Learning from vanguards The NHS Confederation has published the following briefings sharing learning from vanguards:

Learning from vanguards: staff at the heart of new care models - looks at how the vanguards have broken down traditional organisational barriers across whole systems, how they have engaged staff in the programmes, communicated change and supported staff to work differently

Learning from vanguards: spreading and scaling up change - explores the ten key factors that the vanguards have identified are crucial to encourage the spread of initiatives

Learning from vanguards: supporting people and communities to stay well - explores how the vanguards have sought to design health and care services around the needs of people who use them, focusing on the outcomes that matter to people and tailoring care to their needs and goals.

Scaling innovation in the NHS The Innovation Unit and the Health Foundation has published Against the odds: successfully scaling innovation in the NHS. This report explores the findings of a research project about how to scale innovation in the NHS. It examines 10 innovations that have spread over the past 20 years and lists a set of provocations to consider how these insights build on, and challenge, existing wisdom on how to scale innovation in the NHS. Public attitudes to the NHS The King’s Fund has published a ‘long-read’ How have public attitudes to the NHS changed over the past three decades? This article looks at data from 34 years of the British Social Attitudes survey and what it tells us about the public’s relationship with the NHS and how it is viewed alongside other publicly funded services. Nursing workforce The Health Committee has published The nursing workforce. This report examines the current and future scale of the shortfall of nursing staff and whether the Government and responsible bodies have effective plans to recruit, train and retain nurses. The committee concludes that there has been too little attention given to retaining nurses which has resulted in more nurses now leaving than joining the professional register. There are many causes for this shortfall, including workload pressures, poor access to continuing professional development, pay and a general sense of not feeling valued. Report

Primary care estate Reform has published A design diagnosis: reinvigorating the primary care estate. This report looks at financing options for GPs who wish to upgrade their estate and finds private sector finance can upgrade the estate at value for money for the taxpayer. It suggests GPs need to be well-informed on financing options and building design to ensure public-private partnerships deliver value for money and that STPs have a critical role in supporting GPs when they are interacting with estate developers. Adult social care: long-term funding The Communities and Local Government and Health Committees have launched a joint inquiry on the long-term funding and provision of adult social care to feed into the Government’s forthcoming Green Paper. The inquiry seeks to identify funding reforms that will command broad consensus to allow progress in ensuring the long-term sustainability of both the health and care systems. Sustainability and transformation in the NHS The National Audit Office has published Sustainability and transformation in the NHS. This report examines the progress the Department of Health and Social Care, NHS England and NHS Improvement have made towards achieving financial balance. It provides a summary of the financial position of NHS England, CCGs and trusts; looks at what the Department, NHS England and NHS Improvement have done to support local NHS bodies to improve their financial positions; and examines the support the national bodies have given local NHS bodies to help them work better in partnership. Accountable care The King’s Fund has published two articles relating to accountable care:

Making sense of accountable care - answers key questions about accountable care, what it is, how it is being implemented and what it has achieved so far.

Accountable care explained – explains where accountable care came from and what it means Policies for healthy lives The Health Foundation has published Policies for healthy lives: a look beyond Brexit. This collection of essays underlines the value of taking a health-in-all-policies approach to the legislative programme that will follow the UK’s departure from the EU. The authors identify some common challenges and point towards the necessary conditions required to deliver better domestic policymaking for health, while exploiting opportunities to innovate, be progressive and put health at the heart of policy. To read more click here Patient access to medicines and medical technologies The NHS Confederation has published Brexit and the impact on patient access to medicines and medical technologies. This briefing looks at how UK and EU citizens could be affected by the disruption in trade that could result from the UK’s exit from the EU, as well as in the event of lack of cooperation in the regulation of medicines and devices between the EU and the UK post Brexit. Gluten free prescribing The Department of Health and Social Care has published Report of responses following the public consultation on gluten free prescribing. This report provides information about the consultation responses and the analysis undertaken. The government has decided to restrict gluten-free prescribing to bread and mixes only. Report Antimicrobial resistance The World Health Organization has published Global antimicrobial resistance surveillance system (GLASS) report: early implementation 2016-17. This report provides information from GLASS enrolled countries on the status of their antimicrobial resistance surveillance systems and reports national data for selected bacteria that cause infections in humans. Report Additional link: WHO press release Ambulance workforce NHS Employers has launched a new section on its website for the Ambulance workforce. It aims to develop organisational cultures that promote higher levels of morale, motivation, staff satisfaction, wellbeing and engagement, to improve the working lives of all staff in the ambulance service. It is based on evidence provided from across the ambulance sector on where good work is already happening and where support is needed. To read more click here Additional link: NHS Employers press release Ambulance and A&E arrivals The NHS Confederation has produced their first briefing using weekly sitrep data from NHS England relating to ambulance and A&E performance. Winter statistics: ambulance and A&E indicates that the number of people arriving at A&E departments by ambulance remained steady throughout the period 20 November 2017 to 14 January 2018, with the exception of a spike in activity on 1 and 2 January 2018. The delays of both 30 to 60 minutes and over 60 minutes fluctuated considerably over this period Briefing

