Lt.
I am sending the radar to Duncan today for evaluation/repair. The TCAS appeared to operate fine
today. I ran it for about an hour and cycled it a number of times with no failures however that
doesnt mean it wont have a problem in flight. When its back up I will have crews test it then.

hoping you might have something I am sure the report is gone unless it was an actual
case vs. a typical DUI. Do you have a picture of the subject or anything? The name

I would like to move allotments in Pl120 from EA to Benefits and in Pl121 from EA & EZ toBenefits. I have been calculating the pilots Medical Aid & Industrial Insurance incorrectly. I wasusing the regular commission of $145 a month but it is actually $185. So this will make yourallotments negative each month if you are fully staffed. I also want to fine-tune the otherbenefits just a little. Another item is the charge from DOP that usually occurred once a year isnow every quarter so I want to reduce the allotment in Nov and spread it out betweenAug/Nov/Feb/May and it will be a net $0 for each FY. Let me know what you think.

After a preflight briefing and cockpit orientation, the applicant(s) will perform a
proficiency flight in the Olympia-Tacoma-Bremerton area. This evaluation will consist
of 15 minutes of Cessna familiarization; including steep turns, stalls, and slow flight.
Applicants will then demonstrate a full procedure non-precision approach with holding
followed by a VOR or ILS approach while in simulated or actual IMC conditions. Twoindependent evaluators will grade applicants in accordance with the most current
FAA Airmen Practical Test Standards Commercial and Instrument. The total flight
time will be approximately 60 minutes.
An active noise reduction headset will be provided, however applicants may use their
personal headset. Applicants shall be familiar with Jeppesen approach charts, en-
route charts, Seattle sectional, Seattle TAC area charts, and AFD northwest U.S.
These will be provided and will be used during the flight proficiency check. Applicants
shall bring their log book, current second class or higher flight physical, and
commercial certificate with instrument privileges pilots license. All FAA certificates
shall be presented to the Chief Pilot for inspection and authorization at the start of theinterview process. Failure to present current valid certificates will be cause to
terminate the interview process.
Available to all applicants is familiarization time with the aircraft used for testing. This
will be a static review in the hangar where an applicant may study cockpit layout andhave any questions answered. Due to limited time, applicants are encouraged to
contact Sergeant Korthuis-Smith prior to the testing date(s) for availability.

Based upon your staffs availability would there be a time that Brenda could crosstrain for approximately 1 2 hours (as per our Aviation/Supply agreement) during the
week of November 11, 2013? We have a FLIR camera/mount bid (550K) and uniform
order to place so this would be a good opportunity.
Also I will have a new maintenance supervisor onboard soon and I would like them to
cross train with your group after the first of the year upon completion of contract/bid
DES training, would a week be feasible?

WASHINGTON The U.S. Department of Transportations Federal Aviation Administration (FAA)Administrator Michael Huerta today announced that the FAA has determined that airlines can safelyexpand passenger use of Portable Electronic Devices (PEDs) during all phases of flight, and is immediatelyproviding the airlines with implementation guidance.
Due to differences among fleets and operations, the implementation will vary among airlines, but theagency expects many carriers will prove to the FAA that their planes allow passengers to safely use theirdevices in airplane mode, gate-to-gate, by the end of the year.
The FAA based its decision on input from a group of experts that included representatives from theairlines, aviation manufacturers, passengers, pilots, flight attendants, and the mobile technology industry.
Passengers will eventually be able to read e-books, play games, and watch videos on their devices duringall phases of flight, with very limited exceptions. Electronic items, books and magazines, must be held orput in the seat back pocket during the actual takeoff and landing roll. Cell phones should be in airplanemode or with cellular service disabled i.e., no signal bars displayedand cannot be used for voicecommunications based on FCC regulations that prohibit any airborne calls using cell phones. If your aircarrier provides Wi-Fi service during flight, you may use those services. You can also continue to useshort-range Bluetooth accessories, like wireless keyboards.

