WELLSTAR Clinical Partners News WINTER 2016 Vol. 1, Issue 2 We have much to celebrate! We began the enrollment process in June, and thanks to the efforts of our committees and task force members, we have made significant progress. As members of WCP, WellStar employed and affiliated physicians are working together to improve the quality and efficiency of the care we deliver. We are thankful to all who have and are continuing to contribute their time and efforts as we advance WCP. We are happy to share the following summary of our accomplishments as well as items that are still under development. Key accomplishments to date: Enrolled 1,167 physicians in WCP Launched committees and task forces to further engage our physician partners Built and validated approximately 50 percent of the selected ambulatory metrics Proposed alternate metrics to support regulatory changes and our ability to collect Received data from one of the clearinghouses and tested our data warehouse solution Developed logic using CPT II codes Developed education materials to support CPT II coding and documentation Began roll-out of initial training on metrics to affiliated practices Delivered our first quarterly newsletter Created initial staffing plan In progress: Development and roll-out of education and training for WMG on quality measures Finalization of education on measures to all affiliate providers Completion of agreements to obtain data from all clearinghouses Production of first quality scorecard Development of a Hospital Quality and Efficiency Program Refinement and approval of proposed WCP quality metrics with clinical council leadership Development of the WCP network contracting strategy, approach, and process Soon, we will be communicating two additional major initiatives, namely bridging the primary care physicians network to expand primary care access and creating a Hospital Quality and Efficiency Program (HQEP) to focus on specific measurable quality initiatives within the inpatient setting. While much work is still ahead of us, we are proud of the accomplishments to date and look forward to more progress as we continue to work with our great group of physician leaders! We have much to celebrate! We began the enrollment process in June, and thanks to the efforts of our committees and task force members, we have made signifi cant progress.

As members of WCP, WellStar employed and affi liated physicians are working together to improve

the quality and effi ciency of the care we deliver. We are thankful to all who have and are continuing to contribute their time and efforts as we advance WCP.

We are happy to share the following summary of our accomplishments as well as items that are still under development.

The WCP Quality, Population Health and Informatics Committee is working collaboratively to oversee the implementation of the quality program. Over the past 6 months our committees and task forces have worked on building and validating the quality metrics that were selected by physician advisors for each specialty.

The Quality, Population Health, and Informatics Committee has already begun the process of collecting and refi ning data from employed physicians in order to develop initial ambulatory reports. In addition, we are collecting inpatient data from the Epic inpatient database.

We are excited to have begun the process for ambulatory data collection from affi liated physicians using the clearinghouses. This will facilitate aligned metrics for both affi liated and employed physicians.

WCP is initially collecting data from affi liated providers’ practices by accessing claims fi les obtained from the clearinghouse utilized by your practice. For the initial phase our goal is to include a maximum number of practices with a minimum number of clearinghouses.

We now have agreements in place with Navicure and Relayhealth/Mckesson, and we are receiving claims data from practices that have signed their clearinghouse

joinders. Leveraging WellStar’s Epic Cogito Data Warehouse to aggregate and analyze data, we have produced initial scorecards.

Education materials have been developed to include an introduction to CPT II coding and capture and the current metric list. We are pleased to have completed our fi rst 12 one-on-one educational sessions with physician practices.

I am thankful for the time and talents of my physician partners who have worked with us on our committee, and on the metric and education task forces, to further the implementation of our quality program.

We appreciate your patience during the initial clearinghouse process, education, and roll out to all practices.

Provider Network Committee The provider network committee is proud of WellStar Clinical Partners now 1,167 members. The initial push for member recruitment has resulted in many follow-ups and contracts being signed. Although not the fast pace from the summer and fall, the committee remains busy.

We continue to receive, review and process applications and ensure there are no potential confl icts within the Participating Provider Agreement. We are looking at usage of the WellStar Clinical Partners logo and are currently working on a comprehensive branding packet so members will be able to proudly display membership among your practices. We are also creating an online directory of members in coordination with our current site and assesing a search function on wellstar.org.

