Lieutenant Colonel Command Screening Process
Purpose
• To share observations from the FY-14 Lieutenant Colonel Command Selection Board in order to:– Maximize the opportunity for successful officers to compete for Lieutenant Colonel
Command if they so desire– Ensure the most competitive officers are postured to continue representing the
Marine Corps at the ranks of Colonel and General Officer as “the best and most fully qualified” Marines

Defining the Environment
• Competition for promotion to LtCol is tight and getting tighter– FY-14 LtCol Selection: 69%– FY-15 LtCol Selection: 65%
• Progressing farther is even harder– 18% of LtCols are selected for Command
• Command is “almost a must” for Colonel• “Stringing” makes it a balanced process
– 12% of LtCols are selected for Top Level School• TLS is an “indicator” for Colonel selection
– 48% of LtCols are promoted to Colonel– 1-3% of Cols are promoted to Brigadier General

• More verbiage is not better• Key phrases have meaning• Comments must align with the RV

Writing FITREPs With a Purpose
• You are writing to/for the board members
• Put the good stuff up front. Don’t hide it
• Your comments need to be all about why the Marine should get promoted and/or selected
• Technical stuff and numbers are nice but this is more about your endorsement for further responsibility-the briefer will not likely be from your MOS
• Be clear, be emphatic, be repetitive
• This is not the place to take care of the MRO’s feelings – if he/she shouldn’t be promoted or get selected– don’t recommend it!

Writing FITREPs With a Purpose
• Boards will group packages into six categories: – 6- Water Walker– 5- W/ Enthusiasm– 4- W/ Confidence – 3- W/ Reservation– 2- Not Recommended– 1- Show Cause
• Packages below a 4 typically won’t even be considered • Make sure the Math and the English match
– Painting a confusing picture will only confuse the board member and hurt the MRO– An actual LtCol RS example:
• “One of my top majors, recommend for selection to LtCol and command of an HMM or VMM.”

• Objective: Cumulative Relative Values < 86• Subjective: “Solid Marine.”• Indicative of a 4-5 block marking by RO
RS: Highly capable, detailed and effective Commander. Provided Engineer support and planning throughout the entire MAGTF. A trusted advisor to the GCE who always gives well thought out recommendations to accomplish the overall mission. Advise the Ground Combat Element (GCE) on matters related to Mobility, Counter-Mobility, Survivability, Engineer Recon, Tactical Electric Supply, & employing external/theater engineer assets. MRO easily navigated the challenges with his detailed approach and the utmost professionalism. His outstanding initiative, dedication, and skill allow him to execute flawlessly. There is no doubt that this officer will perform well at TLS and I believe he is perfectly suited to be the CO of the Engineer School.
RO: LtCol Hard Charger is a solid, dependable and extremely knowledgeable Engineer Support Bn Commander. Effectively leveraged all assets available to provide quality Engineer support across all of the Helmand Province AO. Anticipates requirements and applies resources appropriately.

• Objective: Cumulative Relative Values of 86-93• Subjective: “Potential Commander.”• Indicative of a 6 Block marking by RO
RS: Performing very well as a Battalion Commander; thoughtful, aggressive and understands the full extent of the mission, knows how to train his Marines to perform, then execute in terrific fashion. Selfless in support of his peers and other units; structure changes mandated sending a Company to the DS CLB. LtCol Hard Charger ensured the best equipment was made available, ahead of schedule and provided SMEs to stand up the company well ahead of schedule. Mature in his outlook and approach to Command. Implemented a Force Protection Program that fully met the intent of CMC’s initiatives; saw tangible results in reduction of incidents and high morale. A must for TLS and promotion to Colonel. Future CLR CO.
RO: Superb Battalion Commander whose innovative, aggressive approach to training has prepared his unit for any mission assigned. I personally observed his Force Preservation council and saw first-hand his engaged leadership style that has paid noticeable dividends in the morale of his unit. Physically fit and poised. He should be selected for TLS on this board followed by challenging Joint assignment where he will represent the Marine Corps very well. Select for Colonel at first opportunity and put him back into operational command.

