As you can tell over the last several months, it is not easy to be president or board member of such a diversified community. We do not all agree on everything, but in the past at least we have stood together. With the many personal comments forwarded to the Sandbridge Beach Civic League distribution list, it is time to help you understand how much we fight for everyone’s rights in Sandbridge. Let’s face it – everyone understands there are serious issues with event homes that must be resolved. In 2015, I began dealing with Councilwoman Henley, requesting her assistance in this matter. As a result, in June 2015, I tasked an exploratory committee to define event homes and possible solutions and report back to the Civic League Board. City Staff presented two proposals during our January meeting. These represented the valid concerns that were passed along by the Event Home Committee and incorporated into two proposals. The new Event Home Committee is currently reviewing proposals as requested from the Civic League and the City. Upon completion, the committee’s recommendations will be brought to the Civic League for your approval or disapproval and forwarded to the City. There is no time frame for this to be complete per City Staff. For clarification: the current Event Home Committee members are 100% volunteers. On January 18, 2016, I sent an email asking for volunteers for this committee. No one who volunteered for this committee was turned down. All volunteers, no appointees. Our goal has been to protect your rights as Civic League members. You must have the opportunity to comment, make informed decisions and vote. It has been very difficult to watch the negative actions of some members as we are trying to move forward with this process. As an aside, if you would like to see what our visitor tax brings into our community, view the website for the up-to-date information from City Staff. These taxes contribute a substantial portion to our sand replenishment funding. The Event Committee, SBCL board, City Staff and City Council welcome and want your feedback. The attempts to divide a very workable neighborhood have become far too negative and out of control. Once again, if you have questions give me a call. As we move forward, I would hope that we all work together to resolve this issue. One thing we can agree upon is we all love Sandbridge! We do not all agree on everything, but in the past at least we have stood together. President Joan Davis called the meeting to order at 7 p.m. Charles Learned gave the invocation and led the membership in the Pledge Allegiance to the Flag. Vice President Cheryl Caloras introduced our guest speaker, Fran Laskey from the Citizens Advisory Committee. The committee was formed for better communications and interaction between citizens and the police department and our city officials. Sandbridge is in the First Precinct.

Business Meeting:

Treasurer's Report: Tim Ferramosca reported the beginning and ending balances for January were $15057.00 and $14554.98 respectively.

CoMMittee RepoRts:

infRastRuCtuRe/puBliC aCCess Way: Bill Price - The City is only doing one access way this year at Porters Island Road but next year will be back up to three access ways. The City has planted 50,000 spreads of beach grass and also has cleaned up most of the other access ways.

BeautifiCation: Greta Stallings - Her committee has been working on new ideas for beautifying our community. Many of the creative ideas are geared around deterring theft of items purchased for landscaping. Greta also reported after investigating pricing for painting our water tower. If it was to be painted, it would have to be done in increments because of the high cost.

easteR egg Hunt: Amy Barton - Every year we have an Easter Egg Hunt for our community, families and friends. She is asking for us to fill 100 plastic eggs with wrapped candy, erasers, stickers or coins and leave them on her porch (308 Back Bay Crescent). Keep in mind when buying candy, some children might have peanut allergies.

event HoMes: Walt Hunter - Cheryl Caloras reported for Walt since he was unable to attend this meeting. Committee members had their first meeting on February 6, and spent time educating members on what the previous committee had done and then worked to define the problems that we as a community are experiencing because of event houses. Next meeting is scheduled for February 27.

MeMBeRsHip: Charlie Ellin - We now have 853 households that are members of the Civic League. Membership renewal is now through June 30. Check the PD code in the upper right hand corner on the address label of your newsletter to find out what year your membership expires. If it has 1606, it means your membership will lapse June 2016.

Road paving and RepaiR: Susan Sadowski - The City still says it is going to fix the flooding problems on Shad Lane and Whiting Lane this year.

neWs editoRs: Jane Stilley and Jim Belcher - With the arrival of spring and summer come lots of

events. Please send reminders of events to the editors of our newsletter.

