The meeting was called to order by Glen- da Collier, Chairperson. Also present were Commissioner Neal Rud, Commissioner Dave Gehrtz and Auditor Patty Williams. Neal Rud made a motion to approve the agenda and it was seconded by Dave Geh- rtz. The motion carried. Dave Gehrtz made a motion to approve the minutes of the December 18, 2018 meet- ing. Neal Rud seconded the motion and the motion carried. After review of the financials and expen- diture and revenue budgets for the month of December 2018 and 2018 End of Year, a motion was made by Neal Rud to approve both the financials and budgets. The motion was seconded by Dave Gehrtz and the mo- tion carried. Neal Rud made a motion to approve the following bills and it was seconded by Dave Gehrtz. The motion carried. Dave Gehrtz made a motion to approve the Transfer of Funds from County Gen- eral to Veterans Services in the amount of $123.88 and County General to County Agent in the amount of $4,382.03. Neal Rud seconded the motion and the motion carried. OLD BUSINESS Patty Hilbert attended the meeting to take her Oath of Office for Eddy County Record- er/Clerk of District Court. Paul Lies attended the meeting to take his Oath of Office for Eddy County Sheriff and to present his Fourth Quarter Report. Kathy Steinbach, VSO, attended the meeting to give an update on the Veterans Services Office. NEW BUSINESS Brady Richter, Pleasant Prairie Township Supervisor, attended the meeting to inquire about a reduced cost for snowplowing ser- vices and to inform the Commission that their township might need help in the future. Randy Linderman attended the meeting to discuss improvements at the County Shop and to discuss electrical needs for the new elevators. The Commissioners went to the County Shop to look over the office space and to discuss options. Dave Gehrtz made a motion to approve the Fairgrounds Lease Agreements with the Eddy County 4-H Clubs. Neal Rud second- ed the motion and the motion carried. Neal Rud made a motion to approve the vehicle mileage reimbursement rate of $0.58 per mile for privately owned vehicles for 2019. Dave Gehrtz seconded the motion and the motion carried. Neal Rud made a motion to appoint Ar- lene Holtz to serve on the Central Prairie Social Services District board. Dave Gehrtz seconded the motion and the motion car- ried. Glenda Collier, Chairperson, adjourned the meeting at 10:45 A.M. The next regular meeting will be January 15, 2019 at 9:00 A.M. Glenda Collier, Chairperson ATTEST: Patty Williams, County Auditor Published Feb. 25, 2019 MINUTES OF A SPECIAL MEETING NEW ROCKFORD CITY COMMISSION NEW ROCKFORD, NORTH DAKOTA FEBRUARY 15, 2019 President Packard called the meeting to order at 8:00 a.m. in City Hall with Commis- sioners McKnight, Hager, Ystaas, Richter, and City Attorney Peterson present. The purpose of the meeting was to approve a Renaissance Zone application, concur with NDDOT that Border States Paving receives the Hwy 281 project, to approve the engi- neering agreement for water main project, and review options for repaying USDA Loan. Richter moved to approve the Renais- sance Zone application for Travis Steele at 7 1st St. S in New Rockford. Ystaas seconded. All voted to approve. Motion carried. NDDOT opened bids for the Highway 281 project and Border States Paving was the lowest bidder at $4,368,302.26. The city’s share is estimated at $193,673.02. McKnight moved to concur with NDDOT that Border States Paving should be awarded the proj- ect. Ystaas seconded. In a roll call vote, it was all for. Motion carried. Richter moved to approve the Engineering Agreement for the Water Main Project with Interstate Engineering contingent on Rural Development approval. McKnight second- ed. Commission Richter and City Attorney Peterson had conversed with Travis Dillman from Interstate Engineering to clarify several issues in the engineer agreement. The com- pensation listed will be the amount due by the city. There is no Exhibit H attached but is referenced in the agreement. There was a discussion on the meaning of substantial completion of the project and resident in- spector. Exhibit H will need to be attached to the agreement. In a roll call vote, it was all for. Motion carried. Richter moved to adopt Option #3 for repayment of the USDA Loan on the Water Main Project. McKnight seconded. Resi- dents have voiced that the payment should be shared between city sales tax and user fees. After a discussion, the Board ruled out Options #1, #4 and #9. In reviewing the other six options, Richter rescinded his mo- tion and McKnight rescinded her second. Richter moved to use $75,000.00 from the Infrastructure Improvement Fund annually, increase the city sales tax by ½ percent, and increase water user fees to make the annual payment to USDA. McKnight seconded. In a roll call vote, it was all for. Motion carried. EDDY COUNTY COURTHOUSEJANUARY 2, 2019, 9:00 A.M.

The meeting was called to order by Glen-da Collier, Chairperson. Also present were Commissioner Neal Rud, Commissioner Dave Gehrtz and Auditor Patty Williams. Neal Rud made a motion to approve the agenda and it was seconded by Dave Geh-rtz. The motion carried. Dave Gehrtz made a motion to approve the minutes of the December 18, 2018 meet-ing.
