The draft in the Third Ward (third sab-dis¬ trict) of the District of Columbia, was com' menc»d this morning at 9 o'clock, and was attended by a large number of those interested, who, however, maintained the vexy best order, and as on ypeterday, cracked their jokee at the expense of the "wietims." Captain Putnam's company was in attendance to-day again. The number enroled in this ward was 2.035, cf whcm tii-7 were to be drawn. As the names were drawn they were called -oat by Mr. F. W. Blackford, Commissioner, "who was at times relieved of this duty by Capt. Sheetz, Provost Marshal. Mr. Fulton, of the Baltimore American, writes to that paper from Port Royal, Jnly 3U: "In conversation with some officers from the W abash, 1 find a very general con tide ti re pre. vailing that within the next ten d®y9 the fall of Sumter would be consummated, and that Charleston must soon after succumb. They report every thing as progressing satisfactorily and the tall of Fort Wagner as one of the events of the next few days. The constant bombard¬ ment now progressing is, I learn, mainly to conceal tbe erection, by General (Jilmore, of a masked batt. ry within live hundred yards of Fort Wagner, :md also to protect his troops in U.e operation. This new battery was expected to v-e ready to open on the enemy to-morrow, and its advent will be a grand fustlado from i th- Monitors and the Ironsides. It will be a sight worth seeing, and as I have just arranged | tc return direct to the bar, I hope to obtain a pood view of the event, and to he able to record to you its entire su<* ess. Fort Wagner is al- i ready a sightless mass of sand, and with the boring shell of General Gilmorea strong effort will be made to penetrate its magazine and put a summary end to the vile concern. For the last three days and nights the Rebels have tired upon us continually from JSumter, Gregg. Wagner and Fort Jackson. The Rebels are strengthening Johnson, and ha\e also built another enfilading battery lower dow n Jmnes Island. Some ol our scouts have visited it, but found only one gun mounted in It, although twelve embrasures. This week Captain Paine, one-hundredth New York, ike best and most fortunate scout we have, succeeded in a manner unknown to myself or the enemy in reaching the parapet of Wagner and inspecting nnmolested, the in¬ terior. It scf'tiis to be generally believed here this lorenoon that the bulk of our Army of the Potomac has again crossed the Rappahannock, at Kelly's Ford jirobably; a point between the location of Lee's headquarters when last heard lrom, Stevensbnrir, and the lino of advunta- Keou3 defences near Fredericksburg, which the rebels occupied ao long. If this be so. we apprehend that Lee's ariny are again in rapid retreat towards Richmond, which they will continue at least until putting the Rapidau be¬ tween themselves and Meade's veterans. That is, unless Meade yesterday evening or this morning forced them to venture a general eu- f-asement. We do not believe that they have any stomach whatever for such a battle, as they are not as numerous as represented, and are, moreover, greatly discouraged by their 111 success iu all quarters throughout the past month. The fact that Lee, with his headquarters at Stevensburg.seven miles southeast of Cul- peper Conn House, (rather thau four miles as stated in some newspapers) and with a con- aiderable force of iniantry at the Court House, permitted Bulord to rest ou Saturday night at Brandy Station (five miles from Steveusbnrg and five lrom the Court House,) after the fight ol that day, proves to us Lee's determination not to risk a general engagement in that imme* diate vicinity. Had he been willing to risk permitting the bulk of Meade's army getting into position be¬ tween his army and Fredericksburg, h* wonld surely have essayed an attack on Buford'e po¬ sition by day light of Sunday morning last, which he did not do. From Stevensburjt np to Brandy Station the country is capitally suited for operations according to the particu- lar style of tactics to which the rebels always resort when they can;a circumstance of which Lee would have gladly availed himself if ho dared venture to do so. On the whole, we look momentarily to hear either that Lee has promptly continued hi6 re¬ treat towards Richmond, or that a heavy battle was fought yesterday evening, or is being fonght to-day in the vicinity of Stevensburg.
