENDER NOTICE

01. INTRODUCTION

The Information and Library Network Centre (here after will be referred as INFLIBNET), is an autonomous Inter University Centre of the University Grants Commission, MHRD, New Delhi. Sealed bids on behalf of Director, INFLIBNET Centre are invited under Two Bid System i.e. Technical Bid and Financial Bid from reputed, experienced Firms/Agencies/Contractors requirements in the INFLIBNET Centre for Comprehensive Annual Maintenance Contract for WHOLE SEWAGE TREATMENT PLANT AND WATER TREATEMNT PLANT. Desirous companies may obtain tender documents on request in writing from P&S Section, INFLIBNET Centre, INFOCITY, Gandhinagar on all working days between 10:00 Hrs to 17:00 Hrs before the due date on payment of Rs.200/- (non- refundable) in form of Demand draft from any of the scheduled bank drawn in the favour of “INFLIBNET Centre, Gandhinagar” Payable at Gandhinagar.

Tender documents can also be downloaded from the website www.inflibnet.ac.in provided the requisite tender fee/cost i.e. Rs.200/- is enclosed along with the Technical bid as detailed above.

02. IMPORTANT DATES

The bid shall not be accepted after prescribed deadline under any circumstances whatsoever.

03. EMD

The interested Companies/firms may put the tender document complete in all respects along with Earnest Money Deposit (EMD) of Rs.5,000/- in the form of Demand draft/ Banker’s Cheque of any scheduled bank drawn in favour of “INFLIBNET Centre” payable at Gandhinagar and other requisite documents in the Tender Box kept near Security Cabin of INFLIBNET Centre, INFOCITY, Gandhinagar. The bid securities of the unsuccessful bidders should be returned to them at the earliest after expiry of the final bid validity and latest on or before the 30th day after the awarded of the contract. No interest shall be payable by the Institute on EMD. Successful tenders in the event of the contractor failing to comply with any provision of the contract, EMD/Security Deposit shall stand forfeited.


04. PERFORMANCE SECURITY DEPOSIT

The successful bidder shall have to deposit a Performance Security Deposit of the 10% (approx.) of the total amount of purchase order within 15 days of the receipt of the formal order. The performance security deposit will be furnished in the form of Demand draft/ Bank Guarantee/Banker’s Cheque/Fixed Deposit of any scheduled bank drawn in favour of “INFLIBNET Centre” Payable at Gandhinagar. The performance security deposit should remain valid for a period of 60 days beyond the date of completion of all the obligations of Order to the successful bidder.

05. TWO PART TENDER INSTRUCTIONS

The bids have been invited under two bids system i.e. Technical Bid and Financial Bid. The interested vendors are advised to submit Two separate sealed envelopes super scribing “Technical Bids ” and “Financial Bids ” to the INFLIBNET Centre, INFOCITY, Gandhinagar. Both sealed envelopes should be kept in a Third envelope of bigger size duly sealed superscripting “Bid for Comprehensive AMC for WHOLE STP & WTP” to the INFLIBNET Centre, INFOCITY, Gandhinagar. And also deposited/ dropped in the tender Box placed at the security cabin, INFLIBNET CENTRE, INFOCITY, GANDHINAGAR-382007 on or before 08.01.2016 at 1600 hrs

06. PLANT VISIT

The bidders are required to visit the site to see the actual installation for them selves to assess the quantum of work involved before submitting the tender. Once the tender is submitted, it will be presumed that the bidder has seen and under stood the complete work involved for each of the system

07. Technical Bid (Envelop No -1)

The Bidders are required to submit technical bid enclosing therewith photocopies of following documents, failing which their bids will be summarily rejected and will not be considered any further:-

(i) Registration Certificate of the firm/proprietorship, etc. (ii) Copy of PAN/TIN No. and Service Tax number. (iii) Copies of Income Tax Return filed for the last two financial years (iv) The firm/agency/contractor should have the experience of rendering their

services for maintaining of similar works i. e. comprehensive maintenance of similar Sewage/water Plant along with allied accessories etc. for the complete plant in any Government Sector or large reputed Private Sector enterprise, for during the last two years satisfactorily. Necessary relevant documents to this effect to be enclosed.

