In accordance with interim monitoring requirements outlined in the Neal's Landfill Statement of Work (SOW) dated March 5, 1999, groundwater sampling was performed at the following five locations: South Spring, North Spring, Pig Pen Spring, Taylor Spring Branch and Branam Spring. The general locations of these natural springs are shown on Figure 1 (attached). The sampling method involved the collection of grab samples in accordance with approved procedures outlined in the SOW. The only exception was the sample from Pig Pen Spring, which was collected from a 4" PVC slotted pipe that intersects a sub- colluvial channel. For this sample an ISCO Model 2900 sampler with a peristaltic pump was used. Routine sampling parameters including temperature and conductivity were measured and recorded. All samples were labeled and logged onto a chain-of-custody form. The samples were stored and transported on ice in insulated coolers. Custody of the water samples was maintained by Viacom until shipment to the analytical laboratory. Samples were analyzed by Heritage Lab of Indianapolis, Indiana. The samples were analyzed to a detection limit of 0.1 parts per billion (ppb) for all PCB parameters (except Aroclor 1221; detection limit 0.5 ppb) by EPA Method 608/SW-846 Method 8082. Samples were also analyzed for total suspended solids (TSS) by EPA Method 160.2. Field measurements, PCB analytical results, and QA/QC results for this monitoring event are presented in Table 1 (attached). Historical PCB results for individual sampling points are presented in Tables 2 through 6.

This letter summarizes the results of the March 21, 2001 sampling event performed byViacom, Inc. at the Neal's Landfill site. In accordance with interim monitoringrequirements outlined in the Neal's Landfill Statement of Work (SOW) dated March 5,1999, groundwater sampling was performed at the following five locations: South Spring,North Spring, Pig Pen Spring, Taylor Spring Branch and Branam Spring. The generallocations of these natural springs are shown on Figure 1 (attached).

The sampling method involved the collection of grab samples in accordance withapproved procedures outlined in the SOW. The only exception was the sample from PigPen Spring, which was collected from a 4" PVC slotted pipe that intersects a sub-colluvial channel. For this sample an ISCO Model 2900 sampler with a peristaltic pumpwas used.

Routine sampling parameters including temperature and conductivity were measured andrecorded. All samples were labeled and logged onto a chain-of-custody form. Thesamples were stored and transported on ice in insulated coolers. Custody of the watersamples was maintained by Viacom until shipment to the analytical laboratory.

Samples were analyzed by Heritage Lab of Indianapolis, Indiana. The samples wereanalyzed to a detection limit of 0.1 parts per billion (ppb) for all PCB parameters (exceptAroclor 1221; detection limit 0.5 ppb) by EPA Method 608/SW-846 Method 8082.Samples were also analyzed for total suspended solids (TSS) by EPA Method 160.2.

Field measurements, PCB analytical results, and QA/QC results for this monitoring eventare presented in Table 1 (attached). Historical PCB results for individual sampling pointsare presented in Tables 2 through 6.

Validation Results for the March 2001 Neal's Landfill Spring Water Samples

1. Validation of the following samples has been completed:

o NL 1519-NL 1525

Validation was performed per the requirements for level 4 data in the project QAPjP. This includes acheck for: Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements. Based on this review, no data qualificationflags are recommended

The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).

o Precision and accuracy: Precision and accuracy were assessed by reviewing the labperformance on lab spiked samples, lab spike duplicates and field duplicates. Allrequirements were met.

o Representativeness: The representativeness requirement involves an assessment of thefield sampling and lab analytical techniques. The field sampling locations andtechniques as well as lab procedures were in accordance with the approved samplingplan and QAPjP. There were no deviations and the representativeness requirement wasmet.

o Completeness: The completeness goal for the project was for all project data to be 90%accepted. Completeness is calculated by dividing the total number of acceptableanalyses by the total performed. An acceptable analysis is defined as one thatconformed to QC protocols and is not rejected. All these sample results were accepted.

o Comparability: All the samples taken, analyzed and validated by Viacom were taken byViacom or its contractors sampling crews using the same procedures as previous samplesat this location. Care should be observed when attempting to trend these results with thehistorical data from a different lab. These samples were analyzed by Heritage labs.Some previous samples from this site were analyzed by Antech Labs.

Overall, the main objective of the sampling event was to determine if PCBs are present at a concentrationof .1 ppb or more. This data is of sufficient quality to satisfy this goal.
