Some perspective….

Key Issues
l Added Design Optionsl Area Classification Changesl Intersection Lighting Changesl Inclusion of Sidewalksl Addition of Railroad Crossingsl High Mast Level Revisions
IDOT ~ Bureau of Electrical Operations
Added Design Options
l STV addedl Actually uses luminance calculationsl Helps define good/bad layoutl Provides an additional checkl Might allow lower luminance
l Luminance remains a good methodl Illuminance now considers glare
IDOT ~ Bureau of Electrical Operations
IDOT District 1will require the calculationsusing Pavement Luminance
STV may be used to justifylower luminance results for some
roadway / area classifications
IDOT ~ Bureau of Electrical Operations
Area Classification Changes
l Focus Shifted from Land Use toPedestrians
l Classification titles have changed ~potential for designer confusion
l Classification applications areessentially the same
IDOT ~ Bureau of Electrical Operations
Comparisons
l Highl commerciall urban
l Mediuml intermediate: libraries, rec.
centers, etc.
l Lowl residential
l Commerciall businessl central municipal
l Intermediatel libraries, rec. centers,
industrial, etc.
l Residentiall residentiall small commercial
New (Pedestrians)Old (Land Use)
IDOT ~ Bureau of Electrical Operations
IDOT District 1
will use combined
area classification titles
IDOT ~ Bureau of Electrical Operations
•Commercial / High
•Intermediate / Medium
•Residential / Low
for Major, Collector & Local roads...

Intersection Lighting Changes
l Intersections now get specificmention (Section 3.6)
l RP- 8 now has defined calculationvalues for intersections (Table 9)
l RP- 8 defines the intersections
but….

Intersection Problems
l Classification is muddled byreference to ITE Guidelines forResidential Subdivision Street Design(that don’t apply)
IDOT ~ Bureau of Electrical Operations
ITE Residential Subdivision Street Design:
Major over 3,500 ADT
Collector 1,500 to 3,500 ADT
Local 100 to 1,500 ADT
“Note: These …do not apply to the road classificationsof Tables 2, 3 and 4, but may be used in determiningintersection lighting levels from Table 9.” (emphasis added)
large potential conflict
IDOT ~ Bureau of Electrical Operations
IDOT District 1 will use theroadway lighting classificationsystem for intersection lighting
IDOT ~ Bureau of Electrical Operations
Intersection Problems
l Classification is muddled byreference to ITE Guidelines forResidential Subdivision Street Design(that don’t apply)
l Driveways are a problem in practice
IDOT ~ Bureau of Electrical Operations
RP- 8 says “Driveways... are miniatureintersections and should be classifiedaccordingly.”
RP- 8 recognizes a distinction betweenhigh and low volume driveways.
Engineering judgement must be appliedto lighting levels, transition lighting andpole placements.
IDOT ~ Bureau of Electrical Operations
l require intersection pole placementat driveways whenever possible
l require intersection levels andcalculations only for signalizeddriveways at shopping centers, etc.
l consider transition only with respectto the lighted right-of-way
IDOT District 1 will….

Intersection Problems
l Classification is muddled byreference to ITE Guidelines forResidential Subdivision Street Design(that don’t apply)
l Driveways are a problem in practicel Calculation area isn’t clear
IDOT ~ Bureau of Electrical Operations
RP- 8 provides the recommendedilluminance values for intersections, defined as “...the prolongation of theintersecting roadway edges...”.
huh?How about a diagram?
IDOT ~ Bureau of Electrical Operations
RP- 8 recommends that “other”conflict areas have illuminance values50% higher than the street
Need a separate calculation?
What’s the calculation area?
IDOT ~ Bureau of Electrical Operations
RP- 8 states the principle that theintersections should receive light“…equal to the sum of the values foreach separate street…”
That can lead to more than 50%
And in Table 9, it does.

Intersection Problems
l Classification is muddled byreference to ITE Guidelines forResidential Subdivision Street Design(that don’t apply)
l Driveways are a problem in practicel Calculation area isn’t clearl Only illuminance is considered
IDOT ~ Bureau of Electrical Operations
l Intersections are the key conflictareas
l Pavement luminance is a superiordesign method
l Pavement luminance should not beignored through intersections
but...
IDOT ~ Bureau of Electrical Operations
l Apply a calculation area diagram forintersection illuminance per Table 9
l Include adjoining conflict areas intothe one calculation area
l Require pavement luminancecalculations through intersections
IDOT District 1 will….

Inclusion of Sidewalks
l RP- 8 calls for pedestrian areacalculations in conjunction withroadway calculations (Tables 5,6,7,8)
l RP- 8 includes horizontal and verticalilluminance calculations for thepedestrian areas
but….
IDOT ~ Bureau of Electrical Operations
l RP- 8 does not define a reasonable“zone of inclusion”
l RP- 8 recommendations for verticalilluminance (fc) ignore silhouettevisibility and are unattainable withnormal roadway lighting
l Must balance between pedestrianprotection and limiting fixed objecthazards
IDOT ~ Bureau of Electrical Operations
IDOT ~ Bureau of Electrical Operations
l Require the pedestrian area(sidewalk) calculations only if within12 feet of the roadway pavement
l Require only the horizontalcomponents of the pedestrian areacalculations
IDOT District 1 will...

Addition of Railroad Crossings
l RP- 8 Annex D provides guidancerelative to roadway railroad crossings
l RP- 8 calls for vertical illuminance of10 lux on railroad cars, extending atleast 46 meters along the railroadright-of-way on each side of thecrossing
but...
IDOT ~ Bureau of Electrical Operations
l Highway right-of-way might not allowfor 46-meter coverage on each side ofthe crossing ~ Highway agencies donot have access
l Angled floodlighting is a glare sourceto be avoided
l RP- 8 does not establish calculationplanes; does not clarify 10 lux level
IDOT ~ Bureau of Electrical Operations
IDOT ~ Bureau of Electrical Operations
l Require the inclusion of railroadcrossing lighting whenever omissionwould result in an unlighted crossingapproach of less than 1000 feet
IDOT District 1 will...
IDOT ~ Bureau of Electrical Operations
l Establish the vertical calculationplanes, each aligned at an outsidetrack rail, extending 12 feet beyondthe edges of traveled pavement, 20feet high, from grade
l Require an average of not less than10 lux on each outside facing plane
IDOT District 1 also will...

High Mast Level Revisions
l RP- 8 eliminates separate lowerrecommended levels for high mastlighting
l RP- 8 allows the illuminance designmethod for high mast lighting
but...
IDOT ~ Bureau of Electrical Operations
l RP- 8 hedges on common levels forhigh mast and conventional lightingnoting that “opinions differ”
l RP- 8 allows the illuminance designmethod for all other roadway lighting,so high mast is no different
IDOT ~ Bureau of Electrical Operations
l Apply common levels forconventional and high mast lighting
l Require the pavement luminancedesign method for both conventionaland high mast lighting
IDOT District 1 will...