Blood dRive: Fred Greene - The next blood drive is scheduled for March 17.

sideWalks: Tom Haser - Between now and May, a sidewalk will be installed between the traffic light and Porpoise Lane. For the past several months, Tom and Cheryl Caloras have been petitioning all 93 home owners between Porpoise and Tuna Lane. About 70% of the residents have responded to this initiative. They will have a meeting with the City to find out what the next steps will be.

announCeMents: Meyon Burns turned over the Santa event to Jonnie Mellen. Anyone who is interested in helping out on this committee, please get in touch with Jonnie.

Every 4th Thursday is Councilwoman Barbara Henley's monthly meeting. It is held at 5 p.m. in building 19 at the Virginia Beach Courthouse Complex.

Ginny Maniscalco introduced a two part motion concerning event houses. Option 1 - Work to refine the City's proposed Draft Ordinances that would allow three events per house per year in a residential neighborhood, but requiring a permit or Option 2 - Work on developing an alternative to the City's proposed Draft Ordinances that would restrict the use of houses for events in a residential neighborhood. Nicole Roper entered a substitute motion to table the first motion until after the Event House Committee has a chance to meet again. It was seconded, voted on and passed by 24 votes for, 14 votes against, and two abstaining votes. Joan mentioned that she has heard from both Karen Lasley and Barbara Henley reinforcing the fact that there is no rush to get this done. They prefer us to take as much time as we need because they, too, want to see us get it done right.

The ballots were counted for the three amendments to our bylaws. Amendment One passed 210 for, 19 against. The second one passed 162 for, 65 against. The third one passed 205 for, 24 against. The next SBCL Meeting is March 21, 2016 at the Sandbridge Community Chapel. The meeting was adjourned at 8:15 p.m.

Kellam Knights CleanupBy Lisa Roland

The Kellam Knights Lacrosse Team has put its playing power to a good cause! In December, team members spent the better part of a Saturday cleaning up over seven miles of beach at False Cape. Twenty-five players took part in the cleanup, including Sandbridge locals Garret Roland and Nick Barnas.

Along with filling and disposing of dozens of trash bags, the group found lots of interesting items like GoPros, airplane parts and fins! As part of their mission, the team also collected clean, used clothing and shoes, which were taken to a local youth shelter house.

“Great job” and “thank you” to Cameron Barnas for arranging this civic-minded event.

Rick and Katie Hammer of Sandbridge have two reasons to be proud. Their youngest son, Dakota, has made the President's List at Coastal Carolina University for the Fall 2015 semester. Known as Cody, he is a freshman majoring in hospitality, resort and tourism management. Cody is a 2015 graduate of Kellam High School.

Their oldest son, Alex Benshoff, graduated from the Norfolk Police Academy in January. Alex also received the academic achievement award for the class. Alex is a 2008 graduate of The Legal Studies Academy at First Colonial High School and a 2012 graduate of Duquesne University in Pittsburgh with a business degree. After spending three years working for Federated Investors in Pittsburgh, Alex has returned home with his fiancée Ashley. Alex will be assigned to Norfolk’s Third Precinct.

Job O. Belcher, Jr. Obit

Job O. Belcher, Jr., formerly of Sandbridge, passed away on January 4, 2016, in his Virginia Beach home. He was 81 years old. Born in Norfolk, VA, he was retired from the U.S. Navy as a Commander and A-4 Fighter Jet pilot after 28 years of service.

Left to cherish his memory is his wife of 54 years, Joan A. Belcher; sons, Job O. Belcher, III, Vaughn A. Belcher and Dean A. Belcher; brother, Dr. H. V. Belcher and five grandchildren.

