Ligonier Township Supervisors
Regular Meeting
December 11, 2018
The Ligonier Township Supervisors met in regular session at 7:00 PM with the Pledge of Allegiance opening
the meeting. Present were Chair, Wade Thomas; Supervisor, John Beaufort; Secretary/Treasurer, Stephanie
Verna; Supervisor, D. Scott Matson; and Vice Chair, Paul Knupp.
Public Comment
1. Melinda Clark, 113 Nature Run Rd. – spoke on fossil fuels, global warming, extreme weather,
physics of the environment knowledge, and clean energy.
2. Jan Milburn – fracking and cell tower limiting in zoning.
3. Jack Milburn- zoning code discussion continues and he is happy about that. DEP violations in Derry,
Nelson well has had four DEP violations. Drinking water contaminations.
4. Vicki Oles – provided items that she would like to ask to be added to the to do/goal list.
A motion was made by Stephanie Verna and seconded by John Beaufort to approve the minutes of the
November 13, 2018 meeting. Motion carried.
Supervisor Comments
Stephanie Verna – thanked everyone for speaking and providing information. Drilling restrictions.
Strongly encourage people to participate/join sub-committees.
Staff Report
Manager’s Report
Terry reported he might be appointed to DEP’s Advisory Board, requiring four meetings a year and asked for
approval to accept if appointed. Terry update on the 537 Plan that a letter went to DEP and are proposing an
alternate plan.
A motion was made by Paul Knupp and seconded by Scott Matson to approve Manager, Terry Carcella to be out
of the office for the four meeting a year required by DEP’s Advisory Board, if appointed. Motion carried.
Police Report
Chief Mike Matrunics reported:
Chief Matrunics stated that K-9, Kilo was injured on a call, but will be fine. The lights, at times, are still
acting up at the bridge on Route 711. He stressed to not go through the red light, be patient the bridge
will be done soon. Commend the Board for their work on the Police Commission.

Engineer Report
Dorothy provide an update on the Clifford Woods Road Bridge Project, guiderails will cost
approximately $15,000 and installation will be March/April timeframe
Solicitor Report
Mr. Korns reported that Ligonier Township staff, Ligonier Valley Golf Club and he met today and two
actions need to be address.
A motion was made by Paul Knupp and seconded by Stephanie Verna to appoint Michael Korns as
Hearing Officer for the Public Hearing. Motion carried.
A motion was made by Scott Matson and seconded by Paul Knupp to approve the Sewage Planning
Module with LTMA/MAWC. Motion carried.
A motion was made by Paul Knupp and seconded by John Beaufort to approve the request for
modifications for Storm water to be considered by the Planning Commission. Motion carried.
Executive Session
The Supervisors went into executive session at 7:38 PM and returned at 7:58 PM. Solicitor, Michael
Korns stated that he was and will be in attendance and items discussed was in compliance with
Pennsylvania Sunshine Law and were of personnel matters.
Zoning Report
Jim reported:
Provided update on the McKelvey Road clean-up showing pictures.
Code Enforcement Report – Keith reported that two cases were file with District Court, Denise Thiel,
Thursday, November 6, 2018 Next Planning Commission meeting will be held on January 17, 2019 and
there will be resubmittal from Ligonier Valley Golf Club.
A motion was made by Wade Thomas and seconded by Scott Matson to approve the Tiberi Plan without
the required Highway Occupancy permit from Pennsylvania Department of Transportation. Motion
carried with a roll call vote 3-2, Supervisors Verna and Knupp.
Correspondence
1. Assessment Office Notice of Property Value
Treasurer’s Report-Stephanie Verna reported that the General Fund account balance is $326,938.49 the Act 13
account balance is $72,601.20, the K-9 account balance is $48,460.19, the Liquid Fuels account balance is
$1,070.65 the Developer’s account balance is $12,544.00, Liquid Fuels Investment Account is $192,500.00, the
Equipment Fund $34,970.98, and the Capital Reserve CD’s $619,848.70 for a total of $1,308,934.21. No action
required.
A motion was made by Stephanie Verna and seconded by Scott Matson to approve payment of
November 27, 2018 and December 10, 2018 Bill Payment lists. Motion carried.
Old Business - None
New Business
A motion was made by John Beaufort and seconded by Stephanie Verna to approve Ordinance #04-2018
Creating Ligonier Valley Police Department and abolishment of Ligonier Township Police Department
December 31, 2018/January 1, 2019. Motion carried.
A motion was made by Stephanie Verna and seconded by Scott Matson to approve Ordinance #03-2018
Intergovernmental Agreement with Ligonier Valley Police Department for Shared Services. Motion
carried.
A motion was made by Stephanie Verna and seconded by Scott Matson to reschedule January’s
Supervisors meeting to January 7, 2019 following the Re-Organizational meeting and to approve
advertisement as stated. Motion carried.
A motion was made by Stephanie Verna and seconded by John Beaufort to approve the Ligonier
Township 2019 Draft Budget. Motion carried.

Supervisor Stephanie Verna – The Ligonier Valley Police Department is moving forward.
A motion was made by John Beaufort and seconded by Scott Matson to approve signage of the
Westmoreland County Planning Department letter as requested. Motion carried
Supervisor Wade Thomas –No Comment.
A motion was made by Stephanie Verna and seconded by Paul Knupp to adjourn the meeting at 8:32
PM. Motion carried.
