1 Overview of licence management in BSCLicense Key Control means that the use of certain application software products is con-

trolled by licence keys. Once a valid licence has been installed, it is possible to activate

and deactivate the application software covered by the licence. One licence key file may,

in practice, cover one or more features.

There are two types of licence keys: licence keys with capacity control and on/off licence

keys. A capacity control key enables the use of a certain feature with a limited level of

capacity. Note: An on/off type of licence key enables the use of the feature on the entire

BSC without any capacity limits, even though the legal and commercial License applies

to only a limited capacity, for example a limited number of TRXs.

The licence keys can be time-limited and have an expiration date, which is stated in the

licence key file.

Dependencies between licence key-based and parameter-based feature manage-

ment

Licence key-based feature management does not replace parameter-based feature

optionality management entirely. Rather, the two management systems are used side

by side. Some older features, however, which used to be controlled with parameter-

based feature optionality management have been included in the licence key-based

feature management.

 A fluent ramp-up of licence key-based feature management requires that the licence key

files are available on the site for all existing, newly licensed features in the operator's

network (for the features that the operator wants to use). All the software required by a

licensed feature needs to be installed and activated before the feature can be taken into

use.

Features having both capacity controlling licence keys and on/off licence keys

 A licence key controlled feature can either have a capacity licence key or an on/off

licence key (non-capacity feature licence). The difference between these key types is

that the on/off licence key allows the feature to run without capacity limitations, whereas

the capacity controlling licence key defines the allowed capacity that the feature can use

or provide. Furthermore, capacity licence keys permit the capacity to be increased

stepwise by installing additional keys, that is, capacity increments for the same fea-

ture(s). The capacities enabled by these licence keys are then summed up to get the

total capacity that the feature is allowed to use or provide.

Both these licence key types can be time-limited. This means that the licence covering

the feature has a predefined expiration date, which is stated in the licence key file and

which is also technically controlled by the licence key. The operator can determine how

much in advance (7-90 days) the system gives a warning that the licence and the

licence key is about to expire. If the operator does not define the expiration warning

period when installing the licence in the network element, the system uses the default

warning period, which is 30 days.

It is important to define the warning period so that there is enough time between the

warning and the expiration of the licence, either to install a continuation licence key or

to make a controlled inactivation of the feature(s). If the expiration of a licence and the

disabling by the expired License Key causes an uncontrolled ramp-down of the fea-

ture(s), this may result in serious malfunctioning of the network element.

Overview of licence management in BSC

 A time-limited capacity licence can be renewed by ordering a continuation licence (a

new licence for the same features). The licence key for this continuation licence must be

installed in the network element before the original licence expires. Then the old licence

key can be removed.

 A time-limited on/off feature (non-capacity feature) can be renewed by ordering a con-

tinuation licence. The licence key for this, too, must be installed before the existing

licence expires.

Licence management with Nokia NetAct

NetAct Licence Manager in Nokia NetAct supports the operator's various network

element licence handling processes in a centralised way. Nokia Online Services (NOLS)

can be used for ordering the licences and then distributing them to the network ele-

ments. The current licence status in each network element is maintained in NetAct auto-

matically if the network elements send notifications.

The licences can also be uploaded from the network elements to an archive in NetAct

for backup purposes.

Licensing benefits

With licensing, capital expenditure on system functionality can be postponed from large

system deliveries to the actual time each functionality is required. The expenditure can

be targeted more flexibly and precisely at actual needs.

2.2 Control of the licensed software

105km Extended Cell CS (BSS21277)

The licence key for 105km Extended Cell CS is capacity based.The licence is based on

the number of active super-extended transceivers (S-TRX) which serve the 105 km

coverage area.

The licence for Extended Cell Range for Flexi EDGE BTS is needed for internal intra-

cell handovers between extended and super-extended cell areas. The licence for Long

Reach TSL (Flexi EDGE BTS) is needed for the Long Reach TSL functionality in thesuper-extended cell.

105km Extended Cell for GPRS/EDGE (BSS21270)

The licence key for 105km Extended Cell for GPRS/EDGE is capacity based. The

licence is based on the number of transceivers (S-TRX) in which extended cell

GPRS/EDGE traffic channels(EGTCHs) have been configured.

Licences for the following application software products are also required for 105km

Extended Cell for GPRS/EDGE:

 • Extended Cell for GPRS/EGDE

 • 105km Extended Cell CS

 • GPRS or EDGE

 • PCU2

A5/1 Cipher Enhancement - SDCCH HO (BSS21389)

The licence key for A5/1 Cipher Enhancement - SDCCH HO is an on/off type of licence

key. This feature provides an additional security enhancement for the generally

employed A5/1 Ciphering security mechanism.