(v) The annual turn over shall not be less than 30 % of the estimated cost in the last two consecutive financial years.

(vi) Earnest Money Deposit (EMD) of Rs.5,000/- in the form of Demand draft/ Banker’s Cheque of any scheduled bank drawn in favour of “INFLIBNET Centre” payable at Gandhinagar.

(vii) The Tender document can be download from our website i.e www.inflibnet.ac.in and Tender Fee can be keep it in same envelope with the technical bid document. Downloaded tender document will have to be


accompanied with a DD/Bankers cheque of Rs.200.00 pledged in favour of “INFLIBNET Centre” payable at Gandhinagar. towards the cost of the tender. Tender/Bid received without tender fee is liable to be rejected.

(viii) Original Copy of the declaration terms and conditions in Tender Document at page no 13 with each page duly signed and sealed by the authorized signatory of the firm in token of their acceptance

Financial Bid (Envelop No. 2)

The Price Bid as per Performa given in the tender document as ANNEXURE-I and then price filled up and submitted in Envelope No -2, duly sealed superscript with name of tender. Any conditions given in the Price Bid may cause rejection of Bid.

(i) The financial bids of only technically qualified bidders will be opened in the

presence of their representatives attending bid opening on a specified date and time.

(ii) The rates/prices should be quoted in Indian Rupees in words as well as figures. \ (iii) The conditional bids shall not be considered and likely to be rejected in very first

instance. (iv) All entries in the bid form should be legible and filled clearly. If the space for

furnishing information is insufficient, a separate sheet duly signed by the authorized signatory may be attached. No overwriting or cutting is permitted in the Financial Bid form. The cuttings, if any, in the Bid/ Bid application must be initialed by the person authorized to sign the bid.

(v) The envelope containing Technical Bid shall be opened first on the scheduled date and time at the Office of INFLIBNET Centre, INFOCITY, Gandhinagar in the presence of the representatives of the Companies, Firms & Agencies, if any, who wish to be present on the spot at that time. The Tender Evaluation Committee will set criteria for evaluating the vendors on the information provided by them and shall cut off level to qualify required number of vendors for their financial bids. Financial bid of technically qualified, eligible bidders meeting all the requisite criteria only shall be opened on a date, time & place to be notified later in presence of short listed bidders or their authorized representatives. The L1 bidder (qualifying total eligibility criteria) will be arrived at after consideration of all aspects by the Committee as nominated for the Contract.

The INFLIBNET Centre reserves the right to annul any or all bids without assigning any reason.

08. Submission of Bid

(i) The bid shall be written in English only. (ii) The bid prepared by the bidder shall comprise of (i) technical bids and

financial bid. (iii) Bid may be submitted in the following manner:

Envelop No. 1- Shall contain all the information and documents in the same serial order as shown in the technical bid. The complete document should be numbered chronologically. On the top of envelope must be superscripted “Technical Bid”. Shall also contain the bid EMD.

Envelop No.2- Shall contain the rates/prices of the items duly filled in (schedule of rates) and signed and stamped. On the top of envelope must be superscripted “Price Bid”.

(Please note that the price should not be indicated in any of the documents enclosed in envelope 1). (iv) All the envelopes must be superscripted “Tender for WHOLE SEWAGE

TREATMENT PLANT AND WATER TREATMENT PLANT” with due date and time and shall be sealed in third envelope of bigger size addressed to The Section Officer (P&S), INFLIBNET CENTRE, INFOCITY, GANDHINAGAR-382007. The Tender must reach on or before 08.01.2016 at 1600 hrs. And also deposited/ dropped in the tender Box placed in the security cabin, INFLIBNET CENTRE, INFOCITY, GANDHINAGAR-382007 on or before08.01.2016 at 1600 hrs

(v) Incomplete and conditional tender will be rejected. (vi) All the envelopes shall indicate the name and address of the bidder to enable

the bid to be returned, if required. (vii) No other method/means of submission of bid except as stated above shall be

acceptable. All the documents submitted in the bid must be legible and self attested. Otherwise the bid is likely to be rejected. Each page of technical and Financial bid should be duly signed & stamped.

