President’s Message
We just had a special event with the Baby Elephant Nandi at the Reid
Park Zoo. It was a beautiful, mild April day with 24 people showing up,
including children, husbands, and a candidate for office, with some
very active elephants showing off. The rhino and the tiger were
prowling around for us, as well. We were even able to run the 50/50
raffle. Many thanks to Parralee for setting this up!
Two of us will be attending the AZFRW Spring meeting in Mesa on May
15 and 16. We will assist the meeting registration table as well as
having a fundraising table for ourselves. Many thanks to
Parralee, Dorothy, Penny, and Olga for donations of items
to sell for our club at the state meeting. There is still time
to join us!
Our May lunch will be on Monday, the 18th, at the
Radisson, since Memorial Day falls on our regular 4th
Monday. We plan to have speakers on the Patriot
Academy project which educates young people about the
Constitution and our government. Later, at our June 22nd
lunch, we hope to have the candidates for city council so
stay tuned for updates.
One note I would like to make about social media. TRW has a new website which is available. If you
have suggestions for improvements or content, please let us know. We also have a Facebook page.
Both sites may carry news articles about candidates and elected officials but do not assume
endorsement or rejection by TRW based on the presence of favorable or unfavorable articles. News is
nnd we need accurate information whether we like it or not. Please keep on-line discourse civil and
respectful. Please try to upload articles from reliable
news sources. Please also remember that we do share
common goals and beliefs. Our site administrators are
trying as much as possible to present balanced and
accurate information.

Dear Friend,
After months of hearings and working to defend the A-10 and EC-130H, two aircraft stationed at Davis-Monthan and critical to Southern Arizona, this week we had a major victory in Congress. The House Armed Services Committee, a committee on which I serve, passed its defense spending authorization bill with an amendment I offered to prohibit the retirement of any A-10 or EC-130H aircraft next year. Not only did the bill include full funding for both platforms, but my amendment prevents any additional back door attempts at mothballing these aircraft, such as placing them in backup status.

Southern Arizonans have seen continual threats to these aircraft, and unlike years past, my amendment will
fully protect them next year. As we move ahead with the Senate to pass this bill and get it signed into law, I'll
continue to work with my colleagues to ensure our best Close Air Support and Airborne Electronic Attack
assets remain in the air and protecting our troops.

Tucson City Council Republican Candidates
Bill Hunt- Candidate for City Council Ward 1 Pilot William ‘Bill’ Hunt is a candidate for City Council seat in Ward 1. Bill has helped shape the character of Tucson for more than 20 years. Hunt has been involved in the community with several groups including serving as the President and pilot for the Flying Samaritans (a volunteer, nonsectarian group). Bill entered the U.S. Air Force in 1972 as a second Lieutenant and was assigned a slot in pilot training. He graduated pilot training in 1974 then trained as a fighter pilot in the F-4. Later Hunt went on to fly and instruct in the F-5. Currently, Bill is a senior principle engineer, managing six different weapon systems development for Raytheon. Bill is known for his no-nonsense attitude and it the type of guy who will never be swayed by special interests. When others waiver, we can count on Bill Hunt’s strength of character.
Kelly Lawton- Candidate for City Council Ward 2 Kelly Lawton is running for the City Council seat in Ward 2. He is the Campus Director at Embry-Riddle Aeronautical University Worldwide in Tucson. Lawton oversees operations and student services of the Davis-Monthan Air Force Base, and U.S. Army Garrison Fort Huachuca campuses. Kelly has been deeply involved with the community as a member of the Tucson and Sierra Vista Chamber of Commerce, the Accreditation Council for Business Schools & Programs, and the Susan G. Komen Riders for the Cure Bicycle Team. Kelly is a native Tucsonan who graduated from Palo Verde High, The University of Arizona (BSBA) and the University of Phoenix (MBA). Kelly has seen his hometown struggle for decades and could no longer stand by while things get worse. He often speaks about what can be done better rather than settling for mediocrity. We can trust Kelly will put the Citizens of Ward 2 and Tucson first. He is married to Keli Ann Lawton (FNP) and has a 12 year-old stepdaughter.
Margaret Burkholder- Candidate for City Council Ward 4 Educator Margaret Burkholder is running for the City Council seat in Ward 4. Burkholder is a math teacher at a local charter school and was the first Teacher in Tucson Unified to be recognized with National Board Certification in 2001, named Arizona Master Teacher and Intel Master Teacher. When elected to the school board, Vail USD was ranked near the 50th percentile in the state. With smart changes and hard work from Burkholder and the board, Vail rose to a top 5 district. She received Arizona School Board of the Year and Master of Boardsmanship awards in addition to the Congressional Record for Leadership in Academic Excellence. Margaret has shown she knows how to roll up her sleeves and get results. Those who know her best describe her as a compassionate person who will fight for what is right, not what is in her best interest. Burkholder has been married to John for 19 years and has 4 children who attend Vail schools.