A5/3 Ciphering (BSS20093)

The licence key for A5/3 Ciphering is an on/off type of licence key. The feature is auto-

matically in use in BSC when the feature state in licence management is ON. Usage of

this feature for calls needs also support from MSC, BTS hardware, BTS software andMS. The feature is automatically disabled when the feature state in licence management

continue using the same algorithm if possible otherwise even if A5/3 feature state is

changed to CONF or OFF.

Activated PCU1s (BSC0028)

The licence key for activated PCU1s is capacity-based. The licence key sets a limit to

the number of PCU1s (PCU, PCU-S, PCU-T, PCU-B) connected to the BTS.

The PCU1 count is checked when enabling GPRS. If the count is exceeded or the

licence key has expired, the operation is denied.

Activated PCU2s (BSC00031)

The licence key for activated PCU2s is capacity-based. The licence key sets a limit to

the number of PCU2s (PCU2-U, PCU2-D) connected to the BTS. The PCU2 licence key

is needed when every BCSU has a PCU2 in the same track. In addition, PCU2 needs

the PCU licence key if there are both PCU1s and PCU2 in the same rack.

The PCU2 count is checked when:

 • enabling GPRS,

 • creating or modifying a BTS in which GPRS or CS3&CS4 is enabled, and

 • creating or modifying a TRX and GPRS is enabled in the TRX and BTS.

If the PCU2 count is exceeded or the licence key has expired, the operation is denied.

The second generation PCU(PCU2) licence capacity for PCU2-E is counted in licence

steps of 256 Abis sub-channels. This means that for full capacity, four licences are

needed per one PCU2-E in Flexi BSC configuration. In other BSC3i configurations, two

licences per one PCU2-E are needed for full capacity

Adaptive Multi Rate speech codec Full Rate (BSS30055, BSS20249)

The licence key for Adaptive Multi Rate (AMR) Full Rate is an on/off type of licence key.

If the licence key expires, new AMR FR calls cannot be established.

Adaptive Multi Rate speech codec Half Rate (BSS30060)

The licence key for Adaptive Multi Rate (AMR) Half Rate (HR) TRXs is capacity-based.

It sets a limit to the number of AMR HR TRXs. The number of the AMR HR TRXs is

checked when BTS's codec mode is modified to support AMR HR, and when unlocking

BCF, BTS, and TRX. A TRX is seen as an AMR HR TRX if the parameter AMR Configuration HR Codec

Mode Set (HRC) is enabled and the TRX has half rate or dual rate channels.

If the AMR HR TRX count is exceeded or the licence key has expired, BCF, BTS, and

TRX unlocking is denied in case of AMR HR TRXs.

To unlock while the count is exceeded or the licence key is expired, parameter AMR

Configuration HR Codec Mode Set (HRC) needs to have the value 0 (disabled),

or half rate or dual rate radio channels need to be removed from the TRX.

Adjustable Intelligent Shutdown (BSS20151, BSS20903)

The licence keys for Adjustable Intelligent Shutdown are on/off type of licence keys.

There are two separate licence keys: one for 2G Flexi and one for other BTS types

(UltraSite, MetroSite, and Talk-family). Once the licence key is installed and the featurestate set to 'CONF' or 'ON', the functionality can be configured.

AMR HO Signalling Optimisation (BSS20916)

The licence key for AMR HO Signalling Optimisation is an on/off type of licence key. It

controls the feature on BSC level.

When the AMR HO Signalling Optimisation licence key is valid the feature state can be

set to 'ON', 'CONF' or 'OFF' via the Feature Management MML. When the licence key

is not valid the feature state is 'OFF'. When the licence key has expired the feature state

can be 'CONF' or 'OFF'. When the feature is disabled or the licence key expires, BSCstops automatically to use AMR HO signalling optimization.

AMR Progressive Power Control (BSS20776)

The licence key for AMR Progressive Power Control (PPC) is an on/off type of licence

key. Once the licence key is installed and the feature state of AMR PPC for uplink and/or

 AMR PPC for downlink is set to 'ON', AMR PPC algorithm is used for AMR calls and

 AMR PPC measurement can be activated.

If the licence key expires, the normal power control algorithm is used for AMR calls.

AMR Unpacking Optimisation (BSS21120)

The licence key for AMR Unpacking Optimisation is an on/off type of licence key. The

licence key controls the feature on BSC level. When the AMR Unpacking Optimisation

licence key is valid set to 'ON' the feature state can be changed ON, CONF or OFF via

the Feature Management MML. When the licence key is not valid the feature state is

'OFF'. When the licence key has expired the feature state can be 'CONF' or 'OFF'.

The licence key for Blocking of DTMF in Downlink feature is an ON/OFF type licence

key. Though the feature is implemented in TCSM3i and only into TR3T, the licencecontrol is done from the BSC.