A Fond Farewell To A Sandbridge LegendDick Jones Obit

He was everyone’s neighbor and everyone’s friend. So much that Dick Jones was affectionately dubbed “The Mayor of Sandbridge.” Dick passed away February 3, 2016 at the age of 83. Dick was known for his infectious smile, good humor and especially for passing out two-dollar bills to all the kids in Sandbridge. Dick enjoyed spending time outdoors in Back Bay and visiting his farm in Zuni, Virginia. He was also a lifetime member of Wareing’s Gym. Dick is survived by his devoted wife of over 39 years, Anne Jones along with his son Mark, daughter Jennifer Collins, stepchildren Ashley Shelton, G.S. Brown III, Tyler Brown and six grandchildren.

Dick’s friends and family from Sandbridge and beyond turned out to pay their respects to his family during services on February 6 and at a reception at the Sandbridge Island Restaurant. During the reception, Dick was remembered with tee shirts and memorabilia depicting the two-dollar bills for which he was famous. Sandbridge Beach Civic League President Joan Davis fondly describes Dick, “He always had a smile for everyone and a two-dollar bill for every child he met. Such a sweet man! He will be greatly missed.” James Barton says Dick and Anne were the official greeters at his Bi-annual Beach Cleanup. “Dick will be missed at this event as he was an instrumental part of it,” says James. Friends also took to Facebook to memorialize Dick and post photos of the two-dollar bills they still carried around since childhood.

In lieu of flowers, donations may be made to Sandbridge Volunteer Rescue Squad or Sandbridge Community Chapel U.M.C.

Roaring 20’s Valentine’s Dinner DanceThe Sandbridge Community Center took a trip back in time for a fun-filled good cause and a special way to celebrate Valentine’s Day. SCCUMC hosted the Hearts for Missions night of dining, dancing and a silent auction. Sandbridge’s own Flying Bryan Harrell provided his amazing brand of music. The youth volunteers served up a delicious dinner of sirloin tip roast, arugula cranberry salad, herb roasted potatoes, all topped off with a lovely lemon tea cake for dessert and sparking juice.

Proceeds go towards the summer mission trip to Popoyo, Nicaragua where local adults and youngsters will travel to build a house for a homeless family.

Needless to say, it was a magical night in many ways! Many thanks to the many hands that made light work and for all of those who donated their time and services.

“If you enjoy our beach, please help clean it!” Those are the words of James Barton who, along with Kevin Wong, has been organizing the Bi-annual Beach Cleanup for ten years now. James speaks passionately about the surf, sand and the environment. And he has made it his mission to educate people how to keep this important ecosystem clean and thriving.

The Spring Beach Cleanup is set for Sunday, April 10th starting at 1 p.m. Volunteers are asked to meet at the Little Island Pavilion. They will be given a map of Sandbridge, trash bags and other necessities for cleanup. They also get to pick the area they want to cover.

Anyone can volunteer! James is especially trying to reach out to families, kids and teens, school groups and surf groups. And you don’t have to be from Sandbridge to join the fun. Everyone is welcome. James and Kevin appreciate all the help they’ve had in the past decade, especially from local realtor groups and the younger set.

If all this beach cleanup makes you build up a hunger, well Kevin is taking care of that! As the owner of The Boardwok Restaurant, he is whipping up a tasty barbeque for all volunteers after the work is done. That takes place at 3 p.m. back at Little Island Park. (We hear that some people take part in the cleanup just to enjoy Kevin’s famous food!)

And that’s not all! For the past three years, James has worked to make this a full day of fun and civic-mindedness. Following the cleanup and barbeque, there will be the annual Surf-n-Swap Meet at the nearby Baja Restaurant. Here’s where you can sell or buy preowned surfboards, paddleboards, skateboards and various watersports equipment. Space for sellers is absolutely free and you can bring your own tent or tables. James says this is a great way for folks who want to try out a new watersport to get equipment for a very affordable price. Here’s the scoop on why you need to pick up the poop by MARY REID BARROW

IT’S BEEN raining a lot, dog owners, and I know it’s hard to stop and scoop the poop in the rain. But poop bacteria does its most damage in wet weather. Of all times to be diligent about scooping the poop, rainy weather is the time! I walked out in drizzle to the end of the street with my dog this morning, and right in the middle of the path to the woods was a big dog poop. I could have stepped right in it as I did in another pile the week before. But far worse than stepping in poop is what it is doing to pollute our waterways. It seems far-fetched, but rain washes the bacteria off the poop, down the street and into a storm drain in record fashion.

