Announcement
This portfolio contains the profiles of all legislators that belong to
key committees within the Commonwealth of Massachusetts.
Each key committee will play a role in the review and approval of
the retirement bills that have been filed.
This portfolio is for the members of MCSA to use to determine
which members reside within their regions so contact can be made
with each legislator for support of both retirement bills.

FORWARD
Many of us do not have experience with advocating for legislation or meeting with our legislative
representatives. This booklet was created with each you in mind to assist in determining which members reside
within your region or represent your town and city. We request you contact your respective legislators for
support of both retirement bills.
If you are familiar with the legislative process and your representatives this may seem rudimentary. The
Massachusetts Legislature is comprised of 200 members elected by the people of the Commonwealth. The
Senate is comprised of 40 members, with each representing a district of approximately 159,000 people. The
House of Representatives is comprised of 160 members, with each legislator representing districts consisting of
approximately 40,000 people. The President of the Senate presides over the Senate and the Speaker of the
House presides over the House of Representatives.
Steps in the process of how the Bill can become a Law in Massachusetts:
1. The Bill, “An Act relative to Massachusetts certified emergency telecommunicators” is filed and
assigned to an initial committee.
a. The current legislation (H.2366 & S.1529) has been assigned to the Joint Committee on Public
Service for initial review.
2. The Bill must have a public hearing held by the committee to which it is assigned (Joint Committee on
Public Service)
a. When the hearing date is set, plan on attending the hearing, prepare testimony and share why
the bill is important to you and your profession. Testifying on the Bill is an important step to
show legislators there is public support for this piece of legislation.
3. After a bill is heard in committee the chairperson of the committee decides to report it out of
committee favorably, unfavorably, or into a study order.
a. This is a step that requires supporters to reach out to committee members, your local
representatives and senators, to report the bill out favorably.
4. Then the Bill will follow a similar process in Ways and Means; the Committee on Steering Policy and
Scheduling; and the Committee on Third Reading. If it is reported out of each committee favorably, it
goes to the floor of one branch and if passed favorably, to the floor of the other branch.
a. This is a step that requires supporters of the Bill to reach out to committee members, your
local representatives and senators, to vote in favor of the legislation on the floor of the House
or the Senate.
5. The final step before the Governor’s desk for the Bill is engrossment. (passage in one branch, and then
engrossment in the other branch which is followed by enactment in each branch)
6. Out of thousands of bills filed each two-year legislative session, only a handful make it to the
Governor’s desk.
7. When the Bill makes it to the Governor’s desk, our work is not done.
a. This is a step that requires supporters of the Bill to organize friends and peers to visit the state
house and lobby the governor’s staff to support the Bill.

8. Once the Governor decides to sign it, the bill becomes law after 90 days. If the governor vetoes the bill,
it goes back to the legislature, which can choose to override the veto with a 2/3 majority in each
branch.
Now that you understand the process, you should recognize the tremendous amount of engagement from our
profession that is needed to support “An act relative to Massachusetts certified emergency telecommunicators”
and you may be wondering just where to start. That is why we created this booklet! Share your passion for
this Bill, share your passion for the work you do as the first, first responder. Not sure what to say? We have
included “Talking Point Tips” on page 91 to help you.
On the following pages you will find profiles of all legislators that belong to key committees within the
Commonwealth of Massachusetts. Each key committee will play a role in the review and approval of the
retirement bills that have been filed.
Talk with your Representatives and Senators about this issue…and then talk to them again! Continued
support for these bills must occur for them to move forward.
Most Massachusetts Representatives and Senators hold office hours. Call their office and make an appointment
to meet. Visit during their local office hours. Communicate the crucial and vital link a 911 Telecommunicator
is within public safety.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
1 Amend Part I, Title IV, Chapter 32, Section 3, paragraph G, “Group 2” of the
2 Massachusetts General Laws by inserting the following after the words “Cushing hospital”:
3 All Full Time Dispatchers, Dispatch Supervisors, Communications Center Directors or
4 Communications Chiefs certified by the Commonwealth of Massachusetts State 911 Department

• A 911 Emergency Telecommunicator must be certified in the Commonwealth every year like police officers and firefighters.
• A 911 Emergency Telecommunicator must earn annual continuing education credits approved by the Commonwealth every year like police officers and firefighters.
• A 911 Emergency Telecommunicator must be recertified by the Commonwealth every year, similar to police officers and fire fighters.
• A 911 Emergency Telecommunicator may be called a 911 Operator, a Police and Fire Signal Operator, or a Dispatcher. Regardless of what you call them – they are trained 911 public safety professionals.
• Certified 911 Telecommunicators save lives on a daily basis. They provide emergency medical dispatching while callers await the arrival of police, fire, or ems.
• Currently Certified 911 Telecommunicators are grouped with clerical and other general staff when in fact they are critical front-line public safety personnel – the “first, first responder”.
• This legislation would place Certified Emergency Telecommunicators into Group 2 Retirement, making them eligible to retire 5 years earlier (Age 60 or 62 depending on date of hire)
• A certified Telecommunicator provide critical public safety services. They are exposed to the same physical and mental dangers of their other public safety counterparts. Telecommunicators are especially susceptive to PTSD and vicarious trauma.
• In many communities, a 911 Emergency Telecommunicator responds directly to the scene of a SWAT call, major fire incidents, large scale public events, and other critical incidents as part of a unified public safety response, exposing them to the same dangers their counterparts are presented with.
• Very often, a 911 Certified Emergency Telecommunicator, never get closure or knows the outcome of critical incidents thereby increasing the possible exposure to PTSD, Critical Incident Stress, as well as Compassion Fatigue.
• Public Safety agencies consider certified telecommunications essential personnel just like Police Officers, Fire Fighters and EMS during natural & other disasters. Many agencies require the telecommunicator to be on call 24/7 willing to respond and assist with any emergency needs.
• Certified Telecommunicators handled over 2,000,000 911 calls statewide in the calendar year 2018.
• This legislation would impact approx. 2000 – 2500 certified telecommunicators in the Commonwealth. While there are approximately 5000 certified telecommunicators it is estimated over half are either Sworn Police Officers or Fire Fighters who are already classified under Group 4 for retirement.
• This legislation would not impact part-time employees who are not retirement benefit eligible, however they are also counted in the estimated 5000 certified telecommunicators.
• Many 911 Emergency Telecommunicators do not stay in the profession through retirement age as they aspire to move on to become Police Officers or Fire Fighters or move on to other professions due to the high stress and 24/7 shift work.
