The Livestock Competitiveness and Food Safety Project (LIFSAP) funded by the World Bank was implemented in 12 provinces, including Cao Bang, Ha Noi, Hung Yen, Hai Duong, Hai Phong, Thai Binh, Thanh Hoa, Nghe An, Dong Nai, Ho Chi Minh City, Long An, and Lam Dong from March 2010 to December 31, 2015.

This document provides vivid stories about the Project’s achievements during more than 5 years which contribute to the increase in the production efficiency of household-based livestock producers, reduction in the environmental impact of livestock production, processing and marketing, and improvement of food safety in livestock product supply chains (mainly meat) in selected provinces, following the project’s Project Development Objectives.

On the occasion of completion of the original LIFSAP, the LIFSAP’s Project Coordination Unit (PCU) would like to express our sincere thanks to the World Bank as the Donor, the Ministry of Agriculture and Rural Development, relevant ministries, the People’s Committee at all levels in project provinces for their support and creation of favorable conditions so that the project can achieve such results.

Livestock plays a significant role in generating rural income in Vietnam and is dominated by small-scale household pig and poultry production. The output of household-based livestock producers comprises about seventy percent of overall livestock sector production that serves the bulk of Vietnam’s population with an estimated 8.3 million households produce poultry and 7 million households produce pigs. Livestock producers face many challenges when trying to intensify their production to become more competitive and profitable due to limited knowledge, small-scale and scattered production without linkage, weak disease control, inability to meet food safety of livestock products.

When urban incomes increases, as is the case in Vietnam, so too do expectations for food safety. Currently more than 90 percent of Vietnam’s consumers are serviced by the local meat markets, most of them without proper hygienic conditions or waste treatment. These meat markets are supplied by the backyard and local small-scale slaughter houses, with unhygienic conditions and an absence of proper meat inspections.

To improve the competitiveness of the livestock sector and food safety, it is necessary to improve productivity, quality, food hygiene, and lower prices of livestock products. One of the important solutions of livestock and food processing programs in the future should focus on improving the quality of animal breed, widespread application of scientific and technical progress, technology, and management in nourishing, housing, slaughtering, processing, and control of veterinary hygiene, food safety and environmental pollution. At the same time, it is also necessary to reorganize the livestock sector and food processing sector, firstly in the fields of production, slaughtering, processing at small and medium scales so that they can develop and integrate with large-scale production in value chain of production and supply for domestic demand towards exports.

According to the sector’s state and increasing demand of society on creating safe meat source, Vietnam Government alongside with the support of the International Development Association (IDA) of the World Bank (WB) has funded the animal husbandry sector of Livestock competitiveness and food safety project (LIFSAP), aiming to raise the competitiveness of household-based livestock producers by improving productivity, quality, food safety and reducing environmental pollution in livestock product supply chains towards clean livestock from farm to table in selected provinces.

Lifsap regularly holds GAHP training courses for household-based livestock producers. The project management committee build has planned to “soften” 9 contents in VietGAP for household-based livestock producers in order to adapting to the situations of different households and areas as it is easy for them to understand, remember and apply while ensuring the stated criteria.

Most of the producers engaged in the livestock production model GAHP and VietGAP were supported an investment to upgrading their housing, equipment and started implementing biosecurity measures such as building disinfection holes, spraying onto vehicles and livestock areas, etc. so as to reduce the disease risk.

Producers change from scatter and fragmented to herd-size animal husbandry.

Increasing pig herds size to 39%: from 25,6 to 35,6 pig head/ household; chicken herds increase to 66%: from 935 to 1.552 chicken / household.

Livestock biosecurity is the application of synthetic and comprehensive technical and management measures to prevent the contact between poultry and pathogens, and ensure that the poultry is healthy and disease-free. These are technical measures aiming to minimize

the infection by diseases, natural or artificial biological factors which affect health and productivity of animal or ecosystem imbalance.

11,000 household-based livestock producers adopted livestock waste management procedures properly through investing in biogas digesters and composting pits. They can reduce pollution as well as increase income by selling organic fertilizer and saving fuel cost.