BSC3i 1000/2000 (BSC00088, BSC00089)

The use of BSC3i 1000/2000 is controlled with two licence keys that set the limit for the

number of unlocked TRXs. 200TRX Basic SW licence key controls the new delivery

BSC3i 1000/2000 and the 90TRX Upgrade Basic SW licence key controls the upgraded

BSC3i 1000. The required TRX software licence keys are illustrated in the figures

BSC application software does not differentiate between these two separate licence

Since the maximum number of upgradeable active TRXs is five, the BSC software limits

the number of active BCSUs allowed by 90TRX Upgrade Basic SW licence key to five,

though the licence key allows more active BCSUs.

Note that the second cabinet of BSC3i 2000 is always a new delivery, and a 200TRX

Basic SW licence key is needed for it.

BSC Integrated SMLC Capacity (BSS20070)

 A licence key is required for BSC integrated SMLC position capacity for commercial

location services. The licence key limits the number of location requests (LR) handled

in the integrated SMLC in one second. The capacity licence key step is 5 location

requests per second. The capacity is averaged over 10-second periods.

Note that emergency requests do not consume the licence key and those LRs are

served with full integrated SMLC capacity.

 Alarm 3295 LICENCE CAPACITY EXCEEDED is used to indicate the exceeding of

licence key. The alarm includes fields which specify the feature code and the capacity

limit. The capacity limit field is filled with the capacity limit. For example, in case of 10

LR/s, number 10 is filled in the capacity limit.

If 90 per cent of capacity is used, then operator is informed with alarm 3294 LICENCE

CAPACITY WARNING. The alarm includes fields which tells the feature code, the

capacity limit, and the capacity warning limit. Feature code and capacity limit are filled

Coding Schemes CS3 and CS4 (BSS11088)

The licence key for Coding Schemes CS3 & CS4 is capacity-based. The licence key

sets a limit to the number of CS3&CS4 TRXs. The count of the CS3&CS4 TRXs is

checked in segment modification if there are unlocked BTSs in the segment and GPRS

has been enabled in the segment. In addition, the count is checked when unlocking

BCF, BTS, and TRX.

 A TRX is seen as a CS3&CS4 TRX if parameters GPRS enabled TRX (GTRX), GPRS

enabled (GENA), and Coding Schemes CS3 and CS4 Enabled (CS34) are

enabled.

If the CS3&CS4 TRX count is exceeded or the licence key has expired, BCF, BTS and

TRX unlocking is denied in case of CS3&CS4 TRXs.

To unlock while the count is exceeded or the licence key is expired, parameter CodingSchemes CS3 and CS4 Enabled (CS34) needs to be disabled.

ETIP1-A basic SW licence

The licence key for ETIP1-A basic software is an on/off type of licence key per ETIP1-A

plugin unit. ETIP1-A plugin unit creation into BSC is denied without this licence key. Also

ETIP1-A plugin units needed for equipment protection must have their own licence keys.

Location services (BSS30115, BSS30120, BSS30130)

The licence keys for location services over the Lb interface are capacity-based. The

limiting is based on the number of LCS events in the Lb interface per minute and the

events that exceed the capacity are blocked. Each capacity licence key on the Lb inter-

face is averaged to a 24-hour period. This means that the maximum number of LCS

events in one 24-hour period is (requests/min) x 60 (min) x 24 (h). In other words, the

number of events that take place within a certain one-minute period can be temporarily

higher as long as the total number of events in the 24-hour period is not exceeded.

The licence key for Lb Commercial CITA Method  limits the number of commerciallocation requests per minute. The limiting is done before a request is sent to the Lb inter-

face. If the capacity is exceeded, the BSC tries to send the location requests to be cal-

culated in the internal SMLC. If this does not succeed for some reason, the blocked

location requests are responded with a location response, where the LCS cause is ‘posi-

tion method failure’ and diagnose value ‘insufficient resources’. Furthermore, the

counter 078024 NBR OF LOC REQ REJ BY LIC is incremented by one for each Lb

Commercial CITA Method request rejected because the licence key has been

exceeded.

This licence key requires that FIFILE parameters LB_USAGE and LB_PLUS (if needed)

are set on.

The licence key for Lb BSC-AGPS Commercial Method  takes into account the first

RRLP Measure Position Request message for commercial location procedure (initiated

with the Lb Commercial CITA Method). The rest of the RRLP Measure Position Request

messages related to the same location procedure are not counted to capacity. The

limiting is done before a request is sent to the MS. If the capacity is exceeded, the BSC

sends BSSLAP Reject (in which the cause is congestion) to the Lb interface. Further-

more, the counter 078027NBR OF POS CMD REJ BY LIC is incremented by one for

every Lb BSC-AGPS Commercial Method request rejected because the licence key has

been exceeded.

This licence key requires that FIFILE parameters LB_USAGE and LB_PLUS (if needed)

are set on. It also requires that the licence key for Lb Commercial CITA Method has

been installed successfully.