Reimagining community services The King’s Fund has published Reimagining community services: making the most of our assets. This report looks at the current state of community services and explores how the health and care system needs to change to enable these services to meet the needs of the population now and in the future. Poverty and health infographic The Health Foundation has published an infographic on poverty and health which looks at how poverty can influence health. Infographic Storing NHS and social care data NHS Digital, Department of Health & Social Care, NHS England and NHS Improvement have published NHS and social care data: off-shoring and the use of public cloud services. This guidance explains the safeguards that must be put in place so health and social care organisations can safely locate health and social care data, including confidential patient information in the public cloud including solutions that make use of data off-shoring. Security of network and information systems The National Cyber Security Centre has published The NIS guidance collection. This collection is intended to support the implementation of the EU Directive on the security of network and information systems (NIS) which becomes UK law in May 2018. The Department of Digital, Culture, Media & Sport has also published the government response to the recent consultation on the Security of Network and Information Systems Directive. Data security and protection The Department of Health and Social Care has updated 2017/18 data security and protection requirements. This document outlines actions to implement recommendations by the National Data Guardian and has been updated to include additional information for general practices, local authorities and social care providers. 'What would life be - without a sing or dance, what are we?' A report from the Commission on Dementia and Music This report from the International Longevity examines the current and potential use of therapeutic music with people with dementia. It calls for a more effective co-ordination of national and regional activities, more research, improved public awareness and increased funding. Report

Tackling loneliness and social isolation: commissioners The Social Care Institute for Excellence has published Tackling loneliness and social isolation: the role of commissioners. This briefing draws on discussion from a seminar held in September 2017 to explore the opportunities and barriers faced by commissioners seeking to address social isolation in older people. Hidden hunger and malnutrition in the elderly This report from the All Party Parliamentary Group on Hunger calls on the government to look more closely at malnutrition in older people which it estimates will cost the NHS and social care £15.7 billion a year by 2030. Targeted investment in services that protect older people from malnutrition would deliver significant annual savings to the NHS, for example by reducing the number of hospital admissions and limiting the number of days older people spend in hospital. Dental care in the Primary Care Home model The National Association of Primary Care has published Primary care home: exploring the potential for dental care to add value (pdf). This report examines how dental care could fit into the Primary Care Home model and how it could add value. This is intended as an initial review, with more work to follow on dental pilots within primary care homes. Report

Social care briefings The House of Commons Library has published the following briefings relating to social care:

Social care: the forthcoming Green Paper on older people (England) - provides background information on the forthcoming Green Paper on social care for older people

Social care: the Conservative Party’s 2017 General Election pledges on how individuals pay for care (England) - considers the Conservative Party’s 2017 General Election pledges to reform how individuals pay for social car.

Pressure ulcers The Department of Health and Social Care has published Safeguarding adults protocol: pressure ulcers and the interface with a safeguarding enquiry. This guidance helps practitioners and managers across health and care organisations to provide caring and quick responses to people at risk of developing pressure ulcers. It also offers a process for the clinical management of harm removal and reduction where ulcers occur, considering if an adult safeguarding response is necessary. Guidance