RS: Impressive/extremely competent, committed, seasoned, MAGTF Officer. Possesses operational/tactical savvy 2nd to none. Force multiplier in any equation, Engineer/logistician I want on my team. "No Excuses" is mantra MRO lives by...Keen insight into needs of supported invariably leads to unheralded customer satisfaction. Totally engaged, organized, exacting/deliberate in approach; from admin/legal/manpower, to ops, maint, staff/Co Cmdr/SNCO development...he did it all routinely. Integral to post OEF rebuild; PTP/PME, ensuring Bn/individual are mission ready/prepared for next fight, as evidenced by superb FASMO results following deployment. Principled, concerned leader guided by warrior ethos/integrity/work ethic; positive influence rallies troops, impetus to unit morale, cohesion, identity. Truly unlimited potential, unquestionably prepared and my top recommendation to send to TLS/MCWAR, a must promote to O6 and slate for DS CLR or MWSG Cmd!
RO: LtCol Hard Charger remains my #1 Battalion Commander and LtCol within 1st MLG and 1st MLG(Fwd); there are currently 29 LtCols assigned. He is a top-notch combat seasoned Commander. He has clearly set the standard of excellence within 1st MLG. No challenge is beyond Chesty’s ability. Exuding confidence; he is hard as nails with uncompromising expectations, yet possesses genuine concern for his Marines. His personal concern for the families of our fallen heroes since his redeployment has epitomized the concept of Marines taking care of their own. He is a principled leader who has readily garnered the trust and loyalty of his Marines and Sailors. They would follow him anywhere/anytime. He has continued to render superior General Support Engineer support to I MEF, this time in garrison. He is clearly the impetus for his Battalion's highly successful post OEF reconstitution/rebuild efforts and pre-deployment preparedness for pending OEF 11.2 deployment, setting the conditions for his successor’s success. This Officer is definitely a frontrunner with characteristics of the best general officers. He has my strongest endorsement for attendance at the Marine Corps War College followed by service as a Faculty Advisor at Marine Corps Command and Staff College. Promote to Colonel on first vote! He is ready for command of a Direct Support (DS) Combat Logistics Regiment or MWSG now!

General Considerations for MROs
• “Grow where you are planted”– Perform in KEY MOS BILLETS when given the opportunity, but don’t go easy in billets
outside of your MOS• Request to be involved in every operational/deployment opportunity • Seek billets/experiences to develop as a MAGTF Officer vs. an MOS Officer only
– Seek a career path across the MAGTF and up/down the MAGTF hierarchy– Seek opportunities for PME and education– Do your best to get the key billets at the right time. Consider risks of “off-track”
programs . . .• Review and update your OMPF
– Bad initial impression = No photo, no questionnaire, out of date PFT/CFT, exceptionally weak PFT/CFT, no MCMAP (very bad) or MCMAP not at mandated level (e.g., Green for 0302), missing FITREPs (30 days or more)
– Multiple problems of this kind: if you don’t care, the board doesn’t either• Understand your Master Brief Sheet – strong and weak points
– Understand comments and marks; discuss with RS and ROUNCLASSIFIED 11

• It is of the utmost importance to remember that the context of the particular report is always important!
• Relative Value- 90 RV is not the magic #– RV broken down into thirds
• Upper: 93.34 to 100• Middle: 86.67 to 93.33• Lower: 80.00 to 86.66
• Para 4006.4.b, “Grades are earned by the MRO’s displayed efforts and apparent results; they are not given to attain a perceived fitness report average or relative value.”

How does RV Work?• Calculate the FITREP Average (FRA)
• Each attribute equates to a value • A=1, B=2, C=3, D=4, E=5, F=6, G=7, H=Not
Observed• Avg. of all observed attributes=Fitrep Average
• i.e. a straight B report (28/14) = 2.0
• Calculate the Relative Value (80 to 100 linear scale)• 100 = Highest report from that RS on that grade• 90 = RS’s Avg of all reports for that grade• 80 = Difference between the 100 and the 90, then
subtracting that from the 90
• RS average (90) • Total value of all observed reports divided by the
total number of observed reports 1.5+2.0+3.0+4.0+4.4+4.6+5.0/7=3.5
• RS must process at least three reports on Marines of the same grade before RV is displayed on MBS
• REMEMBER: Approximately Half of all observed FITREPs (Sgt – LtCol) will be less than 90 RV