We will help coordinate communication to the group as a whole so you can stay updated on current projects. We will update all members as we continue to grow and plan educational sessions and potentially business and social forums in upcoming months.

Our committee is reviewing and developing our goals within the strategic plan for both the short-, mid- and long-term. We look to you to provide feedback regarding communication and networking. If you have an idea that you would like to share

with the provider network committee, please let us know!

Finance and Contracting Committee The fi nance committee has been actively developing a budget for the next fi scal year. The budget will include monies for escalating our workforce to include a medical director, quality coordinator and several other key positions targeted to support WellStar Clinical Partners.

In order to appropriately predict the revenue potential of the organization, we are developing a network of contacts with other CIN administrators to learn from their progress and anticipate our revenue stream from the various sources.

Our timeline includes a goal to develop a contractual relationship with WellStar through it’s employee health plan as well as be responsive to any opportunities offered by WHS in the form of a Hospital Quality and Effi ciency Program.

These types of contractual relationships with the hospital system are typical fi rst steps for a clinically integrated system to build the platform needed to develop an presentation containing real-world results for the managed care payers.

Strategic Planning CommitteeAfter multiple analysis including industry, competitors, current situation, strengths, weaknesses, opportunities, threats, brain storming sessions and gathering thoughts from multiple stakeholders, the Strategic Planning Committee forged through the data with group collaboration and drafted a formal strategic plan. The plan identifi es short-term aims for the next year; mid-term aims for the upcoming 3-5 years; and long-term aims for 5-7 years in the future.

The strategic plan is specifi c, measurable, achievable, realistic and time bound. The formal plan was communicated to the WCP Board of Directors, who accepted the plan pending legal review and the addendum for outcomes to be submitted for each aim by the responsible specifi c committee.

This strategic plan will be a building blueprint to provide focus and be a catalyst for collaboration between the various committee’s and their multifaceted start up efforts to produce results. Strategy is critical component to the success of WCP. A special thank you to the Strategic Planning Committee and contributing members who cheerfully added another meeting to their busy schedule’s. Thank you for your high level of engagement, openness, focus, diligence and resolve to develop the WCP and improve population health.

What is the difference between the WellStar IPA and WCP?

The WellStar IPA utilizes a messenger model for contracting with payers. However, in WCP, physician participation facilitates a concentrated focus on improving quality, effi ciency and adhering to best practices and allows for joint negotiation and single signature contracting with payers.

Is the intent for WCP to replace the IPA?

Once WCP has a full network the intent is to have WCP replace the IPA.

Can I see WellStar employees under the new benefi ts plan?

The WellStar Employee Medical Plan has transitioned to Aetna as the new claims administrator. The network of providers remains the same. The WellStar IPA is the primary vehicle for the WellStar custom network.

Are the pressures for the quality measures coming from Medicare?

Both Medicare and private payers are driving measures to improve quality.

What is attribution and how does it work?

Attribution is the process where the patient Provider is determine by reviewing all of the patients encounters and assigning one primary care provider, and one specialty provider for every specialty a patient sees. There must be at least 2 encounters with a PCP or Pediatrician within the specifi ed date period and 1 encounter for all other specialties. Applicable encounters are extracted and linked to an invoice via billing transaction records.

Will My practice incur any cost to transfer my practice claims data to WellStar Clinical Partners for data analysis and reporting?

There is no cost incurred by the practice for transferring of the data from the clearing house. Each practice will however be responsible for working with their EHR vendor to ensure all the identifi ed codes are captured correctly in your claims fi les.

As a member of WCP, can I use the WellStar name when I market my practice?

You may inform third parties that you are a participating member of WCP and in-network provider. Any other advertising, marketing, or use of the name of WCP would require the approval of WCP in connection with a policy to be developed by the WCP Board. The WellStar marketing team is working on guidelines for use of the WCP logo, etc. We anticipate that it will take them some time and will be early 2016 before they have something ready to present to the WCP board for approval.