The licence key for Lb BSC/ US U-TDOA Commercial Method  covers the first BSSLAP

U-TDOA Request message for commercial location procedure (initiated with the Lb

Commercial CITA Method). The rest of the BSSLAP U-TDOA Request messages

related to the same location procedure are not counted to capacity. The limiting is done

when a BSSLAP U-TDOA Request is received from the Lb interface. If the capacity is

exceeded, the BSC responds to the request with a BSSLAP Reject (in which the cause

is congestion). Furthermore, the counter NBR OF UTDOA REQ REJ BY LIC (078028)

is incremented by one for every Lb BSC/ US U-TDOA Commercial Method request

rejected because the licence key has been exceeded.

This licence key requires that FIFILE parameters LB_USAGE, LB_PLUS (if needed),

UTDOA_SUPPORT, and UTDOA_COMMERCIAL  are set on. It also requires that the l icence

key for Lb Commercial CITA Method has been installed successfully.

Two alarms are used to indicate exceptional conditions in Lb interface licence key use.

 Alarm 3295 LICENCE CAPACITY EXCEEDED is used for informing the operator that a

capacity licence key has been exceeded and the first LCS event has been blocked.

 Alarm 3294 LICENCE CAPACITY WARNING is used for informing the operator that

90% of the capacity of a licence key for the 24-hour period has been used. Both alarms

contain information on which licence key has been exceeded.

Double Power TRX for 2G BTS (BSS20870)

The licence key for Double Power TRX for 2G BTS is capacity-based. The licence key

sets a limit to the number of TRXs that can be configured as double power TRXs or intel-

ligent downlink diversity (IDD) TRXs. A TRX is seen as a double power TRX if the value of the parameter dual TRX usage

(DTRX) is other than 0.

If the total count of double power and IDD TRXs is exceeded or the licence key has

expired, BCF, BTS and TRX unlocking is denied in case of double power and IDD TRXs.

To unlock while the count is exceeded or the licence key is expired, the parameter dual

TRX usage (DTRX) needs to have value 0.

Downlink Dual Carrier (BSS21228)

The licence key for Downlink Dual Carrier is capacity-based.

When the licence key expires or the state of the licence key is set to OFF or CONF:

 • No new DLDC enabled BTSs can be unlocked

 • No new BCFs that contain DLDC enabled BTSs can be unlocked

 • GPRS cannot be enabled in the segments that contain DLDC enabled BTSs

 • DLDC cannot be enabled to new BTSs

 • No new TRXs can be unlocked in normal area GPRS enabled TRXs which are under

DLDC enabled BTS. Already DLDC enabled BTSs remain DLDC enabled as long

as they are in unlocked state and GPRS is enabled.

Dual Transfer Mode (BSS20088, BSS30100)

The licence key for Dual Transfer Mode (DTM) is an on/off type of licence key. After thelicence key is installed and the DTM feature state is set to 'ON', DTM can be enabled in

segment level with parameter DTM Enabled (DENA).

If the licence key for DTM expires, parameter DTM enabled (DENA)will be disabled.

Dynamic Frequency and Channel Allocation (BSS11052)

The licence key for Dynamic Frequency and Channel Allocation (DFCA) is capacity-

based. The licence key sets a limit to the number of DFCA TRXs.

 A TRX is seen as a DFCA TRX if the BTS parameter DFCA mode (DMOD) has value 2

(DFCA hopping) and the TRX parameter DFCA indication (DFCA) has value Y

(TRX is a DFCA TRX).

If the DFCA TRX count is exceeded or the licence key has expired, BCF, BTS and TRX

unlocking is denied in case of DFCA TRXs.

To unlock while the count is exceeded or the licence key is expired, parameter DFCA

mode (DMOD) needs to have value 0 (off) or 1 (standby), or parameter DFCA

indication (DFCA) needs to have value N (TRX is a non-DFCA TRX).

Once the licence key is installed and the state of the feature is set to 'ON', it is possible

to enable/activate the feature in Segment level with an MML command.

Extended Cell Range for UltraSite BTS and CS (BSS11102, BSS20882)

The licence keys for Extended Cell Range for UltraSite BTS and CS are capacity-based.

The licence keys set a limit to the number of E-TRXs in an UltraSite BTS or Flexi EDGE

BTS.

 A TRX is seen as an E-TRX if the parameter E-TRX type (ETRX) has the value E (E-

TRX).

If the E-TRX count is exceeded or the licence key has expired, BCF, BTS and TRX

unlocking is denied in case of E-TRXs.

To unlock while the count is exceeded or the licence key is expired, the parameter E-TRX type (ETRX) needs to have the value N (normal TRX).

Extended Cell for GPRS/EDGE (BSS20094)

The licence key for Extended Cell for GPRS/EDGE is capacity-based. The licence key

 A TRX is seen as an EGTCH TRX if the parameters extended cell GPRS/EDGE

enabled (EXGENA), GPRS enabled TRX (GTRX) and GPRS enabled (GENA) 

have the value Y and the parameter E-TRX type (ETRX) has the value E.