(viii) The cover should be sent to the following address :- Section Officer (P&S), Information & Library Network Centre, INFOCITY, GANDHINAGAR-382007.

(ix) Late/ or delayed tenders shall not be considered. Therefore, please ensure that the tender is submitted/ posted well in time to reach us before the due date.

(x) No conditional discounts will be allowed.



General Terms & conditions and Scope of work for the Comprehensive maintenance contract of the Sewage Treatment Plant (STP)& Water Treatment Plant (WTP)

1. The tender is for Comprehensive Annual Maintenance of STP at INFLIBNET CENTER. The contractor shall maintain the entire STP & WTP for a period of 1 (one ) years after which the AMC may be extended depending on the performance of the contractor or till finalization of the next tender. The firms / agencies/ contractors who wishes to quote are required to visit and examine the whole systems and satisfy themselves before submitting their offer and to apprise themselves about the plant and equipment’s, accessories and parts of the complete systems.

2. LOG-BOOK for recording of parameters related to Sewage Treatment Plant shall be maintained by the firm/ agency /contractor showing the complete maintenance done on the Plant and it should be made available to the authorities of INFLIBNET CENTRE on a monthly basis .

3. Contractor shall provide all necessary consumables, chemicals etc. as required for the complete maintenance as per requirements during the AMC period. All spares parts and materials shall be genuine and of same make and type as installed wherever applicable and a minimum quantity of spares and materials for routine maintenance may be kept at site to minimize time of maintenance. The firm / agency / contractor has to keep all equipments well maintained for the Plant so as to give proper output at all times.

4. Tools and equipment required for comprehensive maintenance for the STP and WTP accessories etc. shall be provided by the firm /agency /contractor.

5. Proper care shall be taken to avoid major breakdown at the plant. In the event of any breakdown, the same will be rectified immediately within 24 hours from the date of reporting of the fault. Similarly, if any breakdown takes place due to negligence of firm/ agency/ contractor, the whole component has to replaced/ rectified to bring it to the original condition immediately.

6. The rates shall be quoted on yearly basis. The rates shall be all inclusive including taxes and duties etc.

7. Rate should be quoted in figure as well as in words as per ANNEXURE–I. 8. This INFLIBNET Centre reserves the right to amend or withdraw any of the terms and

conditions contained in the Tender Document or to reject any or all tenders without giving any notice or assigning any reason or to cancel the tender. The decision of Director, INFLIBNET Centre, in this regard shall be final and binding on all.

9. The rates at any stage once quoted shall not be withdrawn. 10. No advance payment will be made at any circumstances. However, on successful completion

of every 3 (three) months , payment will be released within a reasonable period from the date of receipt of the bills along with certified copies of monthly service reports, log sheets, work done as per the scope of work mentioned in the tender/contract duly certified by the Concerned in charge.

11. No addition / alteration / deletion in the tender document is allowed. 12. Late tenders/ unsigned quotations may be rejected. 13. No correspondence will be entertained in this regard unless otherwise sought from

tenderer by this office. 14. In case of a local firm/agency/ contractor, they may deliver/ submit the tender personally

in INFLIBNET CENTRE TENDER-BOX on or before the due date and time. Postal delay for tender submitted by post shall also not be accepted and all tender submitted in time only would be considered.

15. The services required is for initial period of one years. The contract may be extended on mutual consent subsequently based on performance or till finalization of the next tender. The contract may be terminated at any stage solely at the option of INFLIBNET with an advance notice of one month without assigning any reason.

16. Precaution against any fire hazards or other damages to Plant and equipment shall be arranged by the firm. INFLIBNET shall remain indemnified by the contractor from any encumbrance /loss on this account.