We believe todays decision honors both our commitment to safety and consumers increasing desire touse their electronic devices during all phases of their flights, said Transportation Secretary Anthony Foxx.These guidelines reflect input from passengers, pilots, manufacturers, and flight attendants, and I lookforward to seeing airlines implement these much anticipated guidelines in the near future.
I commend the dedication and excellent work of all the experts who spent the past year working togetherto give us a solid report so we can now move forward with a safety-based decision on when passengers can
use PEDs on airplanes, said FAA Administrator Michael Huerta.
The PED Aviation Rulemaking Committee (ARC) concluded most commercial airplanes can tolerate radiointerference signals from PEDs. In a recent report, they recommended that the FAA provide airlines withnew procedures to assess if their airplanes can tolerate radio interference from PEDs. Once an airlineverifies the tolerance of its fleet, it can allow passengers to use handheld, lightweight electronic devices such as tablets, e-readers, and smartphonesat all altitudes. In rare instances of low-visibility, the crewwill instruct passengers to turn off their devices during landing. The group also recommended that heavierdevices should be safely stowed under seats or in overhead bins during takeoff and landing.
The FAA is streamlining the approval of expanded PED use by giving airlines updated, clear guidance.This FAA tool will help airlines assess the risks of potential PED-induced avionics problems for theirairplanes and specific operations. Airlines will evaluate avionics as well as changes to stowage rules and
passenger announcements. Each airline will also need to revise manuals, checklists for crewmembertraining materials, carry-on baggage programs and passenger briefings before expanding use of PEDs. Eachairline will determine how and when they will allow passengers broader use of PEDs.
The FAA did not consider changing the regulations regarding the use of cell phones for voicecommunications during flight because the issue is under the jurisdiction of the Federal CommunicationsCommission (FCC). The ARC did recommend that the FAA consult with the Federal CommunicationsCommission (FCC) to review its current rules. Cell phones differ from most PEDs in that they are designedto send out signals strong enough to be received at great distances
Top Things Passengers Should Know about Expanded Use of PEDs on Airplanes:
1. Make safety your first priority.
2. Changes to PED policies will not happen immediately and will vary by airline. Check with your airlineto see if and when you can use your PED.
3. Current PED policies remain in effect until an airline completes a safety assessment, gets FAA approval,and changes its PED policy.
4. Cell phones may not be used for voice communications.
5. Devices must be used in airplane mode or with the cellular connection disabled. You may use the WiFiconnection on your device if the plane has an installed WiFi system and the airline allows its use. You canalso continue to use short-range Bluetooth accessories, like wireless keyboards.
6. Properly stow heavier devices under seats or in the overhead bins during takeoff and landing. These
items could impede evacuation of an aircraft or may injure you or someone else in the event of turbulenceor an accident.
7. During the safety briefing, put down electronic devices, books and newspapers and listen to thecrewmembers instructions.
8. It only takes a few minutes to secure items according to the crews instructions during takeoff andlanding.
9. In some instances of low visibility about one percent of flights some landing systems may not beproved PED tolerant, so you may be asked to turn off your device.

10. Always follow crew instructions and immediately turn off your device if asked.
Current FAA regulations require an aircraft operator to determine that radio frequency interference fromPEDs is not a flight safety risk before the operator authorizes them for use during certain phases of flight.Even PEDs that do not intentionally transmit signals can emit unintentional radio energy. This energy mayaffect aircraft safety because the signals can occur at the same frequencies used by the planes highlysensitive communications, navigation, flight control and electronic equipment. An airline must show it can
prevent potential interference that could pose a safety hazard. The PED ARC report helps the FAA to guideairlines through determining that they can safely allow widespread use of PEDs.
The PED ARC began work in January, at the request of Administrator Huerta, to determine if it is safe toallow more widespread use of electronic devices in todays aircraft. The group also reviewed the publicscomments in response to an August 2012 FAA notice on current policy, guidance, and procedures thataircraft operators use when determining if passengers can use PEDs. The FAA is immediately giving airlines a clear path to safely expand PED use by passengers, and theAdministrator will evaluate the rest of the ARCs longer-term recommendations and respond at a laterdate.