100% pig and chicken herds are vaccinated, the disease prevention is regularly taken at farm and livestock production area; The livestock production area is disinfected and taken actions for disease

prevention by veterinary staffs; Reduction of mortality rate during fattening period from 15% to 4.62% on

pigs; and from 41% to 5.69% on chicken.

Facing the fact that prices of various of animal feed are increasing, many households decided to produce and process feed for their livestock herds by themselves to save feed cost and increase productivity. The adoption of feed mixxing techniques using agricultural by-products in stead of

buying synthetic feed is being applied among household-based livestock producers. This helps decrease production cost and increase profit. According to pig producers, they buy feed stock available at their localities such

as grain bran, corn, cassava, etc. with low price and then grind them into dust and then mix with nutrient-dense animal feed or powder and salt to produce feed for pig. This is a kind of hand-made feed which does not go through many distribution links and therefore its price is much lower than price of packaged animal feed.

In fact, only when control of livestock products is carried out from “the origin”, we have basis to have safe products to consumers. Visual Tests show that people cannot realize whether food clean or

not with naked eyes. Hence, the management of food hygiene and safety must be started from the origin of which animal husbandry practices follow the principles of positive and active prevention to avoid unhygienic food launched to market and then put on table as it is now.

After 5 years of implementation, Lifsap has established 46 priority husbandry areas in 45 districts, 173 communes of 12 selected provinces with approximately 38 thousand households applying VietGAP process for household-based livestock producers, in which more than 11 thousand households were directly supported by the project and 26 thousand followed this process voluntarily. The number of households voluntarily adopting VietGAP process of the project is rising and spreading to more than 20 provinces/cities nationwide.

In the opinion of Mr. Nguyen Xuan Anh Tuan - LIFSAP’s Deputy Director - although has not been run in a long time, the project has made initial success, with the key indicators such as: Reducing the mortality rate to average 5%, the economic efficiency is higher than those who is not following GAHP 14.7%, contributing to enhance competitiveness of households-based livestock following GAHP model and confirming the correctness of GAHP process.

According to Mr. Nguyen Van Trong - DAH’s Deputy Director - the project’s good husbandry improves the production efficiency of household-based producers, reduces the husbandry impact on environment and enhances food safety.

Three years ago, Mr. Nguyen Chi Loc and Ms. Pham Thi Le’s family (in Trung Cao Village, Trung Hoa Commune, Chuong My District, Hanoi) invested approximately 1 billion dong building closed housing to grow laying hens.Although the housing has only been used with less than half capacity, there are 2,000 laying hens of which average 90% laying eggs per day producing nearly 1,800 eggs. The current price farmhouse is 2000 dong, and the net profit they gain is 1000 dong/egg. It is estimated that this young couple earn up to VND 50 million every month. Next year, the couple of Loc and Le will extend their flock up to 5000 chickens in order to utilize maximum capacity of the housing.

Thanks to the LIFSAP, Loc and his wife regularly attended training courses, took field visits to good husbandry demonstration, and learnt new husbandry techniques.

Being poor for his whole life, Mr. Vu Van Chinh (born in 1962) lives in Tra Dong Village, Quang Trung Commune, Kien Xuong District, Thai Binh Province always wants to find a way to do business, hopes to escape from poverty so that his 3 children are less miserable. And the magic came to him when LIFSAP invested in his locality...Gesturing at sows and nursery pigs about to be sold, Chinh could not hide his delighted expression. “Previously, growing pig according to the traditional way, I do not dare to invest because it required a lot of work while there are many disease outbreaks, slow-growing. If it is favorable, profit is not much. However, since being received support from the LIFSAP regarding techniques, finance for construction, disinfection drug, etc. my thinking about doing business has changed. From being a near-poor household, now I have billions dong” said Chinh.

“THANKS TO LIFSAP, DREAM OF A BILLIONAIRE COME TRUE”

Thanks to livestock production developed, high profit, and less work required, Chinh collected money and bought an industrial tractor at a cost of more than VND100 million to serve the residents. In 2012, he continued buying a combine harvester made in China at a cost of more than VND300 million. At the end of that year, in winter-spring harvest season, Chinh continued buying one more combine harvester made in Japan at a cost of more than VND600 million.Chinh’s dream of being a billionaire has come true that is a spectacular change in his life within less than 5 years.