And do you know where all that fecal coliform (Ugh!) goes then, folks? It runs into our rivers and streams, which is where all the stormwater in this area flows. That means if we don’t scoop the poop right then and there in the rain, we are helping to pollute the water in which we like to swim, water ski and crab. This time of year, particularly, I can’t help but think about how much we like to eat those wonderful Lynnhaven River oysters that have made a comeback. Too much dog poop was one of the main culprits that polluted the river and made it dangerous to eat oysters years ago. More than a decade ago when Lynnhaven River Now began its efforts to clean up the river, scientific tests showed that up to a third of the fecal coliform pollution in the river came from dog waste.

A neighbor, who lives on a corner on the Atlantic Avenue feeder road, was fit to be tied the other day. She has gone so far as to plant a beautiful rain garden in her yard to help filter the water that runs off her property into the city storm drain on the corner. Yet, every time it rains, she said, dog owners get as far as the corner, let their dogs poop there, and quickly head home, negating all my neighbor’s contributions to keeping the river clean. My neighbor’s rant and the poop piles I’ve been seeing made me think it was time again for one of my own periodical outbursts.

So I wrote a note from my dog, Sam, and we delivered a goodie packet to all his dog friends on the street from Lynnhaven River Now. Sam took each dog a scoop the poop scarf, a doggie bag holder for their leash and a scoop the poop garbage can sticker for their person’s black garbage can. All are available for free from Lynnhaven River Now because the organization cares so much about keeping the river clean. A garbage-can sticker is a great way of spreading the word and reminding everybody on a weekly basis how important it is to scoop the poop all the time, even in the rain.

This morning, garbage day, I was excited to see one of the stickers we had passed out on a neighbor’s garbage can. She told me she never understood what damage dog waste could do, especially with its connection to the storm drains. Besides, she said, she always liked to hear from Sam; and Sam says dogs are embarrassed when their persons don’t scoop the poop.

The Virginia Beach Police Department recently received a question that we think is worth sharing with everyone. As warmer weather is approaching, hopefully this issue becomes even more important. The question the concerned citizen posed: when is it legal and illegal to pass a stopped public school bus with its emergency lights flashing, stop bar extended and in the process of unloading or loading children? To best answer that question it may be helpful to first review the Virginia State Traffic Code 46.2-859.

§ 46.2-859. Passing a stopped school bus; prima facie evidence

A person driving a motor vehicle shall stop such vehicle when approaching, from any direction, any school bus which is stopped on any highway, private road or school driveway for the purpose of taking on or discharging children… The driver of a vehicle, however, need not stop when approaching a school bus if the school bus is stopped on the other roadway of a divided highway, on an access road, or on a driveway when the other roadway, access road, or driveway is separated from the roadway on which he is driving by a physical barrier or an unpaved area.

To help simplify the matter I will add that if a driver is approaching a stopped school bus and there is nothing but asphalt, painted or not, between that vehicle and the bus, regardless of direction, the driver shall come to a complete stop. However, if a driver approaches a stopped bus and there is physical barrier, i.e. jersey wall, raised curb or an unpaved area i.e. grass median, the driver does not have to stop. The driver also does not have to stop when approaching on a divided highway, say Virginia Beach Boulevard, Kempsville Road or Lynnhaven Parkway. All of these examples refer to approaching the bus from the opposite direction. If you are passing a bus that is stopped in the same direction it will always be illegal regardless of median, etc. to pass it.

Hopefully you will find this message helpful. Please remember that across our nation, and even in our own city, many children are struck by vehicles as they attempt to load their school bus. It is always prudent to slow down when approaching a stopped school bus regardless if you have the right of way or not.

high SchooL SeniorS:We’re Looking For You!