Maternity services survey The Care Quality Commission has published the results from the Maternity services survey 2017. The results show that women are reporting a more positive experience of maternity care and treatment and highlights improvements in areas such as choice of where to give birth, quality of information and access to help and support after giving birth, when compared to the results from previous years’ surveys. State of Child Health The Royal College of Paediatrics and Child Health has published State of Child Health: one year on. These scorecards describe progress against recommendations made a year ago in the RCPCH’s State of Child Health report. The England scorecard reveals progress in some areas but no improvement in several fundamental areas. In particular, public health spending cuts are disproportionately affecting children’s services. NHS Health Check Public Health England (PHE) has published NHS Health Check: stocktake and action plan. This report provides a stocktake of the NHS Health Check programme as PHE approaches the end of the first 5-year cycle of the programme and outlines an action plan for the next cycle. PHE has also published Using the NHS Health Check programme to prevent CVD which explores how the NHS Health Check is playing and important role in the prevention and early detection of cardiovascular disease. Routes to cancer diagnosis Public Health England has published the latest Routes to Diagnosis dataset which shows an improvement in the way some cancers are being diagnosed. This latest update includes a new interactive tool which shows trends in cancer diagnosis for 53 different types of cancer. To read more click here

Health Education England The Department of Health and Social Care has published DHSC mandate to Health Education England: April 2017 to March 2018. The mandate sets out the government's objectives for Health Education England around workforce planning, health education and training and development. To read more click here

End of life care collaborative NHS Improvement have published information about the End of life care collaborative. They ran a 150-day programme, involving 16 volunteer trusts, to improve end of life care across a number of settings to improve the experience and quality of care received by patients at end of life. Yorkshire and Humber CCG news Yorkshire and Humber CCGs have published the following information on their websites:

Airedale, Wharfedale and Craven, Bradford City, Bradford Districts CCGs

In partnership with the CCGs, Yorkshire Cancer Research is to invest £94,000 to improve bowel screening participation rates in the area. The charity will run a trial to find out if a follow-up phone call can improve the number of people who complete their home testing kit.

Doncaster CCG The CCG is expanding their Consultant Connect services to urology and ophthalmology this month. This service enables GPs to contact consultants directly for advice about managing a patient’s condition.

East Riding of Yorkshire and Hull CCGs

The CCGs have launched consultations on plans to improve access to GP services by making more appointments available outside of normal GP opening hours: East Riding of Yorkshire CCG | Hull CCG

Hambleton, Richmondshire and Whitby CCG

A new strategic GP role specialising in improving cancer education, earlier diagnosis and support has been introduced. The Macmillan GP is funded initially for two years in order to act as a liaison between primary and secondary care for cancer services.

Sheffield CCG

The CCG reports that health services in Sheffield have reduced the number of antibiotic prescriptions by nearly 12% over the last 5 years.

Bassetlaw, East Riding of Yorkshire and Wakefield CCGs

These three CCGs report that the NHS England CCG Improvement and Assessment Framework has rated their diabetes care as “outstanding”: Bassetlaw CCG | East Riding of Yorkshire CCG |Wakefield CCG

Use of the Mental Health Act The Care Quality Commission has published Mental Health Act: the rise in the use of the MHA to detain people in England. This report examines the causes for the rise in the use of the Mental Health Act (MHA) to detain people. It is based on a review of data, site visits to 8 NHS trusts and engagement with service users, advisors and other stakeholders. There is no single cause for the rise in rates of detention this decade. It is highly likely that a range of factors are at play both nationally and locally Report

Brexit and mental health The NHS Confederation has published Brexit and mental health. This briefing outlines the possible implication of Brexit for the mental health sector. Sources of resilience and their moderating relationships with harms from adverse childhood experiences This is Part 1 of the Welsh Adverse Childhood Experience (ACE) and Resilience Study. It found that people who have experienced abuse, neglect and other adverse childhood experiences (ACEs), such as living with domestic violence during their childhood, are at much greater risk of mental illness throughout life. Those adults who had suffered four or more types of ACE were almost ten times more likely to have felt suicidal or self-harmed than those who had experienced none. Report Infographic

Improving access to psychological therapies NHS England has published the following case studies relating to Improving Access to Psychological Therapies:

Increasing older people’s access to Improving Access to Psychological Therapies (IAPT) services in North Yorkshire - looks at how North Yorkshire IAPT service has implemented an older people’s project to increase access to under-represented groups.

Staff retention at Westminster Talking Therapies – looks at why this service has a higher than average level of staff retention

Health needs of young carers / Children’s centre services The Local Government Association has published the following documents:

Meeting the health and wellbeing needs of young carers - contains case studies to help councils meet the health and wellbeing needs of young carers

Delivering children’s centre services - contains case studies setting out the approaches taken by eight councils to tackle the challenge of providing children’s centre services. It includes case studies from Bradford, East Riding of Yorkshire, Leeds and North East Lincolnshire.