The role model is the farm owned by Mr. Pham Van Can and his wife Ms. Nguyen Thi Nu - hamlet 10, Dien Trung Commune, Dien Chau, Nghe An - which is also one of the earliest families to join the project. Their farm is almost 2ha and contains 17000 chickens (2000 laying hens and 15000 commercial broilers), produces about 1800 eggs daily, which Lifsap supported equipment to upgrade housings, equip them with water pump and PPE. When this chicken breed reaches one month old, they weigh over 1 kg/ chicken head averagely. Their highest survival rate is 99%, their ability to gain weight is higher, and they are raised in about 45 to 47 days, weigh around 3.5 kg.

NGHE AN - POSSITIVE RESULTS FROM CONCENTRATING ON CHICKEN PRODUCTION FOLLOWING LIFSAP’S MODEL

Mr. Dau Ngoc Hoa - Head of VietGahp of Dien Trung Commune, Dien Chau, Nghe An, said: “Lifsap is currently supporting 300 households of us in the last three years financially as well as technically. Concentrative chicken production following LIFSAP’s demonstration has brought high efficiency.

It is a talk by Mr. Vu Hong Nguyen (57 years old) who lives in Hamlet 3, Giang Bien Commune, Hai Phong. According to Nguyen, prior to the LIFSAP implementation, he only produced at small scale without methods and usually got losses. But now is different, thanks to training and sharing received from the project’s staffs, he has mastered veterinary issues and expanded livestock scale, developed economy, and been much more leisured. Being asked about his favorite thing when receiving support from the LIFSAP, he happily said: “that is having livestock production skills, having affection for other people; especially my current knowledge is not less than a veterinary”.Thanks to training as well as see the benefits from adoption of techniques in livestock production, Nguyen dared to expand his farm, increased from scale of 2000 to 3000 commercial chickens. The reason why he can raise so many chickens at the same time alone like that, plus the opening of corn and bran dealer is that time spent for raising chickens has decreased a lot.

HAI PHONG - ADOPTING LIFSAP’S TECHNIQUES - LESS DISEASE IN CHICKEN, INCREASE IN INCOME

“Adopting techniques, chickens got less disease and therefore it cost less time. In addition, the application of probiotics in chicken manure treatment also helps take less cleaning work. It is because of the fact that the housing must be cleaned once per batch only if using probiotics. While in the previous, the housing must be cleaned once per week that costs much labor and money” said Nguyen. Then, Nguyen shared his experience with us in detecting disease symptoms and drugs to treat such diseases. According to him, the chronic respiratory disease (CRD) in chicken has many different ways to treat. If being treated properly, it costs a few hundred thousand for the whole flock. However, if you do not know how to treat properly, it is much more expensive while chickens are not cured and may die masses. With his knowledge, we see that just as the people here call him by “Veterinary” which was not exaggerating at all...

Many years ago, Ms. Dinh Thi Nhuong’s family in Lien Hiep Commune, Duc Trong District, Lam Dong Province raised broilers but could not compete on prices with large companies (due to depending on animal breed, vaccines, feed, etc.), and therefore had many difficulties. She decided to move to raising laying hens.At the beginning, tasks were very difficult. She was not familiar with caring for hens that led to the fact that hens caught diseases, anorexia, laying few eggs, etc. Since participating in the LIFSAP, her efforts have been rewarded. Now her hen farm has been expanded to 1700m2 with more than 7000 hens, laying around 1600 eggs/day (reach 96%).

Nhuong said that the adoption of LIFSAP’s practices was harder but ensured disease prevention, healthy chicken, clean eggs. Although current output is unstable, she has sound confidence that the LIFSAP shall help farmers have a better life.