If the EGTCH TRX count is exceeded or the licence key has expired, BCF, BTS andTRX unlocking is denied in case of EGTCH TRXs.

To unlock while the count is exceeded or the licence key is expired, the parameter

extended cell GPRS/EDGE enabled (EXGENA) needs to have the value N.

EDA and HMC can be activated only in PCU2s that are not in the same BCSU track with

PCU1s.

Because the power reduction control related RNW parameters must be available even

if EDA and HMC are deactivated, the optionality of the parameters is controlled by theGPRS licence key.

Flexi BSC (BSS21149)

The use of Flexi BSC is controlled by capacity-based 1TRX Basic SW licence key. The

capacity unit of the licence key is TRX. This licence key is BSC specific, therefore it is

not restricted to a certain BCSU unit. If a BSC3i 1000/2000 has been upgraded to a Flexi

BSC also 200TRX Basic SW licence key and 90TRX Upgrade Basic SW licence key can

be used.

2G TRX Automatic Power Down (BSS20984)

The licence key for 2G TRX Automatic Power Down is an on/off type of licence key. With

this feature BSC will automatically shut Dual TRXs down when traffic is low in thesegment with Flexi EDGE BTS. If the feature state is 'ON' in the BSC it can be enabled

for all Segments where at least one Flexi EDGE BTS is configured.

2G TRX Manual Power Down (BSS21261)

The licence key for Flexi EDGE Dual TRX Manual Power Down is an on/off type of

licence key. Once the licence key is installed and the state of the feature is set to 'ON',

it is possible to power up and power down the Dual TRXs of a Flexi EDGE BTS with an

MML command.

If the licence key expires, the MML command is disabled. The TRXs that are powered

down can be powered up with TRX lock/unlock.

Flexi EDGE transmission (BSS21129, BSS30280, BSS30285, BSS30305)

Flexi EDGE integrated transmission licence management in the BSC includes the fol-

deactivate the feature in the BTS before licence key expiry as described in Activating

GPRS/EDGE Support for PGSM-EGSM BTS.

IMSI-Based Handover (BSS12158)

The licence key for IMSI-Based Handover (IBHO) is an on/off type of licence key. The

IMSI-Based Handover in BSC can be activated if IBHO licence key has been installed

and it has not expired.

GSM-WCDMA Interworking (ISHO) must be active in the BSC before IMSI-based GSM-

WCDMA handover can be activated for a GSM cell. ISHO is activated when the FIFILE

parameter ISHO_SUPPORT_IN_BSC  is set on.

BCF and BTS unlocking is prevented if the IBHO licence key has expired and IBHO has

been enabled in the cell. To unlock while the licence key is expired, parameters IBHO

GSM enabled (IGE) and IBHO WCDMA enabled (IWE) must be set to value N.For more information, see IMSI-Based Handover  under Feature descriptions.

Increased Dynamic SDCCH Capacity (BSS21113)

The licence key for Increased Dynamic SDCCH Capacity is an on/off type of licence key.

Once the licence key is installed and the state of the feature is set to 'ON', the maximum

number of SDCCH channels for each TRX increases from 16 to 24 or 32, depending on

the type of the TRX.

Dynamic SDCCH must be active in the BSC before Increased Dynamic SDCCH

Capacity can be activated.

If the licence key expires, the additional SDDCH channels are automatically reconfig-

ured back to traffic channels as they are released.

Inter-System Network-Controlled Cell Re-selection (BSS20394)

The licence key for Inter-system Network-Controlled Cell Re-selection (IS-NCCR) is an

on/off type of licence key. In addition to NCCR and IS-NCCR licence keys, IS-NCCR

requires that the FIFILE parameter ISHO_SUPPORT_IN_BSC  is active. Once the licence

keys are installed and the state of the IS-NCCR feature is set to 'ON', IS-NCCR can be

enabled with parameter WCDMA FDD NCCR enabled (WFNE).

If the licence key for IS-NCCR expires, the parameter WCDMA FDD NCCR enabled

(WFNE) is disabled.

ISHO acceleration via Iur-g (BSS21528)

The licence key for the feature ISHO acceleration via Iur-g is an on/off type of licence

TSLs can be configured to the BCCH TRX of Flexi EDGE BTS.

If the licence key expires, the functionality is deactivated in the next BCCH

BCF/BTS/TRX lock/unlock.

for configuration. Once the feature state is ON and LTE adjacent cells are configured,

an MS can make autonomous cell reselection from the GSM/EDGE cell to LTE cell.

If the licence is set to OFF, LTE adjacent cell and priority parameters will not be visible

in user interface and an MS can not make cell reselection from the GSM/EDGE to LTE

cell.

Market Expansion Toolkit (BSS20869)

 The licence key for Market Expansion Toolkit is an on/off type of licence key.

