Consultation on the data and analytics statement of intent

NICE is looking to extend the use of data that will help inform its independent committees who produce its guidance. Proposed sources include: audits of procedures such as operations; registries that collect data on how particular treatments are used; surveys of people using services; and data collected on national trends, such as how many people have a condition. A consultation has begun on the statement of intent, which sets out the ways in which NICE already uses data, and how it would like to extend this in the future. Responses to the consultation are due on 13 September 2019.

This includes detail about where additional funding will be made available to support specific commitments and where activity will be paid for or commissioned nationally.

Launch of the Interim NHS People Plan

Delivering the vision of The NHS Long Term Plan will require healthcare that is more personalised

and patient-centered, more focused on prevention, and more likely to be delivered in the

community, out of hospital. It will be enabled by technology and delivered by professionals from

different organisations collaborating and co-ordinating their care for each of us. Our Interim NHS

People Plan, developed collaboratively with national leaders and partners, sets a vision for how

people working in the NHS will be supported to deliver that care and identifies the actions we will

take to help them. Some actions will make a rapid difference in 2019/20, and some will lay the

groundwork to grow the NHS’s workforce, support and develop NHS leaders and make our NHS

the best place to work. This is the beginning of a new way of working. Our Chief People Officer,

Prerana Issar, will shortly launch a partnership exercise – for leaders and people across the health

and care system – to set the conditions for an improved working culture throughout the NHS.

Since 2010/11, successive UK governments have chosen to impose a programme of austerity in an attempt to reduce the budget deficit. However, there is a growing consensus that austerity has failed economically, fiscally and socially. This report argues that the state must have a bigger role – and must invest more – in four ‘social deficits’, including health inequalities and mental health.

More detail Ignoring the alarms follow-up: too many avoidable deaths from eating disorders In December 2017, the Parliamentary and Health Service Ombudsman (PHSO) published Ignoring the alarms: how NHS eating disorder services are failing patients. That report included five recommendations relating to: the training of doctors and other medical professionals; the quality and availability of adult services, and the transition from child to adult services; improving co-ordination when more than one service is involved; using training to address gaps in the provision

of eating disorder specialists; and improving investigation and learning, in particular from serious incident investigations. This follow-up report examines what progress has been made on each of the PHSO’s recommendations. While it welcomes the steps a number of organisations have taken in response to the PHSO’s report, it concludes that further action needs to be taken under each of the recommendations.

More detail Sleeping in, losing out: a survey of care staff on sleep-in shifts This report on care staff on overnight shifts looks at ‘sleep-in’ conditions and finds that some staff were abused physically and verbally, including being punched and threatened with knives. The findings are based on a survey of more than 3,000 people UK-wide who care for the vulnerable and elderly by staying overnight, including in residential homes, in the accommodation of those living independently, or at the properties of those receiving home support. The report reveals the extent of their heavy workload, and that the vast majority are not allowed to leave their place of work while on a shift.

Report Mental Health Act Code of Practice 2015: An evaluation of how the Code is used Our new report looks at how well the Mental Health Act (MHA) Code of Practice is being used across mental health services since it was updated in 2015. We looked for the useful things and the barriers that services have found when they use the guidance. We also looked at what impact these things have had on people’s experience of detention, care and treatment. We found that the Code is still not being used as it was intended to be, and make a number of recommendations for the Department of Health and Social Care.

Report Interim report: Review of restraint, prolonged seclusion and segregation Our new report gives the interim findings from our review of the use of restrictive interventions in places that provide care for people with mental health problems, a learning disability and/or autism. The interim report focuses exclusively on the experience of those people cared for in segregation on a mental health ward for children and young people or on a ward for people with a learning disability or autism. It makes a number of recommendations for the health and care system, including CQC.

Hidden no more: dementia and disability According to domestic law and international convention, dementia is a disability. Thousands of people who responded to an All-Party Parliamentary Group (APPG) inquiry agreed that they see dementia as a disability. But they told the APPG that society is lagging behind and failing to uphold the legal rights of people with dementia. The evidence reveals that, across the country, people with dementia are not having their disability rights upheld. This report seeks to highlight the human impact that this has on people living with dementia. It focuses on themes of equality, non-discrimination, participation and inclusion.

Abstract:The purpose of this Editorial is to summarise the key recommendations of the Lancet Commission on Dementia Prevention, Intervention, and Care, reporting on the best available evidence to date on what we can do to prevent and intervene for dementia. We briefly describe the new life-course model of dementia prevention incorporating nine modifiable risk factors and their potential effect in reducing individuals' risk of dementia. We also summarise the recommendations of the report about which pharmacological, psychological, and social interventions are effective, and improve outcomes for people with dementia and their families. Recent developments highlight that there is good potential for the prevention of dementia. Progress in evidence-based approaches indicate the potential for dementia care to be of high-quality and widely accessible. Acting upon this knowledge now will reduce the global burden of dementia and improve the lives of people living with dementia and their families.

Investigation into NHS Property Services Limited NHS Property Services Limited (the Service) is a company wholly owned by the Secretary of State for Health and Social Care, established in December 2011 to manage NHS property. This report finds that, to a large extent, the Service has succeeded in improving the professional support required, collecting data, streamlining contracts and identifying market rental rates. However, it lacks the powers it needs to make its tenants sign lease agreements and pay their rent, which has contributed to increasing levels of outstanding debt.

NHS organisations invited to bid to lead centres for pioneering health data research and

innovation

Health Data Research UK is leading a £22 million competition to create up to five digital

innovation hubs to pioneer the safe and responsible use of health data for research and

innovation. The centres will enable researchers and innovators to have access to health data from

the NHS, social care, and research laboratories to improve people’s health and care. NHS

organisations are invited to apply to take part in the competition, which closes on 2 July 2019.

More detail It's never OK: a report on sexual harassment against healthcare staff This research finds that nurses, care assistants, cleaners and other NHS staff have suffered lewd sexual insults, groping and even rape while at work. The findings are taken from a much larger survey of 8,000 health workers and their experiences at work. It highlights the psychological trauma suffered by the 700 staff who responded to say they’d suffered sexual harassment in the past year.

More detail We need to talk: access to speech and language therapy This report brings together for the first time data to show how much local areas spend on speech and language therapy services. This was previously hidden – there is no publicly available, reliable information about what is being spent, and there is no single body to hold to account for that spending. While nearly one in five children are starting their school lives lacking the expected communication skills, the report reveals a ‘postcode lottery’ of spending, with huge variations across different areas. This risks children waiting months to be seen, or never receiving support at all.

Press release Rare jewels: specialised parent-infant relationship teams in the UK Parent-infant teams provide expertise, training, supervision and support to help local services to improve early relationships for all babies. They also provide direct therapeutic support to those who need specialist help. This research found that only 27 of these teams exist in the UK. These teams have been described as ‘rare jewels’ because they are small and valuable but scarce. The research shows that NHS children and young people’s mental health commissioners are

overlooking the needs of the youngest children. Forty-two per cent of areas in England do not accept referrals for children aged two and under, even though commissioners should fund services for all children.