Thanh Hoa is one of 12 provinces involved in the LIFSAP which achieved the best results. 136 out of 1700 households in Quang Phong Commune involved in the project of which Mr. Bui Duc Thanh (in Lang Moi village) is the first one participating in the LIFSAP got evident success. Seeing his spacious house and livestock housing system with area of 900m2, we think that it is not difficult to get rich. Thanh said that since participating in the LIFSAP, his family has been accessed to livestock techniques, trained in disease prevention in livestock production and many skills to develop livestock production model following standards set-out in the VietGAP for household-based production. When implementing the LIFSAP in the locality, the project staffs did survey to identify those households who meet standards on housing. Households involved in the model was also trained in livestock production techniques for sows before and after spawning, care for piglet, hygiene and disease prevention to meet environmental standards. Besides, the fact that livestock producers were supported with medical instruments, biogas digesters, and other equipment serving production helps reduce various costs and increase efficiency that every producer dreams.

Thanh as well as other producers involved in the LIFSAP in Thanh Hoa Province all hope that the project will continue for years more, open training courses for farmers, and find out stable sources of income for farmers.

That is the story by Ms. Van Tuyen (born in 1967) living in Bien Giang village, Viet Tien Commune, Vinh Bao District, Hai Phong City. According to Tuy, Bien Giang village has a long tradition of chicken production with total 195 household-based farms. In the past, because producers did not know how to apply science and technology in production, chickens were not only infected frequently that caused mass death but also created a very strong smell. This caused the fact that all passers-by hold their noses, even got dazzled and dizzy due to smell from chicken’s manure.However, since June 2013 when the LIFSAP come in locality, everyone not only knew how to prevent disease but also got much knowledge about livestock production. In addition, the environment has been ensured hygiene, production has been more sustainable. Accordingly, only with VND 600,000 to buy probiotics, the whole 3000 - chicken farm must be cleaned once per batch only. This is better by far when there is no odor and efficiency increases. Off the top of Ms. Van Tuyen’s head, she happily said: “in the past, i had to replace chaff pad which costs VND6000 once per week, plus two people working hard all day to complete the above task. Now it is different, the whole batch needs replacing chaff once only that helps reduce money and labor cost, fertilizer is ensured environmental conditions and very good for plants. Thus, I can expand my farm, save labor cost, and save time to care for my family. Especially, thanks to the fact that all household-based farms apply methods of dusting probiotics to disinfect manure, alias “làng thối” (stink village) attached to Giang Bien has no longer existed.

Although there have been many attempts in the planning and construction of concentrated slaughterhouse, the whole country has still existed 28,000 small slaughter houses/points which are not ensured veterinary hygiene and food safety conditions. Urgent problem arises in the drastic need of the authorities at all levels, comprehensive coordination among authorities from local level.

235 slaughterhouses were upgraded/newly constructed meet standards on food hygiene and safety and environment with total slaughter capacity of 8,600 pigs/day and 20,000 heads of poultry per day.

Through upgrading/new construction of large scale slaughterhouses, the number of slaughterhouses which were not ensured hygiene conditions in the project provinces has been reduced by 27% for the last 5 years.

235 slaughterhouses and 378 wet markets have been invested to meet the food safety regulations, initially forming a closed value chain in 12 provinces/cities. Capacity building training, raising the slaughter’s awareness: regularly organise

training courses on slaughterhouse operation after upgrading in order to change their behaviour and raise their awareness of hygiene, food and environmental safety and slaughtering procedure. At the present, the project has supported upgrading 235 slaughterhouses

reaching 117.5% compared to the project goal. 100% of slaughterhouses which are upgraded by the project supported

improving the environmental and food safety standards. 97.79% of wet markets supported improving environmental standards 378 meat markets’ waste treatment system were upgraded 97.79% of meat markets supported improving national food safety standards 100% of meat product at the meat market were inspected. The project has organized 580 training courses for nearly 30.000 students

on upgraded market managing and operating procedure including butcher households, managers, hygiene staff and local authorities. 11.461 small traders are female and 817 ones are ethnic minorities. 603 tons of safe meat are sold daily serving 4.8-million-people community. 580 training courses on market operating procedure were held with 30.000

students.