Maximum MS TX Power During E911 Location (BSS21041)

The licence key for Maximum MS TX Power During E911 Location is an on/off type of

of this feature is controlled with SEG level parameter Merged PGSM and EGSM enabled

(MPE). This parameter will be displayed to the operator only if the licence is active and

Multipoint A Interface (BSS20092)

The licence key for Multipoint A Interface is an on/off type of licence key. Multipoint A

interface feature is activated in BSC when the feature state of the licence key is 'ON' and

the parameter CS_NRI_LENGTH value is set greater than zero.Licence key expiry in the BSC leads to the deactivation of the feature. The licence key

state is changed to 'CONF' and the parameter CS_NRI_LENGTH is automatically set to

value 0 (zero). The licence key is deactivated when the parameter CS_NRI_LENGTH is

set 0 (zero), and the feature is not usable. After this, the default SPC of MSC is used

and all new connections are established only to it.

Multipoint Gb Interface (BSS20086)

The licence key for Multipoint Gb Interface is an on/off type of licence key. Once the

licence key is installed and the feature state set to 'CONF' or 'ON', it is possible to define

several NSEs for each PSE, and configure the parameters related to Multipoint Gb Inter-face.

If the licence key expires, the feature state changes to 'CONF' and new mobile stations

are assigned only to the default NSE.

The licence key for Network-Assisted Cell Change (NACC) is an on/off type of licence

key. Once the licence key is installed and the feature state set to 'ON', NACC can be

If the licence key for NACC expires, the parameter NACC enabled (NACC) will be dis-

abled.

The licence key for Network-Controlled Cell Re-selection (NCCR) is an on/off type of

licence key. Once the licence key is installed and the feature state set to 'ON', NCCR

can be enabled with parameter NCCR control mode (NCM).

If the licence key for NCCR expires, parameters NCCR control mode (NCM) and

WCDMA FDD NCCR enabled (WFNE) will be disabled.

OSI over TCP/IP (BSS30340)

The licence key for OSI over TCP/IP is an on/off type of licence key. In case the licence

key expires, the feature is disabled and OSI connections need to be reconfigured.

Packet Control Unit (PCU2) Pooling (BSS20106)

The licence key for Packet Control Unit (PCU2) Pooling is an on/off type of licence key.

Once the licence key is installed and the feature state is set to 'ON', it is possible to add

or move PCUs to a Packet Service Entity (PSE).

If the licence key expires, new PCUs cannot be added or moved to PSEs.

The licence key for Secured O&M IP Connections is an on/off type of licence key.

Service Quality Based WCDMA Access (BSS30365)

The licence key for Service Quality Based WCDMA Access is an on/off type of licence

key. It covers the following features that can be activated separately once the licence

key is installed:

 • CPICH RSCP Based Criterion for 2G to 3G Cell Reselection

 • Mobile Specific Channel Release Message

 • WCDMA Neighbour Cell Reporting Enhancement

GSM-WCDMA Interworking (ISHO) must be active in the BSC before Service Quality

Based WCDMA Access can be configured. ISHO is activated when the FIFILE param-

eter ISHO_SUPPORT_IN_BSC  is set on.

If the licence key expires, the use of all three features is deactivated.

Single Antenna Interference Cancellation (BSS2082)

Single Antenna Interference Cancellation (SAIC) is an optional feature, which is con-

trolled by a BSC level On/Off licence key. The operator can activate the feature by

installing the licence key and then changing the feature state to 'ON'.

Licence expiry in the BSC leads to the deactivation of the feature.SAIC has the following dependencies to other licensed software in the BSC:

 • DFCA needs to be enabled for DFCA SAIC optimization to work.

 • When AMR speech codec is used together with SAIC, AMR-specific SAIC counters

are updated in the AMR RX Quality measurement.

Single MA list for EGSM and PGSM (BSS21165)

The licence key for Single MA list for EGSM and PGSM is an on/off type of licence key.

Once the licence key is installed and the state of the feature is set to 'ON', it is possible

to use RF hopping with PGSM900 and EGSM900 frequencies in same MA list in a BTS.

If the licence key expires, feature use is denied.

Soft Channel Capacity (BSS30080)

The licence key for Soft Channel Capacity is capacity-based. The Soft Channels are

licensed according to the TRX count (8 TCHs/1 TRX licence key). The Soft Channel

count depends on Soft Channel Capacity licence keys in BSC and AMR Half Rate

licence key in BSC. Soft Channels have to be AMR HR channels.

The count of the Soft Channels is checked when BCF, BTS, TRX, or RTSL is unlocked.

If the count is exceeded or the licence key has expired, the operation is denied.

Space Time Interference Rejection Combination (BSS20494)

The licence key for Space Time Interference Rejection Combination (STIRC) is

capacity-based. The licence key sets a limit on the number of TRXs under STIRC-

enabled BTS(s) in the BSC. The count of the STIRC TRXs is checked in BTS modifica-tion, when STIRC enabling is in case. In addition, the count of STIRC TRXs is checked

in BCF, BTS, and TRX unlocks.