17. The firm/ agency/ contractor shall fulfill the requirement of various law enforcing agencies / local authorities, such as Pollution control Board, Directorate of Electricity Safety etc by taking their approvals as and required.

18. The firm/ agency/ contractor will be responsible for the safety of their deputed staff during the performance of their duty at site.

19. In case any of staff is not found upto the mark and not able to do work properly, he will have to be changed as per the instruction of INFLIBNET and immediately replaced by another qualified staff.

20. In case of any problem with the equipment, the firm/agency/contractor shall inform INFLIBNET immediately.

21. JURISDICTION: The Contract/PO shall be governed by the Law of India for the time being in force. The Courts of Ahmedabad/ Gandhinagar only shall have jurisdiction to deal with and decide any legal or dispute arising out of this contract.

22. The firm/ agency/ contractor shall keep the equipment well maintained, neat and clean and adhere to the maintenance schedule of various equipment given in the respective manuals. Upon placement of work order they will prepare the maintenance schedule and discuss the same with the Institute’s deputed engineer/sanitation officer for its implementation. This may be revised from time to time as per the requirement.

23. The tender shall be kept valid for acceptance for a period of 90 days from the date of opening.

24. Any statutory tax as applicable will be deducted from the bill of the contractor. 25. The firm/agency shall maintain data log including running of all mechanical items and

chemical dosing schedule. 26. The firm/agency shall operate the filter press as and when required. 27. The firm/Agency shall provide and maintain bacteria culture as and when required. 28. The firm/Agency shall get the treated water tested once in a three months from approved

Laboratory. The firm /Agency shall send a supervisor to check the Plant once a month. 29. The firm /Agency shall provide all spare parts for pumps, Motors, clarifier, chlorination,

electrical panels, fittings/fixtures as required to ensure proper functioning of the Plant. 30. Payment : Contractor will submit quarterly bills duly supported with necessary check list,

log sheets monthly service reports duly signed by the concerned in charge, INFLIBNET will make payment to the contractor within a reasonable period after receipt of the bills and after deduction of applicable taxes/TDS etc.

31. Penalty : The firm shall rectify any breakdown within 24 hours failing which penalty for non-performance @ 0.5 % per week of delay subject to a maximum of 10% of the contract price will be imposed and in the event of any damage to the property or life arising out of nonperformance, contractor will be solely responsible

32. The contractor shall be responsible for proper maintenance of decorum, punctuality, discipline work out put and cleanliness of the Plant and its surroundings.

33. Levy/Taxes payable by contractor - Sales Tax/ VAT or any other tax on materials in respect of this contract shall be payable by the contractor and INFLIBENT shall not entertain any claim whatsoever in this respect

34. The agency/firm/contractor shall provide one skilled person for routine visit in within 15 days



ANNEXURE – II

SCOPE OF WORK

The inlet quality indicated is typical of domestic sewage. Where the kitchen waste forms a substantial parts, BOD and COD can be as much as 500 ppm and 900 respectively. In such cases contact technology for suitable design. PROCESS FLOW DIAGRAM Raw Sewage -> Equalization tank -> Primary Settlement -> Aerator -> Final settlement -> Holding Pit - > Chlorine Dosing ANNEXURE – II Introduction The indion new generation PSTP is the most compact “all in one” system available. The civil works are minimal, consisting of a flat concrete support slab whether above the ground or below ground installation. The units are fully covered preventing NOISE and FLY nulsance. It is a modular unit that lends itself to future expansion or relocation. The capacity is presently available from 5 m3/ day to 100 m3/ day on modular construction and for higher capacities can be offered in multiple modules. BMS has offered tailor made systems up to 700 m3/ day. The treated sewage water after scheme – I can be discharged into the public sewer and will meet the requirement of pollution control norms laid down by state pollution control board. The schem – II water can be resused for gardening and landscaping. PROCESS DETAILS Bar Screen :


