Mr. RITTER. Mr. Speaker, I just looked a t HB 382, PN 777. Apparently there has been a printer's error because the front of the hill deals with the Elertion Code and the back of the hill talks about liability of parents, etcetera. I frankly do not know what is going on, but there has obviously been a mistake.

Mr. GEESEY. Mr. Speaker, these amendments are strictly technical in nature and, if the members will follow with me, I would be happy to explain to them exactly what changes we are proposing.

On page 2 of the hill, line 10, we are removing the word, "All" and inserting the word, "the" so i t would read, "The proposed rules and regulations. . . " instead of, "All proposed rules and regulations . . . ." The reason for changing the word is because we are simply extending legislative oversight to this particular hill.

On page 2, line 17, we are removing the words, "Policy Board" and inserting, "appropriate professional or occupational hoard" because that is the present correct terminology. On the same line we are striking out the words, "by the department", so i t would read, "regulations adopted by the appropriate pro- fessional or occupational board shall he promulgated pursuant to . . . ." I would hope that the memhers would adopt the amendments. Mr. Speaker.

Mr. ZELLER. I rise to a point of order. TheSPEAKER. Thegentleman will state it. Mr. ZELLER. The point of order tha t I would like to bring

out, Mr. Speaker, is a real serious one, if you do not mind. It would be rather short.

First of all, there are some people possibly who may even look a t me a t times when I would get up here and make a statemrnt that may rub some people the wrong way. Hut there is one thing for sure - I have yet to hear a time when Mr. Geespy has ever the wrong way, And 1 just think that it is an affront to question this gentleman with any kind of boos or ahs, because he is really an outstanding legislator.

Mr. GANNON. I understand that . But I just question whether an insurance company sustaining a loss, is that a valid reason to cancel a policy? That is why the insurance company writes insurance policies to insure against loss, and under this hill the company could take a second look a t that risk and, if they have a loss, cancel the policy. And that seems somewhat strange to me, to permit the insurance company to have that opportunity.

Mr. HALVERSON. There would not he that restriction in the hill if i t were passed. l%at is true, Mr. Speaker, hut I do not think, again, i t would he a very poor excuse, in my opinion, for an insurance company to cancel from that example.
