Leveed Areas of Perry County, Arkansas

The Arkansas Levee Task Force was established by Executive Order 19-10. The order charged the Levee Task Force to study and analyze the current

conditions of the state’s levees; identify sources and requirements for funding the construction, repair, and maintenance of the levees; study

prospective monitoring and reporting systems for maintenance of the levees; and review adequacy of current laws and organizational structure of the

levee system and levee district boards.

The Task Force divided into four teams, with each focusing on the individual tasks in the Executive Order. Team One was assigned the responsibility

of analyzing the current conditions of the levee systems. At its initial meeting and in subsequent meetings a recurring thread was the need for a

complete view of the levee districts. At this time, there is no assemblage of where the levee districts are located. To better understand where the levee

districts might be located the Arkansas Geographic Information Systems Office developed this report. This information provides local decision makers

an improved view of areas that may need to be considered as a part of a levee district.

The maps and report on the following pages represent an analysis of the real estate tax parcels within the leveed areas of the county. The location of

the levee and the leveed areas were derived from the National Levee Database maintained by the U.S. Army Corps of Engineers. The leveed area,

derived from a terrain-based calculation, represents areas protected from flood waters that could be flooded if the levee did not exist. The leveed area

was overlaid on the County Assessor Tax Parcel information and a report was prepared that quantifies the parcel owner, owner address, the type of

parcel, the acreage of record, the acreage estimated from GIS mapping, the acreage of each parcel that is estimated to be covered by the leveed area.

USACE Leveed Area U.S. Army Corps of Engineers Leveed Area - The leveed area represents areas protected from flood waters that could be flooded if the levee did not exist. The area is derived from a terrain-based calculation and Sourced from the National Levee Database.

USACE NLD Levee U.S. Army Corps of Engineers National Levee Database Levee – This layer represents the location of the main line or thread of the levee structure itself. Sourced from the National Levee Database

USACE Forecasted Inundation U.S. Army Corps of Engineers 2019 Forecasted Flood – This layer represents the June 2019, Arkansas River Flood areas that were forecasted to be under flood water. The forecast was derived from hydrologic modeling based upon the Arkansas River gauge levels, and terrain.

Roads This layer represents a combination of Interstate, U.S., State, County, and Municipal roads.

County Boundary This layer represents the current Arkansas County Boundaries.

PLSS Section PLSS Section represents the Public Land Survey System section. The sections are roughly one mile by one mile in size. County Assessors use this system as an index of real property, which aids in quickly locating the general vicinity of a tax parcel of real property.

PLSS Township / Range PLSS Township/Range represents the Townships and Ranges of the Public Land Survey

System. The system is first organized by Townships and Ranges and then 36 Sections are

contained within each Township and Range. Each Township / Range is roughly six miles by

six miles.

Levee and Drainage Districts This layer represents the administrative boundary of levee or drainage districts. These are

entities that were created in order to fund, construct and maintain Levee structures. These

Districts can exist as Levee, Watershed, and/or Drainage Districts and are established via the

County Court. They represent a geographic area of responsibility in regard to the maintenance

and construction of Levee structures built to mitigate flooding. NOTE: The legal description

of these districts was not readily available for ALL counties in the study area.