 A TRX is seen as an STIRC TRX, if the BTS parameter STIRC enabled has value Y

(enabled). If the STIRC TRX count is exceeded or the licence key has expired, then

STIRC enabling via BTS modification and BCF, BTS, and TRX unlocks are denied in

case of STIRC TRXs.

To unlock the BCF/BTS/TRX while the count is exceeded or the licence key is expired,

the BTS parameter STIRC enabled needs to have value N (disabled).

Statistics for SIGTRAN (BSS21170)

The licence key for Statistics for SIGTRAN is an on/off type of licence key. If the licencekeys expire, feature use is denied. Once the licence key is installed and the feature state

of Statistics for SIGTRAN is set to 'ON', M3UA Association Set Measurement can be

activated.

Tandem Free Operation for AMR (BSS21118)

The licence key for Tandem Free Operation for AMR is a TRX based capacity licence

key, which is on/off controlled in the BSC.

When the licence key is valid and licenced capacity > 0, AMR TFO can be used for all

NB-AMR calls. If the licence key expires, TFO is not started for new NB-AMR calls or

after handover.

TD-SCDMA Incoming HO Support (BSS30315)

The licence key for TD-SCDMA Incoming HO Support is an on/off type of licence key.

Once the licence key is installed and the TD-SCDMA Incoming HO feature state is set

to 'ON', TD-SCDMA Incoming HO is enabled in the BSC.

If the licence key for TD-SCDMA Incoming HO for Idle Mode expires, the functionality

will be deactivated in the BSC.

TD-SCDMA Interworking for Idle Mode (BSS30320)

The licence key for TD-SCDMA Interworking for Idle Mode is an on/off type of licencekey. The TD-SCDMA Interworking for Idle Mode feature is activated in the BSC once the

feature state is set to 'ON'.

The sending of TD-SCDMA idle mode controlling data is activated for a cell when the

licence key state is 'ON' and the value of the parameter threshold to search

UTRAN cells (QSRI) or GPRS threshold to search UTRAN cells (QSRP) 

is set smaller than 15.

If the licence key for TD-SCDMA Interworking for Idle Mode expires, the BSC sets the

feature state to 'CONF' and stops sending TD-SCDMA neighbour information to the

MSS.

Wideband AMR (BSS20960)

The licence key for Wideband AMR is capacity-based. This licence key enables 100

simultaneous WB-AMR calls in one BSC. After the licence key expires or the feature

state is set to CONF/OFF, WB-AMR can not be enabled in new BTSs and BSC does notselect anymore WB-AMR speech codec for new calls and in case of hand over.

When Wideband AMR licence key expires or before changing Wideband AMR feature

state to CONF/OFF, Wideband AMR codec mode set (ACMS) must be set to disabled

to make next BCF/BTS/TRX unlock successful.

Installing licence keys in the network element

4 Installing licence keys in the network elementThe following instructions show how to install licence keys in the network element by

using the MML interface. There may also be support in the network management tools,

like NetAct, to manage the licence keys of the NE in question. However, other ways than

MML are outside the scope of this document.

The licence key files are transferred to the network element with FTP, FTAM, or on a

disk, and stored to the LICENCE subdirectory under the root directory on the network

element's hard disk. The licence keys are then installed with an MML command.

g Set the transfer method in the FTP client to binary when transferring XML files to the

NE.

In the installation command, you can define the state(s) of the feature(s) covered by the

licence key. Depending on the feature, the feature state setting may either control the

operational feature activity (active/inactive) or control the administrational feature state:

whether the feature is allowed to be activated and configured. So the state setting canhave two different meanings:

 • If the feature is set to the OFF state, it is inactive after the licence key installation or

feature configuration and activation are not permitted.

 • If the feature is set to the CONFIG state, it is active after the installation (but does

not yet offer or use services) or feature configuration is permitted.

 • If the feature is set to the ON state, it is active after the installation and is fully func-

tional (unless the functionality has been restricted for some parts in the licence key)

or feature activation is permitted.

Some features that need to be configured before they are taken into use have to be set

into the CONFIG state in the installation. For more information on the required initialstate of each licensed feature and the feature activation process, see the corresponding

Feature Activation Manual.

If the licence key to be installed is a continuation licence key or a new increment to a

capacity licence key, and the feature states are not defined in the installation command,

the system keeps the features in the same state in which they currently are.

licence key expiration warning time determines how long in advance the system gives a

warning (3269 — licence key EXPIRATION WARNING) that the licence key is about to

expire. The shortest possible warning period is 7 days, and the longest possible period

is 90 days. Default is 30 days.

When the installation of the licence key is ready, the licence key file is copied from the

LICENCE subdirectory (under the root directory) to the SW build main directory (to a

LICENCE subdirectory), and the file in the LICENCE subdirectory under the root direc-

Define the warning time so that there is enough time, between the warning and the

expiration of the licence key, to order and install a continuation licence key or to make a

controlled inactivation of the feature(s) covered by the licence key. If the expiration of a

licence key causes an uncontrolled rampdown of feature(s), this may result in serious

malfunctioning of the network element.