One State Leads fight for Health Care Freedom – Arizona
HB 2643 Stopping Obamacare in Arizona: States shouldn’t try to save the Obamacare subsidies and HB 2643
ensures Arizona doesn’t try. The new law prohibits the state and all of its political subdivisions from using any
personnel or financial resources to enforce, administer, or cooperate with the Affordable Care Act (ACA). See
John Graham’s latest on Arizona (NCPA).
HB 2417 (formerly SB 1284 ) Paying Directly for care just got better: Higher insurance premiums, deductibles
& co-pays plus narrow provider networks are costing patients more. By paying directly.…market forces come into
play and patients can pay much less. With HB 2417, paying directly will be even more cost effective as the law
ensures insurance companies cooperate when patients go out of network for covered services by applying their
payments to the in-network deductible.
SB 1039 Expands Health Care Sharing Option: The cost of health insurance continues to skyrocket – and if
Obamacare subsidies come to a halt if ruled unconstitutional by the Supreme Court, even more people will
be seeking affordable health care options. HCSMs are exempt from the Affordable Care Act and they’re actually
affordable. SB 1039 aligns the state and federal definitions of HCSMs so that more people can take advantage

HB 2645 Laboratory Testing Without Order – The lab industry will never be the same thanks to some serious
free market interventions in Arizona: Less regulation a-la HB 2645, allowing patients to pursue lab tests without a
doctor’s prescription – and an innovative company named Theranos which offers patients more value for less
cost and less blood is a winning combination. If you haven’t heard of Theranos’ Founder & CEO Elizabeth
Holmes, you soon will! Many Arizonans are already benefiting from the Theranos/Walgreens partnership at 40
locations across the state.
SB 1320 Cosmetology Board can’t license makeup Artists - Should people who apply makeup & eyelashes
have to have a license to do business? SB 1320 makes sure they don’t in Arizona. Chalk one up for keeping
government from inhibiting entry into yet another business field. Read about another ‘Fishy Regulation’ this
Board is being sued over.
Addressing the over-prescribing epidemic: More than 100 people die each day due to legal prescription opioid
overdose in the U.S. SB 1032 requires Arizona Health Care Cost Containment System (AHCCCS) contractors to
intervene if a member has 10 or more prescriptions for controlled substances within a three-month period. [Read

Our Guest Speaker for May 18 luncheon is Juan Ciscomani and he is also bringing the student Governor of the Patriot Academy, Fernanda Winchester. They will be talking to us about their experiences and the importance of specialized education for our students. Here are some interesting facts about Juan Ciscomani:
“Juan Ciscomani grew up in Tucson, AZ. He graduated from both Pima Community College and the University of Arizona with honors. Upon graduation, Juan was one of twenty scholars in the United States selected by the Congressional Hispanic Caucus Institute to participate in their Public Policy Fellowship Program in Washington, DC. Returning to Tucson in 2006, Juan led the University of Arizona Take Charge America Institute’s outreach and youth financial literacy efforts. In 2008, Juan stood as candidate for the Arizona House of Representative. Despite not winning the election, Juan was even more energized to continue his civic leadership. He completed the Greater Tucson Leadership 10-week course in the Spring of 2009 and, as one of 25 leaders selected by a state wide search, he was part of the Flinn-Brown Civic Leadership Academy Fellowship in the Inaugural class of Spring 2011. Juan was appointed by Governor Brewer to the Arizona Civic Rights Advisory Board in 2012 and more recently completed his term with the Pima County Commission on Trial Court Appointments.
Juan joined the Tucson Hispanic Chamber of Commerce in 2011 with the goal of reaching 1000 members. As Vice President, he passionately helped businesses grow by leading all of THCC’s Outreach efforts with members, sponsors, events in Tucson and the three affiliate Hispanic Chambers in Sierra Vistas, Douglas, and Nogales. Juan was also instrumental in THCC’s Mexico efforts. In February of 2015, Juan was appointed by Governor Ducey as Director of the Southern Arizona office leading the Governor’s efforts in 7 counties and proudly representing the interest of Southern Arizona to the Governor as part of his Sr. Leadership Team. Married to Laura, they have Zoe (6), Juan Jr. (4), Kenneth (1 ½ years old), and a 4th baby due in July as their proudest accomplishments.”

This morning the highly renowned bond credit rating agency, Moody's Investors Service, announced it has upgraded Arizona's credit rating to Aa2, with a "stable" outlook.
In their announcement, Moody's said the rating increase "reflects the state's positive economic trends, significantly improved liquidity (asset) levels (and) budget actions expected to eliminate a structural imbalance."
So what does this upgraded credit rating say about Arizona?
It says that Arizona is a good investment.
It says that Arizona is open for business.
It says that Arizona is fiscally responsible.
It says that Arizona is headed in the right direction.
The budget decisions we made this year were tough, but your legislators and I weren't elected to do what is easy -- we were elected to do what is right and responsible for Arizona's future.
My administration will continue to govern in a way that protects Arizona's hardworking taxpayers and highlight this state's position as one of the best places in the nation for businesses to grow, invest and thrive.