The Sandbridge Beach Civic League gives up to three scholarships annually to deserving, graduating high school seniors. There is a $2,500, $1,500 and $1,000 award. The student must be attending a college, university, technical or trade school full time within the following year. The applicant’s family must be members of SBCL and full-time residents of Sandbridge.

The application can be found online at www.vbschools.com. Look under – students – scholarship central and then search Sandbridge Beach Civic League. You will need to submit the official application (academic resume may be included also), an official school transcript, two letters of reference ( one from a teacher or counselor and one from a neighbor or other Sandbridge resident) and an essay of 300-500 words titled “How Living in Sandbridge Shaped Who I Am.”

The applicants will be judged on academic achievement, academic rigor, leadership, involvement, community service and their understanding of and relationship to Sandbridge.

Unplanned Saturday…cold, with snow on the ground…unfolds and happens rather easily. ‘Tis the day before Valentine’s. Icy winds blow dry snow, fine particles like dust, in swirls across my deck and along the Atlantic shoreline. The dunes and beach are white. As the sun breaks through a cloudy sky, swirls of snow now sparkle as if mixed with glitter blowing in the wind. Usually our snow is too wet to lift into the air. Sea gulls fly by and the sound of voices, children playing outside, begins to define this wintry day.

Monday morning I toss a half filled box of Russell Stover’s candy out of my second floor kitchen window. It lands atop bags of garbage in the strategically placed black can I keep open and beneath the window for easy daily disposal of trash. I do love sweets so to remove temptation in that act seems almost heroic, but the truth is that I have another option. A pink, with soft brown polka dots, heart-shaped box of Woodhouse Chocolates is nestled on the shelf in my office. An imprinted brown grosgrain ribbon is tied with a bow around it. They were a surprise gift from my college roommate who likes the fact that Woodhouse is my mother’s maiden name and that those candies are works of art. Handmade in Napa Valley in the European style, each piece is different and possibly the best in the world. They are meant to be frequently admired, sometimes shared but more often hoarded, delicately sniffed, and always savored when tasted… gingerly. Never to be thrown away, eight precious pieces are left in that pretty little box.

Bonnie Campbell-Kuhn is in Tokyo, Japan attending a quilting show. Imagine that! Beverly and Gene Kwiatkowski are in Hawaii for about a month. Imagine that!! Lots of Sandbridge snowbirds are in Florida. Rick and Tammy Burnell, after a few years of living elsewhere, are moving back to Sandbridge Beach.

Aaron Peckham and his wife are enjoying living on the oceanfront this winter. Nicole Roper is recovering nicely from surgery. Dick Jones is, and will continue to be, missed.

Dick shall be remembered always with so many interesting stories to keep his memory alive. After his well-attended, story-sharing funeral, the local gathering at the Sandbridge Island Restaurant extended the chance for friends and family to say how much Richard “Dick” Jones was loved and appreciated. Martha Gaione and Carolyn Barnas and Mark McConnell kept delicious food on the table while bartenders kept glasses full. I was especially happy to reconnect with son Mark and Mark’s wife Grace and their daughters as we remembered together a time fifteen years ago when, along with Dick and Anne, we walked at night on the winter solstice into the woods to my little peace chapel. In the chapel we lit candles in memory of little Hunter, Dick’s beloved granddaughter. All of Sandbridge had prayed for Hunter’s life to be spared, so all of Sandbridge grieved sweet Hunter’s early death. Life, though, does go on and that night in the woods was also filled with joy as the light in the world began its return.

After an extra day in February, the month of March, with its unpredictable weather and legendary storms, is upon us. Daylight saving time begins the 13th, the first day of spring is the 20th, the full moon is the 23rd, and Easter is March 27, 2016. Passover is usually on the full moon before Easter, but this year it is on the full moon after Easter. Freshly picked Florida oranges make a wonderful gift in winter and, as my good friend says, “Life is new each morning in Sandbridge Beach.”