Raw sewage from the source is usually received into the bar screen chamber by gravity. Screen provided will remove all floating and big size matter such as plastic bottles, polythene bags, glasses, stones, etc., which may otherwise choke the pipeline and pumps. Sewage transfer The sewage transfer pump will be installed near equalization tank and the transfer distance is not recommended more than 5 meters. The transfer pump can be either submersible or non-submersible type for this application Primary Settlement The plant is designed for receiving raw sewage and settling the gross solids without recourse to mechanical means. It incorporates lamella or parallel plates to enhance efficiency and utilization of space. The primary settlement zone reduces the suspended solids by 75% and the BOS by 25% to 30%. This zone is relatively maintenance free and contains no moving mechanical or electrical devices. Lockable MSEP / GRP covers with easy man access and sufficient ventilation are provided. The recirculation from the system and the return of humus sludge into the primary settlement zone inhibits the settled effluent from becoming anaerobic, which prevents bad odour. Aerobic Treatment The settled sewage is treated by means of an efficient and compact system (the Aerator Biozone) requiring minimal power input and maintenance. It is a combined fixed film reactor and active aeration system mounted on a horizontal shaft. The rotational media is a spiral formation enclosed in an outer drum to provide active aeration, intense surface area and net hydraulic lift. The Biozone is self-cleansing and no extraneous pumping or sludge returns are required. For process efficiency it is, in effect, a plug flow system. The Aerator is fitted on the sludge storage tank and covered. Final Settlement The final Settlement or humus tank is a discrete compartment denying ingress of untreated or partially treated liquor. The design is similar to the primary Settlement Tank on an upward flow basis. Sludge Storage Tank Sludge storage tank is provided in the base of the units. Depending on the load applied there is approximately 12 weeks capacity provided. If the sludge generated is minimal this can be stored for more than 4-6 months. Sodium Hypo-Chlorite Dosing System Dosing of Sodium hypochlorite helps in disinfecting the water and making it suitable and sage for gardening. The chemical is dosed by means of an electronic dosing pump wherein a facility is available for manual control of stroke length and / or stroke frequency.

6. Earnest Money Deposit (EMD) of Rs.5,000/- in the form of Demand draft/ Banker’s Cheque of any scheduled bank drawn in favour of “INFLIBNET Centre” Gandhinagar payable at Gandhinagar. No interest shall be payable by the Institute on EMD. Successful tenders in the event of the contractor failing to comply with any provision of the contract, EMD/Security Deposit shall stand forfeited.

7. Tender fee of Rs. 200.00 favour of “INFLIBNET Centre” Gandhinagar payable at Gandhinagar. towards the cost of the tender.

INDEMNITY BOND

have entered into a contract with Information & Library Network (INFLIBNET) Centre having

registered office at INFOCITY, Opp. DAICT, Gandhinagar 382 007, vide contract dated ………………….,

to provide security and manpower services on outsourcing basis at Information & Library Network

(INFLIBNET) situated at INFOCITY, Opp. DAICT, Gandhinagar 382 007.

We do hereby indemnify and keep harmless, Information & Library Network (INFLIBNET) Centre,

at all times, whether during the continuation of the aforesaid contract and at any time thereafter, in

respect of any claim, demand, compensation, liability, penalty, fines, interests, suits etc. of

whatsoever nature made, all actions and proceedings taken against the Institute by any party,

employee(s), or workman/woman provided by us, on account of any delay, default, lapse, error, or

omission on our part, or of rules and regulations, as may be applicable under the said contract from

time to time.

We further undertake to indemnify and keep harmless, Information & Library Network

(INFLIBNET) Centre against any claim/compensation arising out of any non-payment or short

payment of salaries, wages, overtime, or compensation by whatever name called and compensation

and claims arising on account of any accident, injury, death, etc. during the course of their

engagement by us for the purpose of this contract, or non-fulfillment of any obligation under any of

the labour laws as applicable to the class of workers/employees engaged by us for the purpose of

this contract.

We further declare and agree that this Indemnity Bond is an unconditional and irrevocable

undertaking by us and is not restrictive in any manner.