Make sure that all computer units are in normal working condition.

Steps

 

Transfer the licence key file to the network element.

Transfer the licence key file to the network element with FTP, FTAM, or on a disk.

2 Store the licence key file to the licence key directory.

Store the file to the LICENCE directory under the root directory on the network element's

hard disk.

g The licence key file must be saved to the hard disk in capital letters. The MML

command also requires capital letters.

Install the licence (W7L).

The licence file name is given in the installation command without the file extension

(.XML). If no licence file name is given, the system installs all licence keys found in the

LICENCE directory.

To install the licence(s), give the following command:

ZW7L:<licence file name(s)>:<initial state>;

4 Set licence expiration warning time (W7E).

To set the warning time, give the following command:

ZW7E:<licence code(s)>:<warning period length>;

The licence code(s) can be found in the licence file(s). You can interrogate licence file

data with the W7I command:

ZW7I:LIC,FULL:LFNAME=<licence file name(S)>;

Do not change the format of the licence key file when installing it in the network element!

If the file is stored in some other than XML format, the system does not recognise it when

you try to interrogate or modify data related to the file. Only XML licence key file

interrogation is allowed.

Do not change the licence key file name, or modify the contents of the file, and do not

open the XML file with text editor (because the editor might try to convert the file and

then autosave it). Modifications of the licence key file may stop the feature(s) from

functioning.

element

The following instructions show how to remove a licence key from the network element.The licence key to be removed can be an expired or an active one. Before removing an

active licence key, however, make sure that the features covered by the licence key

have been taken out of use in a controlled way. If you try to remove an active licence

key, the system gives you a warning message and asks you to confirm the 'delete

licence' command.

Check the licence key's activation status (W7I)

The status of the licence key can be:

 • OFF (expired or not active)

 • LIM (active limited)

 • UNL (active unlimited)

To check the status, give the following command:

ZW7I:LIC,FULL:LFNAME=<licence file names);

If the licence is unlimited, you should get the following kind of printout:

6 Cleaning the licence key directoryThe following instructions show how to clean the LICENCE directory of obsolete licence

keys (expired licence keys). The cleaning command deletes all obsolete licence keys

whose licence file name is given in the command. If no licence file name is given, all

obsolete licences found in the directory are deleted.

Steps

  Check obsolete licence keys (W7I)

To list all obsolete licence keys, give the following command:

ZW7I:LIC,FULL:STATE=OFF;

g The state of licence key files (that is: not active, active or expired) depends on the

validity time defined in the licence key file and the operator cannot change it.

However, the state of features depends on the related licence key files and on user

selection. The system puts features into CONFIG state if all their licence keys are

either not active or expired. Moreover, the operator can manually select the state of

the feature if a valid licence key file exists.

Remove obsolete licence keys (W7R)

a) To remove selected obsolete licence keys, give the following command:

ZW7R:<licence file name(s)>;

b) To remove all obsolete licence keys found in the LICENCE directory and from the

work files, give the following command:

ZW7R:;

Check that the cleaning succeeded (W7I)

a) To check that the selected obsolete licence keys were removed, give the following

command:

ZW7I:LIC,FULL:LFNAME=<licence file name(s)>;

b) To check that all obsolete licence keys found in the LICENCE directory were

removed, give the following command:

ZW7I:LIC,FULL:STATE=OFF;

7 Licence key-controlled feature management

troubleshooting

Old optional feature does not function after software upgrade

The problem is not with the software but with the configuration in licence key manage-

ment. A probable cause for the problem is that a feature that has been using parameter

management for optionality management started to use licence key management for

optional management.

1. Check whether the feature is in the list of licensed features.

2. Check whether the licence key has been ordered and installed in the NE.

3. Order and install the licence key, if it has not been installed.

4.  Activate the feature.

5. If the feature still does not function, see Section Licence key has been installed but

feature does not function.

Licence key file cannot be installed

 A probable cause of the problem is that the licence key file is invalid/faulty.

1. Contact Nokia Siemens Networks for a new copy of the licence key file.

2. Do not open the XML file with text editor (because the editor might try to convert the

file and then autosave it).

If you want to read the file with editor, create a copy first, and then read the copy.

3. Transfer the licence key file to the NE in binary form.

(FTP transfer in ASCII form might convert the file content.)

4. Try to install the new licence key file.

For instructions, see Chapter Installing licence key in the network element .

5. If the file still cannot be installed, contact Nokia Siemens Networks.

g Always transfer the files with an FTP client in binary mode (not in ASCII mode).

Licence key has been installed but feature does not function

 A probable cause for the problem is that the licensed feature is dependent on some

other optional feature or hardware.

 • Contact Nokia Siemens Networks.
